Core Area ReconstructionCity of Brandon

Supporting the Long-Term Vision of the Neighborhood, While Building on Safer Travel Opportunities for Pedestrians and Motorists

The Core Area Reconstruction project is a proposed major improvements to one of the largest neighborhoods in the City of Brandon. Residents are well aware of the existing conditions of the pavement and the need to upgrade drainage and existing utilities. With multiple phases and approximately 70 residential blocks of resurfacing planned, the impact to the adjacent property owners, businesses, schools, and traveling public will be significant. The City is committed to and invested in improving the Core Area by supporting the long-term vision for this neighborhood.

Preliminary design will require a strategic look at:

• Phasing

• Funding

• Temporary andpermanent easements

• Constructability

• Resident access

• Emergency servicescoordination

• School busing

• Mail delivery

• Garbage pick-up

• Construction staging

Step 1 on the Core Area Reconstruction Project:

family utilizes the project area, or you may live in the project area. We know it is imperative to have your input on all phases of the project, but particularly on the reconstruction and safety portions. Contact cards were mailed to landowners in July to make sure we keep in touch, but we are looking for in-depth feedback from affected area members. Contact cards are available at City Hall.

The first public meeting will take place at the end of September or early October, 2019. Location and time TBD, but it will be advertised in local media, via Textedly, and online.

Prior to the public meeting, please take the time to visit the (Brandon website) for additional project information. Your input from the beginning will help us tailor our plan to best fit Brandon’s citizens’ needs right from the start.

Side bar: Safety is paramount.Safety during construction,

safer travel opportunities after the project is complete. Creating and improving walkability of the Core Area Neighborhood will improve safety and access to destination sites, including the three schools in this neighborhood. The project will also evaluate traffic safety, regarding sight angles, potential for new signage, roadway geometrics, and street lighting opportunities.

HDR understands Brandon’s unique soil inconsistencies, from very sandy soils to fatty blue clay. Wet periods of construction, with tree canopy over the construction limits like the Core Area, create decreased opportunities for drying trenches and subgrade. The HDR team understands the benefit of identifying the location of these soils and to design accordingly. We will work with the City Engineer and staff to determine the cost and constructability benefits, recognizing it may be appropriate to consider additional trench material and a minimum base section greater than standard, considering the available construction schedule.

HDR provides street design experience, combining real cost saving concepts with practical neighborhood balance.Narrower Streets

• Construction savings in the Core Area of approximately 25% in asphalt and base course

• Reduced impact to property owners with installation of sidewalk

• Maintenance reduction (time/money) ° Resource/staff time savings ° Microsurfacing/chip seal area becomes smaller ° Snow removal/street sweeping time and cost savings

Some big plans are in the City of Brandon’s near future. As we grow, planning becomes a crucial aspect for our town. Planning isn’t just a tool for balancing the needs of the town with the budget, it drives and shapes the vision of our town. Having a Capital Improvement Plan (CIP) is key to the town’s success. A CIP looks at the City as a whole, with the goal to have a detailed 5-year plan, a good idea of what we need in the next 10 years, and what our goals are for Brandon in the next 20 years. Here is a current list of the upcoming and existing plans from the City.

Starting in 2019, the Metropolitan Planning Organization (MPO) will be working on completing a Long-Term Transportation Plan. This will study how the surrounding communities work together to make sure we have good connections in and around Brandon. Next year, the City of Brandon will be working through our own Transportation plan which will not only layout new streets but will also put together a working street maintenance plan for our existing streets.

In 2020, the City will work

with a consulting firm to layout a master plan of what sidewalks and bike trails are needed and how we will phase the construction of these. Our goal is to have safe routes for our children to bike and walk to school along with good connectivity throughout the City. Connectivity is a challenge on the East and West sides of town as there is no sidewalk to connect these areas to the core part of town.

An important aspect to think about with planning is how our utilities such as water, sewer, and stormwater affect the transportation plans. Being able to coordinate utilities with street construction is crucial, as most of them exist under our roads.

Another challenge that we face in the near future is Municipal Separate Storm Sewer System (MS4) permitting. Once a municipality reaches a population of 10,000, the Environmental Protection Agency (EPA) requires permitting of water quality of storm-water entering rivers and streams. This will ensure that we are doing our part to avoid polluting the Big Sioux River and Splitrock Creek. The City has already made progressive steps and taken action with looking at different Xeriscaping ideas and Low Impact Development (LID).

As we move forward with these and other projects, we encourage you to reach out with questions or concerns. We are making these changes to improve quality of life in our city, and public feedback is important to us. Please be patient with us and the construction as we bring you a better Brandon.

THE FOUNDERIt’s 2010, and small businesses are hurting from an economy in recession. In an effort to support these local places that make our communities strong, American Express launches Small Business Saturday on the Saturday after Thanksgiving — hoping to help bring more holiday shopping to small businesses.

THE STATESJust one year after the launch, local officials across the nation take notice and promote the day. In 2011, the Senate unanimously passes a resolution in support of Small Business Saturday. By 2012, officials in all 50 states participate. It even gets a shout-out from the President of the United States.

THE SUPPORTERSIn 2013, more than 1,450 individuals and organizations sign up to be Neighborhood Champions and rally their communities with events and activities on the day.

By 2017, that number has increased to more than 7,200 Neighborhood Champions — in all 50 states. And they’re not alone. Business associations, nonprofit trade groups, municipalities and public officials unite to form a Small Business Saturday Coalition, and nearly 100 corporations lend their official support.

THE OWNERSSmall business owners embrace the day; the impact is felt on every corner. In 2017, an estimated 108 million consumers reported shopping or dining at local independently-owned businesses on Small Business Saturday — equating to roughly 43% of Americans.1

DISPOSAL OF SNOWFROM SIDEWALKS

The owner or occupant of any lot or parcel of land in the City abutting on any sidewalk is responsible to keep the sidewalk free from snow within forty-eight (48) hours after the termination of any snowfall or accumulation. Removal of accumulated snow may not be deposited upon any sidewalk, within or upon any public street or alley, or in any manner that will obstruct or interfere with the passage or vision of vehicle or pedestrian traffic.

If the owner or person in charge fails to remove the snow within forty-eight (48) hours of the snowfall, the City will remove the snow and charge the costs to the adjacent property.

DISPOSAL OF SNOW FROM DRIVEWAYS AND PARKING AREAS

The owner or occupant of any public or private driveway, parking lot or parking area is responsible for the removal of

accumulated snow of which may not be deposited upon any sidewalk, within or upon any public street or alley, or in any manner that will obstruct or interfere with the passage or vision of vehicle or pedestrian traffic.

DISPOSAL OF SNOW FROM AROUND MAILBOXES

It is the responsibility of the property owner or occupant in possession of any mailbox located upon a driveway, parking lot or public right-of-way to remove and dispose of accumulated snow from the immediate area around the mailbox so as not to obstruct or interfere with the delivery or collection of the United States mail.

DECLARATION OF SNOW REMOVAL ALERT

A snow alert will occur automatically with the accumulation of three (3) inches of snow on the public streets or when the person designated determines that

snow removal from the public streets will begin. That person will announce through local news media and whatever other sources are available that a snow removal alert is in effect and will be enforced, designating a particular date and time when the alert will begin.

PARKING DURING SNOW REMOVAL ALERT IN ALL AREAS OF THE CITY

Parking on any public street of the City will be completely prohibited, on both sides and regardless of the directional run of that street, during the existence of a snow removal alert.
