1. General

1.1. Introduction

The Sarens Group can be described as a ‘specialist of the extra‐ordinary’. Our activities are Heavy Transport, Heavy Handling and Heavy Lifting in many industrial sectors such as Power, Petrochemical, Civil Construction, Renewables and Off‐Shore.

Since its foundation in 1955, the company has been and still is owned by the Sarens family with the fourth Sarens generation in management who has promoted for over half of a century the Sarens name worldwide. Sarens is now a renowned name, with a workforce of 2500 people established in 38 countries worldwide.

Because of a permanent focus on the future, we have a highly skilled crew and very advanced equipment to satisfy the often "extra‐ordinary" needs of our customers.

The means are always adapted to the needs of the customer. This is the Sarens way: first analysing the problem and looking for the suitable technical solution, then executing the operation. Sarens would load, transport, build and assemble with the suitable equipment, always under competent supervision. This competence combined with years of experience, had eventually lead to today’s expertise and specialisation.

Prevention and security are priorities to Sarens. We’d “better be safe than sorry”, when it comes to personal injuries and damage to material or the environment. Sarens has set the example to its competitors and still takes the leading position in this field.

1.2. Services & Equipment Overview

Thanks to our extended professionalism and experience for many years, we are now one of the best‐known companies in this area with activities all over the world.

• The Sarens Group controls all techniques of heavy‐lifting and is synonymous to the Crane lift contracting, heavy transport. In this field, Sarens Group has excellent references in the petrochemical and steel industry, steel construction, synthetics, power plants, etc. and can offer you projects on lump‐sum basis.

• Bridge moving. This is one of the Sarens NV’ specialties. In one day or one weekend complete bridges are moved to their new location (on land over water or combined).

• Load out & special operations. The Sarens Group established a worldwide reputation in complete load out and weighing operations as well as in combined operations with high technical complexity.

A constant renovation of the equipment, according to the needs of modern technology, resulted in an impressive fleet of equipment:

• Over 670 hydraulic cranes world‐wide up to 1200 tons (from KRUPP KMK 2020 up to DEMAG AC 650, AC 700 SSL & Liebherr LTM11200)

• Lattice boom truck cranes up to 2000 tons (from Demag TC300 over Gottwald AK680 till DEMAG PC 9600)

• Lattice boom crawler cranes up to 1600 tons (from Hitachi KH180‐3 up to 2x LIEBHERR LR 1800, 3x DEMAG CC6800, 4x cranes DEMAG CC8800‐1 and 1x cranes DEMAG CC9800)

• Barges (SARENS ‘TWIN’ BARGES KAREL & VICTOR, ROSA & JOZEF (52x9,5x3,5 m) and since March 2008 jack up barges WIM & TOM)

• Hydraulic trailers, that reach in combination a total capacity of +/‐ 18.000 tons (GOLDHOFER THP/SL + KAMAG)

• Unique SARSKID skidding systems that always give solutions to those problems that can't be solved in a conventional way as well as unique lifting and sliding systems up to 4000 tons

• Hydraulic Jacks of <100, 250 and >600 T & SARLIFT 20x75 tons

• Strand jacks and SARTOWER or SMLT (Sarens Modular Lifting Towers) lifting systems with capacities till 12.000 tons.

• SGC‐120 (Sarens Giant Crane): new heavy lift crane with load moments up to 120.000 tonmeter. It is designed to meet future demands of the heavy lifting industry. Construction of the SGC‐120 is ongoing and the crane will be available to the market in early 2011.

Sarens Group has an in‐house engineering department. We can offer professional solutions in accordance to clients’ demand all over the world. Our engineers and project teams have backgrounds in mechanical, marine or civil engineering. They are fully aware of all technical aspects of transportation and heavy lifting work and have also extensive practical experience of site working conditions

Over the years, Sarens Group has extended its worldwide cranes fleet. From a hydraulic crane to the SGC‐120, including a complete panel of crawler cranes the group is able to provide you with the best technical solution, fully fitted to your project thanks to our engineering department.

4.1.2. Sarens Fleet ‐ Hydraulic Cranes

Mainly manufactured by Terex Demag and Liebherr, our hydraulic cranes fleet ranges from 5 to 1200 tons capacity with our brand new LTM11200‐9.1. Most of them are deliverable in full configuration and thus can be adapted to your needs. Each case can be studied and any option can be fitted.

Sarens owns a very large fleet of telescopic cranes with capacity up to 400 tons. Obviously, Sarens can provide cranes above this limit and our detailed fleet can be found hereunder :

4.1.3. Sarens Fleet – Lattice Boom Crawler Cranes and Lattice Boom Truck Cranes

Also mainly manufactured by Terex Demag and Liebherr, our crawler cranes fleet ranges from 40 to 1600 tons capacity with 8 cranes exceeding the 1000 tons limit. Also here, most of them are deliverable in full configuration and each problem can find its tailor made solution. Some of our models can also be delivered in a pedestal configuration, this is for example the case with the CC6800 and the LR1750. In this fleet, we also count some special models, like the unique PC9600 specially developed by Sarens and Demag and the CC9800, the strongest crawler crane in the world. Many truck cranes are also available worldwide : TC3200, TC2800, TC2800‐1, LG1550, AK680. These truck cranes are recommended for windturbine projects because they can move between the turbines in maximum 2 days.

Sarens owns a very large fleet of crawler cranes with capacity up to 350 tons. Obviously, Sarens can provide cranes above this limit and our detailed fleet can be found hereunder :

At Sarens, Front‐End engineering and Execution Engineering is our main focus. Any single lift we take on is engineered in details by our teams. We can provide a state‐of‐the art service including 2D and 3D drawings, calculations, finite elements structural analysis, 3D‐simulations, modeling etc…

Our software are developed on purpose for our needs and applications, meaning that each client’s request will be treated with dedicated tools resulting in a dedicated solutions.

The engineering team is composed of experienced CAD technicians and project engineers coming out of the best engineering schools of Europe. All of them are under the supervision of the Chief Technical Officer.

4.2. Engineered GTS Solutions

Sarens is also a provider of creative and alternative lifting solutions. These solutions are mostly engineered and built in‐house. All of them are obviously certified, tested on a quality and safety basis.

4.2.1. Lifting Towers

Sarens owns three kind of lifting towers

• Sartower : a ground‐controlled gantry system with a capacity up to 1000 T per tower.

• Sarens Climbing Towers : a self‐sustained and self‐standing gantry system with capacity up to 1800 T per tower.

• Sarens Modular Lifting Towers : a modular lifting system combined with strand jacks allowing immense lifting capacities (set of 4 towers reaching 180 m).

A large fleet of Strand Jacks is available, ranging from 250 to 850 tons. These strand jacks can be adapted on purpose‐made structures. The related engineering can obviously be provided by Sarens.

4.2.4. Ringer Crane : Sarens Giant Crane 120

Sarens is currently building the most powerful ringer crane in the world.

Developed by our in‐house engineering in co‐operation with newly‐acquired american company Rigging International, the crane will reach a load moment of 120.000Tm.

This outstanding lifting machine will, by beginning 2011, be the reference in super heavy lift. With its outer diameter of 38 m, its 6 winches and its 130 m twin boom, the crane reaches a staggering 3500 tons capacity at 20 meter and is still capable of a 600 tons lift at 100 m radius. The ballast is made of reinforced 40ft containers filled with locally‐sourced material. Last but not least, the crane can rotate and translate on a track, also with a load in the hook.

5. Transport Specialties

5.1. Trailers

5.1.1. Introduction

Sarens is one of the biggest service providers for Self Propelled Modular Trailers (SPMT) in the World and now owns about 1.100 axle lines worldwide including some custom made trailers for different purposes.

Sarens provides all SPMT’s related services including engineering, transport, operation, assembly and maintenance. Sarens also supplies standard and custom made accessories for special transport such as turntables, saddles, beams, supports and reinforcement structures such as temporary bridges or ramps.

Thanks to a long time relationship with Manufacturers and a constant feedback from the operators and engineers on performances and use, Sarens offers state‐of‐the art SPMT’s mainly developed by KAMAG (Kamag 2400) and Goldhofer (THP).

These SPMT’s are combined with various PowerPacks supplying hydraulic power to the boogies so that they can move according to 3 degrees of freedom (fore and backward, sidewards, up and downwards). The steering is obviously allowed but even more, steering center has infinite positions and can be assigned with an extreme precision thanks to a fully computerized system, allowing the trailer to rotate like a usual car, on itself or by a combination of the two.

The large amount of possibilities for travelling, leveling, steering allows smooth and precise operations even on rough terrains, optimizing field preparation costs.

Sarens is proprietary of 6 very large barges (3 twin barges) and is able to provide sea & river transportation all over the world thanks to a dedicated and professional crew. In addition, Sarens can provide the complete packages of engineering and accessories, including ballasting, mooring and ramps. Also, Sarens can provide tailor made solutions for implementation of cranes (from any size and capacity) on barges. 7. Maintenance & Workshop

7.1. Equipment preparation

In order to guarantee service liability and to avoid stand still, equipment on site will be subject to :

Thorough examination before departure by service engineer/operator

Certification according to the regulations by a notified prior to shipping

Final audit and functional testing of all vital parts before departure based on checklist

Equipment on site will be provided with :

All necessary spare parts (filters,…..) for upgraded maintenance program

Spare parts for critical components (starter, alternator, battery,…)

Survey of executed services and reparations

7.2. Equipment maintenance during project

Maintenance of the equipment on site will be executed by Sarens mechanics.

All necessary documents to prepare, plan and execute maintenance sessions will be available.

All maintenance activities will be reported to Sarens Fleet Services in Head Office.

Fleet number : all vehicles have a unique fleet number on which all interventions are registered.

Periodical testing and certification of equipment will be planned and supervised and will be organised by Warehouse responsible.

7.3. Mobile crane instructions – CLIENT requirements

All cranes, whether owned or hired, must carry relevant test certificates and thorough examination reports, together with the manufacturers handbook

This documentation must be submitted to the CLIENT for inspection before shipment to site.

Only persons who are competent and authorized by the CLIENT shall be allowed to operate cranes.

Crane operators or other competent persons must carry out daily inspections and enter these in the crane register. Failure to maintain the register properly may lead to suspension of operations. This obligation is the responsibility of the crane hirer when he is supplying the crane and the operator.

In addition, the Contractor will implement a regular inspection and maintenance program to ensure that all components of the lifting device are in good condition.

Travel routes for cranes and crane standing must be agreed with CLIENT in order to avoid such things as overhead lines and other structures, underground services, excavations, made up ground, etc.

Crane capacity charts (Load Radius Tables) must be displayed on or be available in the crane for easy reference in a language understood by the operator and French or English.

No crane will be permitted entry to site until the crane, relevant documentation and operator’s competency are checked and cleared by CLIENT.

All cranes shall be fitted with:

• A reverse warning audible alarm

• Load Radius Indicator

• Boom length indicator on hydraulic variable boom length cranes

• Automatic Safe Load Indication

• Crane hooks with Safety Catches

• Anti two block device

• all of which must be serviceable.

All lifting equipment accompanying the crane shall comply with the requirements of Section Lifting Equipment (see).

Rigging and derigging of any crane components, including fly jibs, shall only be done under the supervision of a competent lifting supervisor.

An approved method statement must be in place covering these activities.

Every Contractor involved in lifting operations with a crane (including a piling rig) or mobile crane shall appoint a lifting supervisor to oversee all lifting operations.

Where inadequate ground bearing capacity is available, crane mats shall be provided, sufficient to safely distribute crane loadings.

Outriggers shall be fully extended at all times.

All lifting operations shall be under the direction of a competent banksman, who shall be clearly identified by an Orange High Visibility Vest.

Each time the crane is moved to a new location, a “Crane Set‐Up” checklist shall be completed by the Operator, Banksman and Supervisor (see attachment 3).

Barriers shall be put up to keep unauthorized personnel out of lifting areas, and to protect personnel from the swing radius of cranes.

7.4. Lifting equipment – CLIENT requirements

All lifting gear shall be examined, by an independent examiner at 3 months intervals and all such examinations shall be entered into a register.

Colour codes on every independently examined item of lifting gear shall be changed by the independent examiner and be as indicated by CLIENT.

• January – March Blue

• April ‐ June Green

• July ‐ September Red

• October ‐ December Yellow

All lifting equipment shall comply with local legislation.

Copies of all test and examination certificates must be available in Sarens premises on site for inspection by CLIENT or visiting authority.

The warehouse responsible will keep the register of all lifting equipment used for Sarens activities.

The CLIENT will be notified of the name of the nominated employee, charged with ensuring lifting equipment is inspected, and the register maintained.

The nominated employee shall receive all lifting gear on its arrival on site and ensure its proper storage in a rigging store, approved by CLIENT.

He shall further:

• Ensure a valid certificate accompanies each item of lifting gear and keep all such certificates for examination by CLIENT.

• Enter the details of all lifting equipment received on site into a register, which shall have details of the lifting gear identification number and safe working load.

• Ensure that all items of lifting gear are properly colour coded as per CLIENT instructions and that a board showing the current colour code is permanently displayed at the approved rigging store and other appropriate places.

• Keep a register of all issues of lifting gear and ensure that all items of lifting gear are returned for his inspection on a monthly basis and that such inspections are entered into the lifting gear register.

• The issue of webbing (nylon) slings shall be closely controlled.

The nominated employee shall issue webbing slings to a supervisor for one job only and they shall be returned on completion of the job for re‐inspection by the nominated employee.

The nominated employee shall keep a record of all such issues and returns.

All lifting equipment shall be properly supported by a load bearing member of sufficient strength for the load to be imposed.

Where appropriate, beam clamps or proper packing shall be used.

Defective lifting equipment shall be withdrawn immediately from service and returned to the warehouse responsible.

No item of lifting gear shall be used to support a load greater than the safe working load of the lifting gear.

No item of lifting gear shall be used unless it has the current colour code as indicated by CLIENT.

Lifting equipment and other lifting appliances belonging to CLIENT must not be used by Contractors unless written permission has been given for such use.

No ropes of any manufacture may be used for support or restraining purposes, unless certified as appropriate for that use.

7.5. Sarens tools & equipment on site – CLIENT requirements

All tools and equipment must be suitable and adequate for the purpose.

Tools should be CE marked, or comply with equivalent standards.

Guards and electrical trip switches must work effectively and must not be removed or by‐passed.

All tools shall be maintained in a safe working condition.

The Contractor shall provide suitable storage approved by CLIENT, with suitable racks and bins for storing tools and equipment.

The Contractor shall nominate or employ the services of a competent qualified electrician to inspect and tag electrical power hand tools transformers, distribution boards, extension cables etc on an at least quarterly basis.

The tag shall display name, signature of the individual inspecting the tool, date of inspection and shall be tagged to indicate the tool is safe for use.

The Contractor shall forward the name and qualification of the qualified Electrician to CLIENT prior to start of work.

The Contractor shall keep, on site, a register of all electrical power hand tools in use.

The register shall detail:

Individual identity number of the tool

Name, signature and company of the qualified electrician carrying out the inspection

Date of inspection.

Remarks on condition of tool and whether repaired or withdrawn from use.

No electrical powered hand tool shall be used other than it is tagged with a current "SAFE FOR USE" tag.

All electrical leads must be connected to the power source through standard industrial waterproofed plugs and sockets, which shall be in good condition.

Contractor shall not use hand made tools of any kind. If exceptions are needed they require prior acceptance by CLIENT.

7.6. Maintenance

All items of mechanical plant transported to the project shall be in a safe and sound condition and shall be properly maintained.

CLIENT may inspect the equipment at any time and require necessary repairs.

A program of regular, preventative maintenance shall be established by the Contractor, as per the manufacturers handbook, to ensure that all plant equipment is systematically inspected, maintained and repaired as necessary.

The preventative maintenance programme and the Contractor’s employee responsible for taking the action shall be clearly detailed, identified and given to CLIENT.

A safe system of work must exist during all maintenance and repair operations to ensure that no part of the machinery is set in motion while work is being carried out.

Plant maintenance must not be carried out within the main construction site, but within the Contractors lay down areas.

Where refuelling is required facilities provided shall be adequately covered by Fire Extinguishers, earthing, warning signs, bunding and proper fuel dispensers.

All waste oils must be collected and recycled. These will be transported to the central waste storage facility on site for disposal by others.

Areas for vehicle oil change shall meet environmental standards and be approved by CLIENT.

9. QA & QC

Sarens is an outstanding global market player for heavy‐lift, special projects and crane renting operations. The company offers a total concept with as priorities safety, quality and service. To this end, the company has established an integrated QEHS (Quality, Environment, Health and Safety) management system.

The QEHS system has been compiled to meet the requirements of Heavy lifting operations, Special projects, Crane renting and project management related services provided by the company.

The QEHS Management system specifies the QEHS practices and their interaction with the goal to realise the Sarens QEHS policy. The QEHS‐organisation and the company process are documented in the following chapters of this manual.

The QEHS manual and the connected procedures are created to meet the requirements of:

• OHSAS 18001;

• ISO 14001;

• VCA/SCC and

• ISO 9001.

9.1. QEHS Policy

The QEHS policy of the company exists out of the policy declaration regarding Environment, Health and Safety and Quality. The policy is reviewed periodically (at least at the yearly management review) by the management to ensure that it remains relevant and appropriate to the organization

The policy includes a commitment to:

• Continual improvement;

• Prevention of environmental and Health & Safety damage;

• At least comply with applicable legal and other requirements to which the organization subscribes (e.g. VCA/SCC; Sarens Operational Standards).

The policy is communicated towards all employees and is made available to interested parties.

The roles, responsibilities and authorities of personnel are defined, documented and communicated in order to facilitate the QEHS management. This documentation is done in the following means:

96 axle lines of SPMT’s, Demag CC8800, Demag CC2800, 2x Liebherr LR1400‐2, 2x250 tons crawler cranes and 38 telescopic cranes up to 100 tons

A dedicated workforce of 45 persons has been involved on this project. At peak, the personnel reached 85 people among which 20% were lifting and supervision engineers, 10% trailer and transport specialists, 50% skilled workers, crane and SPMT’s Operators, 10% dedicated to safety and 10% riggers and helpers.

Complete execution within the foreseen schedule even though transport engineers and operators were facing a 13 km route from port to site and up to 13% slopes with 450 modules up to 600 tons.

A smooth and professional execution concluded by 650.000 manhours without any Lost Time Injury.
