SECTION 01820 - DEMONSTRATION AND TRAINING
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements of the Contractor for instructing Government and Operations and Maintenance personnel, including the following:
1. Demonstration of operation of systems, subsystems, and equipment. Contractor shall develop training modules for systems, subsystems and equipment.
2. Training in operation and maintenance of systems, subsystems, and equipment.3. Written documentation of training and Government personnel comprehension.
B. Government may perform facility maintenance and operations through in-house staff, maintenance service contracts, or a combination of the two. Contractor shall provide training to maintenance service contractors and Government personnel. This Section refers to maintenance personnel as Government Personnel.
C. Demonstration and training requirements are to be developed and implemented by the Contractor as described in this Section and in the Contractor’s prepared Technical Sections of Divisions 02 through 16. The Contractor shall comply with the require-ments for demonstration and training data developed in all specification sections.
1.2 SUBMITTALS
A. Instruction Program: 90 days prior to Substantial Completion, submit 2 copies of instructional program outlines for demonstration and training, including a schedule of proposed dates, times, length of instruction time, instructors' names and instructors’ qualifications for each training module to the CO. Include learning objectives and outline for each training module. Instruction program shall be based upon and utilize the approved operation and maintenance manual data.
1. At completion of training, submit 2 complete training manuals for Government use.
B. Training Program: Provide submittals specified in PART 2 of this Section.
C. Documentation: At conclusion of each training session, submit the following:
1. Attendance Record: Submit list of participants and length of instruction time.2. Evaluations: For each participant and for each training module, submit results
and documentation of instructor and student evaluations of training.

1.3 QUALITY ASSURANCE
A. Facilitator Qualifications: Training shall be facilitated by a firm hired by the Contractor or individual employed by the Contractor who is experienced in training or educating maintenance personnel in a training program similar in content and extent to that indicated for this Project, and whose work has resulted in training or education with a record of successful learning performance.
B. Instructor Qualifications: Instructors shall have factory-authorized representative experience in operation and maintenance procedures and training.
C. Pre-instruction Conference: Conduct conference at Project site. Review methods and procedures related to demonstration and training including, but not limited to, the following:
1. Inspect and discuss locations and other facilities required for instruction including classroom training and field training.
2. Review and finalize instruction schedule and verify availability of educational materials, instructors' personnel, audio-visual equipment.
3. Review required content of instruction.4. For instruction that must occur outside, review weather and forecasted weather
conditions and procedures to follow if conditions are unfavorable.
1.4 COORDINATION
A. Coordinate instruction schedule with CO and the Operations and Maintenance personnel who will assume responsibility for operating and maintaining the facility upon acceptance by the Government. Adjust schedule as required to coordinate with other ongoing construction and commissioning activities.
B. Coordinate instructors, including providing notification of dates, times, length of instruction time, and course content.
C. Coordinate content of training modules with content of approved, by the CO, operation, and maintenance manuals.
PART 2 - PRODUCTS
2.1 INSTRUCTION PROGRAM
A. Program Structure: Develop a comprehensive instruction program. Include individual training modules for each system and equipment not part of a system, as developed by the Contractor in the technical specification sections and the Schedule of Training in PART 3 of this Section.

B. Training Modules: Coordinate training with the CO. Develop a learning objective and teaching outline for each system, sub-system and product specified in this Section and Contractor developed Technical Specifications, Divisions 02 through 16. Include a description of specific skills and knowledge that participants are expected to master. Develop training modules as described in the following paragraphs and as indicated in the Training Schedule at the end of this Section. Coordinate specific topics to be included in each Module with the Government.
1. Module 1. Basis of System Design, Operational Requirements, and Criteria: Include the following:
a. System, subsystem, and equipment descriptions.b. Performance requirements.c. Operating standards.d. Regulatory requirements.e. Equipment function.f. Operating characteristics.g. Limiting conditions.h. Performance curves.
2. Module 2. Documentation: Review the following items in detail:
a. Operations manuals.b. Maintenance manuals.c. Project Record Documents.d. Identification systems.e. Warranties and bonds.f. Maintenance service agreements and similar continuing commitments.
3. Module 3. Emergencies: Include the following:
a. Instructions on meaning of warnings, trouble indications, and error messages.
b. Instructions on stopping.c. Shutdown instructions for each type of emergency.d. Operating instructions for conditions outside of normal operating limits.e. Sequences for electric or electronic systems.f. Special operating instructions and procedures.
4. Module 4. Operations: Include the following:
a. Startup procedures.b. Equipment or system break-in procedures.c. Routine and normal operating instructions.d. Regulation and control procedures.e. Control sequences.f. Safety procedures, including lockout/tag out requirements.

5. Module 5. Adjustments: Include the following:

6. Module 6. Troubleshooting: Include the following:
a. Diagnostic instructions.b. Test and inspection procedures.
7. Module 7. Maintenance, Care and Cleaning: Include the following:
a. Inspection procedures.b. Types of cleaning agents to be used and methods of cleaning.c. List of recommended cleaning agents and methods of cleaning and list of
agents and cleaning methods detrimental to product.d. Procedures for routine cleaninge. Procedures for preventive/predictive maintenance.f. Procedures for routine maintenance.g. Instruction on use of special tools.
8. Module 8. Repairs: Include the following:
a. Diagnosis instructions.b. Repair instructions.c. Disassembly: component removal, repair, and replacement; and
reassembly instructions.d. Instructions for identifying parts and components.e. Review of spare parts needed for operation and maintenance.
C. Training Shifts: Training shall be provided for one shift, unless otherwise noted. Training shall be accomplished during normal business hours. CO will coordinate precise times for training.

D. Training Duration: Duration of training and demonstration is addressed under PART 3 – EXECUTION. Training and demonstration duration for specific items within a training module may be adjusted with Government approval to meet the overall goals of the training module. The Contractor shall coordinate with the Government to determine the number of training sessions and duration for each component and system.
PART 3 – EXECUTION
3.1 PREPARATION
A. Assemble educational materials necessary for instruction, including documentation and training modules. Assemble training modules into a combined training manual.
B. Set up instructional equipment at instruction location.
3.2 INSTRUCTION
A. Qualified Facilitator shall prepare instruction program and training modules, coordinate instructors and coordinate between Contractor and Government for number of participants, instruction times, dates and location.
B. Qualified Instructors shall instruct Government's personnel.
1. Coordinate names and positions of participants with the CO.
C. Scheduling: Provide instruction at mutually agreed on times. For equipment that requires seasonal operation, provide instruction on actions necessary to prepare for and execute seasonal change over.
1. Schedule training through the CO with at least 30 calendar days advance notice.
D. Quality and Contents of Training Modules: Each training module shall include the fol-lowing.
1. Syllabus for each class. Syllabus shall contain:
a. Class objectives (what the student will learn).b. Script of lecture and demonstrations.c. Duration of each instruction period.d. Participant Sign-in Form.e. Participant Evaluation Survey Form.
2. Names of Instructors, name of company where employed, their credentials and affiliation with product if applicable and their qualifications as instructor.

3. Name of company who will video tape the classes. Include video script coordina-tion with instructor’s syllabus.
4. Training Module information shall be submitted to CO for approval.
E. Evaluation: At conclusion of each training module, assess and document training.
1. Assess and document each participant’s mastery of module by use of an oral performance-based test.
2. Obtain each participant’s evaluation of the training via a pre-printed survey form approved by the CO.
F. Cleanup: Collect used and leftover educational materials. Remove instructional equipment. Restore systems and equipment to condition existing before initial training use.
G. Record of Training. Provide a record of training. Record shall include list of attendees, student evaluation of training, evaluation of student comprehension at the end of training and recommendations for follow-on training.
3.3 SCHEDULE OF TRAINING
A. Training Module Key. The Training Modules have been identified by number and are listed in the Schedule of Training. The following is the Module Training Key:

B. Table 3.3 "Training Schedule" provides general information for demonstration and training from each technical specification section. Refer to this Section and each referenced Section for complete requirements for demonstration and training.
TABLE 3.3: TRAINING SCHEDULE
The following schedule is provided for illustration purposes only and shall be com-pleted in appropriate detail by the Contractor during development of the design. The Contractor shall coordinate with the Government to determine the number of training sessions, number of training hours, and which training modules will be covered in each session.
