Cross Party Group on DeafnessThe Cross Party Group on Deafness (CPGD) met in September in the Scottish Parliament. The main agenda item was the Scottish Lipreading Strategy Group. The agenda items for the December meeting will be a) funding cuts, b) Heriot Watt University and c) health needs assessments.

Liz Scott GibsonLiz Scott Gibson of Deaf Action retired from her role as Chief Executive on 3rd October. She has been a strong supporter of SCoD for many years, having been a member of the SAD Executive Committee, SCoD Management Committee and SCoD Mental Health and Deaf People Task Group. She was also the SCoD Convenor from 1999 to 2002. We will miss Liz but wish her well in her new roles, including her work overseas.

Five years ago, we ran a Big Lottery funded project to support deaf people struggling with the impact of the recession. Sadly, the financial climate has not improved, and we now feel there is need for another one, but first we need your help.Through our new project, we will support deaf people in need of help with their financial management, or who are worried about going into debt. In particular, we will address the impact of changes taking place as a result of welfare reforms (such as the move from DLA to Personal Independent Payments). We will work with deaf people on a one-to-one basis, as well as running workshops across Scotland.

General NewsNew Statistics ReleasedCensus 2011: Release 2A was issued on 26th September.The latest results from the 2011 Census in Scotland show that Scotland is becoming more ethnically and religiously diverse, with an increasing number of people who live in Scotland being born outside of the UK.

This release includes the “Language used at home” question and reports that 12,533 people aged 3 and over used British Sign Language at home. Here is the breakdown of BSL use at home by council area.

---------------------------------------------------------------------------------------------------------------------------------------------------------Information in BSL at UCASDeaf students applying to university now have additional support from UCAS, with seven new videos available in British Sign Language (BSL).

Key parts of the UCAS process are explained in a series of videos, signed for deaf students in BSL – the most popular sign language in the UK.

The videos are embedded on relevant pages of the recently re-launched UCAS website. All seven videos can also be viewed as a playlist in the 'Individual needs' section of the site and also on the UCAStv website.

UCAS introduced the videos following a request from the Deaf Education Advocacy Fellowship (DEAF). Several students contacted the fellowship, asking for help with their university applications. One suggestion was to make a series of signed videos, guiding students through the applications process and also highlighting where to go for support before and during their time at university.

Beth Hayes, Digital Media Manager at UCAS, said: "'British Sign Language is different from spoken English, so even though we had subtitles on all our videos, these were not suitable for students whose first language was BSL.

“We worked closed with DEAF to choose the most relevant videos and make sure they would help deaf students to understand how to apply and where to get support.”

Esmail Patel, Chief Executive Officer at DEAF, said: 'DEAF are very proud and honoured to be working in partnership with UCAS to make a difference to the lives of Deaf Learners to help and encourage the community to have confidence when applying to the University'.

Each video covers an individual part of the UCAS process including information for students with disabilities, how to apply, choosing a course, open days, personal statements, requesting a

reference and a guide for parents. The videos can also be embedded within existing websites; simply click on ‘Embed video’ link underneath each video on UCAStv to get the code.

UCAS is also working with the Royal National Institute of Blind People (RNIB) to improve online accessibility on UCAS.com.Following a recent audit of the website, UCAS is implementing several recommendations, with the aim is of making the site W3C AA compliant. These include improvements to the keyboard navigation of the site and ensuring UCAS.com is fully accessible to anyone accessing content using a screen reader.

The PIP TimetableFrom 7th October 2013: Existing DLA claimants who report a change in their DLA care or mobility needs will be asked to claim PIP. Claimants with fixed term DLA awards due to expire after the end of February 2014 will also be asked to claim PIP. Young people turning age 16 will also need to claim PIP.

Between October 2015 and 2018: All the remaining eligible claimants in receipt of a DLA award will be invited to make a claim for PIP. The DWP plan to have contacted everyone by 2018. The DWP will write to individuals in plenty of time to explain what to do. You don't need to contact DWP just now.

You will find a simple summary of PIP and what's happening when online at www.gov.uk/pip. This site will soon include more information about how to claim PIP and the phone numbers to call. The website also features an online checker (www.gov.uk/pip-checker) that uses your date of birth to work out how and when you might be affected.

If you want to know more, the DWP has created an online toolkit at www.dwp.gov.uk/pip-toolkit, which includes material, from a simple Quick Guide and FAQs, to a map of the claims process.

NDCS Scotland, working in partnership with the Scottish Council on Deafness, Deaf Action and the West of Scotland Deaf Children’s Society, has launched a campaign to address the emotional health and wellbeing of deaf children and young people in Scotland.

We want to raise awareness of the challenges young deaf people face. Our campaign aims to ensure that our deaf children and young people can access support services should they need them; and that professionals working with deaf children can adapt their techniques to provide the best possible care for every deaf child.

As a part of this campaign, we would like to hear from you, to assess parents’ perceptions of the current provision of care for the children and young people we have pledged to support. Your answers will inform our proposals to decision makers about the kind of services we believe deaf children should have access to in Scotland.

Please complete this survey based on the experiences of one child. If you have more than one deaf child, we welcome additional completed surveys, however this is not essential as we realise this may be too time consuming.

Online Appointment Booking Form TrialledHMRC is trialling the use of an online appointment booking form, specifically designed for customers with hearing and speech impairments. The trial started 2nd September and the template is designed to be used by those customers who are unable to contact HMRC by text phone or text relay and who wish to arrange an appointment themselves rather than rely on a friend or family member to act for them. The Scottish Government campaign launches on 21st October.With the clocks changing on 27th October, the Government is encouraging everyone ‘to take an hour’ to ensure they’re ready for winter and the potential severe weather it may bring.

The campaign will run on TV, on radio, online, in the press and through a 64 day field roadshow.

Last year they worked with 6,835 partners and stakeholders to communicate the message across Scotland and hope to replicate or better this support in 2013. Homecoming Scotland 2014 - a year of brilliant momentsScotland is getting ready to welcome the world and herald the beginning of a very special year. In 2014 Scotland will not only welcome the world for the 40th Ryder Cup and the XX Commonwealth Games, but we will celebrate all that is great about our country as part of Homecoming Scotland 2014 celebrations.

The year-long programme running from December 2013 to 31 December 2014 will highlight a wide variety of music, drama, dance, art and cultural events across the country, from mass participation to small community based activities.So what is Homecoming Scotland? Homecoming is a celebration of Scotland; an opportunity for our people to celebrate their ‘home’; for those with links to Scotland to explore their heritage, and for those outside to discover all Scotland has to offer, from the wild, rugged, natural landscapes of the Highlands to the historic urban beauty of cities such as Edinburgh, Aberdeen and Glasgow. Set this against a fabulous backdrop of stunning scenery and the warm Scottish welcome that is renowned across the world, and 2014 promises to be a year filled with brilliant moments.

Events will fall into five themes: creative, active, natural, ancestry, food and drink. So whether you prefer feasting on seafood or speeding down a mountain on a bike, we don’t mind, as long as we can inspire you to experience the fantastic variety of events on offer and also help spread the word that Scotland is the place to visit in 2014.

Scotland’s first ever year of Homecoming in 2009 was a great success, influencing more than 95,000 visitors to travel to Scotland and generating nearly £54m in additional tourism revenue for Scotland. And we are working hard to deliver a similar success story for 2014.

Events for everyoneBrand new events for 2014 include the John Muir Festival that will be held across central Scotland to herald the opening of the John Muir Way; the Forth Bridges Festival to mark the 50th anniversary of the iconic Forth Road Bridge; a spectacular Ryder Cup Opening Concert.Many existing events will also be adding new and exciting additions to their planned programmes for 2014.
