The Master or Agent of every ship berthing within the Port must lodge with Ports North a copy of the manifest of cargo discharged at, or transhipped or intended to be shipped or carried from or within any part of the Port.

The Master or Agent must lodge the manifest, when discharging cargo, within 24 hours of the ship berthing and when loading cargo, within 24 hours of the ship departing. Transhipment is to be regarded as a discharge of cargo followed by a loading of cargo.• Harbour Dues shall not be payable in respect of ships stores when shipped in the Port for consumption or use by the loading

ship.• Dues relate to both Import and Export. Where goods are imported and subsequently exported, a charge for both Import and

Export will be made.• For goods discharged at Horn Island wharf and subsequently transhipped within 7 days, a harbour due charge for Import only

will be made. .
