Background
• Focus-management for resilience of SSF
• Multiple projects around this theme
• Participatory Adaptive Management Framework (PDAM) for diagnosing and managing SSF (Andrew et al. 2007)
• Well defined customary rights and traditional knowledge = a conducive environment for community based resource management (CBRM)
• Learning by doing, organising lessons learned, development of new methods defining and refining indicators of sustainability and resilience were compatible.
• Testing the PDAM framework through CBRM

Action Research
• Work with communities to
– identify sources of vulnerability that affect fisheries
– identify actions leading to the development of community-based management plans and implementation of adaptive management
• Work with national and provincial government
– Supporting structures

Indicators and monitoringParticipatory process for selection of biological and/or social indicators and thresholds.
Monitoring example: CPUE
Catch thresholds are identified based on local knowledge to define whether resources are

Status of CBRM
External threats
CRP 1.3 • What are effective models to scale-out
innovations in CBRM to ensure development impact beyond the direct beneficiaries of the project.
• How do innovations spread among local and larger scale formal and informal social networks ?
• What are appropriate indicators of success for national CBRM programmes and what does an impact assessment programme look like?
• Resilience outcomes?
• How can we effectively consider the multiple sources of vulnerability that are external to the fisheries domain?
