Asjoe-Croes, agreements likethis MOU are steps in theright direction for the contin-uation of our tourism, whichensures that our tourism re-mains a pillar and vital part ofour economy. This, she as-

serted is in the context ofboth our stay-over as well asour cruise tourism.

The MOU between Arubaand the Chamber of Tourismof Panama entails a collabo-ration to attract more trafficfrom cruise ships from theSouthern Caribbean to Aruba.Panama and Aruba will worktowards stimulating morevisits from cruise lines and acontinuation of the high sea-son, and in the low May toSeptember season. The Arubatourism CEO indicated thatshe sees Panama as an impor-tant partner in our tourismprogram.

According to Tjin Asjoe-

Croes, a third important areain the MOU is the intentionto share knowledge, expertiseand information. Panama andAruba are willing to helpeach other in different areasof the tourism industry. Thiscould entail, among others,the development of the prod-uct as well as legislation.

These types of agreementsare very fitting in ATA's man-agement and strategy for thedevelopment of the tourism ofAruba. ATA congratulated allparticipating organizationswitha vision for the Aruba Gatewayand all those who labored to re-alize the Europe Meets theAmericas Conference.

The close of the inauguralEurope Meets the AmericasConference that took placeMonday through Wednesdayof this past week, ended withthe announcement of a returnengagement in 2014. Thefirst proved highly success-ful, with the intention of es-tablishing connections andcommerce between Europeand Latin America, withAruba as a cultural, financialand services hub bridging thedifferences between the twocontinents. Aruba's uniquelymulticultural make up, the in-habitants' facility with lan-guages, and their intuitiveunderstanding of the dispar-ity between the way LatinAmerica and Europe doesbusiness, qualifies the islandand its business people asbeing particularly suited tothe task.

This was the premise ofthe conference, and it at-tracted 747 delegates fromCentral and South America,the Caribbean, Europe andeven a few from the U.S.,who recognized the visionand opportunities of the con-ference.

Two of these representedthe Governor of Maryland,the Honorable Martin O'Mal-ley; Dr. Joseph E. Baptiste, amaxillary surgeon and Chair-man of the International Out-reach for the Governor'sComission on Caribbean Af-fairs, and Daniel Lamute,CEO of the Peaceful Questconsulting firm, also on thecommission. It is a stateagency dedicated to estab-

lishing liaisons and com-merce with the region, work-ing principally withCARICOM, and completelyunique to Maryland. Bothgentlemen were born andraised in Haiti, but are longestablished in the U.S. state.They were very enthusiasticabout the EMA, as was Gov-ernor O'Malley, and reportbeing extremely impressedwith Aruba's administration,which had the vision and am-bition to establish this forumfor commerce between Eu-rope and the Americas. Theykindly agreed to speak atlength with THE MORNINGNEWS regarding their im-pressions of the EMA, andthe opportunities that will ex-tend from it, not only forLatin America, but all theAmericas.

TMN: How did the com-mission decide that atten-dance at EMA would bebeneficial or essential?

Dr. Baptiste: We think it isboth. For the state of Mary-land, it is essential and bene-ficial to consider all theCaribbean countries, not onlythose in CARICOM. Whenwe heard Aruba would behosting this business sympo-sium, we felt it was essentialthat the governor of Mary-land look into it. Also, Mary-land is relatively close toAruba, so we are very inter-ested in exploring any possi-bilities that may arise fromthe conference.

TMN: The principalthrust of the EMA, for themost part, has been establish-

ing connections between Eu-rope, specifically Holland,and Latin America, withAruba, as a hub, "straddlingthe cultural fence." Are youconsidering Maryland moredirectly connecting with Eu-rope, or do you see it also de-ploying Aruba as a liaison?

Dr. Baptiste: Yes, ofcourse. Aruba is very well lo-cated, as well as having a bigport, like Jamaica. Maryland

felt Aruba could be a hub, notonly for health, but educationand transportation- thePanama Canal is preparing tohandle much larger cargovessels. Baltimore is the #1U.S. port as concerns deep-draft shipping and superships; we felt this is a veryimportant area, so we couldactually bring forward Balti-more's attributes and what itis going on there. We are also

home to John Hopkins Med-ical Institute, we could bringmedical expertise to Aruba toupgrade the health care sys-tem.

TMN: Is commerce withLatin America also an attrac-tion?

Dr. Baptiste: Absolutely.The governor of Maryland isvery progressive and hasgreat vision for the state.

He is the first to have a com-mission for the Caribbeanand (aside from Florida andNew York) to give it all theimportance it deserves re-garding commerce. He rec-ognizes the economicemergence of Latin America.

Mr. Lamute: I think youwill find wherever there is alarge concentration ofCaribbean diasporas, thestates tend to be more respon-sive to residents of the statethat are included in the Dias-pora. That was the impetusfor the Governor's initiativefor the commission. We alsohave a Lt. Governor (An-thony Brown) whose familialroots are in Jamaica. There isa strong affinity for what theCaribbean people are able tocontribute to America and tothe state of Maryland. Whenwe approached authorities inMaryland with what was tak-ing place on Aruba, it wasvery well received, and wewere encouraged to partici-pate.

TMN: Do you feel the

conference is innovative? Dr. Baptise: As far as we

are aware, it os the first of itskind, and we consider it veryinnovative, very visionary.Not only will it be good forAruba, but for the CARI-COM nations and all theCaribbean. We were sur-prised to not see CARICOMcountries here. We hope tosee them here next year, moreU.S. states, and Canada, aswell. We can easily see Arubabeing a gateway for theseother nations.

TMN: What would theadvantages be for NorthAmerica?

Mr. Lamute: I can see thesame advantages for NorthAmerica in relation to geo-graphical location, timezones, and the fact that thereis a significant Caribbeanpresence in the states mostimportant to internationalcommerce and politically; theentire northeast U.S. As such,if I am an Aruban businessperson, and I wish to get ac-cess to a market in the U.S.,

it is easier entry to createconnections on a hub in theCaribbean. ParticularlyMaryland, with our advisorycommission, can facilitatecommerce and making thoseconnections for communica-tion and international trade.

TMN: Do you think mosthave pre-conceived notions ofthe Caribbean as a tourism areaonly, rather than emergingeconomies that can provide awealth of trade opportunitiesoutside the industry? Can theEMA dispel this?

Dr. Baptiste: Exactly. Thisis my first time in Aruba andI am very impressed. I cansee Aruba being the Singa-pore of the Caribbean; youshould not underestimate thepotential. I think that havinga great leader with a great vi-sion is what is going to makea country great... One greatadvantage that I have seenhere is that the government isvery stable and very accessi-ble. They are ready to dobusiness.

MOSCOW (AFP) - BritishPrime Minister DavidCameron and Russian Presi-dent Vladimir Putin on Fri-day discussed joint optionsfor ending the crisis in Syriaamid a new diplomatic pushto resolve the two-year con-flict.

Cameron's rare call onPutin at his summer vacationresidence in the Black Sea re-sort of Sochi came three daysafter top US and Russiandiplomats agreed to make ajoint effort in search of a so-lution.

The West and Russia havebeen repeatedly at odds overthe Syria conflict, with theUnited States and Europe ac-cusing Moscow of seeking toprop up President Bashar al-Assad and supplying it withmilitary hardware.

Amid signs of growing in-ternational cooperation onending the conflict, Putinsaid the two leaders dis-cussed possible options and

joint measures for findingpeace. However there was nosign of an immediate break-through.

"At the initiative of theprime minister, we spokeabout the possible options fora positive development of thesituation and about practicalsteps in this regards," Putinsaid after the talks in com-ments carried by Russiannews agencies.

"We have a joint interestin a swift halt to the violenceand the creation of theprocess for a peaceful solu-tion that keeps Syria's territo-rial integrity andsovereignty," said Putin.

Cameron for his part saidRussia, Britain and theUnited States should facili-tate the creation of a transi-tional government andexpressed support for a newpush by Moscow and Wash-ington to try to end the blood-shed in Syria.

SAVAR, Bangladesh (AFP) -Bangladeshi rescuers pulleda woman alive from the ruinsof a collapsed garment fac-tory complex on Friday aftershe spent 17 days trapped ina basement under the rubble.

Hours after officials hadannounced that the death tollhad surged past the 1,000mark, recovery teams whohad long given up any hopeof finding more survivorswere stunned to hear thevoice of a woman calling outfor help.

They then managed to pullher from out of the ruins in anoperation broadcast live ontelevision and watched overby growing crowds at thescene who were asked byclerics to pray for her.

After she was brought tothe surface, she was whisked

away to a waiting ambulancebut she managed a weaksmile to the people gatheredat the ruined Rana Plazacomplex on the outskirts ofthe capital Dhaka.

Army Captain IbrahimulIslam told AFP that thewoman was called Reshmabut did not know her familyname.

The country's fire servicechief told AFP that Reshmahad been found in a gap be-tween a beam and column inthe wreckage of the nine-storey complex, which hadcaved in on April 24, and ap-peared to have access towater.

"She may have reserves ofwater or have drunk some ofthe water that we've pumpedinto the building," Ahmed Alitold AFP.

An army officer whobrought Reshma out of therubble said that she had beenfound standing amid theruins.

"We first saw a pipe mov-ing. We removed some graveland concrete. We found herstanding," Major Moazzem,who uses only one name, toldSomoy TV.

"We gave her food and as-sured her that she would berescued. We conducted therescue work for 45 minutes.We brought her out by usinglight hammers, hand saw anddrilling machines."

One of the rescuers saidthat the woman had cried out

for help as recovery teamssifted through the wreckagein the town of Savar on theoutskirts of the capitalDhaka.

"As we were clearing rub-ble, we called out if anyonewas alive," the unnamed res-cuer said. "Then we heard hersaying 'please save me,please save me'."

Another rescuer said thatthe woman had had access tofood supplies for the firstfortnight of her ordeal buthad run out two days ago.

"She said she has noteaten for the last two days.She said she has eaten somedried food like biscuits," said

the rescuer."She said she had found a

safe place and found some airand light."

Her rescue is one of themost remarkable of recentyears, although it is not thelongest survival after a disas-ter on record.

In Pakistan, on December12, 2005 a 40-year-oldwoman was rescued from theruins of her house in Kash-mir, two months after a quakeravaged the region.

A 27-year-old man alsospent 27 days buried underthe rubble of an earthquakewhich flattened large parts ofHaiti in 2010.

LONDON (AFP) - Interna-tional development charitySave the Children is linking upwith British pharmaceuticalgiant GlaxoSmithKline in whatboth sides say is a unique col-laboration to save children'slives in Africa.

GSK will provide £15 mil-lion (18 million euros, $23 mil-lion) over five years to trainhealthcare workers and fund

Save the Children communityprojects in the Democratic Re-public of Congo and Kenya.

The charity will take a seaton a new GSK board oversee-ing its paediatric research anddevelopment "to accelerateprogress on innovative life-sav-ing interventions for under-fives" and widen access in thedeveloping world, they said ina joint statement.

Save the Children admittedthe tie-up would be controver-sial given criticism -- that itonce voiced -- that the pharma-ceutical giant limits access tohealthcare in developing coun-tries by setting the prices of itsdrugs too high.

"In the past Save the Chil-dren may not have embarkedon a collaboration with a phar-maceutical company likeGSK," admitted Justin Forsyth,chief executive of the charity'sBritish branch.

PHNOM PENH (AFP) -Cambodia is on track to be-come one of the few countriesin the world to successfully re-verse its HIV epidemic andmay eliminate new infectionsby 2020, the World Health Or-ganization said Friday.

The Southeast Asian nationhas reduced its HIV preva-lence rate from a 1998 peak of1.7 percent among peopleaged 15-49 to 0.7 percent in2012 across the whole popula-tion, the WHO said in a jointstatement with the Cambodianhealth ministry.

Nearly 75,000 Cambodiansare living with HIV, accordingto local health authorities.

But new infections havedropped from around 15,500annually in the early 1990s toabout 2,100 in 2009 and 1,000in 2011, the statement said.

The decline was attributedlargely to a government pre-vention drive focusing on sexworkers, HIV positive mothersand improved access to anti-retroviral drugs for people liv-ing with the infection, itadded.

But the review cautionedthe 2020 target could bemissed without continued in-vestment in HIV preventionand care for the sick.

A 2010 study, compiledwith assistance from UNAIDSand US-based Results for De-velopment Institute, warnedthe country's widely hailed ef-forts in tackling HIV/AIDSwere under threat with foreigndonors likely to cut fundingover the next two decades.

WASHINGTON (AFP) - TheInternational Space Stationsuffered a small leak of am-monia used to cool its powersystem on Thursday, butthere was no danger to thecrew, NASA said.

The US space agency saidcrew had spotted small whiteflakes floating away from anarea outside the craft beforereporting the incident to Mis-sion Control in Houston.

NASA said in a bulletin onits website that while the rateof ammonia leaking from thestation's truss structure hadincreased, the "station contin-ues to operate normally oth-erwise and the crew is in nodanger."

"Ammonia is used to coolthe station's power channelsthat provide electricity to sta-tion systems," NASA said,revealing that the leak wascoming from the same gen-eral area it did in a previousepisode last year.

"This ammonia loop is thesame one that spacewalkersattempted to troubleshoot aleak on during a spacewalkon Nov. 1, 2012," the state-ment said.
