A. BACKGROUND Greater regional integration, the rapid growth of Southeast Asian economies, and the official incorporation
of nations into the ASEAN Community in 2015 has led to high demand for educators, teachers and
students in the Southeast Asian countries to be equipped with the 21st century skills, ICT literacy and
English communicative skills.
The SEAMEO Secretariat together with SEAMEO Regional Centres plans to launch a “SEAMEO
Community Development Programme: Online Lecture Series and Training Programmes” in 2017-
2018. This programmes aims to leverage capacity of policy makers, researchers, educators, teachers and
students in Southeast Asian countries through the expertises of the SEAMEO Centres via the webex
teleconference system and MOOCS, starting in March 2017 and onwards. The online lecture series and
training programmes will cover varies areas of academic such as bio-technology development, health and
nutrition, education management, language education, science education, mathematic education,
vocational education, higher education and etc.
To encourage the participation of schools and TVET colleges in Loa PDR to participate in the SEAMEO
Community Development: Online Lectures Series and Online Training Programmes which will be
conducted by SEAMEO Centres starting in March 2017, the Ministry of Education and Sports of Lao
PDR, and SEAMEO Secretariat organised a “Preliminary Teacher and Student Workshop on English
Communication and ICT Skills in Lao PDR” on 1-2 March 2017 at the Ministry of Education and
Sports, Lao PDR.
The workshop aims to leverage the confidence in using English language, and to provide ICT knowledge
on webex teleconference to educators, teachers and students in Lao PDR. With the knowledge in using
webex, the teachers and student will be able to join the several online capacity development programmes
of SEAMEO.
As this workshop was the initial stage of the capacity development, the programme was briefly conducted
in 2 modes: 1) “Face to Face Workshop” for participants in Vientiane and 2) “Online Workshop” for
participants outside Vientiane.
B. OBJECTIVES The Workshop aimed to:
Leverage the confidence of teachers and students in communicating in English language.
Enhance presentation and communicative skills in English language and ICT skills for students
and teachers from senior high schools and vocational colleges in Lao PDR via face-to-face and
online workshop.
Provide knowledge on cross-country school partnership development and networking and identify
strategies to improve English communication skills of teachers and students
Improve capacity of IT staff/teachers/students on the use of up-to-date WEBEX teleconference
technology for their participation in the SEAMEO Online Community Development Programmes in
2017-2018.

C. DATE AND VENUE
The Workshop Sessions were scheduled on 1-2 March 2017 at the Ministry of Education and Sports and ICT Training Centre of Lao PDR, with the following two modes of delivery:
1) Face to Face Workshop on 1 March at 08.30-14.30 hrs, and 2 March at 08.30-15.00 hrs
2) Online Workshop for schools/colleges outside Vientiane on 1 March at 15.00 - 17.00 hrs and 2 March at 13.00 - 15.00 hrs
D. PARTCIPANTS
1) Face to Face Workshop:
o A total of 78 participants included 46 teachers and 32 students from 8 Secondary Schools, 7 TVET colleges and 1 Teacher Training College in Vientiane
2 teachers of English and other subject, 2 students and 1 IT teacher/staff were invited from each school. 2) Online Workshop:
o A total of 17 participants (9 teachers and 8 students) were from the following 1 TVET
college, participated in the online workshop.

E. CONTENTS AND EXPECTED OUTPUTS
The workshops were conducted in 4 rooms at the same time and delivered in English language, covering the following areas:
For English, other subjects, and IT teachers: o Basic Presentation and Communication Skills in English Language o Knowledge on cross-country partnership development and networking o Strategies to Improve English Capacity of Teachers and Students at the School/College o The Use of WEBEX Teleconference System
For students: o Basic Presentation and Communication Skill in English Language o Basic Game Development o The Use of WEBEX Teleconference System

F. OUTPUTS FROM THE WORKSHOP Within 1.5 days of the workshops through the activities-based and impromptu preparation workshop mechanism, the participants were able to improve their confident in using English language and presentation skills. At the end of the workshop, participants were able to present the outputs as follows.

I. RESULTS FROM EVALUATION The results of the workshop evaluation were completed by 63 respondents in the form of a questionnaire at the last session on 2 March 2017. The respondents can be categorized into two groups: 1) teachers, and 2) students. There were a total of 37 teachers and 26 students who returned the workshop evaluation forms. The questionnaire was divided into 2 main areas as follows:
About the programme and logistics General opinion
According to the overall results of the evaluation, the Preliminary Teacher and Student Workshop on English Communication and ICT Skills in Lao PDR (Face-to-Face and Online Workshop) was successfully conducted with positive rating collected from the questionnaire. From the feedback by the respondents, it is evident that all respondents were satisfied in general with the whole event including expectation, programme, activities, facilitators, materials, and meeting venue.

All respondents agreed that the workshop was meaningful and contributed as follows:
Leverage the confidence of teachers and students in communicating in English language Enhance presentation and communicative skills in English language for students and
teachers Improve knowledge and creativity of students for developing a basic game. Provide knowledge on cross-country school partnership development and indentify strategies
to improve English language capacity for teachers and students Improve the knowledge of IT staff/teachers/students on the use of WEBEX teleconference
technology for their participation in the SEAMEO Online Community Development Programmes in 2017-2018.
All teachers agreed that the workshop for teachers and Webex training were useful. Besides, all students agreed that the workshop of English Communication Skills, Game Development and Webex were useful. However, there were some useful suggestions that can be considered for organising the next Teacher and Student Workshop. These suggestions are as follows:
Inviting more institutions from other countries to participate The period for the workshop should be longer Providing more time for discussion and practice Conducting the same workshop at their schools as part of their academic term Broader topics for the workshop Better internet connection

Suggested Activities to Improve English Capacity of Teachers and Students From the workshop, the teachers were requested to share the ideas on how to improve the English Language communication of teachers and students at the school. After the brainstorming, teachers were requested to work by groups and suggested the activities for improving English skills of teachers and students at their schools/colleges by using “Mind Map”. The group outputs were presented to the participants in English language.

Summary of Evaluation Results
A. Summary from the Participant’s Feedback The results of the workshop evaluation were completed by 63 respondents in the form of a questionnaire at the last session on 2 March 2017. The respondents can be categorized into two groups: 1) teachers, and 2) students. There were a total of 37 teachers and 26 students who returned the workshop evaluation forms. The questionnaire was divided into 2 main areas as follows:
About the programme and logistics General opinion
According to the overall results of the evaluation, the Preliminary Teacher and Student Workshop on English Communication and ICT Skills in Lao PDR (Face-to-Face and Online Workshop) was successfully conducted with positive rating collected from the questionnaire. From the feedback by the respondents, it is evident that all respondents were satisfied in general with the whole event including expectation, programme, activities, facilitators, materials, and meeting venue. All respondents agreed that the workshop was meaningful and contributed as follows:
Leverage the confidence of teachers and students in communicating in English language Enhance presentation and communicative skills in English language for students and
teachers Improve knowledge and creativity of students for developing a basic game. Provide knowledge on cross-country school partnership development and indentify strategies
to improve English language capacity for teachers and students Improve the knowledge of IT staff/teachers/students on the use of WEBEX teleconference
technology for their participation in the SEAMEO Online Community Development Programmes in 2017-2018.
All teachers agreed that the workshop for teachers and Webex training were useful. Besides, all students agreed that the workshop of English Communication Skills, Game Development and Webex were useful. However, there were some useful suggestions that can be considered for organising the next Teacher and Student Workshop. These suggestions are as follows:
