SAN DIEGO COMMUNITY COLLEGE DISTRICT BOARD REPORT The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. Trustee Graham also thanked the college presidents for attending the Board retreat and providing the Board with information about progress, challenges, and future plans. Trustee Grosch reported that he, Chancellor Carroll, and CE Interim President Rudy Kastelic toured the new César E. Chávez Campus in Barrio Logan, which is nearing completion, and was impressed by the architecture and utility of the facility. Trustee Bernie Rhinerson congratulated the CE and college presidents and staff for the success of their commencement ceremonies, thanked Chancellor Carroll and those involved with increasing the number of degrees offered to students, and wished everyone a restful summer. Trustee Peter Zschiesche spoke about the importance of providing educational support services to undocumented students and asked Chancellor Carroll to explore the issue further. He discussed pending legislation, Senate Bill 247 (Leno), which would authorize the establishment of undocumented student support service centers. He reported that there is growing interest in workforce development and that he recently attended a San Diego Workforce Partnership event to learn more about the expansion of apprenticeship opportunities. He offered his assistance in making connections between the District and local employers. Trustee Maria Nieto Senour reported that she attended the college and CE commencements, service award ceremonies, and the Board retreat. She expressed appreciation on behalf of the Board to all staff who played a role in these events. Chancellor Constance Carroll reported on the status of the 2015-16 State budget plan, indicating its many positive benefits, which are addressed later in this issue of the Board Report. She said that three major items affecting community colleges are still being contested. Of these three, Chancellor Carroll and others are strongly advocating for: a 3% increase in apportionment (enrollment) growth funding; support for full-time faculty positions without changes in state regulations; and full funding for the Adult Education Block Grant, without restrictions on program categories and consortium membership requirements. She explained that the legislature must complete the budget reconciliation by June 15, which is the deadline for submitting the budget for the governor’s final consideration, line-item modification, and approval. The Chancellor introduced Dr. Stephanie Bulger, the new Vice Chancellor of Instructional Services; presented a plaque of appreciation to Dr. Shelly Hess for her service as Interim Vice Chancellor of Instructional Services; and acknowledged Rudy Kastelic for his service as Interim President of Continuing Education. Finally, Dr. Carroll reported that summer enrollment is up by 13% and that plans are now in place to hire 31 new full-time faculty positions and 25 replacement positions for 2015-16. Student Trustee Olivia Light reported that the student governments at City, Mesa, and Miramar colleges are planning for the new academic year, as well as the San Diego Pride Parade in July. She also stated that a “Stop the Hate” training campaign will be held at City College. At its meeting of June, 2015, the Board of Trustees: Heard public comments by AFT-Guild, Local 1931, President Jim Mahler on outstanding issues under negotiation for the College & Continuing Education Faculty collective bargaining agreements. • Administered the Oath of Office to Student Trustees Laura Benavidez (City College) and Olivia Light (Miramar College), and to Police Officers Paul Hubka and Cesar Delgado; and received the summary of the 2014-17 Police Officers Association (POA) collective bargaining contract proposals presented by POA President Nancy Schumaker.

• Approved and adopted changes to Board Policy: BP 3050 Student Success and Support Program; and Student Equity (first reading 5/14/15); adopted a resolution to excuse Trustee Rich Grosch from attendance at the May 14, 2015, meeting of the Board of Trustees, due to illness, in accordance with Education Code Section 72024(d); and ratified the adoption of a resolution in support of Asian Pacific American Heritage Month.

• Adopted the Tentative Budget for 2015-16, following remarks by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor Bonnie Dowd. The Board’s Budget Study and Audit Committee (Trustees Grosch and Senour) had reviewed the budget in advance. Trustees emphasized that the budget, with the largest increase in operating revenues in the District’s history, was balanced and is expected to change as the result of future additional legislative and revenue adjustments. The Tentative Budget totals $779,431,905, and consists of three major components: approximately $384,316,597 in General Fund operations; $244,693,472 in Propositions S and N bond issuances: and $150,421,836 in federal and state financial aid and other grants. New directions in the budget include a 3% increase in support for more classes and instructional support; 31 new full-time faculty positions; increases in student success and equity programs; a modest COLA; payment for past mandated claims; scheduled maintenance and instructional equipment funding; strengthening reserves; and general support for operating improvements.

• Approved new or revised courses and programs, with comments by Interim Vice Chancellor of Instructional Services Shelly Hess regarding 13 new associate degree and certificate programs; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and approved purchase orders prepared during the month of April 2015.

• Authorized an agreement with American Honda Motor Co. Inc. for Miramar College to continue to provide American Honda Professional Automotive Career Training; and the travel of students at City, Mesa, and Miramar colleges, and Continuing Education to participate in various competitions, tournaments, student leadership, and related activities.

• Accepted grants from the National Institute of General Medical Services for the Bridges to the Future Program at City College; and from the California Community Colleges Chancellor’s Office (CCCCO) Funds for Student Success for support services to students in the San Diego Early Middle College High School Program at City College in the 2014-15 fiscal year; and from Project Concern International for revising the Community Health Work Certificate at City College; from the California Office of Statewide Health Planning and Development for establishing support services for underrepresented students interested in mental health careers at City College; from the YMCA Youth and Family Services for academic counseling and classes to participants in the San Diego Urban Teacher Fellows Career Pathways Program at City College; from the CCCCO for the enrollment growth and assessment, remediation, and retention in the Associate Degree in Nursing program at City College; and from the County of San Diego Health and Human Services Agencies for professional services for CalWORKs Welfare-to-Work participants in the 2015-16 fiscal year.

• Accepted a total of seven major grants totaling over $1.5 million from the CCCCO, Economic and Workforce Development Program, to City College for Deputy Sector Navigator service in Communication/Digital Media, and Advanced Manufacturing; and to Miramar College for both Statewide Sector Navigator and Deputy Sector Navigator service in Life Sciences/Biotechnology, and Advanced Transportation and Renewables in the 2015-16 fiscal year, as well as a second augmentation for the Deputy Sector Navigator service in Life Sciences/Biotechnology at Miramar College in the 2014-15 fiscal year.

• Authorized a bid award for the purchase and delivery of medical equipment and supplies for the Allied Health program at Continuing Education César E. Chávez Campus to Hill Rom, Products Unlimited Inc., Moore Medical LLC., and Medco Supply Co; approved the consolidation of all KSDS radio station operations; and adopted resolutions to establish a new Union Bank account and a San Diego County Cash Fund for the SDCCD KSDS radio station account.

• Approved various personnel actions including the certification of short-term personnel service effective on or after June 12, 2015; faculty sabbatical leaves for the 2015-16 academic year; and the deletion of defunded vacant classified positions.

• Awarded contracts to Anton’s Service Inc. for demolition of the MA Building at Mesa College, to IO Environmental & Infrastructure Inc. to provide revitalization and expansion of the vernal pools at Miramar College, and to Synergy Electric Company Inc. for the 12Kv Upgrade Phase 2 project at Miramar College; ratified Notices of Completion recorded under delegation of authority; and approved the Master List of Off-campus Locations for 2015-16.

• Approved a long-term ground lease for surplus property at the former North City Campus with Le Lycée Francais et International de San Diego with comments by Vice Chancellor of Facilities Christopher Manis and Le Lycée Francais et International de San Diego Director Thierry Pasquet, with proceeds designated to provide maintenance funding for bond construction programs. Chancellor Carroll noted that this is the fifth in a series of successful ground leases designed to support Propositions S and N construction projects.
