SEAMEO RECFON has reached its third year journey as a

regional center, and we are happy to present our activities and

achievements during the fiscal year 2012-2013, documented in

this Annual Report. We continuously base our activities on our

vision, to be able to effectively carry out our mission in achieving

our goals. More innovations and actions, as well as mutual

collaborations are needed to go further.

SEAMEO RECFON highly appreciates the strong and continuous

support from all partners, friends and alumni, received this past year, enabling us to

enrich our programs and to improve all aspects of all deliveries.

We are well aware that we still have a long way to go, but are determined to improve

ourselves to become a center of excellence in food and nutrition in the South East Asia

region.

FIVE-YEARS DEVELOPMENT GOAL

The First Five-year Development Plan was developed based on the following premises:

1. Food and Nutrition continue to be the relevant focus for SEAMEO RECFON and particularly focusing on Maternal and Child Nutrition will effectively reduce the persistently high undernutrition problems and the emerging nutrition-related degenerative diseases.

2. The bureaucracy reforms within the Government of Indonesia assure program and financial accountabilities, yet it requires more investment in quality human resources and infrastructure.

3. The scope of work of SEAMEO RECFON will focus on (a) developing professionals in food and nutrition, (b) conducting research and development and information services in food and nutrition, and (c) establishing network for the purpose of resource sharing, information exchanges, research and development, as well as training and education.

4. The presence of alumni/graduates spread in diverse positions of work and responsibility in the region forms existing and future partnership and collaborations; while the decentralization has leverage policy formulation at local government level.

5. The competition for grants to fund programs and activities will be tighter.

6. A continuous need on staff learning and personnel growth using updated and appropriate science and technology and to adapt to the changing global situation.

7. The pressing need to operate on sound financial standing.

8. Commitment to good governance and increased internal capacity by strengthening the management and leadership capacity within SEAMEO RECFON.

EXECUTIVE SUMMARY

During the fiscal year 2012-2013, SEAMEO RECFON developed their three year steps since the

inauguration in becoming a regional center in 2011. The transformation of the Centre into the

Regional Centre of Food and Nutrition leads to higher responsibilities to increase the quantity

and quality of the Centre’s services. This annual report of SEAMEO RECFON fiscal year 2012-

2013 shares the achievements and progresses of the Centre’s activities in the last one year,

which mark the Centre’s development.

SEAMEO RECFON continues to address the challenges in the field of food and nutrition in

accordance with the Key Result Areas to be implemented.

In the area of Regional Leadership, we significantly increased our activities and gained more

achievements, including publications, various innovative programs, capacity building as well as

recognitions.

In the area of Regional Visibility, we continue to facilitate SEAMEO RECFON stakeholders to get

access to SEAMEO RECFON programs. In collaboration with the Faculty of Medicine, University

of Indonesia, library access is improved. We also were able to provide more fellowships, especially

through Higher Ring Education Network Ring Initiative (HENRI) program, and its collaborations

with national and international organizations. This past year also marks our increased involvement

in educational activities as well as expertise with various stakeholders.

In the area of Solid Resource Base, we managed to gain more fundings from various agencies

to perform activities in the field of maternal and child nutrition as indicated in our five-year

development plans.

Despite all achievements made by the Centre, some aspects need to get more attention and

efforts from the Centre to move forward. The Centre requires a stronger human resource, financial,

and infrastructure capacities. More collaborative projects have to generate to ensure financial

viability and accountability of the Centre and to increase the coverage of the Centre’s programs

in education, research, capacity building, and information dissemination. Improvements in the

infrastructures need to be in place to provide reliable services to accommodate the increase load

of work and a better service for the clients.

Research and publications

During the period of July 2012 – June 2013, the Centre has

conducted 26 researches, which consisted of six staff researches

and 19 student researches with diverse topics covering food,

nutrition and health aspects. Several studies were multi-center

studies and conducted as collaborative projects.

SEAMEO REFCON staff actively present their research results in national and international

conferences. In the period of June 2012 – July 2013, four staffs attended four international

conferences.

Community development

Training for Community Health Workers on Hygienic and Healthy Lifestyle

As one of the community development activities on health

and nutrition program in the Karawang International

Industrial Centre (KIIC) area, in collaboration with

SEAMEO RECFON, the KIIC management and District

Health Office of Karawang conducted a training on

Hygienic and Healthy Lifestyle or PHBS (Perilaku Hidup

Bersih dan Sehat) in Karawang on January 16th, 2013.

The training was officialized by the Head of Karawang

District office and participated by 58 cadres and six

midwives from six different Posyandus (integrated

health and nutrition service center) located in the community development area of KIIC. The

training aimed at developing awareness and knowledge of cadres on PHBS’ indicators as well

as on safe complementary feeding practices. During this activity, the Head of Karawang district

also inaugurated the PHBS cadres’ establishment.

The respective cadres were expected to be actively

participating in Posyandu activities in order to improve

the health and nutrition status of the community in

the respective working area. Future training on other

issues such as child growth monitoring, exclusive

breastfeeding, complementary feeding and effective

communication are considered necessary to empower

cadres.

Senen Sub-District Stakeholders Workshop

A stakeholder meeting was conducted on October

18th , 2012 and attended by 20 participants from The

Province Health Office, District Health Office, Senen

Sub-district Office, Faculty of Medicine University of

Indonesia, Sub-district and Village Health Centers,

District Social Workers Office, District Office for

Basic and Middle Education, and Non-governmental

Organizations working in the neighboring area of

Senen Sub-district. The objectives of the meeting

were to share information about food, nutrition, and

health problems, to get recommendation on the community development program that can be

implemented in the area, and to improve cooperation among related stakeholders. The meeting

discussed the results of studies, which observed food safety problems of street food at elementary

school in Senen Sub-district. The meeting suggested education or capacity building programs

for the community, schools, and health workers, with collaborative efforts among stakeholders.

A follow up workshop was conducted on June 12th,

2013 to identify potential activities for community

development at Senen Sub-district and commitment

or willingness of each institution. The workshop was

attended by the local government officials, NGOs,

industry, UN agency, and donor agency. There are three

program clusters shared by the stakeholders to be

implemented in Senen: food and nutrition intervention in

household, food safety in school,

health and nutrition system improvement. Potential training activities would be training for health

workers, community training, and local government training. All participants representing their

institutions in this workshop planned to distribute the result of this workshop to be discussed

and advocated internally in order to decide concrete contribution of each institution in Senen.

Since there has been situational analysis and need assessment, as well as resources analysis,

a working group is established to develop proposal together, to seek for funding during the

workshop.

Development Program in Kampung Dao

Kampung Dao is an urban slum area located in North Jakarta, where all the households live

in temporary shelters. There have been four studies conducted in the area related to dietary

management of diarrhea, infant and young child feeding practices, community health workers

knowledge, child nutrition, and health surveillance system. Those studies were conducted to

identify health and nutrition problems of the community to establish community development

activities in the area. The result showed a need to improve the knowledge and practice of the

community on health and nutrition. Since there is no health post in the area, an establishment of

integrated health post services including capacity building for the community health workers will

be one of the community development activities in the area.

Innovative Programs

SMILING Project

The SMILING (Sustainable Micronutrient Interventions to Control Deficiencies and Improve

Nutritional Status and General Health in Asia) is an initiative aiming to produce a new, feasible

and sustainable nutrition intervention agenda directed to women of reproductive age and

young children. The project focuses specifically

on five countries in the South-east Asia region,

namely Cambodia, Indonesia, Lao PDR, Thailand

and Vietnam, which are at different stages of

development with diversed political, economical,

administrative and social systems, to allow a

broad approach in diverse contexts. Individual

country nutrition strategies and programs will

be drawn, taking into account the international

evidence of good practices. The SMILING project

is a collaborative work among 11 institutions (five

European and six South-east Asian) led by the IRD of France and funded by the European Union.

A publication about SMILING had been issued in the Food and Nutrition Bulletin1.

The SMILING project now enters the second year of its implementation. On 19-22 February 2013,

a training workshop on Multiple Criteria Mapping (MCM) was held in Jakarta hosted by SEAMEO

RECFON. The training introduced the MCM technique to collect data on the proposed nutrition

interventions to improve micronutrient status, which will later be included in the final formulation

of the proposed policy options to improve the micronutrient status of children and women. On 26

February – 1 March 2013 the Mid-Term Assembly Meeting and the Steering Committee Meeting

were held in Bali hosted by SEAMEO RECFON and IRD to review and update the progress as

well as to decide the next follow-up actions for all Work Packages of the Project.

SWAN Project

A pre-preliminary assessment was conducted in Aug-Sep 2011 to identify the condition related

to safe water access, sanitation, knowledge, attitude, and practice on health and nutrition in

Margakaya village, Karawang. The assessment study

showed that there was a need for an appropriate

water treatment facility for the community to be able

to use safe water. The water qualities from some water

sources available in the area had been assessed. A

consultant has been appointed to identify suitable

water treatment facility for the area . The next step is

to conduct a feasibility study to establish a pilot water

treatment facility. The proposal for the feasibility study

has been developed by the consultant, which include

legal framework and regulatory restrictions on community water; national and local government

policy and guidelines to promote safe water supply

and hygiene practices in the communities; selection

of candidate project sites in two-three locations; and

assessment of the quality, quantity, and performance

of the water treatment facility.

A proposal for the small pilot plan of water treatment

system has also been developed to seek funding from

potential donor agency.

HENRI (Higher Education Network Ring Initiative)

The goals of the HENRI Project are to develop a sustainable training program in higher education

in public health that is rooted in:

Active use of local data to inform policy decisions, a practice-based training curriculum, and

Development of faculty member to be able to replicate and expand the framework.

As this year is the last phase of the project, on June 19th - 20th, 2013, the USAID Evaluation

Team has visited all HENRI Project partners to interview all implementers and project coordinators

as part of their evaluation activities. The achievements of HENRI Project up to mid-2013 are

detailed below.

1. Degree Program

Two master students and three doctorate students have received HENRI scholarship to study at

SEAMEO RECFON. One master student has completed his program this year.

2. HENRI Internship Program

To date, there have been four persons, coming from Andalas University, Health Research and

Development Centre Ministry of Health, University of Gadjah Mada, and Health Polytechnic

Semarang, registered as HENRI Interns, of whom should produce one manuscript or policy paper

as the output of the internship program at SEAMEO RECFON. One paper has been accepted for

publication in American Journal of Health Promotion2.

3. Summer Course Program

The first batch of summer course program at The Harvard School of Public Health has been

conducted in July – August 2012. There were eight participants, coming from Health Research

Centre University of Indonesia; Health Research and Development Center Ministry of Health,

Faculty of Public Health, University of Indonesia; Andalas University, Bogor Agricultural University,

and SEAMEO RECFON) who joined the program. While the second batch summer course

program in June 2013 included four participants from SEAMEO RECFON, Faculty of Medicine

University of Indonesia, and Faculty of Public Health University of Airlangga, Surabaya. During

the program, the participants attended lectures on Analysis of Health and Nutrition Data in Low

Income Countries and each participant was obliged to write two manuscripts to be submitted to

international peer reviewed journals. The program was funded by USAID and partly supported by

the Kennedy School Harvard University with funding from Rajawali Foundation Indonesia. One

paper has been submitted for publication3.

4. HENRI Statistical Recharging Training

The training was conducted on 13-18 March 2013 at SEAMEO RECFON. The objective of the

training was to enhance the capacities of participants on multilevel analysis and to provide

assistance and guidance in data analysis. The training was attended by 22 participants consisting

of HENRI Summer scholars, HENRI Interns, SEAMEO RECFON academic staff as well as master

and doctorate students.

5. Workshop on Public Health Curriculum Development and Strengthening Local

Government Role in supporting HENRI Program in Andalas University

A SEAMEO RECFON workshop was held on January

11th -12th, 2013, hosted by the Faculty of Public Health

Andalas University to prepare the data-driven training

curriculum for its Bachelor of Public Health Program.

The workshop was attended by government officials

i.e. Bupati Kabupaten Agam and several heads of

district health office, staff of Faculty of Public Health

UNAND, representatives from SEAMEO RECFON

and SID, and Dr. Anuraj Shankar, of Harvard School of

Public Health.

a) Workshops Lesson Plan Development

In order to support the enrichment of health and

nutrition data analysis in the existing education

curriculum, two workshops on lesson plan

development were conducted among SEAMEO

RECFON staff. Some lesson plans have been

written and compiled into a book as guidance

for teaching health and nutrition data analysis.

The lesson plan is a potential material to be used

in a curriculum or non degree training program.

b) Workshop on Scientific Writing

A scientific writing workshop was held on

November 10th -12th, 2012 in SEAMEO RECFON.

Eighteen participants consisting of MSc and PhD

students, academic staffs, alumni, HENRI program

interns and one external participant joined the

three-day workshop.

On the first day, Dr. Shankar shared pointers

regarding manuscript writing such as “Process and

pitfalls”, “Anatomy of a Manuscript”, “Selecting

a journal” as well as “Responding to reviewer

comments”. On the second and third day Dr. Shankar provided one-to-one discussions with the

participants on their manuscripts as well as proposals.

Probiotic Calcium Diarrhea Study

A unique well-randomized controlled trial on the

preventive effect of probiotic on infections and

child growth, as part of Rina Agustina’s doctoral

project, was conducted in low socioeconomic

communities in East Jakarta, Indonesia by an

international collaborative team of researchers

consisting of SEAMEO RECFON, Top Institute for

Food and Nutrition (TIFN), Wageningen University,

Friesland Campina, and Unilever, The Netherlands.

This was a large intervention study. The project

was funded by TIFN, Unilever and Friesland

Campina, and the doctoral scholarship was provided by the Nevin Schrimshaw International

Nutrition Foundation, USA. The trial involved 494 apparently healthy non-breastfed Indonesian

children, aged between 1 -6 years, who were randomly assigned to consume ~1½ cups of

either “low-calcium” milk, regular milk, regular milk fortified with probiotic Lactobacillus casei

CRL 431, or regular milk fortified with the probiotic Lactobacillus reuteri DSM 17938 daily for

6 months. It is demonstrated that the probiotic L. reuteri may prevent diarrhea, especially in

children with lower nutritional status. None of the interventions affected ARTIs (Agustina et

al., Pediatrics 2012;129:1–10). Results also suggested that the amount of calcium in the milk

did not affect child growth. However, children consuming the L. reuteri-added milk gained more

weight and were taller at the end of the study when compared to those consuming the regular

milk. Children who consumed L. casei experienced more weight, but not height, gain during the

study. No influence of calcium or probiotic consumption on zinc or iron status was observed.

It was suggested that probiotic milk consumption during early childhood might have modest

positive effects on growth and that daily intake of additional milk does not affect zinc and iron

status (Agustina et al. J Nutr. 2013;143(7):1184-93).

NUPICO Study

The NUPICO (Can nutrigenomics/ nutrigenetics

help explain the mixed results on effect of LCPUFA

(DHA) and iron on child cognition?) study aimed to

assess the gene-nutrient inter-relation in explaining

the effect of LCPUFAs i.e. DHA and/or iron on

cognitive functioning of children under the age of

two in East Lombok district, West Nusa Tenggara

province, Indonesia. The research team consists

of Dr. Umi Fahmida from SEAMEO RECFON

from SEAMEO RECFON and Department of

Nutrition, Faculty of Medicine University of

Indonesia; and Dr. Lydia Afman and Dr. Michael

Muller from Nutrition, Metabolism and Genomics

Group, Division of Human Nutrition, Wageningen

University, The Netherlands. The study involved

children under 24 months of age, considered as the

period for window of opportunity, during December

2011 – August 2012. The study area was in

Suralaga sub-district, East Lombok district, West

Nusa Tenggara province, Indonesia where nutrient

intake including iron (and presumably LCPUFA),

was not optimal. The 24-week intervention study

consists of four groups: DHA, iron, DHA+iron, and

placebo (60 subjects per group = 240 subjects in

total). Dosage of DHA (given as fish oil in soft-gel

capsule) was 100 mg/day, whereas iron (as iron

sulphate) was 16 mg/day. Before and after the

intervention child cognition (as Bayley Mental

Developmental Index or MDI score), serum PUFA

level, iron status (haemoglobin, transferrin receptor, and ferritin), sub-clinical inflammation

(CRP, AGP), gene expression profiles, and other potential confounders of child cognition (child

nutritional status, stimulation/home environment and maternal characteristics) were assessed .

In 2013, the study continues with the assessment of child and mother’s polymorphism to assess

its role in moderating effect of supplementation.

Urban Slum Study (SPHERES)

As the Centre’s commitment to support community development of deprived community,

relevant information had been gathered through survey and studies in Kampung Dao Atas to

develop an active nutrition and health surveillance in an urban slum community. Anthropometric

and hemoglobin of children U-5, their feeding care with respect to quantity and quality, as

well as some demographic and socio-economic conditions of the population were assessed.

Additionally, environmental conditions and issues related to some political situations such astheir

status as illegal residents of Jakarta, their abandoned basic rights as citizens, had been captured

graphically or through interviews and documented for context description. As part of a plan to

establish an extended health post in this area, the team involved women from local religious

group during data collection, so that they could learn what activities shall be carried out, once

they become health cadres in the area for community mobilization.

For the whole data collection, the project was financially supported by the seed grant from

HARVARD University and the Indonesian government budget. The one funded by the HARVARD

University, called SPHERES (Systematic Public Health Education and Research Site) Project

aimed at developing an urban cohort study. Within this project, three SEAMEO RECFON MSc

students had been involved during data collection, and used the datafor their final research

assignments. In the Applied Knowledge in Nutrition course, which was funded by the GoI

research grant, the later batch of master students experienced to prepare a field study, starting

from conceptualizing a research, managing field and activities for data collection, collecting

data, analyzing data, and eventually developing a research report.

While the preliminary data collection had been conducted, continuation of those activities in

the form of intervention and, at the same time, community service has just started. Currently,

collaborative works have been pursued with other institutions as well as individual volunteers

within and outside the studied community.

Programmatic Studies

With respect to program policy, the Centre has also conducted some programmatic studies

relevant to mother and child nutrition within the country. There are two examples of long-

term programmatic studies, conducted in collaboration with government and NGOs, namely

Micronutrient Initiative (MI) and Wahana Visi Indonesia (WVI). The MI had funded a study related

to Diarrheal Disease Control Program in East and West Lombok Districts, West Nusa Tenggara

Province. The study comprised of two phases: the formative study in 2010-2011 followed by the

preliminary intervention for program optimalization in 2011-2012. Currently, the intervention is

still ongoing under the management of MI.

The formative study related to Village-Based Midwives Program at Nias District, North Sumatera

Province has been funded by and carried out in collaboration with WVI. In the implementation of

the tasks, the teams from both parties had divided the works, so as any limitations of either ones

with respect to the study concept, design, field management, and even frequency of contacts

with the informants or local stakeholders had been minimized. The results of the study have

been presented and actively discussed through series of workshops with the key stakeholders

within the district for participative problem solving. The agreement was developed as a blueprint

to be implemented by the District Health Office with the assistance of WVI ADP4 Nias, and

is still in consultation with the principle investigator of SEAMEO-RECFON. Additionally, two

scientific reports as results of the formative study had been accepted for oral presentations in the

international conference on “Child Poverty and Social Protection”5 and the National Forum IV on

“Tantangan Kebijakan Kesehatan di Indonesia dalam Menghadapi Stagnasi Pencapaian MDG4

dan MDG5, dan semakin Meningkatnya Penyakit Tidak Menular” (Health Policy Challenges in

Indonesia for Tackling the Stagnancy of MDG4 and MDG5 Achievements and the Increase of

Non Communicable Disease)“6.

Capacity Building

Degree Program

Master Program in Community Nutrition

Since the opening of the program in 1992, the Master program in Community nutrition is a two-

year program. The first year consists of courses (16 courses, 34 credits), while the second year

is dedicated for research work. The program is conducted under the Nutrition Study Program,

Faculty of Medicine, University of Indonesia.

In the period of July 2012-June 2013, two student batches attended the Master program. The

first batch, who enrolled in 2011, consisting of 10 master students, who completed their thesis

defense in June2013. Their theses topic varies from basic research in community nutrition to

programmatic research, employing both qualitative and quantitative design.

The second batch students enrolled in 2012, consisting of 10 students. One student received

HENRI scholarship, another received a scholarship from their home institution and the remaining

are self-payers. They have completed their first year courses and are currently preparing their

research.

Doctorate Program in Nutrition

SEAMEO RECFON has currently 13 doctorate students, coming from Indonesia, Myanmar and

The Philippines. Four students are currently at data collection stage, while five are either at their

literature review stage or proposal/pre-proposal writing stage. Four students, who enrolled in

2013 are still completing the basic courses. .

As shown in Table 4, the doctorate candidates receive scholarships from various sources. Funding

support for their doctorate researches were obtained from among others DAAD RECFON, DAAD

TROPMED, Centre for Aging Studies University of Indonesia, and Nestle Foundation.

Non-degree Training Program and Regional Trainings

Some SEAMEO RECFON’s courses for degree programs are offered as short-courses for non

degree participants. There were 54 participants who attended such courses as short-course

participants in Fiscal Year 2012-2013. Three out of the 16 Courses in Fiscal Year 2012-2013,

were conducted as regional trainings, including Food Safety, Nutritional and Epidemiology

Surveillance and Nutritional Assessment Status.

The Southeast Asian Nutrition Leadership Program (SEA-NLP)

The capacity building program at SEAMEO RECFON also includes a leadership program for

nutritionists. The program, known as the Southeast Asian Nutrition Leadership Program (SEA-

NLP), aims at empower post-graduate level nutritionists by providing competencies in effective

leadership, team building, and communication skills. The SEA-NLP also serves as a forum of

networking for nutritionists in the region. Since its first commencement in 2002, eight SEA-NLPs

have been conducted between 2002-2011. The 9th SEA-NLP was conducted on November

5th – 9th, 2012 in Jakarta, Indonesia. There were 22 participants coming from Cambodia,

Indonesia, Malaysia, Myanmar, The Philippines, and Thailand, who received scholarships from

the Government of Indonesia through SEAMEO RECFON, The 9th SEANLP was also supported

by INF and Sight and Life. Topics given in this training program covered effective leadership,

effective communication, team building and updates in nutrition.

SEAMEO Service Award

In March 2013, Mr. Sukardinata received SEAMEO Service Award as an appreciation for his

dedication of working at SEAMEO RECFON since August 8th, 1981. As Office Attendant, Mr.

Sukardinata experienced six Directorships during his service years at the Centre.

The award was given during the 47th SEAMEO Council Conference in 19-21 March 2013 at the

Daewoo Hotel, Hanoi, Vietnam.

Accreditation of the Master and Doctorate Program in Community Nutrition

For the third time since 2000, the Master Program had undergone accreditation review. As the MSc in

Community Nutrition Program is under the Nutrition Study Program, Faculty of Medicine University of

Indonesia, it was reviewed parallel to the Master in Clinical Nutrition Program, under the same study

program.

The accreditation review was conducted by the National Accreditation Body of the Directorate

of Higher Education, Ministry of Education and Culture Republic of Indonesia. The assessment

covered the quality of teaching including lecturers’ certification, research and management of

the study program. In the assessment there are seven standards that need to be fulfilled by any

study program conducting a post graduate training, as follows:

- Standard 1: Vision, mission, goal, aim and strategy to reach the goal

- Standard 2: Management, leadership, procedures and quality assurance

- Standard 3: Students and graduates

- Standard 4: Human resources

- Standard 5: Curriculum, learning and academic environment

- Standard 6: Financial aspects, facilities and information system

The MSc in Nutrition Study Program is acknowledged of having good performing students

and graduates, excellent curriculum, learning and academic environment as well as research,

community services and collaboration challenges in human resources. Currently, preparation is

on-going for the accreditation review of the Doctorate in Community Nutrition Program, as in the

coming months, it will also undergo similar review.

Accreditation for SEAMEO RECFON laboratory

The awaited milestone by the laboratory of

SEAMEO RECFON and all related units, an

ISO accreditation by the Komite Akreditasi

Nasional (KAN), the institution responsible for

ISO accreditation in Indonesia, announced on

June 11th, 2013 that the SEAMEO RECFON

laboratory is accredited as Analysis Laboratory

with No. LP-731-IDN, due to its competencies

as Analysis Laboratory and having constantly

implemented SNI ISO/IEC 17025: 2008 on

blood retinol, tocopherol, beta-carotene and

zinc assessments.

Upon acquiring the accreditation, laboratory

of SEAMEO RECFON will be recognized

internationally KAN as KAN accreditation is

also acknowledged by Asia Pacific Laboratory

Accreditation Cooperation (APLAC) and

International Laboratory Accreditation

Cooperation (ILAC).

There are several scientific events where SEAMEO RECFON academic staff have been invited

as resource person to share their expertise in certain topics on food, health, and nutrition. In

Increase means for stakeholders to access SEAMEO RECFON programs

Publication media and materials

To provide timely information about SEAMEO RECFON’s programs and activities, electronic and

printed media were used as means of disseminating information to clients and stakeholders. The

website has continuously disseminated updated information of SEAMEO RECFON’s programs

with a new homepage appearance and an additional book corner as its novel feature. Information

about SEAMEO RECFON’s trainings was also disseminated through electronic mail to clients in

Indonesia and other South East Asia countries as well as through a printed booklet of ‘Program

Announcement’. During FY 2012/2013, SEAMEO RECFON has produced one newsletter a four-

page newsletter (edition No. 47) in collaboration with ICD/SEAMEO Food Safety Gazette and the

Industry Council for Development (ICD).

Fellowships

The fellowships granted through SEAMEO RECFON during FY 2012/2013 consisted of fellowships

for Master Program, Doctorate program, regional trainings and the SEANLP program. One MSc

student each received fellowships from HENRI Program and DAAD/TROPMED Network. Three

doctorate students received fellowships from HENRI program and two students received DAAD/

TROPMED Network fellowship. Government of Indonesia provided 34 fellowships for Indonesia,

Brunei Darussalam, Thailand, Myanmar, Cambodia, Vietnam, The Philippines, and Malaysia

participants. Government of Indonesia granted fellowships for 22 SEANLP participants from

Cambodia, Indonesia, Malaysia, Myanmar, The Philippines, and Thailand.

Financial Viability

SEAMEO RECFON ensures operating its activities by controlling five components of funds in the

Centre, which consist of capital funds, operating funds, special funds, other funds, and unallocated

funds. The sources of SEAMEO RECFON’s funds were originated from The Government of

Indonesia, research funding agencies, training fees, SEAMEO-TROPMED Network (scholarship

funds), consultancy activities, and laboratory as well as library services.

Figure 2 describes the comparison of funds components between the fiscal year 2012/2013 and

the previous fiscal year. The increase in ‘Capital Funds’ and ‘Other Funds’ were significantly

observed compared to the previous fiscal year, which is explained by the increased number

of research and consultancy projects in the Centre such as research collaboration with Helen

Keller Indonesia, Sight & Life, European Commission and ILSI.

Education and Culture Government of Indonesia, 12 SEAMEO RECFON officials and staff, and

one invited guest from other SEAMEO Centre, and five invited guests from partner institutions.

The meeting was preceded by a Round Table Discussion (RTD) on October 9th, 2012 with the theme

“Current Challenges and Best Practices in Maternal and Child Nutrition in Southeast Asian Countries”.

SEAMEO Secretariat.

Human Resource Development

Staff participation in staff development programs

The Centre has supported all activities that provide opportunities for staff to continuously

upgrade their knowledge and skills. In FY 2012/2013, 18 staff attended trainings in

Indonesia and overseas. Activities which enable the upgrading of staffs’ knowledge and

skills were also conducted informally within the Centre, such as training for financial

operating manual, laboratory training, and clinical research methodology.

Social activities

Several social activities were conducted at the Centre in FY 2012/2013. These were such

as second anniversary of the Centre and handover of the Centre Director.

SEAMEO RECFON’s Laboratory provides services for biochemical, anthropometry and dietary

assessment. Hospitals, universities, laboratory and research institutions have been the most

frequent clients requesting the laboratory services mostly for research purposes. In Fiscal Year

2012/2013, the laboratory had conducted biochemical analysis for 1031 samples, which consisted

of analysis of vitamin C, retinol, zinc, ferritin, soluble transferin receptor and hemoglobin. In

addition, dietary analyses for food intake and nutrient content of traditional indonesian cuisines

have also been done . The Centre’s laboratory also supports the training program and research

activities of SEAMEO RECFON. Each year, the Master students use the laboratory for practical

sessions during the Nutritional Status Assessment Course. The laboratory staff also provides

technical support and equipment for the researches and students at the Centre and Nutrition

Study Program, Faculty of Medicine University of Indonesia. The laboratory continuously

improves its service and quality assurance in accordance with international standards through

staff training and the development of test methods.

Library

The support from the Government of Indonesia provides, the Centre’s library on updating its

books and journal collections. This year, the Centre got 12 books as its new collection, in

addition to the existing collections of more than 4000 books. The topics vary on food safety,

epidemiology, food science, genomics, child nutrition, and many others. Besides updating

books, this year the Centre subscribes nine international journals

SEAMEO RECFON library has also established cooperation in terms of literature search with the

library at the Faculty of Medicine and Faculty of Public Health at the University of Indonesia. The

library has collaborated with the Faculty of Medicine’s library in access online journal databases

(Proquest), and have access to the online journal databases from Directorate of Higher Education

MoNE of Indonesia (EBSCO).

In 2012, the library is connected to the intranet library of the Medical Faculty, University of

Indonesia (JUWITA).

Computer and IT

During the fiscal year under review, the Centre has completed database development of training

program activities. Currently, the database is being used to input data from the training unit, with

the main information on the training itself, topics, lecturers, and the participants (both degree

and non-degree training). Currently the database for activities and program under the Personnel

and General Affairs Unit and Laboratory Unit are developed

Two servers were used to manage the Local Area Network (LAN) and currently IT Unit is at the

stage of developing Linux Server Gateway (Mikrotik) to manage interconnection between ADSL

(Asymmetric Digital Subscriber Line) and Jardiknas (the ICT network of the Ministry of Education

and Culture). There is 24- hour Internet Connection using ADSL CBN at 384 kbps and Jardiknas

at 512 kbps and WiFi at several areas in the building including computer, seminar and class

rooms. The IT Unit has provided software of various programs (Windows 7 Ultimateal, Microsoft

Office 2010, Kaspersky antivirus 9, SPSS for windows version 21.0), and paper-less policy for

courses and other activities of the Centre is continuously implemented with the use of WiFi and

intranet data sharing.
