Stormwater Tax Begins July 1

Any property owner in Duval County will begin paying a Stormwater Tax on July 1. This applies to all

property owners whether commercial, industrial, or residential. I want to thank some of the FCMA

members for their assistance in working with the City of Jacksonville to create a credit program to mitigate the impact of this tax.

The Stormwater Tax is designed to provide a funding source to satisfy the city’s obligations under

the TMDL program. Since 1999, FCMA has been involved with TMDL, whose purpose is to improve

the water quality of the St. Johns River. The Stormwater Tax will provide funding not only for capital

improvements, but for ongoing operations including maintenance for public works projects. This tax

is comparable to taxes introduced in a number of cities throughout Florida and the country. This tax

was originally conceived in 1998 and was rejected at the time because of adequate funding from

property taxes. Amendment 1 mandated a reduction in property tax and the Stormwater Tax was

Review your tax bill when received. It was mailed on May 1. 1.

Prepare a response to insure that you receive any credit against the tax that you are due. Remember, the tax is based

on impervious surface and is a gross amount and does not automatically give you any credit.

Revenue from property taxes is declining and we can expect additional fees and taxes on business to offset this loss of

income. FCMA will continue to work to eliminate or mitigate the impact of taxes on manufacturers. Our guiding principle is to
