records have completed the requirements fora championship but whose championships areunconfirmed. The showing of dogs whosechampionships are unconfirmed is limited toa period of 90 days from the date of showwhere a dog completed the requirements for achampionship according to the owners’records.Grand Championship points may also be

awarded to Best of Breed or Best of Variety ofBreed, Best of Opposite Sex to Best of Breedor Best of Variety of Breed, Select Dog andSelect Bitch.In addition, the Winners Dog and Winners

Bitch together with any undefeated dogs thathave competed at the show only in additionalnon-regular classes shall compete for Best ofBreed or Best of Variety of Breed.Winners Dog, Winners Bitch, and non-regu-

lar class winners that are not conformationChampions, are not eligible for GrandChampionship points.If the Winners Dog or Winners Bitch is

awarded Best of Breed or Best of Variety ofBreed, it shall be automatically awarded Bestof Winners; otherwise, the Winners Dog andWinners Bitch shall be judged together forBest of Winners following the judging of Bestof Breed or Best of Variety of Breed. If theWinners Dog or Winners Bitch was defeated ina non-regular class, it must compete for Best

of Winners, but may not be considered forBest of Breed or Best of Opposite Sex. Thedog awarded the Best of Winners shall becredited with the number of points calculatedfor Winners Dog or Winners Bitch, whicheveris greater. In the event that Winners isawarded in only one sex, or only one Winnersis present in the ring at the time of awards,there shall be no Best of Winners award.After Best of Breed or Best of Variety of

Breed and Best of Winners have beenawarded, the judge shall select Best ofOpposite Sex to Best of Breed or Best ofVariety of Breed.Eligible for this award are:Dogs of opposite sex to Best of Breed or Best of

Variety of Breed that have been entered for Bestof Breed competition. The dog awardedWinners of the opposite sex to the Best of Breedor Best of Variety of Breed.Any undefeated dogs of the opposite sex to

Best of Breed or Best of Variety of Breed whichhave competed at the show only in additionalnon-regular classes.A dog that has been defeated in any regular

class or non-regular class for single dog entriesin its breed or variety at the show is ineligibleto compete for Best of Breed or Variety. A dog that has been defeated by a dog of its

own sex in any regular or non-regular class forsingle dog entries in its breed or variety at theshow is ineligible to compete for Best ofOpposite Sex to Best of Breed or Variety.After Best of Opposite Sex to Best of Breed

and TrophiesThe AKC Board has endorsed the following

amendment to CHAPTER 5, Section 2, of theRules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show RulesCommittee. This will be voted on at theDecember 14, 2018 Delegates Meeting.CHAPTER 5SECTION 2: Each ribbon or rosette,

except those used at sanctioned matches,shall be at least 2 inches wide, and approxi-mately 8 inches long; and bear on its face afacsimile of the seal of The AmericanKennel Club, the name of the prize, and thename of the show-giving club with numeralsof year, date of show, and name of city ortown where show is given. Except ribbons orrosettes used for regular and non-regularclass placements are not required to bearthe date of the show and location of theshow on the face, at the option of the club.

PROPOSED AMENDMENT TO THE RULESAPPLYING TO DOG SHOWSCHAPTER 7, Section 1 – JudgesThe AKC Board has endorsed the following

amendment to CHAPTER 7, Section 1, of the

Rules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show RulesCommittee and Staff. This will be voted on atthe December 14, 2018 Delegates Meeting.CHAPTER 7SECTION 1: Any reputable person who is

in good standing with The American KennelClub may apply for approval to judge anyAKC recognized breed or breeds of pure-bred dogs, which in his or her opinion he orshe is qualified by training and experienceto pass upon, with the following exceptions:Persons connected with any publication in

the capacity of solicitor for kennel advertise-ments, persons connected with dog food,dog remedy or kennel supply companies inthe capacity of solicitor or salesman, personswho buy, sell and in any way trade in or traf-fic in dogs as a means of livelihood in wholeor in part, professional show superintend-ents and their employees, and persons whoshow dogs for others will not be approved ifstill engaged in such activities.No Judge may accept an assignment nor

officiate at any event where a member of hisor her household is involved to the extentthat there might exist an actual conflict ofinterest or the reasonable appearance of aconflict of interest.Eligibility is expanded upon in the Occupational

Eligibility Addendum and in the Rules, Policies andGuidelines for Conformation Dog Show Judges.

application to The American Kennel Club forapproval to act as Show Secretary of a dogshow. There is no limit on the number of Specialty

Shows for which an individual may beapproved Show Secretary. An individual willbe approved as Show Secretary for the show orshows of only one group or one all-breed clubin a calendar year. An individual must hold alicense from The American Kennel Club asSuperintendent in order to be approved asSuperintendent for more than one group orone all-breed club in a calendar year.

and Show SecretariesThe AKC Board has endorsed the following

amendment to CHAPTER 9, Section 4, of theRules Applying to Dog Shows, based on a pro-posal by the Delegate Dog Show Rules

Committee. This will be voted on at theDecember 14, 2018 Delegates Meeting.CHAPTER 9SECTION 4: As part of their duties, the

A dogwill not be considered to have been changedby artificial means because of removal of dew-claws or docking of tail if it is of a breed inwhich such removal or docking is a regularlyapproved practice which is not contrary to thestandard. Neutered dogs and spayed bitcheswould be allowed to compete in VeteransClasses only at independent specialties and/orthose all-breed shows which do not offer anycompetitive classes beyond Best of Breed.When a judge finds any of these conditions

in any dog he is judging, he shall disqualify thedog marking his book “Disqualified” and stat-ing the reason. He shall not obtain the opin-ion of the show veterinarian.When a dog has been disqualified at a show

finds that a dog is ineligible to compete underthis section, the dog should be excused, butnot disqualified. A dog may only be disquali-fied in a sweepstakes or futurity under the pro-visions of Chapter 11, Section 8-A.A dog is considered changed in appearance

by artificial means if it has been subjected toany type of procedure, substance or drugs thathave the effect of obscuring, disguising oreliminating any congenital or hereditaryabnormality or any undesirable characteristic,or that does anything to improve a dog’s natu-ral appearance, temperament, bite or gait.Even procedures, substances and drugs

which are absolutely necessary to the healthand comfort of a dog shall disqualify that dogfrom competition if the former has the inci-dental effect of changing or even improvingthe dog’s appearance, temperament, bite orgait.There may be cases in which a veterinarian

has prescribed some drug as being necessaryfor the health of a dog. In such cases, the vet-erinarian’s advice should be followed, butthe dog should be withheld from competi-

tion in dog shows until all possible effects ofthe drug have worn off. (The remainder of thesection is unchanged.)

aces or threatens or exhibits any sign that itmay not be safely approached by the judge orexamined by the judge in the normal mannershall be excused from ring. When the judgeexcuses the dog, he/she shall mark the dog“Excused,” stating the reason in the judge’sbook. A dog so excused shall not be countedas having competed. A dog recorded as“Excused for threatening or menacing” by ajudge on three occasions will be administra-tively disqualified by The American KennelClub.A dog that in the opinion of the judge

attacks any person or dog in the ring shall bedisqualified. When the judge disqualifies thedog, he/she shall mark the dog “Disqualified,”

Any dog, that inthe opinion of the Event Committee attacks aperson or dog at an AKC event resulting in aninjury and is believed by that EventCommittee to present a hazard to persons orother dogs, shall be disqualified by the EventCommittee pursuant to the section, a reportshall be filed with the Executive Secretary ofThe American Kennel Club. The disqualifieddog may not again compete at any AKC eventnor be on the grounds of an AKC event unlessand until, following application for reinstate-ment by the owner to The American KennelClub, the owner receives official notificationin writing from the AKC that the dog’s eligibil-ity has been reinstated.A dog that is disqualified for attacking must

have, at the time of the infraction, a permanentidentification if the dog is ever to be eligible fora reinstatement. Per manent identificationincludes, but is not limited to, microchip; tattoo;or some distinguishing, unalterable uniquebody feature.A photo of the dog must be taken in the

ring.

If the dog cannot be permanently identifiedfor any reason, including but not limited to,the fact the dog is not microchipped nor tat-tooed; has no distinguishing, unalterableunique body feature; an appropriate scanneris unavailable; the dog is unapproachable; etc.the judge shall mark his/her book: “DQ’d forattacking; cannot be identified.” If theexhibitor states that the dog is microchipped,and there is no functioning scanner on theshow grounds, the owner must supply docu-mentation proving that the microchip waspresent in the dog at the time of the infractionin order to be eligible for reinstatement. Themicrochip number, the name of the provider,the date of insertion, and the dog's registra-tion number must be sent to the ExecutiveSecretary of the AKC within 5 days of theevent.

Lips - Thin, tautlips, just covering the teeth of the lower jaw.Bite - Regular and complete scissor bite, i.e.upper teeth closely overlapping lower teethand set square to the jaws. Teeth - Full denti-tion.

Neck, Topline and Body: Neck - Length thesame as the head. Strong, clean, well archedand muscular. Set well into shoulders. Topline -Straight topline sloping from withers towardscroup. Body - Chest - Reaches to, or nearly to,the elbow, without going beyond. Ribs -Slightly sprung, narrow but never flat.Underline & Tuck-up - Clean, gently rising,lean underline. excessive tuck-up is a severefault. Back - Upper profile straight withoutconspicuous muscles, the length is approxi-mately three times the length of the loin. Loin- Length of loin is approximately one fifth ofthe height at the withers and its width is nearlythe same as its length. Short, slightly devel-oped muscles but firm. Croup - Croup has flatprofile, sloping steeply downwards to root oftail. Tail - Low set, fairly thick at base, reachingto point of hock. Of equal thickness for most

of its length. Carried high and curved whendog is in action; sabre fashion when in repose.Hair on tail is semi-long and close. Tail curledover the back is a fault to be severely penal-ized.

Forequarters: Angulation - Shoulder blade(scapulum) to horizontal 55 to 60 degrees.Shoulders - Strong, long, moderately laid back.Shoulder blades - Upper tips close together.Length close to one-third the height at thewithers. Upper Arm - Length of upper armslightly less than length of shoulder blade.Elbow - Level or below the line of the brisketand well tucked in. Legs - Forelegs straight andparallel when viewed from the front. Lengthjust over ½ the height at the withers. Pasterns -Strong and slightly sloping. Dewclaws - Maynot be removed.

Hindquarters: Strong and muscular. Limbsparallel when viewed from behind. Angulation- Not excessively angulated. In profile a verti-cal line from rear point of buttock to groundclose to or touching the tips of the toes. Anglebetween pelvis and upper thigh is about 115degrees. Legs - Upper thigh - Broad, long,upper thigh with flat muscles. Stifle - Moderatebend of stifle. Second thigh - Slightly shorterthan the upper thigh. Lean and distinct mus-culature with light bone structure. Groove atAchilles tendon well marked. Hock joint -Angle at the joint is about 135 degrees. Color: Self-colored light to dark shades of tan,with a mixture of slightly lighter and darkerhairs, or tan with white blaze or mark on head,chest and/or throat, white feet, point of tail,and/or belly. A white collar is less desired.Total depigmentation, self-colored brown orliver; brown patches or hairs; brindle coat orany presence of black patches, hairs, pigmen-tation or mucous membranes are a disqualifi-cation.

Gait: Springy trot without excessive extension.Viewed from behind, hind legs track theforelegs. Tendency to throw feet sideways orhackney action undesirable.

Temperament: Strong, lively, independenttemperament. Gentle and affectionate.

Size, Proportion & Substance: Dogs are 24½to 26 inches tall; bitches are 22½ to - 24 inchestall. The length of body from point of shoul-der to point of buttock is equal or longer thanheight to top of withers, up to a ratio of 10 L -9 H. Bone is moderate in proportion to size.

Head: Expression - The gentle expression dis-plays a kindly, friendly attitude. The eyes aredark hazel or dark brown; round or nearlyround, with slight prominence and tightly fit-ted eyelids. The ears are set level with the eyes,well back, lying close to the head. Skull - Theskull is broad, in proportion to the body androunded without showing an occipital protu-berance. Stop - The stop is distinct, but notexaggerated. Muzzle - The muzzle is clean andsquare, of equal length to skull, with parallelplanes. Bite - A scissors bite is ideal; a level biteis acceptable.

Neck, Topline & Body: Neck - The neck is mod-erately long, very muscular, but not too thick,slightly arched, free from all tendency tothroatiness. Topline - The topline of the dog,from the withers to the croup should be level,not sloping. The croup should be wellrounded and sloping slightly downward to thetailset. Body - The body is strong & muscularwith a deep chest and well sprung ribs. Theback is very muscular and powerful. Tail - Thetail is of moderate length, not reaching belowthe hock, strong at the root, tapering to finepoint; no appearance of ropiness and carried

level with or below the back.

Forequarters: Angulation - shoulder blade welllaid back with upper arm equal in length andforming a nearly right angle with the shoulderblade. Tips of shoulder blades meeting fairlyclose, lie flat and are smooth with contours ofbody. Elbow - The elbows are free, turning nei-ther in nor out. Legs - The forelegs arestraight and sinewy, well boned, with strongpasterns. Feet - The feet are close-knit withplenty of feathering between toes.

Hindquarters: The hindquarters are wide andpowerful. Legs - The legs are of strong bone,well muscled and sinewy. The thighs, from hipto hock, are long and muscular. The stifle iswell bent. The hock is well let down and turnsneither in nor out, hocks are of moderatelength and strong. Feet - The feet are close-knit with plenty of feathering between toes.

Coat: Long silky fine hair called “Feathering”is present on the back of the fore and hindlegs and on the outer ear flap, also a reason-able amount is on the flank extending ontothe chest and throat forming a fringe. Allfeathering is straight, flat and not overly pro-fuse. The tail is well feathered. On the head,front of legs and other parts of the body thehair is short, flat and free from curl but aslight wave is permissible.

Color: The base color is white with solid red

patches (clear islands of red color); both col-ors show the maximum of life and bloom.Flecking but not roaning is permitted aroundthe face and feet and up the foreleg as far asthe elbow and up the hind leg as far as thehock. Roaning, flecking and mottling on anyother part of the body is objectionable.

Gait: When moving at the trot, the gait is longstriding, very lively, graceful and efficient. Thehead is held high, and the hindquarters drivesmoothly and with great power. The forelegsreach well ahead and remain low. Seen fromfront or rear, the forelegs and hind legs belowthe hock joint move perpendicularly to theground with no crossing or weaving.

Grooming: The trimming of an Irish Red andWhite Setter should be kept to a minimum,maintaining a neat natural appearance andnot to be shaved with clippers. Light trimmingwith thinning shears is allowed. Under theears, tail, pasterns and hocks may be trimmedfor neatness. Feet may be cleared of hairincluding the bottom and around the edgesleaving hair between the toes. No other trim-ming is allowed including the whiskers whichshall remain intact.

Temperament: They display a kindly, friendlyattitude, behind which is discernible determi-nation, courage and high spirit.

Faults: Any departure from the foregoing stan-

dard is considered a fault and the seriousnessof the fault is in exact proportion to its degree.

Real Estate Update Mr. Sprung reported on the positive outcomeof the AKC’s early termination of the lease for260 Madison Avenue, as well as the successfulnegotiations on being able to leave the floorin its current condition.

Legal Status ReportThe Board reviewed a status report onpending litigation and other Legal activities

for the months of August and September2018.

Introduction to the IT Security Program The Board reviewed a document outlining theAKC’s new Information Technology SecurityProgram.

Professional security firms were engaged tohelp enhance a Security Program which isintended to guide both long-term decisionsand day-to-day operations related to thesecurity of AKC information assets.

The “Security Program” is a broad referenceto the following goals and activities:

• Formalized Security Policies • Dedicated Security Staff • Education – Many security threats can beavoided through simple education. TheProgram will ensure that AKC staff re-ceives frequent education and informa-tion regarding new and emerging securitythreats.

• Design and Architecture – The Programwill set architectural standards and guidedevelopment and engineering activities toensure that good security practices areembedded in IT products from their in-ception.

• Operations – The Program will overseedaily security operations including fire-wall configurations, security event moni-toring, vulnerability management,

FINANCEAKC’s unaudited financial results throughAugust 31, 2018, were presented by JosephBaffuto, CFO. Total revenues year to date of $50million were 0.75% below budget, but 5.4%greater than August 31, 2017. DogRegistrations’ volume of 401,195 were 1% belowbudget, but 4% higher than 2017. The quantityof Total Litters processed of 169,631 wascomparable to budget and 6% above last year’slevel. Total operating expenses of $46.8 millionwere 4.3% below budget, but 10% higher than2017. YTD Operating income of $3.2 millionexceeds budget by $1.75 million but is below2017’s operating income of $4.9 million.Additionally, our investment portfolio reflectedunrealized gains during August amounting to$1.7 million, resulting in a year to date totalincrease of 4% or $3.9 million dollars.

Cirneco Dell’Etna Club of America Proposed BreedStandard RevisionThe Board reviewed several proposed Breed

Standard revisions to the Cirneco Dell’Etnabreed standard, as submitted by the CirnecoDell’Etna Club of America, Inc. (CDECA). The current standard was approved April 12,2012. Staff recommends the proposedrevisions be published in the Secretary’s pageof the AKC Gazette for comment.

Following a motion by Mr. Powers, secondedby Mr. Carota, the Board VOTED(unanimously) to approve the proposedrevisions for publication in the Secretary’sPage of the AKC Gazette for comment.

Irish Red and White Setter Proposed Breed Stan-dard RevisionThe Board reviewed the proposed BreedStandard revisions to the Irish Red and WhiteSetter breed standard, as submitted by theIrish Red and White Setter Association Club ofAmerica, Inc. (IRWSAA). The currentstandard was approved August 8, 2006. Staffrecommends the proposed revisions bepublished in the Secretary’s page of the AKCGazette for comment.

Following a motion by Mr. Sweetwood,seconded by Dr. Battaglia, the Board VOTED(unanimously) to approve the proposedrevisions for publication in the Secretary’sPage of the AKC Gazette for comment.

The Board reviewed a request from theSchipperke Club of America, Inc. (SCA) toapprove their request to ballot themembership on a proposed Breed Standardchange to the “Tail” portion of the breedstandard. The proposed revision to theSchipperke standard was submitted to theBoard of the SCA as a result of the clubreceiving a petition requesting the revision.This petition was received by the SCA 3months after the results of the last ballot torevise the tail portion of the standard hadbeen tabulated.

There was a motion by Dr. Battaglia, secondedby Dr. Davies, to approve the request andgrant the SCA permission to ballot themembership. The motion did not pass:(affirmative: Dr. Battaglia, Ms. Cruz, Dr.Davies, Mr. Feeney, Mr. Menaker, Mr.Sweetwood, against: Ms. Biddle, Mr. Carota,Ms. McAteer, Mr. Powers, Mr. Tatro, Mrs.Wallin, Mr. Wooding). The SCA’s Board ofDirectors did not receive permission to ballotthe membership.

The Board objected to the terminology thatwas submitted to describe the tail. Had theproposed revision been submitted through theprocess of a committee submitting proposedrevisions first to staff for review the club wouldhave been advised to make changes.

Also, it was the sense of the Board that a ballot

on this issue was not in the best interest of theclub at this time; as the issue had just beenvoted on three months earlier and ballotingthe membership is expensive. Repetitiveballoting of the same issue in a short timeframe could cause financial hardship on theclub. It was suggested that the club shouldwork with the membership to come to anagreement on the issue.

Bracco Italiano – Recommendation to Advance toMiscellaneousThe Board reviewed a request, submitted bythe Bracco Italiano Club of America, toadvance the Bracco Italiano breed to theMiscellaneous Class. The Bracco Italiano Clubof America has met the requirements of theRecognition of New Breeds Board Policyapproved in February 2017.

Following a motion by Mr. Powers, secondedby Mr. Sweetwood, the Board VOTED(unanimously) to consider the matter at thismeeting waiving its normal notice procedures.Following a motion by Mr. Sweetwood,seconded by Dr. Battaglia, the Board VOTED(unanimously) to approve the Bracco Italianoto be eligible to compete in the MiscellaneousClass effective July 3, 2019.

2018 AKC Education UpdateThe Board reviewed an update on theaccomplishments of the AKC EducationDepartment which was provided by LeslieFetzer, Director of Education.

Canine CollegeThe AKC Canine College has a total of 14,322users. To date, there have been 13,784enrollments in the Canine College’s 450courses and exams.

The AKC Education Summit was held June 10,2018. The launch of the AKC EducationWebinar Series was announced at the Summit.

AKC Character EducationPublic Education launched the AKC Character

Education Program in April 2018. The AKCCanine Character Education Program is acomplete character education unit that isdesigned for schools and seeks to introducechildren to purebred dogs. The goal of thisprogram is to provide schools with a qualitycharacter education program, including allmaterials and lesson plans, that result inmeasurable improvement in student behaviorand peer relationships. The Matanuska-SusitnaBorough School District in Palmer, Alaskaconsisting of 47 schools and 18,800 students isthe first to incorporate the AKC CharacterEducation Program.

AKC Canine ClubsPublic Education launched the AKC CanineClubs Program in August 2018. The AKCCanine Club is an after-school club for doglovers that is hosted by a teacher or youthgroup leader at schools, libraries orcommunity organizations. The AKC CanineClub is designed to include students who owna dog, have an interest in owning a dog, or justlove dogs in general. This club teachesstudents about responsible dog ownership,training, canine science, canine jobs andmore. Public Education provides clubs withcurriculum for each month’s meeting as wellas a directory of available guest speakers fromour Canine Ambassador Program.

AKC Patch ProgramTo date, the Patch Program has experienced a

AKC Public Education BlogPublic Education launched a blog that coverstopics in Public Education. Content is addedbi-weekly. Its intent is to provide PublicEducation Coordinators and CanineAmbassadors with fresh ideas and resources,and regular news on the AKC’s PublicEducation efforts.

Junior Ambassador ProgramThe AKC Junior Ambassador program wascreated in collaboration with Sports Servicesand launched at the AKC Education Summitin June. The AKC Junior Ambassador Programaims to more fully engage Juniors in the sportof purebred dog, as well as give clubs moreresources to engage Juniors in their areas.

AKC Public Education Award WinnerThe Wenatchee Kennel Club was chosen asthe winner of the Public Education Award inJuly 2018. The Club is recognized for theirefforts to hold more than 180 classes for bothmembers and non-members, participation incommunity festivals, training and supporting4-H clubs, and cultivating a positive online andmedia presence. The club will receive a plaqueand $500 presented at their show and thegroundbreaking of their new building onOctober 19, 2018.

AKC Educator ResourcesEducator Resources is a webpage on the AKCwebsite geared towards teachers. It providesprofessional development articles, hands-onactivities, and lesson plans for grades K-12aligned to national standards in the subjects ofmath, science, social studies and language arts.New lesson plans continue to be added to thelibrary. The Alaska Native Science andEngineering Program (ANSEP) and the VetAssisting courses in the Mantanuska-SusitnaBorough School District are using the STEM(Science, Technology, Engineering, andMath) lessons available on our website in everyK-12 school.

Public Education also provide book studies,building lessons around popular children’sbooks about dogs. These lessons and activitiesall relate to purebred dogs and the AKCmission. Collaborations with the books’ authorsprovide an opportunity for both the author andthe AKC when they make appearances for booksignings at AKC events. Three new authorcollaborations have been added thus far in2018.

Public Education continues to develop itsrelationships with school districts andorganizations that serve educators. One suchrelationship has resulted in Public Educationreceiving a coveted invitation to present aworkshop at the North Carolina Center for the

Pointing Breed Field Trials – Changes regardingWalking HandlersThe Board reviewed two recommendedchanges to the Pointing Breed Field TrialStandard Procedures regarding walkinghandlers in Pointing Breed Field Trials.(1) All-age stakes must allow both horsebackhandlers and walking handlers.(2) Walking handlers shall be braced togetherin horseback stakes.Both these recommendations are being madeas a result of a survey conducted by thePerformance Events Department. Following a motion by Mr. Sweetwood,seconded by Ms. McAteer, the Board VOTED(unanimously) to amended the Field TrialRules and Standard Procedure for Pointing Breedsto provide for these changes, which areeffective December 1, 2018.Procedure 1. Standards of Performance.

1-D. All-Age – Limited All-Age – GrandLimited All-Age. Starting with paragraph #3.At least 30 minutes shall be allowed for eachbrace of an All-Age or Limited All-Age stake.At least 60 minutes shall be allowed for eachbrace of a Grand Limited All-Age stake.Championship points will be withheld if a doghas not run the required time.

An All-Age stake of any type must allow bothhorseback and walking handlers. An All-Agestake cannot be designated for walkinghandles only.

Procedure 4. Drawing and Bracing.

4-G. Bracing Walking Handlers Together.(new section)

In horseback handling stakes, walkinghandlers shall be braced together if possibleprovided the event secretary is aware of thewalking handler prior to the draw. Walkinghandlers should indicate on their entry formthat they will be walking. When the firstwalking handler is selected during the randomdraw, another walking handler shall beselected randomly as the brace mate. Thisprocess shall continue until all walkinghandlers have been braced.

Subsequent sections shall be renumbered.

Procedure 6. Running and Handling.

6-V. Horseback Handling.

The premium list for any licensed or memberfield trial must specify whether or nothandling from horseback will be permitted inany or all stakes. If handling from horseback ispermitted in any stake, the club shouldattempt to provide horses.

Mounted and foot handlers are not to besegregated in the drawing.

The remaining wording in this Section remainsunchanged.

Special Event Agility Trial IncreasesThe Board reviewed a recommendation fromthe Sport and Events Agility Staff to allowclubs to hold 2 Special Event Agility Trials peryear. Clubs licensed for AKC Agility Trials maycurrently hold one Special Event Agility Trialper year. A Special Event Agility Trial isdefined as one where the club proposes aunique mix of regular AKC classes or a uniqueeligibility criterion. Over time we find thatclubs have come up with new ideas for SpecialEvent Agility Trials that would have betterattendance if they could make these events a“weekend” event. This proposal was approvedby the Delegate Companion EventsCommittee

Following a motion by Mr. Tatro, seconded byMrs. Wallin, the Board VOTED (unanimously)to amended Chapter 2, Section 1 ofRegulations for Agility Trials and Agility CourseTests (ACT) effective January 1, 2019.

of regular AKC classes and/or non-regularclasses or a unique eligibility criterion. A clubmay not change the other Regulationspertaining to regular classes including theequipment regulations. Special Event Trialsmust be open to all breeds including All-American dogs except at specialty events opento one breed. Regular classes offered atSpecial Event Trials count toward titles. ASpecial Event Trial counts as one of the 12events per year a club may offer.

Allowing Deaf Dogs to Participate in ObedienceThe Board reviewed a recommendation fromthe Companion Events Staff to allow deaf dogsto participate in obedience. The purpose is toremove the eligibility barrier that is in placebased on the previous group exercises inobedience, which required multiple dogs to bein a ring at the same time while off-leash. Thischange brings obedience in line with theother Companion Event sports of AKC Rally,Agility and Tracking, where deaf dogs areeligible to participate.

The AKC Delegate Committee on CompanionEvents (CEC) conducted a survey for thisproposal and the results showed anoverwhelming support with 88% completely infavor of allowing deaf dogs. The CEC votedunanimously to support this proposal.

Following a motion by Dr. Battaglia, secondedby Mr. Tatro, the Board VOTED

(unanimously) to consider the matter at thismeeting waiving its normal notice procedures.Following a motion by Dr. Battaglia, secondedby Mr. Tatro, the Board VOTED(unanimously) to amend Chapter 1, Sections12 & 17 of the Obedience Regulations effective,November 1, 2018.

CHAPTER 1Section 12. Dogs Eligible to Compete. As usedin these regulations, the word “dog” refers toeither sex but only to dogs that are eligible forentry in AKC events. Dogs with a PAL(Purebred Alternative Listing), ILP(Indefinite Listing Privilege), or AKC CaninePartners number must be spayed or neuteredin order to compete. A dog that is deaf maycompete in any obedience trial.

Section 17. Disqualification, Ineligibility,Excusal, and Change in Appearance of Dogs. Changes to Paragraph 2 & Paragraph 4.

Paragraph 2A dog that is blind or has been changed inappearance for cosmetic reasons (other thanchanges customarily approved for its breed)may not compete in any obedience trial andwill be disqualified. Blind means withoutuseful vision. The judge will not obtain theopinion of a veterinarian.

Thedog may not again compete unless the ownerapplies for and receives reinstatement.

Obedience Open Class – Command DiscriminationExercise The Board reviewed a recommendation fromthe Companion Events Staff to clarify parts ofthe requirements of the Open Obedience class“Command Discrimination (Stand, Down,Sit)” exercise requirements.

The Command Discrimination (Stand, Down,Sit) exercise began in the Open obedienceclass on May 1, 2018. The exercise is new andhas some unique nuances. The staffrecommended clarifying two issues: 1) What is the proper position of a handler’shands and arms during the CommandDiscrimination exercise, and 2) Clarifying theproper ring set-up and scoring for theexercise.

Proper Position of Handler’s Hands and Arms- The question is when the handler turns toface their dog to command it to a newposition, if they may fold their arms in front oftheir chest before turning and walkingforward to the next location. This could beinterpreted as an additional command to the

dog to stay where they are positioned, whichmay be penalized. The staff recommendedthat the regulations be amended to clearlystate the handler’s hands and arms must hangnaturally at the handler’s side.

Judges have also asked for a proceduralclarification regarding the set-up of the ringfor this exercise. The Staff recommended thatthe regulations be amended to clearly statethat the exercise may be performed in anyarea of the ring that is at least 40 feet inlength.

Following a motion by Dr. Davies, seconded byMs. Biddle, the Board VOTED (unanimously)to consider the matter at this meeting waivingits normal notice procedures. Following amotion by Dr. Battaglia, seconded by Dr.Davies, the Board VOTED (unanimously) toamend the Obedience Regulations, Chapter 4,Sections 7 & 8 effective January 1, 2019.

CHAPTER 4Section 7. Command Discrimination. Theprincipal features of this exercise are the dog’scorrect response to the handler’s commandsand/or signals and that the dog stays until thehandler returns to heel position.The orders are: “Leave your dog” and “Back toyour dog.” The judge must use signals fordirecting the handler to command and/orsignal the dog to change position except forthe first position and that order is: “Stand your

On further order to “Leaveyour dog,” the handler may give a commandand/or signal to stay and will immediatelywalk forward 15 feet, turn, and face the dog.On the judge’s signal, the handler will give acommand and/or signal for the dog to changeto the second position. The judge will thenorder “Leave your dog.” The handler may givea command and/or signal to stay and willimmediately turn around and walk forward anadditional 15 feet, turn, and face the dog. Onthe judge’s signal, the handler will give acommand and/or signal for the dog to changeto the third position. The judge will thenorder “Back to your dog.” The handler maygive a command and/or signal to stay, andthen must return directly, walking around andin back of the dog to heel position. The dogmust stay in position without additionalcommands or signals until the handler hasreturned to heel position. The handler’shands and arms must hang naturally at thehandler’s side.Judging Procedure: This exercise may be per-formed in any area of the ring that is at least 40 feetin length. The 15-foot distances must be clearlymarked. The judge must be positioned so that both

the dog and handler are under continuous observa-tion during the entire exercise. An excellent positionfor judging this exercise is at an adequate distanceto the side and slightly to the rear of the dog.

Section 8. Command Discrimination, Scoring.A dog that fails to obey the handler’s firstcommand and/or signal for each position orthat does not stay until the handler returns toheel position must receive a non-qualifying(NQ) score.Substantial deductions will be made for a dogthat changes position after the handler hasreturned to heel position and before thejudge has said “Exercise finished.”

Minor or substantial deductions, up to a non-qualifying (NQ) score, will be made for thehandler’s hands and arms not hangingnaturally at the handler’s side. Depending onthe extent, minor or substantial deductions,up to a non-qualifying (NQ) score, will bemade for a dog that walks forward.Obedience Open Class-Get Your LeashExerciseThe Board reviewed a recommendation fromthe Companion Events Staff to amend theOpen Obedience class “Stay – Get Your Leash(Sit, Down)” exercise to a “Stand Stay – GetYour Leash” exercise. The current two-partexercise is unnecessarily long and this changeaccomplishes the goal of keeping the exercisepractical while saving time.

Thehandler will pick up the leash, re-enter thering, stop and wait for the judge’s order “Backto your dog.” The handler must returndirectly, walking around and in back of thedog to heel position. The dog must remainstanding until the judge has said “Exercisefinished.” The judge will tell the handler

“Attach your leash to the collar and maintaincontrol of your dog.” The handler is requiredto exit the ring gate with the dog undercontrol and without jumping, pulling ortugging on the leash.

Judging Procedures: Prior to the start of judging,the judge will decide where the leash will be placedoutside the ring on a chair or similar leash holder.The leash will be placed outside the ring by thesteward after the dog and handler have entered thering for judging. When positioning the dog andhandler for this exercise, the judge should ensurethat such positioning will permit the dog to keepthe handler in its direct line of vision as the han-dler leaves and returns to the ring, and that thehandler, when reentering the ring, is at least 15feet away from the dog until ordered to return.During this exercise the judge must be in positionto watch the dog and see the handler leave andreturn to the ring. Once the exercise is finished, thejudge must watch the dog and handler exit the ringtogether.

Section 18. Stay – Get Your Leash, Scoring. Anon-qualifying score (NQ) is required for adog that does any of the following: Fails tostand on the first command and/or signal,moves a substantial distance away from theplace it was where it was left, sits or lies downbefore the handler has returned to heelposition, or repeatedly barks or whines.

Substantial deductions will be made for a dog

that sits or lies down after the handler hasreturned to heel position and before thejudge has said, “Exercise finished.”

Depending on the circumstances, minor orsubstantial deductions will be made for thedog that moves a short distance from where itwas left, or that moves its feet repeatedly whileremaining in place.

A substantial deduction, under MiscellaneousPenalties, must be made for a dog that doesnot remain under control while leaving thering.

Rally Champion Title EnhancementsThe Board reviewed a recommendation tomodify the requirements to earn the new RallyChampion title (RACH).In November 2017, AKC enhanced the sportof Rally by adding two classes and the RACHtitle. Results-to-date indicate that thechallenge to earn the RACH is excessively longand extremely expensive. The Staffrecommendation is to modify therequirements to earn the Rally Champion title(RACH). The recommended changes are: (1)earn RACH points from the Advanced B class,(2) amend the Point Schedule to award agreater number of points by score, (3)calculate points toward the RACH title after adog earns the Rally Excellent (RE) title, and(4) reduce the minimum number of RACHpoints that must be earned from the Master

Allpoints on all dogs’ records will be recalculatedusing the new point schedule and backdatedto the inception of the RACH title, which wasNovember 1, 2017.

CHAPTER 4Section 1. Dogs That May Compete. RallyChampionship points and triple qualifyingscores will be recorded for dogs after theyhave earned the Rally Excellent (RE) title.When a dog earns the Rally Champion(RACH) title, it may continue to compete andearn points.

Section 2. Championship Points. RallyChampionship points will be recorded fordogs earning a score of 91 or better in theRally Advanced B, Rally Excellent B and Rally

Master classes. A dog must earn a total of 300points, with a minimum of 150 points from theMaster class. Additionally, the dog mustreceive qualifying scores in Advance B,Excellent B and the Master class, on the sameday at the same trial at 20 separate licensed ormember rally trials.

Section 3. Point Schedule.

Retriever Hunting Tests – Allows ConsecutiveJudging AssignmentsThe Board reviewed a recommendation fromthe Performance Events Department, to allowone of the two judges assigned to a Retrieverhunt test level (Junior, Senior, Master) tojudge the same test level on consecutive daysor consecutive back-to-back events. Thispractice is currently allowed in pointing breedhunt tests. It has resulted in cost savings forthe host clubs.

The Retriever Hunt Test Advisory Committeeand the Field Trial/Hunt Test DelegateCommittee have reviewed thisrecommendation and agree with the change.

Multiple All-Breed or Limited-Breed Shows inOne Day Program (January 2017, amendedFebruary 2018, May 2018 and October 2018(effective January 1, 2019) The shows may be held by the same club ormultiple clubs. The number of point shows foran individual breed is limited to two per day.Club(s) may hold two all-breed shows in oneday, two group shows of the same group in oneday, or a combination of all-breed and groupshows. Consecutive days of multiple shows inone day are allowed.The Staff proposed policy changes includedthat the entry limit for each event under thispolicy should not exceed 550. Following a motion by Ms. Cruz, seconded byMs. McAteer, the Board VOTED(unanimously) to amend the policyrecommendation to an entry limit of 500. This limit must bepublished in the premium and in no case,shall exceed 500 entries. Entries includethose in the AB/LB show, Junior Show-manship and sweepstakes.

• All-breed shows must offer group andbest in show competition. Group showsmust offer group competition.

• The use of multiple group rings at all-breed shows is encouraged.

• No concurrent or evening specialties maybe held in conjunction with the shows.

• Junior Showmanship competition is al-lowed.

• Obedience, Rally, and Agility competi-tions are allowed, and encouraged, butmust have their own ring(s) for competi-tion. Obedience/Rally/Agility entries donot count against the 500 limit.

• Ownership of the corresponding datemust be agreed upon in writing and sub-mitted to AKC prior to event approval iftwo clubs are holding the same type ofevents on the same date and site.

• No more than one special attraction with

group competition may be offered be-tween the two shows. Approval of eventsthat feature special attractions will de-pend on the club’s successful historymanaging such events. Unsuccessful man-agement of special attractions could in-clude, but is not limited to, such things asconflicts between the special attractionand regular group times and extendeddelays for the event.

• Judges are limited to 100 entries perevent not to exceed 175 entries per dayaccording to the Rules Applying to DogShows Chapter 7, Section 13.

• The club must provide a minimum of onering for every 100 conformation entries.

Definition of Immediate FamilyThe Board reviewed a recommendation torevise the definition of immediate family, asincluded in the italicized portion of Chapter11, Section 13 of the Rules Applying to DogShows, to include grandparents andgrandchildren in the list of immediate familymembers.Currently, the members of an immediatefamily are defined as: husband, wife, father,mother, son, daughter, brother, sister, father-in-law, mother-in law, son-in-law, daughter-in-law, brother-in-law, sister-in-law.Following a motion by Mr. Sweetwood,seconded by Dr. Battaglia, the Board VOTED(unanimously) to consider the matter at thismeeting waiving its normal notice procedures.

Scheduling Conformation EventsBased on a Board request, Staff developedrecommendations which would allow events to

run more efficiently (reduce down time) andshorten the day. Staff provided severalrecommendations including:

• Establishing Board policy that specifies ascheduled group start time depending onthe size of the show.

• Establishing Board policy that allows thefinal block of a judge’s assignment to beincreased to 35 dogs per hour.

• Establish a Board Policy that prohibitsjudges assigned to regular groups fromjudging special attraction groups (exclud-ing NOHS).

• Develop an Enhanced Reporting tool -AKC will develop a notification systemthat proactively provides reports to clubsand show chairs at critical times in theprocess.

The Board will discuss this further at theNovember 2018 meeting.

Plum Creek Kennel Club Request for 1-year Excep-tionThe Board reviewed a request from PlumCreek Kennel Club to be allowed to hold twoevents over two days utilizing the 4,4/3,3format. Plum Creek Kennel Club (PCKC) is the onlyclub to have held this show format [holdinghalf of two conformation dog shows in a singleday followed by the second half of each dogshow the following day (4 groups from eachdog show on day one and 3 groups and BIS

Junior Showmanship Stand Alone EventThe Board reviewed a recommendation fromthe Sport Services Department to revise theConformation Junior Showmanship Regulationsand Guidelines for Judging Juniors inConformation to allow clubs to include JuniorShowmanship at Junior Showcase events.

Clubs offering the Junior Showcase eventshave requested the ability to includeConformation Junior Showmanship inconjunction with the other sports beingoffered. Junior Showcase events are open to

Junior Handlers only, tailored to create awelcoming and encouraging environment forJuniors. Currently clubs can only offer Agility,Obedience and Rally as part of the JuniorShowcase.

Clare and Donna Harden ReinstatementRequestThe Board reviewed a request from Mr.Clare Harden and Ms. Donna Harden. Mr.and Ms. Harden have requestedreinstatement of their AKC privilegespursuant to Article XV, Section 7 of theCharter and Bylaws of the American KennelClub, Inc. On January 18, 1984, ClareHarden was suspended from all AKCprivileges for an indefinite period for falseregistration of five previously registeredShetland Sheepdog bitches under new anddifferent names. Donna Harden wassuspended from all AKC privileges for anindefinite period for improper certificationsmade to the AKC to effect transfers ofcertain registered Shetland Sheepdogs;improper certifications regarding leases oftwo Shetland Sheepdog bitches; knowingly

providing an incorrect application forindividual registration of a ShetlandSheepdog; falsely registering two previouslyregistered Shetland Sheepdog bitches undernew and different names; and impropercertifications made in connection with theregistration of litters out of said bitches,effective December 13, 1982. TheManagement Disciplinary Committeereviewed Mr. and Ms. Harden’s request andrecommends, pursuant to AKC policy,reinstatement on the following conditions 1)Fines be set for Mr. Harden in the amountof $2000 and Ms. Harden in the amount of$3000; 2) those fines be paid in full prior toreinstatement or a reinstatement inspectionand 3) that Mr. and Ms. Harden pass areinstatement inspection. Following amotion by Dr. Battaglia, seconded by Mr.Tatro the Board VOTED (unanimously;absent; Mr. Wooding) to set the fine for Mr.Harden in the amount of $2000, the fine forMs. Harden in the amount of $3000 andapproved reinstatement if the fines werepaid, and Mr. and Ms. Harden passed areinstatement inspection.

Changes to AKC Discipline GuidelinesThe Board reviewed recommended changesfrom the Compliance Department to thecurrent AKC Discipline Guidelines forconsistency and to provide clarification.Following a motion by Ms. Cruz, secondedby Ms. Biddle, the Board VOTED

(unanimously; absent Mr. Wooding) toconsider the matter at this meeting waivingits normal notice procedures. Following amotion by Mr. Sweetwood, seconded by Mr.Powers, the Board VOTED (unanimously;absent Mr. Wooding) to approve therecommended changes to the AKCDiscipline Guidelines.

AKC DISCIPLINE GUIDELINES -EFFECTIVE October 8, 2018Explanatory Notes

• Articles XII and XIV allow for disciplinefor “conduct alleged to have beenprejudicial to the best interests ofpurebred dogs, purebred dog events, orthe AKC.”

• Discipline in excess of the Aggravatedterm, or less than the Mitigated term,must be approved by the AKC Board ofDirectors (“Board”). Discipline imposedfor cases not covered by the Guidelinesmust be approved by the Board.

• Circumstances that could, but wouldnot necessarily result in an act ofmisconduct being Mitigated wouldinclude, but not be limited to:

1. The lack of any prior offense.2. The lack of experience as aparticipant in events.

3. The minimal nature of theoffense.

4. Recognition of wrongdoing.

1. A record of prior offense(s).2. Extensive experience as aparticipant in events.

3. The seriousness of the offense.4. Refusal to acknowledgewrongdoing prior to formalissuance of Charges.

5. The recommendation of theEvents Committee

6. The action(s) of the individualresulted in the death of dog(s)

7. The misconduct is directedtowards or with a person under 18years of age.

• An especially egregious offense willresult in a more severe length ofsuspension and/or fine than suggestedin the Guidelines.

• Multiple serious offenses may result in alifetime suspension of all AKCprivileges.

• These Guidelines will be reviewed fromtime to time.

• Event Suspension is a suspension ofevent privileges for the individual andapplies to dogs registered or co-registered at the time of suspension, orsubsequently obtained during the term

of suspension, which may not beentered or compete in events duringthe term of suspension unless they aretransferred to another individual.

• Registration Suspension is a suspensionof registration privileges, which meansAKC will not accord registration of anylitter, or individual dog or transferownership of a dog solely or in part bythe suspended individual. In addition,AKC will not register any litter of dogs ifthe sire of the litter was owned solely orin part by a person who is suspended onthe date the mating occurred.

• Suspension of all privileges wouldinclude both event suspension andregistration suspension.

• At the discretion of the ManagementDisciplinary Committee (“MDC”) or theStaff Event Committee (“SEC”), acondition of suspension can include theprohibition of a suspended individualfrom being allowed on the grounds ofan AKC approved event. The factors forMDC or SEC to take into considerationin adding this condition of suspensionare 1) the possibility of future harm toan individual(s) and/or animal(s); 2)the nature of the conduct that lead tothe suspension; and 3) the involvementof the authorities.

• Complaints against a judge at an eventwhich involve deviation from standardjudging procedure and responsibilities

are to be reported to the FieldRepresentative in attendance or theapplicable AKC department andhandled internally by the AKC.

• Conduct addressed by SEC involving anindividual who is an AKC approvedjudge, may lead to review by theapplicable AKC department todetermine if further action is warrantedspecific to the person’s judgingprivileges.

• When discipline guidelines become lesspunitive, the new penalty (suspensionperiod and conditions and fine, ifapplicable) will be applied to personscurrently under suspension for thatoffense.

• Month is abbreviated as “mo”. A monthsuspension is defined as being thirty(30) days.

• For violations denoted with an asterisk(*), reinstatement is contingent onpassing an AKC kennel inspection,which will be scheduled only after theassociated fine has been paid.

• The classification of an offense(s) withinthese Guidelines will be made by eitherthe MDCor SEC. SEC will base theclassification on the wording in thecomplaint and may determine thatmultiple offenses apply. The penaltiesfor multiple offenses will runconcurrently unless MDC or SECdetermine that based on the severity ofthe offenses or record of prior offensesconsecutive penalties are warranted.

IN THOSE CASES WHERE AN EVENT ORREGISTRATION SUSPENSION IS CALLEDFOR, THE AKC MANAGEMENT DISCIPLI-NARY COMMITTEE MAY RECOMMENDTHE SUSPENSION OF ALL PRIVILEGES,WHEN WARRANTED BY THE SEVERiTY OFTHE CASE.

2019 BudgetJoseph Baffuto, CFO, gave an overview of theproposed 2019 budget. The 2019 Budget isMission Driven. Emphasis is on increasingentries, litters and individual registrations, aswell as adding more unique breeders.

Following a motion by Dr. Davies, seconded byMr. Sweetwood, the Board VOTED(unanimous; absent Mr. Wooding) to approvethe 2019 Budget.EXECUTIVE SESSIONThere was an EXECUTIVE SESSION todiscuss sensitive business matters. There wasnothing reported out of this session.

New Business

March Delegates MeetingFollowing a motion by Ms. McAteer, secondedby Ms. Biddle, the Board VOTED(unanimously; absent Mr. Wooding) to holdthe March 2019 AKC Delegate Meeting inNewark, NJ. Special arrangements will beplanned so that Delegates will be able to seethe new AKC Museum of the Dog during thattime. There will be a special reception for theDelegates, at the AKC Museum of the Dog, onMonday evening, March 11, 2019. Details willbe arranged through AKC’s Conference andTravel Department.

The Board adjourned at 5:21 p.m.

The Board Meeting reconvened on Tuesday,October 9, 2018 at 9:11 a.m.

All Directors were present, except for Mr.Wooding. Also present was the ExecutiveSecretary.

EXECUTIVE SESSIONThere was an EXECUTIVE SESSION at thebeginning of the meeting to discuss sensitivebusiness matters. There was nothing reportedout of this session.

Implementation of the Two-In-One Day PolicyOn Monday of the Board meeting, the Boardvoted to approve policy changes to theMultiple All-Breed or Limited-Breed Shows inOne Day Program.

Staff presented the Board with a list of eventsoffering the two-in-one-day format that havealready been approved for 2019 and would beimpacted negatively by the changes in policy.

There are three (3) clubs that have beenapproved for a total of six (6) events in 2019that will not comply with the new policy basedon their entries in 2018. Following a motion by Mrs. Wallin, secondedby Mr. Powers, the Board VOTED(unanimously; absent Mr. Wooding) to grant a
