informational materials that can be used to

create successful SCCs

SCC Background

• 1992 - Utah State legislature authorized SCC’s to“address the academic needs of students withdecisions being made at the local level.”

• 1999 – School LAND Trust Program developed toimprove academic performance (State School Fund) byutilizing a variety of interest groups

• 2002 – SCC’s restructured to mirror LAND TrustCommittees and added responsibilities

• Legislation amended several times, large changes in2008.



SCC Working Group

• Representatives of several advocacy groups

• Purpose is to support SCC’s in empoweringstudents

•

Objectives – Promote improvement for schools

– Provide tools and resources to help SCC’s

– Promote productive partnerships

–

Promote and celebrate success – Accelerate effectiveness of SCC’s

– Promote regular and representative decision makingbased upon data



Family-School-Community

Partnerships

• When parents, teachers, students,

and others view one another as partners in education, a caring

community forms around students. –

Elections• When

– Within the first 30 days of the school year (completed by the 35th day)

– Notice (positions available and how to file) must be made 10 daysprior to the election

– Voting must run 3 consecutive school days

• How – At school, mail-in, electronic, student delivered

– Uncontested (less candidates file than openings)

– Appointment (if positions are not filled)

• Who – 2 year terms (can do 3 consecutive)

– 2 more parents than employees

– At least 2 employees, including the principal

– ½ of positions up for election each year



Plans•

School Improvement Plan (SIP) – Focuses on student academic achievement

• Professional Development Plan

– Provides professional development for teachers and staff that isnecessary for the SIP to be implemented

• School LAND Trust Plan

– Identifies the school's greatest academic need(s), and outlinesinterventions and outcomes

• Reading Achievement Plan (Elementary)

– Plan that outlines how schools will meet the goal of having all studentsreading at grade level by grade 3.

–include assessment, intervention and reporting components

• Child Access Routing Plan

– Plan that outlines emergency evacuation procedures

– include a map showing the routes students will walk and bike toschool with a written description explaining the route
