On 15 August 1944 PHILIPP had achieved the rank of Sonderfuehrer.and was probably working for the Gestapo. At that time it was necessary for him to take a short trip to Switzerland and the Gestapo requested that the German Foreign Ministry make appropriate arrangements. SCHROTT left Bernon 19 January 1943. A directive outlining smarrin duties asa CE officer was transmitted to him from the Abvehr on 25 February1943 and included complete instructions concerning his responsi-bilities area of operations, means of communications etc.Concerning communications, it was stated that "GUENNAR" 'madbe the cover name used in written communications addressed tothe Abwehr Officer in Goteborg. The Abvehr insisted that SCHROTTTi-servicesin Sweden were indispensible particularly since there had beenan inprease in Allied activity in the JUtland area, and a buildup in:Allied intelligence personnel in Goteborg an Malmo. ErinNABBE. On 9 March 1.54 =ABBElefi Switzerland to become chief of the Ahvehr o ce in Stuttgart.Pri r to his assignment in Bern, MEISNER had b assigned toAbirehr Headquarters in Paris. In Switzerland was toserve under diplomatic cover and was to assume the same rankas his predecessor, i.e., "Honorary Attache" (HonOrar-Attache).MEISNER assumed his duties sometime between 16 and 30 April 1942.

g. Werner SCHULZE-STENTROP, born 5 March 1913. In a memor-andum to the German Foreign Ministry, the Abvehr proposed on 31July 1939 to assign the civilian employee of the Air Ministry,SCHUME-STENTROP as a meteorologist to be stationed under diplomaticcover in Iceland. It was explained that SCHULZE-SmiTHOP wouldbe able to transmit weather reports in case of var. The dossier.does not indicate whether SCHULZE-STENTROP's assignment was acceptedby the Foreign Ministry and when he assumed his duties.

h. Dr. Hans SCHUSTEB, born 24 January 1915 in Berlin. .In January 1940, fnu voffHAEFTEN a member of the Abwehr underdiplomatic cover in the German Embassy in Bucharest requestedthat he be assigned an assistant to help him with his "additionalduties." Dr. fnu (probably PaulrcHARLE had been proposed forthis assignment, but could not be utilized as he was under con-sideration for another assignment. Consequently, SCHUSTER, whohad been working for the Abvehr in Rumania since 1939, was assignedas von HAEFTEN's assistant. Prior to this assignment SCHUSTERhad been working on the "build up of oil and transportation security"under diplomatic cover as an Academic Assistant in the CulturalSection of the German Embassy. He is said to have spoken English,French, and Rumanian. During 1938 and 1939 SCHUSTER spent oneyear in England, Scotland, and Ireland engaged in academic work.For unexplained reasons German Foreign Ministry correspondence,

k. Fritz UNRUH, born 30 September 1908 in Hamburg, was assignedto Zuerich under diplomatic cover in place of Fritz MALZACHER(see j above). An appropriate passport for UNRUH:vas requested.on 11 November 1940. It is not known when he assumed his dutiesin Zuerich.

1. Lt. Coin. Dr. Friedrich. UNTERBERG, born 3 April 1896 inDuisburg was assigned to the Abwehr office in Brussels underdiplomatic cover in September 1938. On 21 May 1940 UNTERBERGwas referred to as the Abwehr chief ±i Belgium and held the coverrank of Press Attache. On that date ( Lt. Col, e fnAAURER (probablyof the Abvehr) and(fnu)von deiIEYDEN-RYNSCH of the German liVieignOffia -disedssed UNTERBERG's transfer to Bern where hreas tocontinue the same type of work under diplomatic cover. Whenthis .proposal reached the Cxeman Envoy in Bern(fnaCIECHER, hesuggested that UNTERBERG be assigiiid - to the Consulate Generalin Zuerich as a Vice Consul. Subsequent correspondence indicatesthat UNTERBERG was assigned to Zuerich as a Consul and assumedhis Abwehr. duties there on 3 JUly 1940. On 1 August 1940 theAbwehr advised the Foreign Ministry that it intended to transfer"Honorary Attache" UNTERBERG in the near future. The dossier,however, does not contain information concerning UNTERBERG'sfurther utilization.

(The dossier on WETLAND also includes thefact that SCHULZE-STENTROP (see paragraph g above) was to beassigned to Reykjavik during the middle/end of JUly for an indefiniteperiod of time.) WETLAND was permanently assigned to the Embassyin Oslo under diplomatic cover an 25 August 1939. On 9 September1939 the German Ambassador to Norway, Dr ffteRAEK suggestedThat fullIMNIUM be assigned to aid WEILAND in his meteorologicalwork. The Foreign Mlistry did not agree with this suggestion.On 2 November 1939 the Air Ministry requested that WEILAND besubordinated to the "recently appointed" Air Attache in Oslo,fiarbPILLER. However, in order to preserve WEILAND's cover, thesubordination was to be only internal and was not to manifestitself outside of the EMbassy.

In accordance with a request fromthe'Abvehr, the Foreign Ministry requested the German ConsulateGeneral in Istanbul on 26 August 1940 to concur with ZAEHRINGER'sassignment to the Consulate General under diplomatic cover.ConsulGeneral fnIPSEILER advised that such assignment would notbe possible. However, he stated that the Naval Attache hadagreed to accept ZAEHRING as an "assistant officer". .In viewof this, it appears that from that point on ZAEHRING's assign-ment was handled by the military.
