Shirley N. Arnold 1935-2009

On a sad note, Shirley Arnold, SN passed away on February 18. A memorial visitation took place at the Mueller-Beis Funeral Home on Rose-ville on February 25. Internment was at Ft. Snel-ling National Cemetery. Shirley is survived by husband, Bill; children, Arthur Arnold and Patrice (Jim) Nimchek; and five grandchildren. The fam-ily prefers memorials to the Alzheimer’s Associa-tion. Shirley and husband, Bill, joined the squadron in 1985. They have been active squadron mem-bers over the years. Shirley was the only woman in our squadron to achieve a full certifi-cate, she passed all squadron classes and earned the title SN (Senior Navigator). Shirley was al-ways willing to assist with squadron activities and events. Shirley was retired from the Minnesota Depart-ment of Public Safety. As a retired marine, she was a member of MN-1 Minnesota Leathernecks. Karen and I had the pleasure of accompanying Bill and Shirley on a sea cruise to the Caribbean several years ago. Our sincere condolences to Bill and family.

Upon returning from the Annual Meeting, one of the first things I did was check out our new squadron website www.stpaulsquadron.org. It is all I could hope for! Kudos go to new member and Bent Prop Winner, Ron Reiman, S, Art Mol-lica, and squadron secretary, Hal Fotsch, SN, for our new website location and development. It’s a great virtual place to welcome members and visi-tors alike. The Annual Meeting in Anaheim was attended by our members SEO (squadron education officer) Don Hansen, SN; Asst SEO Art Mollica, SN; Lt Jenny Mollica, S; Lt Karen Schmit, newsletter editor, and me. Karen and I landed early in Cali-fornia so we could check out San Diego before the meeting in Anaheim. Karen had never been to California and heard San Diego was nice… I hadn’t been there since US Navy boot camp in ’66. We had a great time. I would recommend the area as a great spot for vacation. We also got to check out the SD Maritime Museum where we got on-board the ship, HMS Surprise, that was used for the film, Master and Commander, a 1883 double ended steam ferry, a Russian submarine, a 1863 merchant sailing ship, Star of India, and more! There was a ‘flattop’ museum just down the street from there. The aircraft carrier, USS Midway, and her associated air craft had a self guided tour--impressive! The National USPS meetings in Anaheim got off to a great start with weather in the 70’s. We got caught up on events that will affect us at a squad-ron level. One pleasant announcement was find-ing out that our newsletter, The River Skipper, along with 3 other newsletters in District 10 won the Excellence in Journalism award for 2008. We were also informed that the National organization will sign a letter of agreement with Citizen Corps, America’s largest volunteer force to safeguard America’s interests following the events of 9/11 (citizencorps.gov). As a member of a non-profit organization and about to retire, I am happy that the IRS allows me to deduct some of my expenses for travel, etc. for these meetings. With that same idea, I would urge members that if you are interested in attend-ing meetings, you might also be able to deduct some expenses. See your IRS rep if you have

The St. Paul Sail & Power Squadron has the Instructor Kits for all the seminars we have scheduled through the summer of 2009. I’ve been perusing some of them and find out that there are many valu-able points of knowledge that we all should know and be able to put to good use in our normal boating activities. From the material I have selected just a few that I’ve put in the form of questions so we can

all take a little quiz before we sign up for several or more of the seminars this season.

1. NOAA recognizes twenty seven types of clouds. Name six of them. 2. A _______ _______ is a good substitute for safety chains used when pulling

your boat trailer. 3. What advantage is there of a double reentry over a solo entry? 4. Is the radar horizon closer or farther away than the visible horizon? 5. Name one advantage and one disadvantage of a Bahamian Moor? 6. Bridge clearances are usually measured from Mean Low Water, Mean High Water, the Tidal

Range or Mean Lower Low water? 7. You are motoring generally to windward. What three conditions may you encounter that could

cause capsizing or, at least, shipping water (swamping)? 8. What do the letters VHF, VHF-DSC and MMSI stand for? VSC’s: What are they? A major compo-nent of a safe, responsible & fun filled out-

ing is a boat which has all the necessary safety equip-ment operating properly. A free voluntary vessel safety check is the answer and our trained members will be happy to perform the check. You can become a Vessel examiner, just attend the April 18th meeting and we’ll show you how. See meeting information on page 7. While maximizing the safe use and enjoyment of U.S. waterways by recreational boaters, the Vessel Safety Check process is one of prevention through education, outreach and volunteer compliance with federal and state recreational boating safety laws, particularly with regard to the carriage of safety equipment while rais-ing boater awareness about safety and environmental issues.

Areas covered by the safety check include: registration/documentation and proper display of registration num-bers, adequate personal flotation devices, current visual distress signals for the boating area, number of operat-ing fire extinguishers for the size of boat, engine com-partment ventilation, backfire flame control, operating sound producing devices, properly installed & operating navigation lights and marine sanitation devices, display of required pollution and trash placards, navigation rules, and compliance with state requirements. A distinctive decal is awarded for display on your vessel upon suc-cessful completion. Vessels that successfully complete the safety check may qualify for a discount on rates with many major insur-ance companies. West Marine offers a 10% discount on safety equipment needed to pass the safety check.

will be offering many classes and our members will be at various activities and events in the sur-rounding communities. Our attendance promotes our visibility and thus promotes safe boating through education. Can You take part and pro-mote the importance of safe boating?? Let’s do it together...everyone is needed!

The mid-March snow storm and cold tempera-tures make boating and spring seem very far away! But it is NOT!! Boat shows and sports shows are appearing to give us hope that there is water under that ice.... Our Squadron was represented at the St. Paul Sports how in January. Thanks to all who volunteered at the booth and to Jeff Davis who organized the volunteer schedule. In February, boat dealer open houses at Frankie's in Chisago City and Hallbergs in Forest Lake had volunteers Scott and Lisa Blascyk, Dave Bailey, Laura Emerson, Dave West and myself. In March we had an opportunity to share booth space with Frankie's Marine at the Minneapolis Sports Show. Scott and Lisa Blascyk were major players at that event. As spring pro-gresses, our Squadron will be offer-

Thanks to everyone who helped make our Crazy Casino night a big success. We made just under a $1000.00 in profits. There was so much that eve-ryone did that it is hard to know where to start. First and foremost would be to thank Hansen’s Harbor for their very generous donations. Also Jack Newman and Margaret Policone for the champagne and BBQ tools. Greg and Mary Hol-men donated two great rugs and a chopper. Ru-mor has it that Mary has some vibrating slippers to donate but she couldn’t find them! Darn I was excited for that. Dave Bailey brought several do-nations from White Bear merchants and some beautiful Wild Life prints. Bob Schmit had two gift certificates from Gulden’s and I had a night’s stay at Treasure Island. Everyone had a chance to make “funny money” and to bid in a silent auction on the items. This helped make the evening a huge success. Suza Gosh did the food and Nancy Anderson was our door and money person. Dealers were Dale Anderson, Hal Fotsch, Erick Fotsch, Dave Bailey, Laura Emerson, Bob Schmit, Greg Holmen, and Jack Newman. A special thanks to Hal Fotsch for coming early and staying

late to help clean up. He also bid on and gave me a box of Git Rot as a gift! I liked it! Upcoming events: On April 4 we will be at Bay-port Marina for a potluck dinner. Social is 1800 potluck is at 1830. The seminar is free, however if you would like the chart seminar materials it’s $28.00. Bring a friend and a dish to pass. WOW! What a website! www.st.paulsquadron.org went on line early March with what has got to be the most attractive and user friendly website in all of United States Power Squadron land. But, the ma-jor benefit of this new website is that it can now be easily updated by the officers in charge of the vari-ous department activities. Whether it is taking a course or making arrangements for a squadron event, you can make a reservation, enroll in a class, and even pay for the materials and reservation on line. A huge THANK YOU goes to Ron Reiman, who has spent hours and hours directing the project, in-corporating the many suggestions from the bridge officers, proofing the site for every little defect and using his expertise and connections in engaging the programmer and designer that came up with this outstanding product. 1. Source: Onboard Weather Forecasting: Cirrus, Cirrostratus, Cirrocumulus, Altostratus, Nimbostratus, Altocumu-lus, Cumulus, Cumulonimbus, Stratocumulus, Stratus.

2. Trailering: Safety Cables

3. PaddleSmart: One paddler can stabilize the boat while the other crawls in.

4. Marine Radar: The radar horizon is farther away than the visible horizon.

5. Anchoring: Advantage - In a changing tidal current, the boat’s bow stays close to the same position regardless of the ebb or flow of the water.

Disadvantage – When the current changes the boat will swing approximately 180 degrees. If the boat swings another 180 degrees to complete a 360 degree turn in the same direction, the two rodes will twist together. This complicates weighing anchor. If the boat swings 180 and returns 180 in the other direction, there is no twisting.

6. How to use Charts: Mean high water.

7. Boat Handling Under Power: Taking large breaking waves head-on; losing control and having the boat broach (turning beam to the waves and rolling over); turning stern to the waves and being pooped (wave breaking over the stern).

8. Using VHF & VHF/DSC: VHF = Very High Frequency; VHF/DSC = Very High Frequency – Digital SelectiveCalling; MMSI = Maritime Mobile Service Identifier.
