    DOE Announces $5M For Alt. Fuels

    The U.S. Department of Energy hasannounced up to $5 million

    available this year to help expand

    the use of alternative fuel vehicles,

    including EVs, in cities and townsacross the country. The funding will

    help cut red tape and streamline

    permitting processes forhomeowners and businesses,

    provide training for mechanics

    and first responders, and support

    community planning to expandfueling infrastructure for alternative

    fuel vehicles. The Administration'sinvestments in electric drive andalternative fuel vehicles are part of

    a comprehensive strategy to

    increase America's energysecurity, reduce emissions, and

    help families and drivers save

    money.This initiative will help communities

    streamline and quicken permitting

    processes and coordinatealternative fuel vehicle and EV

    infrastructure deployment acrossstate, regional and local

    governments. The selectedprojects will also help communities

    build a workforce with the skills to

    support these vehicles and

    infrastructure by training firstresponders and m echanics. In

    addition, they will provide

    resources, such as educationalmaterials and tools, to help

    consumers understand the eco-nomic and environmental benefitsof alternative fuel vehicles and

    choose the right vehicle for their

    needs. The Energy Departmentseeks proposals that address barriers

    to the adoption of these vehicles,

    provide safety training, coordinateinitiatives, and drive market

    development and transformation tomake alternative fuel vehicles and

    fueling infrastructure widely

    available. Proposed projects should

    cover each of these areas. Thisfunding opportunity does not

    provide for the purchase orinstallation of vehicles or

    infrastructure. The Department

    strongly encourages organizationsto form teams that include one or

    more active designated Clean

    Cities coalitions as well as otherpartners with relevant experience

    and expertise. The Department

    anticipates awarding 10 to 20

    projects this year to be completedwithin two years. For more

    New legislation has been introduced in the U.S. House of

    Representatives that seeks to support more development ofrefueling infrastructure for natural gas, hydrogen fuel cell and

    other alternative fuel vehicles, as well as to extend expired tax

    credits for natural gas vehicles and increase incentives for thepurchase of electric vehicles. The bill, called the Investing to

    Modernize the Production of American Clean Energy and

    Technology Act, was introduced by Reps. Ed Markey, JohnLarson, Henry Waxman, Bill Pascrell Jr. and Earl Blumenauer.

    At the core of the act is the elimination of nearly $45 billion in

    federal subsidies for the largest oil companies, which fulfills aperennial legislative priority for many Democratic lawmakers.

    The bill also focuses on extending the production tax credit for

    wind, solar, geothermal and other clean energy resources, aswell as renewing the Treasury's 1603 cash-grant program.

    The congressmen perceive all of the incentives - those tied to

    power generation and transportation alike - as being an integralpart of the Obama administration's push for clean, domestic

    fuel. Many federal incentives targeted to the alternative fuel

    vehicles sector have been on the books for a number of years,but suffered from lapses when bills designed to extend the

    incentives failed to pass. Recent efforts to refresh and expandincentive packages, such as the highly touted NAT GAS Act,

    have not gotten traction.

    The new legislation proposes long-term extensions for someprograms, like the credit for alternative fuel vehicle refueling

    infrastructure.

    The Renewable Energy Network for Aggregated and

    Integrative Systems has a new partnership with a major

    regional bank that will leverage the federal and statetax credits and lower the base price of the Mitsubishi i-

    MiEV (left ) for a lease for public and non-profit fleet

    managers.In effect, this program lowers the cap price of the i-

    MiEV down to less than $25,000 in a lease arrangementfor 60 months. This will allow state, county, city, university

    and college fleet managers to get all-electric vehiclesby using operating budgets and not requiring approval

    for capital fund commitment.

    As you may know, nearly 1100 mayors have signed the Mayors Climate Protection Agreement (details at

    http://www.usmayors.org/climateprotection/revised ). This new financing model is perfect for cities. Better

    still, more than 650 college and university presidents have signed the American College and UniversityPresidents Climate Commitment (http://www.presidentsclimatecommitment.org). These cities and

    college/universities have fleets of cars and those cars could be producing no carbon emissions if they

    would switch to the Mitsubishi i-MiEV. They can do all of this and not need to use capital funds. They canuse operating transportation funds which is a much better use of those funds than to continue to use

    gasoline-powered vehicles since fuel costs are 70% less with electric cars versus gasoline-powered cars.

    EVS26 20-Minute Fast ChargeDebuts From Major Automakers

    Global automakers from theUnited States and Germany

    have standardized on a new

    fast-charging technology that

    will enable the recharging ofmost electrified vehicles with

    compatible systems in as little

    as 15-20 minutes.Audi, BMW, Chrysler, Daimler,

    Ford, General Motors,

    Porsche and Volkswagenhave agreed to support a

    harmonized single-port fast

    charging approach called

    DC Fast Charging with aCombined Charging System

    for use on electric vehicles in

    Europe and the United States.

    Live charging demonstrations

    were conducted during theElectric Vehicle Symposium in

    early May.

    The combined charging

    system integrates one-phaseAC-charging, fast three-

    phase AC-charging, DC-

    charging at home and ultra-fast DC-charging at public

    stations into one vehicle inlet.

    This will allow customers tocharge at most existing

    charging stations regardless

    of power source and mayspeed more affordable

    adoption of a standardized

    infrastructure.The International Society of

    Automotive Engineers (SAE)

    has chosen the Combined

    Charging System as the fast-charging methodology for a

    standard that incrementally

    extends the existing Type 1-based AC charging. The

    standard is to be officially

    published this summer.

    Obama Calls For More Bio-Based Products Usage,Including Fuels In Federal FleetsOn February 21, 2012, President Obama issued a Presidential Memorandum directing the FederalGovernment to take decisive steps to dramatically increase the purchase of biobased products over the

    next two years. The steps include:

    increasing the number of products designated for preferred federal purchasing by 50%, requiring federal agencies to set goals and milestones for biobased purchasing and using

    scorecards to keep track of their progress, requiring tracking and public reporting of biobased purchases by federal agencies, increasing support for small businesses that manufacture biobased products, updating and expanding biobased purchasing education and outreach programs, and requiring USDA to prepare a report to the President on job creation and the economic impact

    associated with the biobased products industry.

    The goal of the memorandum is to ensure that executive departments and agencies effectively executeFederal procurement requirements for biobased products, including those requirements identified in

    Executive Order 13514 and prescribed in the 2002 Farm Bill, as amended by the 2008 Farm Bill.

    EPA's National Clean Diesel Campaign

    The NCDC opened a grant competition on April 20 to solicitproposals for the National Clean Diesel Funding AssistanceProgram funded through the Diesel Emissions Reduction (DERA)program. The total estimated funding for this competitiveopportunity is approximately $20 million. The Request forProposal (RFP) is posted here and onwww.grants.gov. TheNCDC website contains more information regarding cleandiesel technologies, past awarded projects, and helpful tips.The RFP will be open for approximately 45 days, closing on June4, 2012. EPA plans to award funding through this competition inthe Fall, 2012.This RFP has been updated from the most recent competition,so applicants are encouraged to carefully rev iew the RFP to

    Ron Latko, director of transportation and vehicle

    maintenance for Arizona's Mesa Unified School

    District, discusses his fleet's conversion from dieselto propane autogas with both the easy

    nonchalance of a pragmatist and the passion ofa prophet. The fact is, shifting to propane made

    sense in terms of dollars and logistics, and theresults of the switch would likely arouse passion in

    most fleet managers.

    "I have yet to find a downside," Latko says of themove to propane-powered buses.

    That's certainly a strong endorsement of the

    technology, but let's look at specifics.The fleet in Mesa - the state's largest single public

    school district - contains more than 500 buses,

    each of which averages about 15,500 miles peryear. The service life of a diesel-powered bus

    operating in Arizona is typically about 13 years, or

    200,000 miles. Latko says the new propane buseswill likely be in circulation longer than that, mainly

    because they run cleaner and more efficiently

    than diesel models."We believe these engines will have a longer life,

    and we will get an additional three to five years,"he tells NGT News. "In that case, the operatingsavings will be greater than the cost of the bus."

    The school district brought 21 propane

    wheelchair buses online in October 2011. TheseBlue Bird/Girardin vehicles, which are outfitted

    with OEM-approved ROUSH CleanTech propanesystems, accommodate 15 passengers and two

    wheelchair positions. Each unit cost $6,400 less

    than the identically configured diesel busesMesa Unified purchased three years ago.

    Latko is also taking delivery of six 77-passenger

    Blue Bird/ROUSH propane buses this week. Theunits were $10,245 more expensive than the 72-

    passenger conventional diesel buses that the

    fleet bought in 2009.

    Latko explains that he did not balk at theadditional cost for the 77-seaters for two main

    reasons. First of all, model-year price increasesbetween 2009 and 2012 would have closed the

    gap between the propane and diesel models.

    Secondly, if Mesa Unified had bought model-

    year 2010 diesel buses, they would have required

    expensive equipment in order to meet new

    emissions standards.
