    A. Electrical and traction power work, including but not limited to the following:

    1. Coordination and scheduling to assure that revenue service operation of

    RT Metro is not disrupted where the work of this Contract interfaces with

    existing lines.

    2. Traction power substation (TPSS) site work, including ground mat, TPSS

    foundation, and setting, anchoring, and connecting four new TPSS

    furnished by others.

    3. Ductbanks, vaults conduits, and pull boxes.

    4. Traction power feeder cables and negative returns.

    5. Ground cables for aerial structure OCS poles.

    6. Demolition work.

    7. Dc disconnect switches and surge arresters.

    8. Developing QC records during construction.

    9. Developing record documents and photographs of the completed work.

    10. Inspecting and testing Traction Power system during and after

    completing construction, see CQCP General Requirements.

    A. Information for measurement and payment that applies only to this Section

    12.

    1.02 MEASUREMENT AND PAYMENT

    A. Work in this Section 12 will be paid only as a lump sum or by unit price.

    1. Lump Sum:

    a. Definition: Complete payment for the work described for that item

    in the Contract.

    b. Break down each lump sum bid item as required by General

    Provision 6.61.1, Schedule of Values.

    2. Unit Price: Work indicated as unit priced will be measured by the

    Engineer as described in the applicable Technical Specification sub-

    section.

    1.03 PAYMENT ITEMS

    A. Contractor Quality Control Program (CQCP): For payment for CQCP, see

    General Conditions 6.47.18, Payment for CQCP General Requirements.

    B. Full compensation for performing quality control inspection and tests and

    providing the test results/reports to RT is considered as included in the bid

    line item for the product, material or work to be inspected/tested..Therefore,

    all inspection and testing must be included in each specific bid line item.

    TPSS, signal instrument house, fencing, and other items as

    indicated on the Plans;

    b. Providing a concrete foundation, including earthwork, forms,

    concrete, and reinforcing bar; asphalt repair, if any; and

    landscaping repair, if any;

    c. Removing TPSS and ancillary equipment furnished by others from

    12-1.03 SUBMITTAL PROCEDURES

    PART 1 GENERAL

    1.01 SUB-SECTION INCLUDES

    A. Requirements only for work in this Section 12.

    B. Requirements for submittals that modify or exceed the requirements of

    General Conditions (GC) Section 6.45, Project Submittals and Deliverables.

    1.02 MEASUREMENT AND PAYMENT

    A. Work specified in this sub-section is incidental to Work described in other sub-

    sections.

    1.03 DEFINITIONS

    A. Product Data: As defined in GC Section 6.45.9, Product Data.

    B. Shop Drawings: Drawings, diagrams, schedules and other data specially

    prepared for the Work by Contractor or a subcontractor, sub-subcontractor,

    manufacturer, supplier, or distributor to illustrate some portion of the Work.

    C. Samples: Physical examples of materials, equipment, or workmanship that

    illustrate functional and aesthetic characteristics of a material or product and

    establish standard by which the work will be judged.

    1.04 SUBMITTALS

    A. Schedule of Submittals: Within the time required in General Conditions

    6.45.1, Contract Submittal and Deliverable Requirements Lists (CSDRL),

    submit a complete Technical Submittal List (TSL) for this Technical

    Specification Section 12 as part of the required CSDRL:

    1. Include each submittal listed in the Submittals Article of each sub-section

    of this Section 12, whether or not a submittal date or time from NTP is

    given.

    2. Include for each planned submittal:

    a. Submittal title.

    b. Contract Technical Specifications reference, by sub-section and

    Article.

    c. Drawing or document numbers.

    4. Add submittals as requested by the Engineer.

    5. After acceptance, add to progress schedule described in GC SECTION

    6.29, Progress Schedule.

    6. Update and resubmit on a monthly basis as part of the Monthly CPM

    Schedule Update, as described in GC Section 6.29.6, Monthly CPM

    Schedule Update Submittals.

    B. Submittals in CPM Schedule: Within the time required in General Conditions

    6.29.4,3.b Detailed Requirements for Schedule Deliverables- Submittals,

    include submittals as part of the CPM Schedule.

    1.05 CONTRACTORS RESPONSIBILITIES

    A. General:

    1. Furnish each submittal listed in the Submittal Article of each Sub-Section

    of this Section 12.

    2. Submittals must be in Imperial (or British) units and in the English

    language.

    3. Identification:

    a. Submittal Number: For each submittal, the submittal number is the

    corresponding number of the section, sub-section, article,paragraph, and subparagraph of the Contract Technical

    Specifications under which each is required.

    b. Tracking Number: In addition to submittal number, furnish a

    sequential tracking number as required by GC Section 6.45.2,

    General Requirements for Submittals.

    to each submittal. In addition to the requested information on this form,

    furnish the following information:

    a. Submittal number.

    b. Applicable standards, such as ASTM or IEEE.

    5. Submittal Medium:

    a. Furnish hard copies as required in GC Section 6.45.2.

    b. Furnish electronic copy in pdf format with bookmarks to separate

    sections.

    c. Drawings: In addition to hard copies and pdf format requirements

    above, furnish drawings in AutoCAD format and version required by

    GC Section 6.55, As-Built Plans.

    B. Product Data:

    1. Clearly indicate on product selection tables which product and which

    options are being provided.

    2. Line through or delete information that is not applicable to the Contract.

    3. For submittals with more than four items, include a table of contents,

    with tabs or other means of locating items in table of contents.

    C. Shop Drawings:

    1. Show dimensions, connections, and other details necessary to assure

    that the Plans are accurately interpreted.

    2. Use standard IEEE/ANSI device symbols and nomenclature on

    drawings.

    3. Drawings must be fully legible. Text on 22 by 34 drawings must not be

    smaller than 1/8 inch and on 11 by 17 drawings must not be smaller

    than 1/16 inch.

    4. On each drawing, furnish title block, and blank space for acceptance-

    stamp, per GC Section 6.45.10, Submission of Working and Shop

    Drawings.

    1.03 MEASUREMENT AND PAYMENT

    A. Work specified in this sub-section is incidental to Work described in other sub-

    sections.

    1.04 APPLICABLE STATUTES, CODES, RULES, REGULATIONS, AND STANDARDS

    A. Work is governed by all applicable statutes, codes, rules, regulations, and

    standards of Federal, State, and local governmental agencies and

    jurisdictions having authority over the Work.

    B. Perform Work in conformance with all rules and regulations of public utilities,

    utility districts, and other Authorities Having Jurisdiction.

    C. Authority: Applicable statutes, codes, rules, regulations, and standards,

    whether referenced in the Contract Documents or not, have the full force and

    effect as though printed in their entirety in the Contract Technical

    Specifications.

    1.05 PRECEDENCE OF STATUTES, CODES, RULES, REGULATIONS, AND

    STANDARDS

    A. Where specified requirements differ from the requirements of applicable

    codes and ordinances, the more stringent requirements take precedence.

    B. Where the Contract Documents require or describe products or execution of

    better quality, higher standard, or greater size or rating than required by

    applicable codes and ordinances, the Contract Documents take precedence

    so long as such increase is legal.

    C. Where applicable statutes, codes, rules, regulations, and standards require

    more care or greater time to accomplish Work, or require better quality, higher

    standards, greater size, or higher ratings, perform Work in conformance to

    such requirements with no change to the Time for Completion and Total

    Consideration, except where changes in the statutes, codes, rules,

    regulations, and standards occur subsequent to the execution date of the

    Contract.

    D. When no requirements are identified in the Contract Documents, comply with

    all requirements of applicable statutes, codes, rules, regulations, and

    standards of the Authorities Having Jurisdiction.

    1.08 DEFINITIONS

    1. Overhead Contact System (OCS): A complete overhead system for

    supporting a wire by catenary suspension, including but not limited to

    poles, support assemblies, OCS conductors and cables, and tensioning

    devices.

    2. Manhole, Vault, or Handhole: An enclosure, typically made of pre-cast

    concrete and covered with a single or split-type lid, used to facilitate

    cable pulling through conduit or duct systems. The term pull box may

    also be used for this type of enclosure, or may refer to a metal

    enclosure.

    3. Salvage: Work required to disassemble and load removed equipment,

    transport to the RT storage facility, offload and make ready for inventory.

    4. Traction Power System: All equipment and materials from points of

    receiving power from the utility to points of use of that power by light rail

    vehicles. The equipment includes TPSS, overhead contact system,

    positive and negative cabling, and related accessories.

    2.02 CABLE PULLING LUBRICANT:

    A. Commercially-available non-petroleum-based product that will not damage

    cable, cable sheathing, or insulation or cause corrosion to metal boxes or

    fittings of the raceway system.

    3.01 CABLE INSTALLATION

    4. Cable Bends: Minimum cable bending radii must comply with minimum

    requirements of NFPA 70.

    5. Do not pull cables by conductors unless authorized by Engineer.

    B. Separation of Cables:

    1. Install positive and negative cables in separate ductbanks, and vaults.

    C. Preparation:

    1. Where water has accumulated in ductbanks and vaults, pump water out;

    comply with environmental rules and regulations for disposal of water.

    2. Provide ventilation to disperse collections of noxious gases.

    3. Mandrel and Brush:

    a. Before installation of cable in conduit, repeat mandrel, brush, and

    swab as required for First Article Inspection in Sub-section 12-4.08,

    Underground Raceways and Vaults for Electrical Systems.

    D. Cable Pulling:

    1. Accessories:

    a. Use cable feeder tubes and nozzles to protect cable and reduce

    pulling tensions.

    b. Attach a roller-bearing swivel between the pulling rope and pulling

    basket or eye to reduce twist to cable.

    2. Cable reels:

    a. Set up in tandem so that cables may be fed into conduits without

    changing direction of bend.

    b. Turn supply reels while pulling cable to reduce tension.

    3. Record pulling tension during each dc feeder cable pull using a

    calibrated dynamometer.

    4. Pulling tension: Keep below maximum tension recommended by

    manufacturer for both longitudinal tension and side pressure.

    5. Use sufficient lubricant to meet tension requirements.

    6. Communications: Use cell phones to maintain contact between teams

    unless ends of pull are within voice or visual range.

    E. After Cable Pulling:

    1. Immediately after cable pulling, cut off damaged ends of cable and seal

    cable at each end of cut cable and cable end on reel with approved

    cable end seal to prevent entrance of dirt and moisture.

    2. See Sub-section 12-4.04, Medium-Voltage Conductors and Cable, for

    cable end seals.

    3. Attach temporary cable tags to the cable as soon as it is pulled.

    4. Leave sufficient slack cable lengths of half perimeter of vault, or as

    directed by Engineer to allow for proper racking and future splicing

    during the life of the cable.

    5. Temporarily support cables until they are permanently racked.

    6. Remove lubricants from cable in vaults after pulling cable.

    7. Cable Racking:

    a. Install cable racks specified under this sub-section in accordance

    with manufacturers recommendations.

    b. Rack cables on cable racks.

    c. Provide cleats and supports if needed.

    d. Form cable around wall of vault as soon as cable pull is completed,

    leaving 6 inches of cable straight where it emerges from conduit.

    8. Cable Supports in Vertical Runs:

    a. Support and spacing must conform to NFPA 70, cable

    manufacturers recommendation, or as indicated.

    b. Basket grips may be used.

    C. Connect conductors No. 8 AWG or larger to apparatus, bus work, switch or

    fuse blocks, by means of compression type lugs, unless otherwise indicated.

    Permanently bolt lugs to give maximum contact surface.

    D. 2 kV splice assemblies:

    PART 2 PRODUCTS

    2.01 TRACTION POWER FEEDER CABLE

    A. General:

    1. Cable: UL Type MV-90, 90 degrees C, 2.4 kV, unshielded, size as

    indicated on Contract Drawings.

    2. Application: Cable must be suitable for use on service and feeders,

    indoors or outdoors, in wet or dry locations, in conduit, and in cable tray.

    B. Conductors:

    1. Stranded, annealed copper conforming to or exceeding the requirementsof ASTM B3.

    2. Stranding: Per ASTM B8 or ASTM B496, Class B or C, unless otherwise

    indicated.

    C. Insulation:

    1. Ethylene propylene rubber (EPR) meeting or exceeding the

    requirements of ICEA S-96-659/NEMA WC 71 and UL 1072.

    2. No polyethylene is allowed as a component of the insulation.

    3. EPR insulation must be compounded by the cable manufacturer.

    D. Overall Sheath Jacket: Sunlight resistant, heavy-duty thermosetting

    chlorinated polyethylene (TS-CPE), meeting or exceeding the requirements of

    UL 1072.

    E. Temperature Rating:

    1. Suitable for installation at 0 degrees C.

    2. Continuous operating rating: 90 degrees C.

    3. Emergency rating: 130 degrees C.

    4. Short circuit rating: 250 degrees C.

    C. Acceptable Manufacturer/Product:

    1. Dossert MICON Type MC network connector range with Type MS

    insulating sleeve, or approved equal.

    D. Alternate Type (may be used only with Engineer authorization):

    1. Wraparound, completely waterproof splice comprised of the following:

    a. Heavy duty heat shrink sleeves,

    b. 5 kV insulating tubing

    c. Strip environmental sealant.

    2. Acceptable Manufacturer/Product:

    a. Raychem, CRSM wraparound heat shrink sleeves, type BPTM 5 kVinsulating tubing, with red insulating mastic environmental sealant

    type S-1254-25-300-4, or approved equal.

    b. Submit to Engineer documentation demonstrating that alternate

    type splice is required.

    2.03 TERMINATIONS

    A. Fittings must be tool-applied, compression, compatible with conductors on

    which they are used, and listed for use with provided cable.

    B. No. 4/0 AWG and larger conductors: Provide long-barrel, double-

    compression type, with two NEMA-standard bolt holes in tongue unless

    otherwise indicated.

    C. Compression Tools:

    1. Must apply a hexagonal compression using mechanical, electrical, or

    hydraulic power mechanism that ensures a complete compression cycle.

    2.04 CABLE END SEALS

    A. Heat shrinkable cap, polyolefin, providing a watertight after shrinking.

    B. Cap must seal to the cable and not require tape to hold it in place.

    2.05 SOURCE QUALITY CONTROL

    A. Dc Feeder Cables:

    1. Design Tests: Perform design tests in accordance with ICEA S-96-

    659/NEMA WC 71 and UL 1072.

    2. Qualification Flame Tests:

    a. Cable must pass the UL 1072 vertical tray flame test.

    b. Cable must meet the vertical tray flame test requirements of IEEE

    383 and IEEE 1202.

    3. Production Tests: Perform in accordance with applicable engineering

    standards or manufacturer's standards, whichever are more stringent.

    PART 3 EXECUTION

    3.01 WIRE AND CABLE INSTALLATION

    A. Wire and Cable: Must comply with the requirements of Sub-section 12-4.02,

    Common Work Results for Systems Conductors.

    3.02 SPLICE AND TERMINATION INSTALLATION

    A. Use continuous lengths of wire and cable between power source and

    equipment. Splices may not be used without written authorization of the

    Engineer.

    B. Where splices are required by conditions and authorized by Engineer, make

    them only in approved outlet, junction or pull boxes, in vaults, or in equipment

    cabinets, in accordance with cable and terminator manufacturers instructions.

    C. Connect conductors No. 8 AWG or larger to apparatus, bus work, switch or

    fuse blocks by means of compression type lugs, unless otherwise indicated.Permanently bolt lugs to give maximum contact surface.

    D. 2.4 kV splice assemblies:

    1. Preferred type assemblies must be neatly taped after assembly.

    2. Alternate type assemblies must be installed per the manufacturers

    instructions.

    3. Where splices are detailed on Contract Drawings, install as shown and

    as directed by Engineer.

    E. Tools:

    1. Use tool as recommended by the terminal manufacturer.

    2. Smaller than No. 2 AWG: Apply with mechanical ratcheting type or

    electric/hydraulic type compression tool.

    3. No. 2 AWG and larger: Apply with electric/hydraulic type compression

    tool.

    3.03 FIELD QUALITY CONTROL

    A. Dc Feeder Cables:

    1. High Potential Test: Perform test at voltages and for time durations in

    accordance with ICEA and NETA recommendations.

    2. Test positive feeder and negative return cables separately.

    3. Test is passed if there is no insulation breakdown or excessive leakage

    current.

    4. If a failure is detected, locate and determine the trouble, replace the

    defective cables, make necessary corrections, and retest the cables at

    no additional cost RT.
