Capitol Connection Q & A for ContractorsBy Shauna Krause, President, Capitol Services, Inc.

We shine the light of knowing into the dark cor-ners of myth, misconception and mistaken ideas about solar that will be good news for pool con-tractors. Another dispute can be settled by the word, ‘if’, which draws a line in the ‘sand’ for plas-ter and drywall work…

Q: You helped me get my “C-53” swimming pool license a few years back and I have a question for you. A few of my customers have asked me to install solar heating for their residential pools that I have serviced, but I have been told by oth-er contractors that I specifically need either a “B” (General Building) or a “C-46” (Solar) license to do these installations. Is that correct?

A: Nice to hear from you again! Since solar con-tracting is an ever-expanding part of construc-tion these days, there is a lot of talk and also a lot of confusion over the proper license that a contractor needs in order to perform this work. A “C-53” Swimming Pool contractor is authorized to include the installation of solar heating in swimming pools projects, so you will not need to obtain any additional classifications.

There are also several other classifications that allow contractors to perform solar installation/repair jobs: “A” (General Engineering); “B” (Gen-

eral Building); “C-4” (Boiler) contractors are au-thorized to perform solar heating specifically associated with boilers, hot-water heating and steam fitting; “C-10” Electrical contractors can perform solar projects that involve electrical en-ergy; “C-36” Plumbing contractors can perform solar to heat water or fluids; and of course “C-46” Solar Contractors can perform all types of solar installations.

Q: Hello, I am a regular reader of your Q&A col-umn in our local Contractor’s Association news-letter. Thank you for your engaging reading. My question may be a good candidate to share as I have not read anything of the sort in the 4 years I have been following you. I am licensed as a “C-9” (Drywall) and a “C-35” (Lathe and Plaster) con-tractor. I am losing drywall business to a local large plastering contractor and decided to check his license status. It turns out he does not have a “C-9” license. Where is the line drawn between a lathe and plaster contractor and a drywall con-tractor? Can a “C-35” contractor take on regular drywall services?

A: Thank you for reading the column. We ap-preciate you contacting us it’s why we are here to help. The “C-9” and the “C-35” are two distinct classifications. A “C-35” contractor cannot do a

project that is exclusively drywall, and likewise, a “C-9” contractor cannot do a project that is exclu-sively lathe and plaster. The two classifications are similar though, so a C-35 can do some of the work that falls under a “C-9” classification, if the work is supplemental and incidental to the lathe and plaster job. This is the same for a “C-9” con-tractor with regards to lathe and plaster; he/she can perform some “C-35” work, if it is incidental and supplemental to the drywall job.

Green Building Outlook Strong for Both Non-Residential & Residential Sectors Despite Soft Economy, Says New Report from Dodge

NEW YORK, NY – Green is expected to repre-sent 44% of all commercial and institution-al construction in 2012, growing to 55% by 2016

Green home and renovation activity grow-ing to 20% in 2012 and 38% by 2016

The U.S. green building market continues to accelerate, according to McGraw-Hill Construction’s 2013 Dodge Construction Green Outlook report. The value of green building has seen growth from $10 billion in 2005 to $78 billion in 2011. In 2012, the total market — non-residential and resi-dential — is expected to be worth $85 billion, and by 2013, overall new green building is projected to rise to between $98 billion and $106 billion. By 2016, this number is expected to reach $204 billion to $248 billion.

According to the report, Green building remains a bright spot in a still uncertain economy. Green is expected to represent 44 percent of all commercial and institu-tional construction in 2012, growing up to 55 percent by 2016. Residential green construction is also on the rise. It is ex-pected that by the end of 2012, green homes will comprise 20 percent of the market, and in 2013 a 22-25 percent share by value is expected, equating to a $34-$38 billion opportunity. By 2016, this share by value is expected to increase to 29-38 percent - an estimated $89-$116 billion- based on the current single-fami-ly residential construction forecast.

To break it down further, while educa-tion construction is down, green has re-mained a stronghold at 45 percent, con-tinuing to be the largest opportunity for green building. The office market has the largest share of green with 54 percent in 2012, a bright spot considering the over-all expected growth of the sector in the near term.

“We’re seeing tremendous growth in green building, providing a bright light in an otherwise uncertain economy,” said Harvey M. Bernstein, vice president, In-dustry Insights and Alliances for McGraw-

Hill Construction. “Not only does this mean a strong outlook for green building, but also the benefits that go along with that: more jobs, greater financial benefits from green and high performance build-ings, stronger competitive positioning for those firms that build green, and health-ier work and learning environments for our population.”

Other key points found in the study in-clude:

Health-related green building labels •are taking force in construction spec-ifications, growing more rapidly than any other aspect of green, according to Dodge SpecShare

One third of all home builders in the •U.S. expect to be fully dedicated to building green by 2016.

Green construction jobs are follow-•ing the green building market; 35 percent have green jobs today.

81 percent of executive leaders in •corporate America believe the public expects them to engage in sustain-ability - one of the key forces driving corporations to institutionalize some

green efforts. 30 percent of senior ex-ecutive officers report that they are greening two-thirds of the buildings in their portfolio - with 47 percent ex-pecting to do so by 2015.

A green building is defined as one built to LEED or an equivalent standard, or one that is energy- and water-efficient that also addresses improved indoor en-vironmental quality and/or resource ef-ficiency.

The 2013 Dodge Construction Green Out-look is produced by a staff of researchers, economists and analysts, drawing from its Dodge project database, its construc-tion market forecasts, proprietary market research, and secondary research, as well as extensive data and trend analysis.

In addition to the sizing numbers by sec-tor, the 2013 Dodge Construction Green Outlook also covers the benefits of green building investments, construction in-dustry players and green jobs, key green building trends, green building products, and benefits of green and high perfor-mance investments.
