Second Quarter 2017 Social Weather Survey:

57% support PRRD's declaration of Martial Law in Mindanao,

but more than 6 out of 10 oppose expanding it to Visayas and Luzon

Social Weather Stations

The Second Quarter 2017 Social Weather Survey, fielded over June 23-26, 2017, found that

among the 92% of Filipino adults who are aware of Pres. Rodrigo Duterte's declaration of Martial Law

in Mindanao, 57% said it was the right decision, while 29% said Pres. Duterte should have declared

Martial Law only for Marawi City and the Province of Lanao del Sur, and 11% said that he should

have declared it only for Marawi City, the Province of Lanao del Sur, and nearby provinces [Charts 1

and 2].

However, the June 2017 survey also found that 63% disagreed with the statement, "Pres.

Rodrigo Duterte should also declare Martial Law in the Visayas." Twenty-three percent agreed, while

13% were undecided about the matter [Chart 3].

The survey also found that 67% disagreed with the statement, "Pres. Rodrigo Duterte should

also declare Martial Law in Luzon." Twenty percent agreed, while 13% were undecided.

High awareness of Mindanao Martial Law across the board

Awareness of Pres. Duterte's declaration of Martial Law in Mindanao was highest in Mindanao

at 98%, followed by Metro Manila at 93%, Visayas at 93%, and Balance Luzon at 88% [Chart 4].

By locale, awareness of Pres. Duterte's declaration of Martial Law in Mindanao was 93% in

urban areas, similar to the 91% in rural areas.

By class, awareness was highest in class D, or the masa, at 93%, followed by class ABC at

90%, and class E at 86% [Chart 5].

It was similarly high among men, at 93%, and women, at 91%.

It was highest among 25 to 34 year olds at 96%, followed by 35 to 44 year olds at 93%, 45 to

54 year olds at 92%, 55 year olds and above at 90%, and 18 to 24 year olds at 88% [Chart 6].

Awareness of Pres. Duterte's declaration of Martial Law in Mindanao was highest among

college graduates at 99%, followed by high school graduates at 94%, elementary graduates at 89%,

and non-elementary graduates at 84% [Chart 7].

Majorities support PRRD in his declaration of Martial Law in Mindanao

The proportion of those who said Pres. Duterte was right in declaring Martial Law in the whole

of Mindanao was highest in Mindanao at 64%, followed by Metro Manila at 58%, Visayas at 57%,

and Balance Luzon at 53% [Chart 8].

It was a similar 58% in overall urban areas, and 56% in overall rural areas.

By class, it was highest in class ABC at 70%, followed by class E at 58%, and class D at 56%

[Chart 9].

It was 61% among men, compared to 53% among women.

By age group, it was highest among 55 year olds and above at 68%, followed by 18 to 24 year

olds at 59%, 25 to 34 year olds at 53%, 35 to 44 year olds at 52%, and 45 to 54 year olds at 51%

[Chart 10].

By educational level, it was highest among college graduates at 70%, followed by elementary

graduates at 57%, non-elementary graduates at 55%, and high school graduates at 54% [Chart 11].

Majorities across the board, except in Mindanao, oppose expanding Martial Law to Visayas

Majority across the board except Mindanao disagreed with the statement, "Pres. Rodrigo

Duterte should also declare Martial Law in the Visayas."

The proportion of those who disagreed with the statement was highest in the Visayas at 79%,

followed by Metro Manila at 71%, and Balance Luzon at 68% [Chart 12].

However, a plurality of 43% in Mindanao agreed that "Pres. Rodrigo Duterte should also

declare Martial Law in the Visayas." Thirty-eight percent disagreed, while 19% were undecided.

By locale, the proportion of those who disagreed was 67% in urban areas and 60% in rural

areas.

By class, disagreement was highest in class ABC at 73%, followed by class D at 64%, and

class E at 58% [Chart 13].

It was similarly high among men and women, at 65% and 62%, respectively.

It ranged from 63% to 67% among 25 year olds and above, while it was at 52% among 18 to

24 year olds [Chart 14].

By educational level, it ranged from 63% to 67% among elementary graduates and higher,

while it was 48% among non-elementary graduates [Chart 15].

Disagreement with the statement, "Pres. Rodrigo Duterte should also declare Martial Law in

Luzon" was also dominant across the board, except in Mindanao.

The proportion of those who disagreed with the statement was highest in Metro Manila at 79%,

followed by Balance Luzon at 76%, and Visayas at 76% [Chart 16].

However, opinion in Mindanao was split among 40% who agreed and 38% who disagreed. The

remaining 22% were undecided.

By locale, the proportion of those who disagreed that "Pres. Rodrigo Duterte should also

declare Martial Law in Luzon" was 72% in urban areas and 63% in rural areas.

By class, disagreement was highest in class D at 69%, followed by class ABC at 66%, and

class E at 60% [Chart 17].

It was similarly high among men and women, at 69% and 66%, respectively.

It ranged from 67% to 71% among 25 year olds and above, while it was at 57% among 18 to

24 year olds [Chart 18].

By educational level, it ranged from 63% to 70% among elementary graduates and higher,

while it was 58% among non-elementary graduates [Chart 19].

Survey Background

The Second Quarter 2017 Social Weather Survey was conducted from June 23-26, 2017 using

face-to-face interviews of 1,200 adults (18 years old and above) nationwide, 300 each in Metro

Manila, Balance of Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national

percentages, ±6% each for Metro Manila, Balance of Luzon, Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population

projections for 2017 to obtain the national estimates.

The SWS survey questions about Martial Law are non-commissioned, and were included on

SWS's own initiative and released as a public service.

occupied parts of Marawi City in retaliation for the joint military and police forces serving a warrant

of arrest for Abu Sayyaf leader Isnilon Hapilon. Clashes ensued between both groups, several

civilians died, and the Maute group burned several facilities in the city. Because of this, Pres. Rodrigo

Duterte declared Martial Law in the entire Mindanao that same day.]
