These basic requirements—adequate water, shade, rest breaks, training and emergency pro- cedures—can mean the difference between life and death to protect the most vulnerable em- ployees working outdoors.” Cal/OSHA’s efforts this summer are designed strategically to target employers who evade the law which protects employees from heat related illness. Enforcement efforts include statewide traveling heat sweeps, local district actions when temperatures soar and workers are at great- est risk, as well as multi-agency enforcement through the Economic and Employment En- forcement Coalition. “Our program will be strategic, focusing on work- ers at highest risk in outdoor industries such as agriculture, construction, landscaping and loca- tions where we expect to find serious violations. We will be identifying and targeting employers who skirt the law at workers’ ex- pense,” added Widess. “Extreme heat can be fatal to outdoor work- ers if these basic protections are not provided.” Cal/OSHA is providing extensive outreach, consultation, and edu- cational programs on heat illness prevention for employers and their associations and to workers and their organizations this sum- mer. Partnerships with employer and employee groups, as well as community based organizations have proven successful in reach- ing both employers and employ- ees. Cal/OSHA will intensify its media outreach statewide, to Spanish and English press, radio and television to get the word out. Cal/OSHA Enforcing Heat Illness Prevention as Heat Spikes Across the State

As temperatures rise across Cali-fornia on this first day of summer, the Department of Industrial Re-lations’ Division of Occupational Safety and Health (Cal-OSHA) is stepping up enforcement of heat illness prevention requirements at outdoor worksites across the state. “While we have seen growing compliance with the heat illness prevention regulations, all em-ployers must continue to be vigi-lant and take necessary precau-tions to prevent serious worker illness and death due to high heat,” said Cal/OSHA Chief El-len Widess. “We will be out there across the state, ensuring that all employers are complying with the heat standard. EMERGENCY WASH STATIONS

Many new chemical products are introduced into the workplace each year and even with careful planning and safety measures, harmful chemical-exposure accidents occur. Because of the potential for exposure, a list of all hazardous substances should be maintained at each worksite. Material Safety Data Sheets on these substances should be readily available with substance descriptions including their location, risks, manufacturer’s precautions, and treatment or antidote measures should there be a harmful exposure.

Emergency wash fixtures must be provided in the workplace if there is a reasonable risk that workers may be exposed to caustic chemicals or other hazardous substances. All workers at risk for exposure should be made aware of the location and purpose of the emergency wash stations and receive regular training on their use. Keep in mind that emergency wash fixtures are not substitutes for personal protective gear like safety eyewear, face shields, and protective clothing.

Some chemicals have a harmful reaction when mixed with another substance and may endanger the handler or those in the area. You can counteract a reaction by having emergency wash stations or showers that provide large amounts of continually flowing water to flush the chemical. It is not recommended that neutralizing agents be used on the eyes or skin. Combining certain chemicals can be dangerous, and may increase the damaging effects of chemical burns or develop scar tissue if the wrong neutralizing agent is accidentally used.

The most effective first step in treating chemical contamination of the eye or skin is immediate flushing or washing with potable water. This and the selection and placement of emergency wash stations or showers, are among the most crucial steps you can take in effective emergency response.

Medical experts say that immediate access to an emergency wash station is critical. The chance of full recovery from chemical contamination of the eye is excellent, if the victim reaches an eyewash station within 10 to 15 seconds. Panic, pain, and obscured vision will slow response time, so it is important that emergency wash fixtures be highly visible.

The length of time and amount of flushing or washing is key to the successful treatment of the eye or skin. The minimum amount of time for flushing the eye is 15 minutes, although most medical experts say a full 20 to 30 minutes of flushing time is best. It is important that the water pressure of the eyewash station be closely regulated because tender eye tissue can be easily damaged.

With the help of a trained medical professional, establish first-aid procedures for chemical injuries then review and update these measures and all safety precautions on a regular schedule.

Todos los años aparecen en el lugar de trabajo muchos productos químicos nuevos y, a pesar de una cuidada planificación y de las medidas de seguridad tomadas, se producen accidentes en los que las personas se ven expuestas a productos químicos nocivos. You likely won’t know them, hear about them or see them, but CSLB investigators are waiting to ‘sting’ criminals pretending to be contractors in CA. As State budgets are impacted by reductions across the board, SWIFT agents are allying with local law enforcement in their efforts to protect consumer and contractor alike from damages caused by fraudulent criminal activity…Unlicensed contractors have always been a prob-lem for the construction industry and will unfor-tunately never totally be eliminated. I have read and heard from some legitimate contractors that the CSLB is not doing enough to combat unlicensed activities. For those that are playing by the rules, seeing a homeowner hire someone who is not licensed or bonded is upsetting to say the least.The present enforcement activities against those that are unlicensed, uninsured and uncovered by Worker’s Compensation is the strongest I’ve seen in my 30 years dealing with the CSLB.Two recent examples show how active the Board is throughout the State. On June 9, 2011, The CSLB in conjunction with the Santa Cruz County District Attorney’s Office and California Depart-ment of Insurance conducted a sting operation at a home near the Santa Cruz Harbor. They net-ted seven people suspected of violating state consumer protection and labor laws. Santa Cruz County District Attorney Bob Lee stated, “We strive to maintain a level playing field in a difficult

economic environment by trying to prevent sub-jects who lower costs by not abiding by the law from undercutting licensed contractors.”

The day before, on June 8th, the Contractors Board in partnership with the Yolo County District Attorney’s Office and State Dept. of Insurance caught 11 unlicensed operators in an undercover sting in Woodland.

Investigators from the CSLB’s Statewide Investiga-tive Fraud Team (SWIFT) and the DA’s office posed as homeowners seeking bids for home improve-ment projects such as roofing, painting, fenc-ing and general building. Those who submitted bids for more than $500 for labor and materials received citations from the DA’s office for mis-demeanor contracting without a license. Those who claimed they had workers will also face mis-demeanor charges for failure to obtain Worker’s Compensation Insurance. One unlicensed individual from Santa Cruz bid for roofing work and did not have a license, or work-er’s comp insurance (which roofing contractors must have even if they certify to CSLB that they have no employees).An unlicensed painter was trapped by the Wood-land sting and received a Notice to Appear for contracting without a license. This individual is no stranger to CSLB in that he has a pending court case in October, on charges of – yes you guessed

it -- contracting without a license.According to CSLB Registrar Steve Sands “these sting operations are a prime example of how vio-lations of state consumer protection laws will not be tolerated by CSLB and its partnering agencies”, He went on to say that, “Hopefully these stings will help educate consumers about the impor-tance of checking that a person they hire to work on their home or property has the appropriate license for the job they are undertaking and ap-propriate insurance coverage for themselves and their workers”.FYI-Best wishes in retirement to Gwen Wells, one of the longest serving most knowledgeable Build-er’s Exchange executives I have had the pleasure to know. high heat, if we find that conditions at an out-door worksite are putting vulnerable employees at risk due to lack of shade or water, we will shut them down until hazards are abated,” added Widess. “We work closely with other agencies such as the California Labor Commissioner’s Of-fice and the Contractor’s State Licensing Board to bring serious enforcement actions against employers who are found in violation of health and safety and labor standards.”

The heat illness prevention standard was strengthened last year to include a high heat

provision that must be implemented by five in-dustries when temperatures reach 95 degrees. These procedures include observing employ-ees, closely supervising new employees, and reminding all employees throughout the shift to drink water. The specified industries include ag-riculture, construction, landscaping, oil and gas extraction and transportation or delivery of agri-cultural products, construction material or other heavy material.

Project Description: Within the Main Jail: Furnish and install programmable logic controllers, touchscreen and HMI PC’s, control panels, video surveillance (CCTV), intercom and paging, door/gate control and alarm monitoring, software development/PLC programming, and retest of all low voltage security electronics. Within the Inmate Reception Center (IRC): Replace control console, touchscreen panels, controls and wiring for the closed circuit television (CCTV) cameras, doors, intercom paging and lighting systems. A compressed natural gas (CNG) system will be extended from an existing compressor to provided fueling for the buses to the canopy, complete with dispensers. Several roof surfaces of the canopy will receive photovoltaic panels to serve the HHW Facility. Covered parking for fleet vehicles are provided by a free standing canopy structure. This site is to be secured with a tube steel fence and electric gate. New landscape and hardscape areas will serve as rain gardens and detention for stormwater management.Existing MSC Expansion: The work includes a new freestanding building, a free standing canopy and a small remodel to an existing room. Theaddition to the existing Building A is a LEED Certified Annex Building which will serve as a multipurpose room and will also contain a kitchenette and restrooms. Adjacent to the building is a free standing building canopy. New landscape and hardscape areas surround the Annex Building. Limited demolition and reconfiguration of the existing parking and security fence will be necessary. An addition of an electric gate is also required.
