PART II: Information about the School’s Programme
1. Title of the School’s Programme
Project: ‘HEALTH ALERT’ (Healthy Environment and Long-Term Health Access through Local
Engagement, Recreation and Training)
2. Summary of the Programme
Project ‘HEALTH ALERT’ (Healthy Environment and Long-Term Health Access through Local
Engagement, Recreation and Training) is a local initiative to combat malnutrition among the students and
to avoid contracting diseases due to poor personal hygiene and unsanitary conditions of water and sanitation
facilities in the school and the community.
The project follows the participatory process of governance by involving key stakeholders as focal persons
such as the members of the School Governing Council, Student Government, officers of the different clubs
and organizations, the General Parents, Teachers Association, Faculty & Staff Association, Alumni
Organization, local business organizations, civic and religious organizations.
Moreover, Project ‘HEALTH ALERT’ is a three-pronged approach or intervention to curb the high-
incidence of malnutrition among the students. Generally, based on annual results of the nutritional status of
students, those classified as severely wasted (based on BMI) and severely stunted (based on HFA) are prone
to sicknesses and diseases and they lag behind in their academic performance.
The first component of the program is the promotion of a Healthy Learning Environment through
sustained community-led effort in maintenance and simple repairs of school facilities known as Brigada
Eskwela. To sustain spic-and-span school facilities and surroundings, the school conducts a yearly Search
for Best Classhome following a set of criteria. Winners are awarded at the end of the School Year. The
school, was acclaimed as the Hall of Fame in the National Search for Best Brigada Eskwela Implementer in
2012 both in the Regional and National Levels.
The second component, Long-Term Health Access through Local Engagement, centers on health and
nutrition program of the school being carried out based on work plans prepared by the stakeholders as
stipulated in the three-year School Improvement Plan (SIP) which is broken down into three different
Annual School Plans (SIP) following the Continuous Improvement (CI) model. This component focuses on
three dimensions, namely: (1) diagnosis through nutritional status assessment of all students; (2) intervention
program through various activities such as school feeding program, integration of health and nutrition all
across all subject areas in the curriculum, urban gardening and vegetable production; and (3) monitoring and
evaluation which gauges the impact of the various intervention activities.
Finally, the third component is Recreation and Training. This focuses on a sustained training program
geared towards physical development of the students through various sports and recreation activities. Apart
from these are the conduct of local trainings for the promotion of health and nutrition with the active
involvement of the community.
3. Background information or reasons why the school created this programme
Nutritional status of learners and reported cases of illnesses being referred to at the school clinic are two
crucial factors considered by the school administration in coming up with the Project ‘HEALTH ALERT.’
Based on the annual nutritional status report of Cauayan City National High School, on Body Mass Index
(BMI)4.23 % or 235 of the 5,551 students are severely wasted, 8.08% or 449 cases are wasted, 1.19% or 185
cases are overweight, .1% or 17 cases are obese. On the hand, under Height-for-Age, 3.65% or 203 cases are

severely stunted, and 12.52% or 695 cases are stunted.
In School Year 2016-2017, records available at the school clinic show that there were 1,513 students who
availed of clinic services because of minor ailments such as headache, cough, stomach ache, nausea, tooth
ache, sore yes, allergy, to name a few.
4. Objectives/goals of the Programme
1. To establish a healthy learning environment through well-maintained physical plant & sanitation and
water facilities of the school;
2. To alleviate malnutrition and common ailments among the students through sustainable and accessible
health and nutrition program being carried out by groups of stakeholders of the school;
3. To promote active lifestyle among the students through their active involvement in various recreation,
sports and training programs that promote physical fitness; and
4. To integrate in the curriculum lessons, concepts, and activities promoting health and nutrition through
lesson exemplars, learning modules and demo-teaching.
5. Period of the time when the programme was/has been started
The program was launched in S.Y. 2015-2016 and has been implemented from year to year since then.

Monitoring and evaluation mechanisms:
School M&E team conducts quarterly and annual assessment of the three components of the project.
An evaluation instrument was crafted for each component to assess both qualitative and quantitative facets
of the project. The work plan prepared each year and the School Improvement Plan serve as a point of
reference whether goals and objectives are met. In cases where targets are not met, a catch-up plan is
prepared to address gaps.
Summary of results:
For component 1 of the project, the school attained a rating of 31 points in the Child-Friendly School Survey
which means CAUAYAN CITY NATIONAL HIGH SCHOOL is A CHILD-FRIENLY SCHOOL.
For component 2 of the project, the school the accomplished the following:
1. Number of students who were dewormed- 12, 505 (3 years)
2. Number of students who availed of clinic services due to minor illnesses- 2,111 (3 years)
3. Number of severely wasted students who benefitted from the school feeding program- 250 (2 years)
4. Number of students who were vaccinated 10,504 (3 years)
5. Number of students diagnosed with visual problems and were given free eye glasses- 450 (1 year)
6. Number of students who were given iron supplement- 319 (2 mos.)
For component 3 of the project, the following were accomplished:
1. conducted fun run- 1,200 participants
2. conducted summer sports clinics- 200 participants
3. participated in annual athletic meets in all levels- school, city, regional and national
4. participated in invitational tournaments, home-and-away games, tune up games

1. The school was cited as second Best Performing School, School Year 2016-2017 in Region 02
(Cagayan Valley Region comprising five provinces and four cities)
2. The school was adjudged the Greenest School in the Philippines being the Grand Champion in the
Nationwide Search for Best School Forest Park and Hall of Fame Awardee in the National Level
Search for Brigada Eskwela Best Implementer- Big School Category (Component 1: Promotion of
Healthy Learning Environment)

community
A. Students- became fully aware of their roles in promoting a healthy learning environment and developed
healthy habits through proper nutrition and personal hygiene.

C. Wider community- realized active role in promoting health and nutrition in the school and community
and developed a sense of civic spiritedness to contribute their time, efforts and resources as an investment
that yields productivity. They now believe in the byword “HEALTH IS WEALTH.”
14. Plan for sustainability and plan for the future

The project is under the Continuous Improvement Process of the school and the project team will be tying-
up with more stakeholders and donors.
Plan for the future:
The school will share this best practice to other schools in the province of Isabela, Northern Philippines.

IRON SUPPLEMENT DRINKING. The health and nutrition unit of the school spearheads this
yearly activity to counter iron deficiency among students. Turn-out is 100%.
SCHOOL FEEDING PROGRAM, VISUAL SCREENING AND DISTRIBUTION OF
FREE EYE GLASSES. These are some of the flagship activities to help undernourished and
visually impaired students. Partners are readily available for these undertakings like the Lions’
Club International.
