Gas production doubled from the previous year to 271 bcf, and for the same period, condensate tripled to 21 MMbbl, according to a March report from the Eagle Ford Task Force, which was established by the Texas Railroad Commission. By 2015, the Eagle Ford shale will become the largest stand- alone energy project in the world as measured by capital expenditures, the report indicates. Meanwhile, across the border from South Texas, Mexico is gearing up to initiate its own shale boom. “The Eagle Ford doesn’t stop at the border,” said Edgar Rangel-German, commissioner with Mexico’s National Hydrocarbons Commission (CNH). The US Energy Information Admin- istration (EIA) reported in 2011 that Mexico has the second-largest shale gas potential in Latin America and the fourth-largest in the world. The country contains 61 tcf of natural gas reserves but the EIA report places Mexico’s shale gas potential at 680 tcf. Mexico state oil company Pemex has been analyzing the numbers cited by the EIA along with the CNH. “In terms of resources, being ranked fourth in the world was a nice surprise, but we believe the EIA’s numbers are overesti- mated,” Rangel-German said. Mexico’s CNH was established under new laws in the country’s 2008 reform. The commission is responsible for sanctioning reserves, technically sanc- tioning E&P projects, analyzing infor- mation concerning natural resources, and overseeing operations in Mexico. Local economies thrive from South Texas Eagle Ford growthATASCOSA COUNTY, Tex.—The Uni-versity of Texas at San Antonio (UTSA) Center for Community and Business Research reported in March 2013 that eagle Ford shale development added more than $61 billion in total eco-nomic impact during 2012. According to the study, the region also supported 116,000 full-time jobs for oil and gas workers.

UTSA devised its report from exami-nations of the region’s 14 oil- and gas-producing counties and six surrounding counties that serve as staging areas for the play, including Bexar County (San Antonio) where shale development has added more than 20,000 jobs. This is up from less than 5,000 in 2011, according to the report.

San Antonio’s Interstate highway 35 is considered the gateway to the eagle Ford shale. With increased develop-ment, housing has come into short sup-ply. “Sales have increased more than 50% over the last two years,” said the manager of Alamo homes, located on the South side of San Antonio. “It’s busy, but nobody is complaining.”

South of Bexar County in neighbor-ing Atascosa County, net taxable land values have increased dramatically. From 2010 to 2011, the county saw an increase of 8.51%. Through 2012, this number was raised by 29.23%. “Prior to eagle Ford shale development, we had an expected growth of 4% to 6% annually,” said Michelle Cardenas, chief appraiser with the Atascosa County Appraisal District.

With e&P companies moving into the area, the region has experienced a vast amount of development, including both residential and commercial con-struction. “We’ve had four new hotels come online within the last 18 months,”
