Guiding Principles for Planning
• Ensure the safety of our students and staff and adhere to the Department
of Health requirements.
• Ensure we meet Basic Education requirements and students receive
high quality instruction.
• Have a consistent and equitable district-wide approach.
• Maintain the regular instructional program to the extent possible.
• Ensure that hybrid learning models:
• Maximize the amount of face-to-face, in-person instruction for
students, to the extent safely possible.
• Differentiate approach by grade level/student need.
• Ensure that remote learning models provide a consistent and family-
friendly approach.

Recommendation #1:
Learning Models
• An online learning academyo An option for families who do not wish to have their children
return to school for on-site learning during the 2020 – 21 school year
• A remote learning modelo A “new and improved” version of Continuous Distance Learningo Remote learning will be implemented when schools cannot be
open for on-site/in-person learning
• An AA/BB hybrid learning model• Hybrid learning includes both on-site/face-to-face learning and
remote learning• Hybrid learning will be implemented when schools can re-open
for on-site/face-to-face learning with enhanced safety precautions such as face coverings and physical distancing

• Mirrors the scope and sequence of content taught in the classrooms
of the KSD.
• Students (and parents) receive weekly personal contact with an
assigned KSD teacher(s) for the purpose of instruction, review of
assignments, testing, reporting of student progress, or other learning
activities.
• Student progress will be evaluated against the progress
benchmarks which are clearly defined in the course for each month
and reported to parents on a regular basis.
• Each student will be graded on the same grading scale as students
attending brick and mortar schools in the KSD.
• Students will be required to take state assessments.
• Google Classroom will be the learning platform for enrolled courses
and email for parent communication.
• Students would be expected to remain enrolled in the Online
Academy for a full term and could only transfer from or to the
Academy at the Trimester or the Semester

Why is a hybrid model needed?
• We cannot have 100% of students on-site for in-
person learning and meet the six-foot distancing
requirement, as there is not enough available space.
o On average, we can have approximately 82% of
elementary students on-site at one time and still
meet six-foot distancing requirements.
o On average, we can have approximately 60-65%
students on-site and still meet six-foot distancing
requirements.

Align our Reopening Plan with
the State Reopening Plan
• Implement a “Safe Start KSD” phased re-opening approach that conceptually aligns with the state’s “Safe Start Washington” phased approach, following the BFHD framework and metrics.
Rationale
• Ensuring the safety of our students, staff, families and community is the top priority.
• CDC guidance states that a key consideration for school administrators is “COVID-19 transmission rates in the immediate community and in the communities in which students, teachers, and staff live.”
• KSD is part of the larger Benton County community.
• Just as health data and community metrics inform the “Safe Start Washington” phases, health data and community metrics should inform our KSD re-opening plan.
• Benton County is in a modified phase 1 and not meeting targets.
• BFHD is recommending that schools in Benton and Franklin Counties remain closed for in-person learning at this time.

Recommendation #2
• Implement a “Safe Start KSD” phased re-opening approach that conceptually aligns with the state’s “Safe Start Washington” phased approach.o Given that Benton County is in modified Phase 1.0, and
BFHD is recommending that schools in Benton and Franklin Counties remain closed for in-person learning at this time, begin the year with remote learning during the month of September.
o In mid-September, based on current data and any new guidance, develop plan to transition to hybrid learning, based on BFHD metrics (e.g. Phase 2.5 - 3).o If new data/information is provided, be ready to transition to
hybrid within two weeks of county/state decision to move to this phase.
o After transitioning to hybrid learning, if, at any time, a shift back to remote learning is necessary, that transition will occur immediately, with no loss of learning time.
Recommendation #3
• If the governor, DOH, OSPI, or BFHD issues any new information, guidelines, guidance, or directives, we will modify our plan to align with those guidelines/directives.
