• Why sectors statistics are important? Sector statistics can support the improvement of variety of official
statistics to fulfill development planning and monitoring • How to strengthen sector statistics to create new sources and
use of statistics? In Indonesia sectors statistics production is the responsibility of
ministries or government institutions (not the NSO’s) Strengthening sector statistics means strengthening ministries/govt’
institutions E.g. in Indonesia NSO have initiated to produce tourism statistics
through tourism survey – then this activity was responded by ministry of tourism to get a more detail information. By then NSO (BPS-Statistics Indonesia) signed MoU with ministry of tourism to build a capacity of producing tourism statistics in terms of methodology and other standards of producing statistics

Current practices in the production of sector statistics by BPS are mostly based on the compilation. - At BPS Head Quarter, sector statistics are compiled from ministries/central
government institutions - At BPS regional offices, sector statistics are mostly compiled directly from local
government working units because the system and mechanism of data flow has not been established in many regions
Statistical Integration between BPS and institution outside BPS in producing sectors statistics is also set up in the blue print “One Data for Sustainable Development”

Challenges in Producing Sector Statistics
Not all ministries and government institutions at central level as well as local governments are conducted data verification and consistency check
due to a lack of human resources capable for doing such activities.
BPS offices at all level must work hard in assessing data validity and reliability in which the process could take time for reconfirmation to data
provider especially in regions where a Data Forum has not been established
There is a challenge in data flow from region to central government (ministries/govt institutions) for some sectors statistics occurring since the
implementation of regional autonomy.
There has been a problem in administrative records related to sector statistics in many districts due to unavailability of data management
system and a limited capacity of human resources

• Ideally, sector statistics are generated from subnational statistical system to feed national statistical system
• In order subnational system can feed national system, a mechanism of sector statistics flow from subnational system to national system should be built.

• Sector statistics are managed by Data and Information Centre under Regional Development Planning Agency
• Data Forum is established within subnational system

• Example of sector statistics generated/compiled from subnational level feeding into national system : Agriculture: wetland area, harvested area, etc. Transportation: Length of roads, total vehicles, etc. Education: No. of schools and class rooms, no. of teachers, no. of students,
etc. Health: No. of hospitals, No. of public health center Religious Affairs: No. of marriages, divorces and reconciliation Finance: No. of cooperatives Employment: No. of registered job seekers, no. of registered job vacancies
• These sector statistics are published in Statistical Yearbook of Indonesia produced by BPS Head Quarter
• At subnational level, a similar publication is also regularly produced: BPS at province level produce Province in Figures (Statistical Yearbook of
Province) BPS at district level produce District in Figures (Statistical Yearbook of District)

• BPS Head Quarter developed a manual to standardize sector statistics publication at subnational level (province and district level)
• Manual consists of several aspects such as all types of data and indicators including sector statistics to be produced at subnational level, presentation guidelines and
• BPS Head Quarter has design a standardized website for all regions to cover sector statistics presentation
• Advance Release Calendar guideline for statistical yearbook publication at both central and regional level presenting sector statistics

• Interdependence can be between ministries/government institutions in producing sector statistics and between sector statistics themselves Example: Education sector statistics on total schools, total pupils, total teachers
at primary and secondary level of education are produced from 2 institutions namely Ministry of Education (for public and private schools) and Ministry of Religious Affairs (for Islamic schools)
GDP data is generated from a number of cross-sector statistical data for which several institutions contribute
• Interdependence can also occur between lower and higher level of governments in producing sector statistics. For example: statistics of road infrastructure
In order to be able to produce road infrastructure statistics at the province level, province government will rely on the availability of data of all districts.

• To ensure a good quality of sector statistics transferred from subnational system to national system, a mechanism of process of producing sector statistics which meet the criteria of quality statistics should be established.
• Guidelines for producing sector statistics need to be formulated to ensure that sector statistics produced by local governments have the same standards (concept and definition, period of data/time lag, coverage and other standards) among regions
• Despite a progress made in many regions in Indonesia in developing subnational system for producing sector statistics, the remaining question is: Can a huge variation in human resources capacity especially
among district governments in Indonesia accelerate the process of building mechanism enabling one to transfer sector statistics from subnational level to national level through a statistical system given the fact that Indonesia has a huge number of districts?
