Foreword
Thisstudenthandbookwasdevelopedtoanswermanyofthecommonlyaskedquestionsthatstudentsandtheirparentsmayhaveduringthecourseoftheschoolyear.ThishandbooksummarizesmanyoftheofficialpoliciesandadministrativeguidelinesoftheBoardofEducationandtheDistrict.Totheextentthatthehandbookisambiguousorconflictswiththesepoliciesandguidelines,thepoliciesandguidelinesshallcontrol.Thishandbookiseffectiveimmediatelyandsupersedesanypriorstudenthandbook.
NondiscriminationPolicy**ParentsandstudentsareencouragedtoreadthefulltextoftheBoardofEducationpolicygoverningNondiscrimination2260availableontheDistrictwebsiteorbycontactingtheschoolmainoffice.TheBoardofEducationiscommittedtoprovidinganequaleducationalopportunityforallstudentsintheDistrict.TheBoarddoesnotdiscriminateonthebasisofrace,color,religion,nationalorigin,ancestry,creed,pregnancy,maritalstatus,parentalstatus,sexualorientation,sex(includingtransgenderstatus,changeofsexorgenderidentity),orphysical,mental,emotional,orlearningdisability(“ProtectedClasses”)inanyofitsstudentprogramandactivities.ItisthepolicyoftheSchoolsthatnopersonmaybedeniedadmissiontoanypublicschoolinthisdistrictorbedeniedparticipationin,bedeniedthebenefitsof,orbediscriminatedagainstinanycurricular,extracurricular,pupilservice,recreational,orotherprogramoractivitybecauseoftheperson’srace,color,religion,nationalorigin,ancestry,creed,pregnancy,maritalorparentalstatus,sexualorientation,orphysical,mental,emotional,orlearningdisabilityinanyofitsstudentprogramandactivities.

MarshfieldPublicSchoolsDiscriminationComplaintProcedure

StudentRightsandResponsibilities
TherulesandproceduresofMarshfieldElementarySchoolaredesignedtoalloweachstudenttoobtainasafe,orderly,andappropriateeducation.Studentscanexpecttheirrightstofreedomofexpressionandassociationandtofairtreatmentaslongastheyrespectthoserightsfortheirfellowstudentsandthestaff.Studentswillbeexpectedtofollowteachers’directionsandobeyallschoolrules.DisciplinaryprocedureswillcomplywiththerequirementsofStateandFederalLaw.Parentshavetherighttoknowhowtheirchildissucceedinginschoolandwillbeprovidedinformationonaregularbasisandasneededwhenconcernsarise.Manytimesitwillbetheresponsibilityofthestudenttodeliverthatinformation.Ifnecessary,themailorhanddeliverymaybeusedtoensurecontact.Parentsareencouragedtobuildtwo-waycommunicationwiththeirchild’steachersandsupportstaffbyinformingthestaffofsuggestionsorconcernsthatmayhelptheirchildbetteraccomplishhis/hereducationalgoals.Studentsmustarriveatschoolontime,preparedtoparticipateintheeducationalprogram.Ifforsomereason,thisisnotpossible,thestudentshouldseekhelpfromanystaffmember.
CourtOrders
Fortheprotectionofthechild,theprincipalmustbeawareofanycourtordersineffectregardingcustodyandphysicalplacementofchildrenalongwithanyrestrainingordersagainstparentsorguardians.Pleasebesuretosubmitacopyofanycurrentcourtordertotheofficesotheschoolcanbeincompliancewithit.Verbalmessagesorwrittennotesarenotsufficient.Pleasealsonotethatunlesswehaveacopyofacourtorderthatspecifiestheparentalrightsofthenon-custodialparent,theschoolwillassumethatbothparentsmaycontinuetoexerciseparentalrights.
Complaints
Ifparentshaveaconcernorcomplaint,thesearebestresolvedatthemostimmediatelevel:teacherorstaffmember,thenprincipal,andlastlytheSuperintendent.TheSuperintendentmayrefertotheproperSchoolBoardcommittee.
Accident,InjuryandIllness
Itisextremelyimportantthatparents/guardiansprovidetheschoolofficewiththecurrenthome,work,andemergencytelephonenumberstobeusedshouldastudentbecomeillorinjuredduringtheschoolday.Illorinjuredstudentswhocannotparticipateinroutineclassroomactivitieswillbesenthome.Childrenwithaknownfeverof100degreesFahrenheitorhigherandcomplainingofnotfeelingwellwillbesenthome.Studentmustremainhomefor24hoursafterthefeverhasresolved(withouttheuseoffeverreducingmedication)andothersymptomshavestopped.Allinjuriesmustbereportedtoateacherortotheofficestaff.Ifminor,thestudentwillbetreatedandmayreturntoclass.Ifmedicalattentionisrequired,theofficewillfollowtheSchool’semergencyprocedures.Astudentwhobecomesinjuredorillduringtheschooldayshouldrequestpermissionfromtheteachertogototheoffice.Nostudentwillbereleasedfromschoolwithoutproperparentalpermission.Astudentwhohasbeendiagnosedwithaconcussionshouldconsultwithadministration(ordesignee)tocoordinatethereturntotheclassroom.Theadministration(ordesignee)willconsultwiththedistrictathletictrainerorschoolnurseregardingproperacademicstrategiesregardingconcussiveinjuries.

Enrollment
StudentsnewtothedistrictshouldpickupenrollmentformsfromtheBoardofEducationOfficelocatedat1010East4thStreet,Marshfield,WI54449.
DismissalStudentsshouldgohomeassoonastheyaredismissed.Childrennotridingthebusorwalkinghomeshouldbepickedupnolaterthan3:00p.m.inthedesignatedareas.Onlyaparentorguardianmaywithdrawachildfromtheclassroomtoleavethebuildingwhileschoolisinsession.Thisrequiresnotificationandapprovaloftheprincipal.Forsafetyreasons,parentsorguardiansmustcometotheofficetocheckoutandpickuptheirchild.
EarlyDismissal
Nostudentwillbeallowedtoleaveschoolpriortodismissaltimewithoutawrittenrequestfromtheparent,orapersonwhosesignatureisonfileintheschooloffice,ortheparentcomingtotheschoolofficetoverballyrequesttherelease.Nostudentwillbereleasedtoapersonotherthanacustodialparent(s)orguardianwithoutapermissionnotesignedbythecustodialparent(s)orguardian.Formsaresenthomeatthebeginningoftheyearsoparentscancommunicatewhereachildshouldgoonplannedandunplannedearlydismissaldays.
DistrictNurseServicesAdistrictnursemayvisittheschooltodiscussanystudenthealthproblemswhichmayarise.Onrequest,anursemaymakehomevisitstoassistthefamilyandschoolinmeetingtheneedsofachild.
EmergencyCards
EachchildmusthaveanuptodateEmergencyCardonfileintheeventanillnessorseriousaccidentoccurs.
FirstAid
Firstaidgivenatschoolisfortemporarycareonly.Nomatterhowminortheinjurymaybe,theparentshouldchecktheinjuryathomeandprovidefurthercare,orconsultaphysicianifnecessary.
Immunizations
Statelawrequiresallpublicandprivateschoolstudentstopresentwrittenevidenceofimmunizationsagainstcertaindiseaseswithin30schooldaysofadmission.Theserequirementscanbewaivedonlyifaproperlysignedhealth,religious,orpersonalconvictionwaiverisfiledwiththeschool. PersonalCommunicationDevices(PCD)andotherElectronicDevices**ParentsandstudentsareencouragedtoreadthefulltextoftheBoardofEducationpolicygoverningPersonalCommunicationDevices5136availableontheDistrictwebsiteorbycontactingtheschoolmainoffice.Personalcommunicationdevices(PCDs)maybeusedbeforeandafterschoolonly,notduringtheschoolday.PCDs with cameras or any other recording capabilities may not be activated or utilized at any time in any school situation where a reasonable expectation of personal privacy exists. These locations and circumstances include, but are not limited to, gymnasiums, locker rooms, shower facilities, rest/bathrooms, and any other areas where students or others may change clothes or be in any stage or degree of disrobing or changing clothes. The Director of Technology and building principals are authorized to determine other specific locations and situations where use of a PCD is absolutely prohibited. Studentsareresponsibleforthecareoftheirownpersonalproperty.Theschoolwillnotberesponsibleforthelossofpersonalproperty.Valuablesorirreplaceableitemsshouldnotbebroughttoschool.Theschoolmayconfiscatesuchitemsandreturnthemtothestudent’sparents.Damagetoorlossofschoolequipmentandfacilitieswastestaxpayers’moneyandunderminestheschoolprogram.Therefore,ifastudentdamagesorlosesschoolproperty,thestudentorhis/herparentswillberequiredtopayforthereplacementordamage.Ifthedamageorlosswasintentional,thestudentwillalsobesubjecttodisciplineaccordingtotheCodeofConduct.Criminaldamagetopropertyisconsideredgroundsforeithersuspensionorexpulsionfromschool.

StudentConduct
MarshfieldSchoolsarecommittedtomaintaininganorderlyandsafeacademicatmosphere.Teachersareexpectedtocreateapositivelearningenvironmentandtomaintainproperorderintheclassroom.Studentsareexpectedtobehaveintheclassroominamannerthatallowsteacherstoeffectivelycarryouttheirlessonsandallowsstudentstoparticipateinclassroomlearningactivities.Studentsarealsoexpectedtoabidebyallrulesofbehaviorestablishedbytheschoolandtheirclassroomteachers.GroundsforRemovalofaStudentfromClassDisturbancesthatinterruptthelearningprocesscannotbepermittedbyanyteacher.Ateachermaytemporarilyremoveastudentfromtheteacher’sclassifthestudentviolatestheCodeofClassroomConduct,BoardPolicy5500.Additionally,thestudentmayberemovedfromtheclassforalongerperiodoftimewithinthediscretionoftheprincipal.Astudentremovedfromclassmayalsobeplacedinanalternativeeducationsetting.RemovalofastudentfromclassforviolatingtheCodeofClassroomConductorplacementofthestudentinanalternativeeducationalsettingdoesnotprohibittheschoolfromfurtherdiscipliningthestudentfortheconductthatcausedremovalorplacementincluding,butnotlimitedto,suspendingorexpellingthestudent.Itisneitherpossiblenornecessarytospecifyeverytypeofimproperorinappropriatebehaviorforwhichateachermayremoveastudentfromclass.Providedbelow,however,areexamplesofreasonsastudentmayberemovedfromclass.
• Repeatedreportingtoclasswithoutbringingnecessarymaterialstoparticipateinclassactivities.• Possessionofpersonalpropertynotallowedbyschoolrulesorotherwisedisruptivetotheteachingand

Smoking,theuseofothertobaccoproducts, lookalikecigaretteproducts,chewingtobacco,snuff,cigars,vaporizers,alcohol, and other drugs shall be prohibited on school district property. This shall include school buildings, schoolgrounds,school-ownedvehiclesorschoolleasedvehicles.TheBoardofEducationiscommittedtoprovidingstudents,staff,andvisitorswithanalcohol,tobacco,anddrugfreeenvironment. Parentalawarenessandresponsibilitytoensureourschoolsremainalcohol,tobacco,anddrugfreeisimperative to the districtmission regarding Drug Free Schools. If parents do not accept this responsibility and aresuspectedofcontributingtothedelinquencyofaminor,theymaybereferredtoaschoolpoliceliaisonofficerforapossiblemunicipalcitationforcontributingtothedelinquencyofaminor.Students found tobe in violationof the student codeof conductmust complete theSchoolDistrictofMarshfield’sAODASBIRT screeningeducationalprogram. Studentsandparentshavea right tooptoutofany screeningat theexpenseoflosingeligibilitytoparticipateinanyfutureschoolsponsoredprograms.FutureeligibilityiscontingentonthesuccessfulcompletionoftheSBIRTscreeningIf a student faces expulsion and agrees to participate in the School District ofMarshfield’s AODA SBIRT screeningeducational program,which is designated to help students copewith alcohol and other drug issues, the expulsionreviewmaybeheld in abeyancepending the successful participation in theprogram. Participation in theprogramincludes completing an alcohol and other drug screening and complying with the recommendations made by theprogram’s coordinator. If the student or parent refuses participation in the School District of Marshfield’s AODAeducationalprogramordoesnotcompletetheSBIRTscreening,thenthestudentwillbeconsideredforexpulsion.Thiswouldincludepossession,sales,ordeliveryofthesubstanceslistedabove.
Transportation-BusesTheschooladministration,supervisoroftransportation,privatecontractors,anddriversofthebusesorvehiclesareresponsibleformaintainingdisciplineandorderinthevehiclewhilestudentsarebeingtransportedindistrict-ownedvehiclesorcontractedvehiclesandbuses.A. Astudentbeingtransportedbythedistrictorcontractedbusesorvehiclesshallconducthimself/herselfinalawful
andorderlymanneratalltimes.Safeandefficienttransportationofallstudentsisdeemedbythisschoolboardtobeofutmostimportance.Inordertocarryoutthispurposeandtofurtherfacilitatetheorderlyandefficienttransportationofstudents,theschoolboardspecificallyprohibitsthefollowingconductbystudentswhilebeingtransportedinthecontractedbusesorvehicles.

1. Iftheproblemisnotresolved,theschoolprincipalwillfollowtheprocedureasoutlinedbelow:
• STEPI:Theprincipalorhis/herrepresentativewillcalltheparent(s)orguardianofthestudentandfollowwithaletterencouragingtheparent(s)orguardiantocorrectthebehaviorofhis/herchildontheschoolbus.
• STEPII:Theprincipalorhis/herrepresentativewillconferwiththeparent(s)orguardian,thedriver,and/orthesupervisoroftransportationtodeterminethedegreeofdisciplinenecessarytocorrecttheviolation.Ifparentsdonotreportforaconferencewithinthreedays,theprincipalorhis/herrepresentativewillinvokeanappropriatepenaltyagainsttheoffender.
o InStepIorStepII,theprincipalorhis/herrepresentative,uponreviewingtheseverityoftheoffense,mayrestricttheoffendingstudentfromridingthebusforaperiodoftimedeemednecessarytocorrectthesituation.
• STEPIII:Iftheprecedingstepshavenotcorrectedthesituation,theoffender(student)shallnotbeallowedtoridethepublicschoolbusfortheremainderofthecurrentschoolyear.Thestudentshall,however,berequiredtobeinschool.
2. Ifstudentsfrommorethanoneschoolinthedistrictareinvolvedinaparticularincident,theadministratorofeachstudentinvolvedwillbeinformed.Theywillconferregardingthedisciplinaryactiontakenwiththestudents.
3. Theparent(s)and/orguardianandthestudentsaretobeawarethatinanyoftheaboveactions,theyhavetherighttodueprocess.
EnteringandLeavingBuses• Astudentshallrideonthebustowhichs/heisassigned.Anyrequestforanexceptiontothisrulemustbemade
bytheparent(s)orguardiantothebusdriverorthebusterminal.• Ifthestudentdoesnotplantoridethebus,theparentorguardianmustnotifythedriverorthebusterminalin
themorning.Theteachermustbeinformedifachildisnottotakethebushomeintheevening.• Thestudentshallboardandleavethebusatthedesignatedbusstop.• Thestudentshallwaitforthebusatthelocationdesignatedbyschoolauthorities.• Whencrossingtheroadtoboardorleavethebus,thestudentshouldpass10feetinfrontofthebusbutonly
afterthedriversignalsthatitissafetocross.• Thestudentshallboardandleavethebusatthedesignatedbusstop.

ElementaryCurriculum
Thecurriculumisdevelopedusingstateandnationalstandardsastheguidelines.Thecurriculumispostedonthedistrictwebsite.Weencourageparentstohelptheirchildinthefollowingcurricularareas:Reading–Expectyourchildtoreaddailyathome.Encouragethemtoreadfromavarietyofmaterialstogaininformationandenjoyment.Math–Helpyourchildpracticethebasicaddition,subtraction,multiplication,anddivisionfacts.Studentsareexpectedtomasterthesebytheendof4thgrade.Encouragethemtosolveeverydayproblemsusingmathfacts,time,measurement,andmoneyskills.Spelling–Gradelevellistsofspecificwordseverypersonshouldknowhavebeendeveloped.Everychildisexpectedtospellandwritethesewordswithatleast80%accuracy.SocialSciences–Studentslearnabouttheirworld,past,present,andfuture,throughavarietyofprojectsandactivities.Discusscurrentevents,projects,andthemeswithyourchildtoincreasetheirunderstanding.Science–Studentsexplorescientificthinking,skills,andconceptsinthematicunitsthroughouttheyear.Discussandexplainhowbasicscientificideasimpactourlives.HealthandGuidance–Studentlearnabouthealthychoicesforgrowthanddevelopment.Encouragehealthyeating,gettingplentyofrest,andsolvingeverydayproblemswithrespectandcivility.PhysicalEducation–Classesfocusonexercisesandactivitiesthatmakethebodyhealthyandsustainourwell-being.Encouragestudentstogetatleast30minutesofexercisedailyandlimitscreentimetoanhouraday.Art–Studentslearnartconceptsanddevelopskillsbothintheclassroomandthroughclasseswithanartteacher.BesuretovisittheSuperintendent’sArtGallerywherestudents’artfromelementaryschoolsisfeaturedtheentiremonthofOctober,January,andApril.Music–GeneralmusicistaughtK-6.Concertsareheldatvarioustimesoftheyear.Childrenparticipateinaperformanceconcertatleastonceayear.Orchestrabeginsatgrade5andbandatgrade6forinterestedstudents.

ElementaryAssessmentsProfessionaleducatorsgatherevidenceofstudentlearninginmanyways.Thesemayincludeobservations,paper/penciltests,projects,andchecklists.Theresultsoftheseassessmentsarecommunicatedtoparentsthroughquarterlyreportcards,progressreports,andthroughdirectcontactsuchasparent-teacherconferences,phonecalls,andemails.Inadditiontoclassroomassessments,studentsalsotakedistrictlevelassessmentsinreading,math,andwriting.Theseassurethatstudentsaremeetingtheskilllevelsrequiredfortheirgrade.StudentsingradesK-6aregivenavarietyofassessmentsinreadingandmath.Apersonallearningplanmaybedevelopedforstudentswhostruggleindevelopingspecificskills.Parentsareincludedinthedevelopmentofthepersonallearningplan.AllstudentstakeAimsWebassessmentsinthefall,winterandspring.Thesebriefscreenersmeasurestudentachievementlevelsinliteracyandmathskillsandallowteacherstomakeinformeddecisionswhendesigninginstructionfortheirstudents.Thisinformationissharedwithparents.Studentsingrades4K-2aregiventhePrimaryAssessmentofLiteracySkills(PALS)inthefallandspring.Thisassessmentmeasuresoverallprogressinessentialskillsinreading.Studentsingrades3-6aregiventheScholasticReadingInventoryseveraltimesayear.Thiscomputerizedassessmentgivesa“Lexile”numberindicatingthereadinglevelofthechild.Theclassroomteacherwillexplainthisnumbertoparentsandprovideascoringreportforeachstudent.Studentsreceivealistofbookssuggestedbytheirreadinglevel.Thedistrictfurtherevaluatesindividualstudentswhenappropriate.Sincethesearetestsforanindividualchildandareonlyadministeredbyschoolspecialists,nochildisevaluatedbeforetheparentorguardianhasgrantedpermission.GradingSchedulesAllstudentswillreceivereportcardsattheendofeachquarter(9weekgradingperiod).Elementarymid-termprogressreportswillbesenttoparentswithinthefirst6weeksofthefirstquartertonotifythemoftheirstudent’scurrentachievement.Duringthe2nd,3rd,and4thquarters,progressreportswillonlybesenttostudentsreceivingbelowaverageorfailinggrades.Thesewillbemailed.Aplanforimprovementwillbedevelopedwithparentandteacherinput.Inallothercases,parentsmayrequestaprogressreportbyspeakingdirectlywiththeclassroomteacher.ParentsofstudentsingradesK-6willhaveelectronicaccesstogradesthroughtheSkywardFamilyAccessprogram.K-2GradingScaleAvarietyofmeasureswillbeusedtodeterminethesegradesratherthanrelyingstrictlyonpercentagescores.Thisreflectsadevelopmentallearningapproachforyoungstudents. GradeAdvancement&RetentionThemissionoftheSchoolDistrictofMarshfieldistoprovidetheenvironmentthatcultivatesmaximumstudentpotential.Inordertodeterminewhetherastudenthassuccessfullymettheacademicexpectationstoadvancetothenextgradelevel,theSchoolDistrictofMarshfieldwillconsiderawiderangeoffactors.Thisapproachprovidesastudentwithmultiplemeansofdemonstratingacademicproficiency.Theseincludetestscores,academicperformancecriteria,andteacherrecommendation.Forstudentsstrugglingtomeetgradelevelexpectations,areferralforsupportserviceswillbemadetotheprincipal.Ateam,includingtheparents,willmeettodevelopaPersonalLearningPlanforthestudent.Thisplanisdesignedtoacceleratestudentachievementbyprovidingintensepersonalizedservicesdirectlytothestudent.Parentswillhaveongoingopportunitiestobeinformedoftheirstudent’sprogressandanydecisionsregardingpossibleretention.Theprincipalmakesthefinaldecisionaboutgradeadvancementorretention.
HomeworkHomeworkisameansofbuildingastudent'sknowledgebase;therefore,itisbothappropriateandnecessaryforstudentstocompletehomeworkalignedwithessentiallearningtargets.Thismayincludeworkdirectedbytheteachertomakeupmissedassignments,topromoteadditionalresearchonagiventopic,andtostrengthenindependentpracticeandstudyhabits.Teachersdesignhomeworkassignmentswiththefollowingconsiderations:
• totalamountoftimerequiredforcompletionofallassignmentsmadebyteachersatagradelevelasdeterminedthroughteachercollaboration,
• student'sadequateunderstandingofexpectationsregardingtheassignment,• student'sintellectual,physical,andemotionallimitations.
Parentsarepartnersinestablishinggoodhomeworkhabits.Thefollowingtechniquesaresuggested:
• providetimeforleisurereading,mathfacts,andspellingdrillonnightswhennoassignedworkisgiven,• haveaquiet,well-litareawithoutdistractions,• setatimeforhomework,• havereferenceandwritingmaterialsavailableforthestudent(dictionary,paper,pencils,etc.),• realizetheamountoftimerequiredperweekforhomeworkwillprobablyincreaseasthestudentprogressesthroughthegrades.
