Section 811 PRA Demo- Purpose• Melville Supportive Housing Investment
Act• Creates new project based rental
assistance for extremely low income people with disabilities
• Seeks to create integrated and cost effective supportive housing units
• Links affordable housing with community based services and supports

811 Demo Goals• Support State Housing and Service agency
collaborations to increase supportive housing• Innovative, replicable approaches• Cross disability, mixed income approaches to
develop integrated housing for people with disabilities
• Create more efficient and effective uses of housing and health care resources

Eligible Activities• Project based rental assistance in eligible
multifamily properties» Grantee (state) determines unit rent levels
up to FMR» Applicants (state) receive points for
targeting 811 to units with rents affordable to households at or below 20, 30, 40 or 50% AMI

Eligible Properties• Any new or existing multifamily property
with at least 5 housing units• Must have financing from LIHTC, HOME or
any state, federal or local program (except for Section 811 or 202 Capital Advances)
• NOT ELIGIBLE: units in projects receiving long term operating subsidies (such as Section 8), senior restricted units, or where use is already restricted to people with disabilities

25% Limitation• No more than 25% of total units in a property
can be used for Section 811, supportive housing for people with disabilities ,or occupancy preference for people with disabilities
• Units must be dispersed throughout property• Owners may designate certain unit types rather
than specific units (e.g., 1 bedroom vs. unit #10)
• Units may be both accessible and/or non-accessible

PRA Demo Operations• Tenant rents cannot exceed 30% of
adjusted income• Initial lease must not be less than one

Housing Agency must have Interagency Partnership Agreement with state Medicaid Agency (DHS in MN) that describes:» Target Population» Outreach and Referral Methods» Commitment to Services

TIMELINE• Application due to HUD: July 31, 2012• Award notification: October 31, 2012• Cooperative Agreement between HUD
and state: January 30, 2013• Minnesota Housing will issue RFP as
early as HUD allows• All PRA units occupied within 24 months

MN Implementation Plan• Apply for 100-250 units• Will do RFP in 2013 to select developments
meeting the following criteria:» Financed with LIHTC, HOME, agency resources» Units with existing rent restrictions» Owners with experience with supportive
housing and HUD rental assistance contracts» Located in geographic areas with eligible
populations, services and transportation

Outreach and Referral Plan• LTH: PATH workers will do outreach and
referrals for 811 units• MFP: Transition coordinators in institutions
will make referrals for 811 units• DHS Housing Coordinator will coordinate
referrals for all 811 units with property management
• Developments will list open 811 units on Housing Link

Service Delivery• MFP and PATH workers will help people
apply for housing units, assist with move in and connect with services.
• If sites currently have supportive housing units, the MFP and PATH workers will coordinate with the site service provider.
