I. OBJECTIVE

The objective of this study is to determine the feasibility of relocating the Department of Environmental Protection’s (DEP) Bureau of Air Monitoring and Pesticide Evaluation and Monitoring Section from leased space in Ewing, NJ, to the NJ Public Health Environmental and Agricultural Laboratory (NJPHEAL) in West Trenton, NJ.

II. CONSULTANT QUALIFICATIONS

A. CONSULTANT & SUB-CONSULTANT PRE-QUALIFICATIONS

The Consultant shall be a firm pre-qualified with the Division of Property Management & Construction (DPMC) in the P001 Architectural Professional Discipline and have in-house capabilities or Sub-Consultants pre-qualified with DPMC in all other Architectural, Engineering and Specialty Disciplines necessary to complete the project as described in this Scope of Work (SOW). Consultant should consider engaging the services of a “Laboratory Planning” specialist/consultant for this study, a specialty discipline DPMC does not prequalify.

V. PROJECT DEFINITION

A. BACKGROUND DEP’s Bureau of Air Monitoring and Pesticide Evaluation and Monitoring Section are located in leased space. The Bureau of Air Monitoring currently occupies 4,929 sf and the Pesticide Evaluation and Monitoring Section currently occupies 1,974 sf. Each of these laboratory operations employ highly specialized instrumentation and equipment in the performance of their respective functions. The NJPHEAL, opened in 2011, is a four story steel framed building that houses the Department of Health and the Department of Agriculture’s laboratories and has underutilized laboratory and administrative space. The NJPHEAL has various laboratory, administrative and technical support space available within the facility to accommodate additional programs.

B. FUNCTIONAL DESCRIPTION OF THE BUILDING The Public Health, Environmental and Agricultural Laboratory facility (PHEAL) is a 191,000 sf building comprised of 157,000 sf of open laboratory space. Initially opened in May 2011, services were gradually moved from old facility in Trenton over the course of approximately one year, with the last program to move in August 2012. Department of Health (DOH) services within the facility include: Public Health Laboratory Services (PHLS), Environmental Chemical Laboratory Services (ECLS), Office of Policy,

Planning and Regulatory Compliance (OPPRC) and the Clinical Laboratory Improvement Services (CLIS). Programs within Public Health Laboratory Services (PHLS) include:

• State mandated Newborn Screening program screening for 56 different congenital disorders in all newborns in NJ within 48 hours of birth

• Foodborne disease program providing support for tracking foodborne outbreaks • Virology program providing surveillance testing for diseases such as influenza and West

Nile virus in support of the World Health Organization (WHO) vaccine program and vector control (mosquitos) within NJ, as well as testing for rabies in wildlife and domestic animals

• Sexually transmitted diseases and tuberculosis programs supporting communicable disease tracking services and

• Dairy and water testing for pathogens to support quality control for milk production within NJ dairies

• Biothreat Response program which is newly designated Tier 1 status for testing environmental and clinical specimens of interest.

Programs within Environmental Chemical Laboratory Services (ECLS) include:

• Potable water testing for the over 100 organic and inorganic chemical contaminants in drinking water in support of Safe Drinking Water Act

• Medical marijuana testing program to assurance levels of active ingredients and lack of contaminants

• Chemical Threat response program, which together with the Biothreat Response program is part of a national Laboratory Response Network (LRN) composed of local, state, regional, national and international laboratories poised to provide articulated services in an emergency

• Newly initiated Biomonitoring Program which will be establishing baseline levels of environmental chemicals in blood and urine of healthy and diseased populations.

Programs within Clinical Laboratory Improvement Services (CLIS) include:

• State and federal inspection programs which annually review the quality of services provided within hospital and commercial laboratories, physician office laboratories and blood banks

Programs within the Office of Policy, Planning and Regulatory Compliance (OPPRC) include:

• Administrative services including Quality Assurance, Laboratory Outreach and Laboratory Information Management

Department of Agriculture Laboratory Services within the facility include:

• Animal Health Laboratory; conducts a wide variety of tests to support domestic livestock disease control programs, including veterinary bacteriology, virology, serology, pathology and histology.

• Plant Industry Laboratory; performs insect and disease diagnostic tests to support our regulatory survey and certification programs; plant virus testing for certification programs; seed germination and vigor testing; and feed and fertilizer testing.

VI. CONSULTANT STUDY RESPONSIBILITIES

A. STUDY REQUIREMENTS 1. Assess Existing Equipment and Instrumentation

Consultant shall assess the condition of DEP’s equipment at the Sierra Office Park facility to include:

• Determination as to whether it is cost effective to relocate the equipment based on: o Age of equipment o Current utilization o Availability of similar equipment at the PHEAL

• Determination as to the feasibility of relocating or replacement options for the micro balance and environmentally controlled room.

2. Assess DEP Leased Laboratory Space and Operations

Consultant shall meet with stakeholders, review and assess DEP’s Bureau of Air Monitoring and Pesticide Evaluation and Monitoring Section current laboratory operations to identify and document their programmatic needs, to include but not limited to:

• Equipment requirements • Space requirements, laboratory, administrative and support • Workflow

Refer to Exhibit ‘B’, Work Areas Bureau of Air Monitoring, and Exhibit ‘C’, Pesticide Laboratory Space Use, for background information. 3. Assess PHEAL Space Availability Consultant shall review and assess the space utilization of designated spaces within the NJPHEAL to assess and document the interaction and adjacencies of physical space and scientific practice for each group. NJPHEAL space designated for consideration include:

• 4th floor Organic Chemistry and Balance Room • 2nd floor Administration • 1st floor Warehouse and warehouse mezzanine

Refer to Exhibit ‘D’ for NJPHEAL space designated for consolidation. 4. Consolidation Plan Based on the programmatic needs assessment and space availability assessment, Consultant shall develop a space utilization plan to consolidate DEP’s Bureau of Air Monitoring and Pesticide Evaluation and Monitoring Section into the NJPHEAL. The plan shall include, but not be limited to:

• Conceptual space plan for laboratory, administrative and technical support • Building renovations required to implement plan to include, but not limited to:

o Architectural renovations o HVAC system modifications o Mechanical systems modifications o Electrical system modifications

• Laboratory instrument and equipment utilization, relocation or replacement.

5. Cost Estimate The Consultant shall include in the study a budgetary estimate for all work required to relocate DEP’s Bureau of Air Monitoring and Pesticide Evaluation and Monitoring Section to the NJPHEAL, including the design costs for all building and system modifications summarized by the divisions and sections of the Construction Specification Institute (CSI) MasterFormat© 2014 applicable to the project. All cost estimates must be submitted on a DPMC-38 Project Cost Analysis form supported by the budgetary construction cost estimate. The Project Manager will provide cost figures for those items which may be in addition to the CCE and must be included as part of the CWE. 6. Report Format Report shall be submitted in a bound document, 81/2 x 11 format, supplemented by sketches, drawings and other supporting information. Five copies of the report shall be submitted. Report shall also be submitted digitally in an Adobe ”.pdf” format.

B. PROJECT COMMENCEMENT A pre-study meeting shall be scheduled with the Consultant and the Project Team members at the commencement of the project to obtain and/or coordinate the following information:

1. Project Directory: Develop a project directory that identifies the name and phone number of key designated representatives who may be contacted. 2. Site Access: Develop procedures to access the project site and provide the names and phone numbers of approved escorts when needed. Obtain copies of special security and policy procedures that must be followed during all work conducted at the facility. 3. Existing Documentation: As built drawings of the PHEAL are not available. Drawings in the State’s possession will be available for review at the pre-proposal meeting. Copies of the drawings will be provided to the Consultant upon contract award.

Review these documents and any additional information that may be provided at a later date such as reports, studies, surveys, equipment manuals, as-built drawings, etc. The State does not attest to the accuracy of the information provided and accepts no responsibility for the consequences of errors by the use of any information and material contained in the documentation provided. It shall be the responsibility of the Consultant to verify the contents and assume full responsibility for any determination or conclusion drawn from the material used. If the information provided is insufficient, the Consultant shall take the appropriate actions necessary to obtain the additional information required. All original documentation shall be returned to the provider at the completion of the project.

C. STUDY MEETINGS & PRESENTATIONS 1. Study Meetings: Conduct the appropriate number of meetings with the Project Team members during the project so they may determine if the project meets their requirements, question any aspect of the contract deliverables, and make changes where appropriate. It shall also be the responsibility of the Consultant to arrange and require all critical Sub-Consultants to be in attendance at the design review meetings. Record the minutes of each meeting and distribute within seven (7) calendar days to all attendees and those persons specified to be on the distribution list by the Project Manager.

VII.GENERAL REQUIREMENTS

A. SCOPE CHANGES The Consultant must request any changes to this Scope of Work in writing. An approved DPMC 9d Consultant Amendment Request form reflecting authorized scope changes must be received by the Consultant prior to undertaking any additional work. The DPMC 9d form must be approved and signed by the Director of DPMC and written authorization issued from the Project Manager prior to any work being performed by the Consultant. Any work performed without the executed DPMC 9d form is done at the Consultant’s own financial risk.

VIII.SUBMITTAL REQUIREMENTS
