Introduction

• Section 31a of the State School Aid Act provides funding to eligible districts for instructional and student support services for students who meet the at risk identification characteristics specified in the legislation.

• Section 31a is a new component of the MDE accountability system.

• 31a Report will be at the ISD/District level of reporting of performance of 31a At Risk identified students on state assessments of M-STEP and College Readiness SAT.

31a Accountability- Summary Details

• Section 31a reports are available to public and secure users. Public reports will have cell suppression rules applied as appropriate.

• The Section 31a display for secure users will include a matrix by grade level, and will include headcount, percent proficient and subject and proficiency variables.

• The public display will only include the relevant grades and tested subjects for those districts receiving 31a funds.

• The 31a report includes data for all grades and subjects.

Beginning in 2018-2019, if a district, public school academy, or the education achievement system does not demonstrate to the satisfaction of the department that at least 50% of at-risk pupils are reading at grade level by the end of grade 3 as measured by the state assessment for the immediately preceding school year and demonstrate to the satisfaction of the department improvement over each of the 3 immediately preceding school years in the percentage of at-risk pupils that are career- and college-ready as determined by proficiency on the English language arts, mathematics, and science content area assessments on the grade 11 summative assessment under section 1279g(2)(a) of the revised school code, MCL 380.1279g,

The district, public school academy, or education achievement system shall ensure all of the following:

(a) The district, public school academy, or the education achievement system shall determine the proportion of total at-risk pupils that represents the number of pupils in grade 3 that are not reading at grade level by the end of grade 3, and the district, public school academy, or the education achievement system shall expend that same proportion multiplied by 1/2 of its total at-risk funds under this section on tutoring and other methods of improving grade 3 reading levels.

(b) The district, public school academy, or the education achievement system shall determine the proportion of total at-risk pupils that represent the number of pupils in grade 11 that are not career- and college-ready as measured by the student's score on the English language arts, mathematics, and science content area assessments on the grade 11 summative assessment under section 1279g(2)(a) of the revised school code, MCL 380.1279g, and the district, public school academy, or the education achievement system shall expend that same proportion multiplied by 1/2 of its total at-risk funds under this section on tutoring and other activities to improve scores on the college entrance examination portion of the Michigan merit examination.

• Derived from the overall District-based count in the applicable

Fall, Spring and EOY MSDS collections.

• Only students counted as enrolled in the same district in at

least two of the three collections and labeled in MSDS as at

risk in at least one count are included for 31a accountability.

preceding school years in the percentage of at-risk pupils that are

the grade 11 summative assessment.

Every district that reports 31a students will receive a MI School Data display containing:

• A percent proficient calculation for 31a at risk students for the 3rd

Grade ELA assessment.

• A percent college ready calculation for at risk students in high school (11th grade college entrance only).

• A count of district 31a students by grade, and the corresponding percentage of district at risk students by grade.

Every district that reports 31a students will receive a MI School Data display containing:

• A percent proficient calculation for 31a in each grade level for a state tested content areas (combined % proficient from general assessment and alternative assessment)

• A longitudinal display of district at risk past performance for all grade levels and all state tested content areas over the last three years.

Every district that reports 31a students will receive a MI School Data display containing:

• A downloadable data file, which will include Excel spreadsheet with variables for Student, Building, Assessment Type, Test Results, EL (English Learner), Migrant, Homeless, Economic Disadvantage and Race/Ethnicity for at risk students for all grade levels and all state tested content areas from the most recent year.

31a At Risk Report: What It Means

• The 31a At Risk report shows a snapshot view of the number and percent of proficient 3rd and 11th grade students identified as Section 31a At Risk on the state assessments of M-STEP and College Readiness.

• 3rd Grade reports on the number and percent of students meeting proficiency on the English Language Arts (ELA) section of the M-STEP Assessment.

• 11th Grade reports on the number and percent of students meeting College Readiness benchmarks.

31a At Risk Report: What It Means

• This report also provides a student level detail by grade and overall proficiency. Data on the number and percent of 31a At Risk student proficiency is shown for Grades 3-8, and 11.

• To see how the data for Section 31a At Risk student proficiency is changing over time a trend view is also provided between the school years 2014-15 and 2015-16.

31a At Risk Report: Why It Matters

Exploring the Section 31a At Risk report can answer questions like:

• What is the percentage of proficient 3rd grade students and college ready 11th grade students?

• Is my district doing better each year?

• I would like to be able to examine the complete data for all the schools in the state. How can I get that report?
