    This is your Senate District. It is run by and for your DFL neighbors and your community. It is paid for with

    yourdonations,anditisbuiltondecadesofyourefforts.SenateDistrict59DFLbelongstoyou.

    We accomplished a lot this past cycle and we did it through hard work and perseverance. We ask for your con-

    tinued support. We face an energized right wing, who have a host of new and dangerous radical ideas. Its up

    to us to make sure we have leaders in place who will make good choices for our community, our State and our

    Country. We will need to stand ready with every bit of energy we have in order to win this next election. It isup to us to determine what happens next. Lets pick DFL leaders for Minnesota and stand united with them. We

    RULES2010DFLSENATEDISTRICT59CONVENTION

    GOVERNING AUTHORITY AND AGENDA

    1.UponallmattersnotgovernedbytheOfcialCall,theStateDFLPartyConstitutionandBylaws,theSenate

    District Constitution, and these Rules, Robert's Rules of Order - most recently revised shall govern. Provisions

    oftheOfcialCallshalltakeprecedenceoveranyotherpartyrulesatanylevelwhereveraconictexists.

    2. A majority vote of the convention is required to adopt these rules and the agenda. Once adopted, these rules

    andtheagendashallgovernunlesssuspendedormodiedbyatwo-thirdsvoteoftheconvention.

    3. The quorum for conducting any business of the convention is a majority of the registered delegates (including

    upgraded alternates).

    SEATING OF DELEGATES AND ALTERNATES

    4. Registration of delegates and alternates to the convention shall continue until adjournment.

    5. Each precinct delegation shall elect one or more delegation chairs for purposes of alternate seating, roll calls,

    and ballot voting. Precinct chairs recently elected at the February Caucus are encouraged to volunteer for this

    role. Any seated delegate shall be eligible for election as delegation chair. The Convention Chair shall instruct

    the convention as to the duties each precinct delegation chair will be expected to perform during the convention.

    The name of each delegation chair shall be reported promptly to the Convention Chair & the Credentials Chair.

    6. The seating of delegates and alternates shall be governed by the following:

    a. All registered delegates (not alternates) shall be seated.

    b. The convention shall hear and resolve any challenges regarding delegate or alternate seating pursuant

    totheOfcialCall.

    c. Any delegates or alternates entitled to be seated after all challenges have been resolved shall go to the

    registration table with their delegation chair so that proper seating can be arranged.

    d. Alternates elected at large shall be upgraded to delegate status according to their numerical ranking

    on the precinct report. If alternates are unranked at the precinct level, they will be raised by drawn lots.

    Alternates elected through subcaucus voting systems will be upgraded to delegate status in the order

    reported within their subcaucus. If there are no alternates available within a subcaucus, alternates will be

    upgraded by lot from among the highest-ranking alternates within the other subcaucuses. Eachsubcaucus will be represented in the lot system in proportion to its delegate allocation strength.

    e.Theregistrationstaffshallissueidenticationbadgestodelegates,alternatesandvisitorsduringthe

    registration process. Badges issued to each group shall be of a different color

    f. A temporary delegate badge shall be issued to an appropriate alternate when the alternate is up

    graded to delegate status. There shall be no upgrading of alternates during any balloting process. If the

    upgraded alternate is subsequently returned to alternate status, the alternate's delegate badge shall be

    immediately surrendered to the registration table.

    g.Onlydelegatesandupgradedalternatesshallbeseatedonthemainooroftheconvention

    auditorium.DelegatesandupgradedAlternatesmaybeaccompaniedontheoorbyminorchildren,

    whoshallbeidentiedinthemannerprescribedbytheCredentialsCommittee.Alternateswhohavenot

    been upgraded and visitors shall be seated separately from the delegates.

    h.CandidatesseekingSD59DFLendorsement,ifnotalreadydelegatesorupgradedalternatestothe

    convention,shallbeallottedoneoorpassfortheirpersonaluse.Candidatesortheirdesignatedspokes

    personforotherthanSD59ofcesshallbeallowedonthemainooroftheconventionauditoriumonlywhen invited by the Convention Chair to speak to the delegates. Each Candidate or their designated

    spokesperson must register and receive a badge.

    i.CandidatesnotseekingSD59DFLendorsementbutwhoareeither(i)seekingDFLendorsementfor

    anelectiveofceduringthecurrentyearelectioncycle,or(ii)arecurrentU.S.Senators,areinvitedto

    speak to the delegates for up to one minute. Speakers or their designee must register to speak with the

    Chairsdesigneeupontheirarrivalonthepremisesandmayspeakonarst-come-rst-servedbasisata

    time determined by the Chair.

    j.VisitorsshallbeallowedonthemainooroftheconventionauditoriumonlywheninvitedbytheConvention Chair to speak to the delegates.

    k. Delegates and upgraded alternates leaving the convention hall for more than a short time are asked to

    turn in their badges at the registration table.

    l. Floor passes shall be issued for interpreters or other personal care assistants for any delegate or

    upgraded alternate who submits a request to the Credentials Committee. Such persons shall be seated in

    close proximity to the delegate or alternate they are assisting, but shall play no role in the convention.

    GENERAL CONVENTION RULES

    7. The convention shall not adjourn until elections have been held for the following positions:

    a.PartyOfcersandDirectors.

    b. State Central Committee Members and Alternates.

    c. State Convention Delegates and Alternates

    8. One or more Convention Chairs, with gender balance, if applicable, shall be elected by a plurality vote of the

    convention. The Convention Chairs may appoint a convention secretary, timekeepers, judges, clerks, a chief

    teller, tellers, sergeants-at-arms, parliamentarians, pages and other assistants as they deem necessary to conduct

    convention business.

    9.Conventiontellersshalldistributeballotstothechairofeachprecinctdelegationonmatterstobedetermined

    by written ballot. Ballots shall be distributed only to delegates and upgraded alternates seated under the rules

    of this convention. These ballots shall be returned by the precinct delegation chair to the tellers. Each campaign

    may designate an observer to the ballot counting. Upon the determination of a ballot result, all other actions of

    the convention shall be suspended for a ballot report and the initiation of the next ballot (if additional ballots are

    needed).

    10. a. Smoking and use of intoxicants are prohibited in the building and on the Edison High School Campus

    b. No person may place any banners or posters on the convention platform or in any way obstruct the

    view of the platform by delegates. All signs and other materials must comply with the rules of the

    convention facility, and with any additional rules and procedures established by the Senate District

    Arrangements committee. Campaign literature may not be distributed in the convention hall after

    balloting has begun. No moving demonstrations are permitted during balloting. There shall be no

    disruptive demonstrations in the galleries. Each delegation will be responsible for collecting materials

    and garbage. Whistles, air horns, bull horns, and strobe lights or other similar devices will not beallowed during the convention in the convention hall.

    11. For purposes of determining gender equity, a persons gender shall be as expressed by such person, and shall

    not be limited to the traditional male/female binary.

    LEGISLATIVE CANDIDATE ENDORSEMENT RULES

    12.TheConventionChairshallcallfornominationsforendorsementofcandidatesforeachlegislativeofcefor

    which an election will be held in the convention year.

    13. In the event that a contest exists for endorsement of a candidate, the convention shall proceed to Rule 15. If

    no contest exists proceed to Rule 14.

    14. Uncontested endorsements. In the event that no contest exists for endorsement of a legislative candidate,

    the sole candidate for consideration will have 3 minutes to address the convention. No others may speak on

    behalf of or against the candidate.

    In the event of an uncontested endorsement, a motion to endorse by acclamation will be in order.

    15. Contested endorsements. In the event of a contested endorsement, endorsement of a candidate for legisla-

    tiveofcerequiresasixtypercentafrmativevoteoftherespectiveConvention.Ifacontestexistsforoneormore House candidates, the Senate District Convention shall recess into two House District Conventions. The

    House District Conventions shall each elect one or more Chairs. The business of each House District Conven-

    tion shall be the endorsement of a candidate for the State House of Representatives from that House District,

    and any other business authorized by the Senate District constitution.

    16.EachdistrictwillhaveaquestionandanswersessionasoutlinedinRule17andcastitsrstballot.Between

    ballotsthefullConvention(bothHousedistricts)willreconveneandproceedwiththeselectionofpartyof-

    cers, considering amendments to the district constitution and acting on resolutions. Upon determination of each

    ballots results, action on other items will be immediately suspended, the results announced and the next ballot

    cast. The Senate District Convention shall reconvene upon completion of the House District Conventions

    17. When an endorsement is contested, the following rules regarding candidate speeches and the question and

    answer period shall apply:

    a. Each candidate (and/or his/her representative(s)) shall be allowed no more than ten minutes to address

    the convention.

    b. No others may speak on behalf of or against the candidate.

    c. Delegates may submit written questions from the opening of Registration until 45 minutes of the

    convening of the convention

    d. Delegates may submit a question on cards provided, writing their full name on the card with their

    question.

    e. One question per card will be allowed.

    f. Questions will be vetted by the Convention Chair or their designee. At the discretion of theConvention Chair or designee, inappropriate questions may be removed, including questions of a

    personal nature, redundant questions, and those designed to be answered by only one candidate and

    those which are generally inappropriate. Only policy questions will be allowed.

    g. Questions will be addressed to each candidate by the Convention Chair, and that the Chair will

    identify the Delegate who submitted the question.

    h. Each candidate will answer the question in turn, and each new question will start with the second

    answerer of the previous question. (Round Robin style).

    i. Answers will be limited to one minute per question with a timekeeper appointed by the Chair.

    j. The question and answer period will be limited to 10 minutes per candidate.

    18.Candidatesreceivinglessthan10%willbedroppedaftertherstballot.Onsubsequentballots,thedrop-off

    percent will be raised by 5% each ballot. In addition, after the fourth ballot, the lowest remaining candidate will

    be dropped regardless of the percent. However, in no case will this drop off rule be used to reduce the number of

    candidates remaining on the next ballot to less than two.

    19.Ifnocandidateforendorsementhasreceivedsixtypercentofthevotescastafterfourballots,amotionto

    have no endorsement will be in order at any time thereafter, and will pass with a majority vote. In that event,balloting shall terminate and the Senate District DFL will not endorse for that position prior to the primary elec-

    tion.

    ELECTION OF STATE CONVENTION DELEGATES AND ALTERNATES

    20.SenateDistrict59mayelectupto22delegatestotheStateconvention.Theprocedurestobeusedinthe

    election of delegates and alternates to the Congressional District and State Conventions are as follows:

    a. The Convention Chair shall determine if a contest exists by a show of hands. If no more want to serve

    than there are delegate positions, no contest exists and a formal election will not be held.

    b. If a contest exists, the Convention Chair shall ask for a show of hands on proportional voting. If

    delegates equal to the number represented by one State Convention delegate want proportional voting, it

    must be used. If proportional voting is not used, the convention will elect State Convention delegates by

    majority vote. Alternates will be nominated and elected in a similar fashion.

    c. The number of votes each alternate receives will be recorded for use in alternate ranking at the

    Congressional District and State Conventions. Even if no contest exists for alternate selection, the vote

    must be taken to determine this ranking. Any ties are broken by lot.

    d. If proportional voting is used, the convention will adopt by majority vote a subcaucus system

    permittedbythe2010OfcialCall.Theelectionwillbeconductedusingtheproceduresspeciedinthe

    Call for the system that was selected. If the Walking Subcaucus system is used, delegates will have

    an initial period of 15 minutes after subcaucus nominations are completed to move to the subcaucus of

    their choice, and will have an additional period of 15 minutes after the preliminary count is announced

    by the Convention Chair to move among the subcaucuses.

    e. If a contest exists, State Central Committee Members and Alternates shall be elected by written ballot.

    If no contest exists, State Central Committee Members and Alternates shall be elected by voice vote.

    21. For State Convention Delegate and Alternate elections and for State Central Committee elections, there shall

    be an equal division by gender.

    a. Even numbered allocations shall be equally divided by gender.

    b. Odd numbered allocations shall be as equally divided as possible. If both delegate and alternate

    allocations are odd numbered, the imbalance in delegate election must be reversed in favor of the

    opposite gender in the alternate election.

    c. If elections take place by subcaucus and the resulting delegation is not balanced by gender, an

    odd-numbered subcaucus selected by lot from among those that elected more delegates of the

    over-represented gender will be instructed by the Convention Chair to exchange one delegate of the

    over -represented gender for its highest ranking alternate of the opposite gender in the case of state

    delegates, and to replace a person it had elected with a person of the opposite gender in any other case.

    Any delegate reduced to alternate status will become the highest-ranking alternate of that subcaucus. If

    balance by gender is still not achieved, the process will be repeated with another odd-numbered

    subcaucus.

    ELECTION OF STATE CENTRAL COMMITTEE MEMBERS AND ALTERNATES

    22. State Central Committee members and alternates will be elected by the convention as a whole. The number

    tobeelectedisspeciedintheOfcialCall.Ifacontestformembersexistsandmorethantwomembersareto

    be elected by the convention, the Chair will ask for a show of hands on proportional voting.

    a.Ifdelegatessufcienttoelectonememberrequestproportionalvoting,theconventionwilldetermine

    bymajorityvotethesubcaucussystempermittedbytheOfcialCallthatwillbeused.Theelection

    ofmembersandalternatesshallbeconductedaccordingtotheproceduresspeciedintheCallforthe

    systemselected.IftheWalkingSubcaucussystemwasselected,thetimelimitsspeciedinRule20.d.

    shall apply.

    b. If proportional voting is not used, members and alternates shall be elected by majority vote of the

    convention. A record of the number of votes each alternate receives will be recorded for purposes of

    ranking alternates.

    c. If proportional voting is used, alternates shall be ranked according to the size of each subcaucus.

    d. If proportional voting is not used for election of members and more than two alternates are to be

    elected, the above procedures will be used to determine if proportional voting is to be used for the

    election of alternates.

    23. The Convention Chair shall insure that each election complies with the requirements regarding equal divi-

    sion by gender. When the convention reconvenes following any election conducted using proportional represen-

    tation, the persons elected (with their ranking, where applicable) shall be reported to the Convention Chair.

    ELECTION OF PARTY OFFICERS

    24.TheprocedurestobeusedintheelectionofDistrict59partyofcersareasfollows:

    a. The Convention Chair shall determine if a contest exists by a show of hands. If no more want to servethan there are delegate positions, no contest exists and a formal election will not be held.

    b. If the convention has a nominations committee, the report of the committee shall place in nomination

    thecommittee'srecommendations.Othernominationsshallbemadefromtheoorwithoutspeechesor

    seconds.

    c. If a contest exists a formal election will be held.

    d.Eachcandidateforanelectivepartyofcerpositionmaytakeuptooneminutetoexplainwhyhe/she

    should be elected by the convention to that position.

    e. All contested elections shall be done by written ballot.

    f. In the event of a tie vote, there will be a run-off ballot including only the names of the tied candidates;

    if a tie still exists, it will be broken by lot.

    g. All other voting shall be by voice vote or standing division unless a written ballot vote is requested by

    the Convention Chair or by 1/3 of the delegates present.

    25. The Senate District Chair, Associate Chair (of the opposite gender from the Chair), Secretary, Treasurer and

    AfrmativeActionOfcershallbeelectedbyamajorityvote.Ifacontestexists,votingwillbeconductedbyseparateballotforeachposition.Ifnoneofthenomineesforanofcereceivesamajorityvoteonaballot,the

    nominee with the least number of votes will be dropped on the next ballot, provided that at least two candidates

    remain on that ballot.

    26.TheconventionshallelectatleasttwelveDirectors,withgenderbalance.Ifdelegatessufcienttoelectone

    Director request proportional voting for Directors, the convention shall select by a majority vote the subcaucus

    systempermittedbytheOfcialCallthatwillbeused.TheelectionofDirectorsshallbeconductedaccording

    totheproceduresspeciedintheCallforthesystemselected.IftheWalkingSubcaucussystemwaselected,

    thetimelimitsspeciedinRule24.d.shallapply.Ifproportionalvotingisnotused,Directorswillbeelectedby

    majority vote of the convention.

    27. The Convention Chair shall insure that each election complies with the requirements regarding equal divi-

    tation, the persons elected (with their ranking, where applicable) shall be reported to the Convention Chair.

    SPEECH AND DEBATE RULES

    28.NodelegatemayspeakuntilrecognizedbytheConventionChair.Speakerswillrststatetheirnameand

    precinct. No person may speak more than once on an item of business until all others on that side who wish to

    do so have had an opportunity.

    29.Unlessotherwiseprovidedforintheserules,nodelegateshallspeakformorethantwominutesonanyitem

    Thechairwillrotatespeakingprivilegesamongoormicrophonesandbetweenproponentsandopponentsofa

    measure to the extent possible. Debate will terminate when three speakers have been heard on each side.

    30.Withrespecttocredentialschallengestodelegations,priortooordebate,speakersonbehalfofboththe

    challenged delegation and the challenging delegation shall each be allowed three minutes in total to present

    theirpositions,withthechallengeddelegationspeakinglast.Theconventionshallmakethenaldetermination

    as to who will be seated. A majority of 60% is required to sustain a challenge. Challenged delegates or upgrad-

    ed alternates may not vote on their own challenges.

    31.Anymotiontotableshallbeconsideredasthoughitwereamotiontopostponeindenitely.Amotionto

    postponeindenitelydoesnotprecludeamendmentstothemainmotion.Themotionstoreconsiderandenter

    on the minutes and "to object to consideration" are not in order. The motion to reconsider is in order and will

    require a two-thirds vote.

    32.Anyamendmenttoamotionorresolutionwhichremoves,changesoraddsveormorewordsmustbesub-

    mitted in writing to the Convention Chair before being considered. When the motion to amend is made, it must

    be seconded by at least one other delegate. Amendments take a majority vote for adoption.

    CONSTITUTION

    33. Any proposed change of the Senate District Constitution must be submitted in writing to the Convention

    Chair before being considered. When the motion to amend is made, it must be seconded by at least one other

    delegate. Up to three (3) delegates in support of the resolution and up to three (3) delegates opposed may speak.

    Amendmentsrequirea60percentafrmativevoteforadoption.

    PLATFORM RESOLUTIONS

    34. The Senate District can forward to the State Platform Commission a number of resolutions equal to twice

    the number of state delegates elected by the Senate District convention, or 20 resolutions, whichever is larger.Resolutions about local issues shall be forwarded to the Senate District Central Committee for action. The

    resolutions to be forwarded by the Senate District must be selected from among those resolutions adopted by

    the precinct caucuses within the Senate District. The resolutions forwarded to the State Platform Commission

    should address party positions on state and national issues. Resolutions that cover only local issues should not

    be forwarded to the State Platform Commission. All resolutions forwarded to the State Platform Commission

    must be submitted in the format prescribed by the State Platform Commission, with only one resolution per

    form and only one subject per resolution.

    35.ThePlatformResolutionsStatementprovidedbytheStateDFLOfceshallbereadtotheconventionor

    other group selecting the resolutions to forward before consideration of platform resolutions begins.

    36. The procedure for selecting the resolutions to be forwarded to the State Platform Commission is as follows:

    Copies of resolutions approved at precinct caucuses shall be posted on the Senate District website prior to the

    convention and distributed in hard copy to each precinct delegation chair, who shall make their copy available

    to members of their delegation. A limited number of additional copies of resolutions shall be available at the

    convention, at locations designated by the Chair(s) of the Resolutions Committee.

    37. Resolutions shall be considered in their entirety by voice vote of the convention. A motion to separate a

    resolutionfordebateoftheconventionshallbeinorderandshallrequireamajorityafrmativevoteofthe

    convention. Debatable resolutions shall be debated in accordance with Rule 38. Resolutions must receive a

    majorityafrmativevoteoftheconventiontopass.Iftheconventionadjournsbeforeconsideringresolutions,

    the determination of which resolutions to forward to the State Platform Commission shall be made by the Sen-

    ate Districts delegation to the State Convention (delegates elected at the Senate District convention plus super

    delegates) in a manner determined by such delegation.

    38. Debatable resolutions shall be debated by the delegates according to the following rules:

    a. The resolution shall be read to the delegation by the Convention Chair or designee.

    b. Up to three (3) speakers in support of the resolution and up to three (3) speakers opposed may speak

    for up to one minute each, alternating supportive and opposing speakers.

    c. Upon conclusion of speeches for and against the resolution the convention will vote on each

    resolutionpresentedforconsideration.Aresolutionmustreceiveatleastamajorityafrmativevoteof

    the convention to pass.

    SenateDistrict59Resolutions Committee Report, 2010

    AttachedisthereportoftheResolutionsCommitteecomposedofsummaries(theresolvedclauses)ofthe

    resolutions approved at the precinct caucuses. The committees responsibility was to edit and amalgamate the

    many resolutions to eliminate duplication and to assign the resolutions to the proper category (also a state party

    rule). In some cases, the committee combined resolutions or divided resolutions on multiple topics between

    categories, usually incorporating them in other existing resolutions. Two categories whose resolutions do not

    appear in this report are those addressing DFL party policies or procedures or city issues; these resolutions will

    be referred to the appropriate party committee or to the Minneapolis DFL Convention in May.

    Anunpleasantdutyofthecommitteewastorejectthoseresolutionsthatweretechnicallydisqualiedbystate

    partyrule.Mostofthesewerenotontheofcialpartyformthatprecinctchairsweresupposedtohaveintheir

    possession at the time of the caucuses. Some resolutions were referred on to the committee without indication

    that they had actually been approved; while the committee might have wanted to accept these, there were other

    resolutions sent on that had failed, so an assumption of approval would have been erroneous.

    The state party rules also limit each Senate Districts resolutions to twice the number of state delegates. For SD59in2010,thatnumberis44.Byhappycoincidenceandduetothediligenteditingofthecommittee,thepro-

    posed submission to the state convention includes fewer than that number. Accordingly--and with the approval

    ofSD59leadershipandthestateparty--thecommitteerecommendsadoptionofthereportinitsentiretywithout

    the necessity of debate or voting on individual resolutions.

    The judgment of the committee is that all the resolutions would be adopted by the convention, many unani-

    mously or by wide margin.

    24. Support the efforts of Twin Cities janitors to create good jobs and a Green Future for janitors and their

    National Security & International Policy

    25. Support policy changes or legislation to require the state of Minnesota to divest from all Israeli bonds

    investment and cease federal military aid to Israel.

    26. Support the Depleted Uranium Resolution: to petition Congress to cease funding for depleted uranium

    munitions and to curtail sales in foreign countries of uranium-core bullets & shells.

    27. Support legislation to ban polystyrene plastics in restaurants, grocery and food markets and other food

    vendors.
