Working with the HSE and safety experts we are continually looking for ways to improve all aspects of safety within our industry.

The UK fencing manufacturers now recognise after testing temporary fencing panel products that the present 2.0m high systems do not fully conform with the HSE guidelines when it comes to protecting children in city and urban areas.

Tests show a 2.0m high mesh fence panel can be scaled by almost any teenager and the present fencing systems can be climbed by a child as young as three.

HEALTH AND SAFETY ADVICE

MINIMUM 2.4m HIGHWe now strongly advice on using minimum 2.4m high panels for all sites where children and teenagers are deemed to be in the locality and may cause a risk of intrusion.

The additional wind resistance produced by these panels means an engineered designed should be used for stabilization in all situations.

SOLID FACED HOARDING PANELSA solid fascia 2.4m high offers the highest level of protection:

• Children cannot gain a foothold making it very difficult to climb.

• Increases privacy reducing the risk of opportunist thieves.

• Fully conforms to HSG 151 recommendations in high risk locations.

• Reduces the chance of pedestrians been hit by debris caused by the construction process.

• Reduces visual impact of site processes taking place.

MESH PANELSA mesh fascia should be difficult to climb. HSE guidance states that a mesh fascia should prevent a child gaining a hand or foothold making it difficult to climb. As discussed earlier tests have shown that it is almost impossible to produce a 2.0m high mesh panel that stops a child from climbing over it.

This can be overcome this by increasing the panel height to 2.4m in conjunction with using a reduced mesh aperture. The result is a fence panel that is very difficult for a person to climb and in line with the expectations of the HSG 151 guidance.

• 2.4m high mesh panels deter the most enthusiastic intruder.

• Close mesh apertures significantly reduce the chances of children scaling the fascia.

• Fully meets the expectations of the HSG 151 requirements where children may cause a threat.

• Mesh panels should not have sharp protrusions that could injure operatives or the public and ideally the fascia should be contained within the frame. (See page 18)


Our temporary fencing and hoarding panels are designed to prevent risk to the public and operatives installing them, and all components should comply with the following:

• Are of an acceptable weight and will comply with the Manual Handling Operations Regulations 1992;

• Do not have sharp or rough edges thus complying with the Health and Safety at Work etc Act 1974, Section 2 (2) (b), and Section 3 (1);

• Will be erected/dismantled by competent trained operatives, however, in cases of supply only, clear instructions regarding the safe installation should be provided;

• Will be erected in/on suitable foundations. In order to achieve this S&B will require information regarding the terrain i.e. soil density/type/Wind Speed of the Area/Altitude etc. This will enable a qualified structural engineer to calculate the specific requirements of the foundations, which must comply with BS 639 452.

• Will be designed taking into account all aspects that may affect stability i.e. coupler strength, backstay configuration, weld strength, steel specification, post thickness and foundation depth and size.

EVERY SITE IS UNIQUE20 years of fencing experience has given us the knowledge to provide the most up to date information on site locations across the UK, allowing us to provide systems that fully comply with BS 639 452.

We have compiled a database and calculations for in ground foundation design or ballast required to stabilize any fence configuration available for any post code in the UK .

Naturally there will always be exceptions (e.g. landfill sites, unstable ground, seashore locations etc) and in these circumstances we draw on our fully qualified structural engineers to design bespoke systems that will withstand the extreme conditions to ensure they conform to BS 639 452.

LOW THREAT SITESIn areas where children are not deemed to be at risk a 2.0m high temporary fence system is deemed adequate. Mesh panels should not have protruding mesh from face of panel.

These would include rural locations or projects within a secure boundary fence such as military establishments etc.

INSTALLATION DESIGN SERVICEFully qualified structural engineers have designed all our stabilization systems. Every site is unique and therefore requires a specific design to ensure the fencing or hoarding is fit for purpose. Factors we use when designing:

• Site exposure and immediate geography effecting site.

• Site location including distance from sea.

• Soil type, cohesion and water content. (Information to be provided by the client)

• Altitude, prevailing wind direction and speed.

• Severity of terrain and accessibility.

• Wind resistance of system to be used.

All work will be carried out in accordance with the CDM Regulations 2007, and all other relevant Health, Safety and Welfare Legislation.

QUALIFIED STAFFAll our members of staff are fully trained to the highest levels. As a member of the FCA, our installation service standards are second to none. To enable us to install our products to the highest levels of safety it is essential to use fully trained personnel qualified to carry out their specific role in the installation.

These include the following:

• Group Safety Officer. MIIRSM/GIOSH.

• Contracts Managers are NEBOSH qualified and carry the relevant CSCS cards.

• Supervisors have all relevant training and certification for general installation and supervision.

• Installers are qualified with FCA, CSCS, CAT & GENNY Certificated, Asbestos Awareness, Manual Handling, Underground Service Certificate and instructed in associated Safe Methods of Work.

ALCATRAZ 2.4m THE MOST SECURE TEMPORARY FENCING PANEL AVAILABLE

The only Mesh Panel that can meet the expectations of the HSG 151 guidelines without the need for additional extension arms. The panels are 2.4m HIGH and designed for USE ON CITY & URBAN PROJECTS WHERE CHILDREN MAY ATTEMPT TO GAIN ACCESS.

We strongly advise the use of a minimum 2.4m high perimeter fence. Recent tests have shown that 2.0m high fence panel can be climbed by children as young as 3. Whenever children could be present we always recommend a minimum 2.4m high fence system with a true anticlimb mesh described in HSG 151.

True Anti-Climb mesh has smaller apertures on the lower section of the panel making it difficult to get a foothold.

Alcatraz 2.4m panels fully comply with the Manual Handling Operations Regulations 1992.

THE SAFEST 2.0m HIGH FENCE PANEL SYSTEM

Fact: 48,160 injuries were sustained in 2007/08 while handling, lifting or carrying. (figures supplied by HSE and include only incidents reported through the RIDDOR regulations)

The patented Safemesh design has been designed to improve safety to the public and installers. The mesh is welded to the inside face of the tubular frame eliminating flying ends and projections on the face of the panel reducing the risk of injury.

The Safemesh fence panel has a number of key advantages;

face of the panel eliminates the risk of injury to operative’s hands.

using a high number of projection welds that create a tensioned super flat mesh. Tensioning the mesh results in the tubular frame been pulled inwards reducing stress on the panel corners improving overall strength.

allowing installers to slide them from packs more quickly and with less effort. This linked with the confidence that installers aren’t going to injure their hands means greater installation speeds saving you money.

• LESS DAMAGE The captivated mesh reduces the

chance of damaging panels, when handling with forklifts, as the forks are always kept safely away from the mesh by the tubular frame. This also prevents the mesh on adjacent panels snagging when removing them from bundles, preventing handling damage.

the pack size allowing up to 12% more panels to be transported on one vehicle.

RB2000 HEAVY DUTY BARRIER SYSTEMFor complete road, site safety and security the RB2000 barrier system is a 1 metre high, heavy duty low level containment Barrier System suitable for highway delineation. With its fully interlocking design it is compatible with most of the RB systems.

The RB2000 can be weighted to 400kg when water filled creating a solid flat walled secure system, yet can be unloaded/ loaded and installed without the need for lifting machinery.

The patented 5 position interlocking system allows the barriers to flow round corners or on uneven ground. For added security anticlimb mesh and hoarding panels can be installed and front and end stops are available to prevent a trip hazard.

The barriers are suitable for traffic management, road closures, car park delineation, construction sites and event management. They have been tested for wind loading by MIRA

EVO BARRIERS WATER FILLED BARRIERSThe Evo barrier range consists of three design sizes that can be fully interlocked into each other allowing a fully versatile, variable height barrier system.

Barriers can be water filled or for a more permanent requirement sand filled and can be assembled with ease. They are designed to create a solid wall leaving no gaps between each barrier when linked together.

Produced from UV stabilised prime polyethylene, each design is fully stackable for ease of transport and storage. They are produced in red or white but other colours can be provided on request.

Through the Evo unique design each barrier offers a high barrier to pallet ratio and is therefore very economic and environmentally friendly to distribute.

Each barrier is fully compatible to fit reflective post and plank or mini mesh panels and wind tested by MIRA.

S&B SILENTSITE™ HAS BEEN DEVELOPED FROM THE PROVEN WONDERWALL™ SYSTEM AND INCORPORATES THE PATENTED SOUNDSEAL™ NOISE REDUCTION JOINT SYSTEM. THE NOISE REDUCTION PANELS ARE PREFABRICATED INTO A STANDARD 2.4m x 1.0m CASSETTE SYSTEM

COMPONENTS

The Silentsite™ cassettes utilise four components to form a noise barrier conforming to BSEN 1793 parts 1&2.

• The perforated liner reduces reflected noise and offers protection to the acoustic mattress.

• The core of the cassette is an acoustic mattress that absorbs a wide range of sound frequencies.

• Ultrasteel™ fascia sheets have an echoic surface and reduce direct sound transmission.

• The cassette panels have an aluminium frame, with the vertical posts fitting together to form Soundseal™, a sound proof sealing system that allows the units to be multi-angled from 0 to 90º.

• Forms a fire wall, offering class 0 fire resistance.

INSTALLATION

Silentsite™ can be installed using a variety of methods:

• Can be connected onto the S&B DK Hoarding Support system in external situations (page 15).

• Shop front openings can be sealed using adjustable props from floor to soffit openings. Silentsite™ cassette can be easily fixed to the adjustable props using DK couplers.

• Panels can be directly fixed to all scaffolding structures using DK couplers.

• Self-supporting screens for internal use can be installed using spigot base plates.

APPLICATIONS

Silentsite™ cassettes are suitable for all sound noise barrier reduction situations:

• Hoarding Externally to form a site hoarding, which acts as a noise barrier, reducing

sound from construction activities.

• Sound Cell To form a sound containment cell around noise sources such as generators,

mechanical fans, pumps or tradesmen operating noisy equipment.

• Soundwall To form a noise reduction wall between shopfitters and the public in shopping

centres and malls. Other applications include office and hospital refurbishments.

• Firewall

Silentsite™ hoarding cassettes offer Class 0 fire resistance. This can be effective not only in construction and industrial locations but also in areas where general public could be exposed such as supermarkets, airports, stations, hospitals and shopping centres.

The most innovative advanced guardrail system yet that allows scaffolders to install the lift above before boarding out and moving onto it. These means they are fully protected at all times without the need for harnesses. The system consists of two components:

• The advanced post which fixes onto the standards.

• The mesh guardrail complete with toeboard. This is fixed from the lift below and slots straight into the locators on the advanced guard post.

The mesh guardrails overlap to accommodate varying bay widths without the need to purchase different sized panels.

The Advanced Guardrail System will enable users to comply with the Working at Height Regulations which came into force on 6 April 2005. The Regulations apply to all work at heights where there is a risk of a fall liable to cause personal injury.

• All work at height is properly planned and organised;

• Those involved in work at height are competent;

• The risks from work at height are assessed and appropriate work equipment is selected and used;

• The risks from fragile surfaces are properly controlled; and

• Equipment for work at height is properly inspected and maintained.

The Advanced Guardrail System will also comply with the SG4:10, which, since its introduction in the mid-nineties Safety Guidance Number 4 (SG4) from the National Access and Scaffolding Confederation (NASC) has become the established minimum standard for fall prevention in the scaffolding industry.

The new SG4:10 - ‘Preventing Falls in Scaffolding’ - sees more emphasis on the creation of a ‘Safe Zone’ by scaffolders covering a variety of safe methods. This revision sees the removal of the practice of the ‘unprotected traversing element’ from the tunnelling principle. The initial impact to the Industry to implement these new measures will be significant for those who have not yet embraced the systems of work promoted by SG4:05 and Appendix A.
