Before starting with the actual Learning Project, please familiarise yourself with the information on this page!

How to use this workbookThe DSPP learning support material provides additional teaching aids for the knowledge and practical skills modules based on the NOCC-A21 syllabus that was developed according to the new QCTO curriculum. The workbooks supplement the existing learning material available at the TVET colleges and consist of work assignments, which can be used by the lecturers as part of the assessments. The completed assessments will be filed in the Portfolio of Evidence (PoE) and form one of the admission requirements for the trade test at the end of the apprenticeship.

The workbooks focus on practical, workplace-driven aspects and contribute to personal growth and development of the apprentice. The focus is the apprentice!

The workbooks are arranged under headings (viz. Introduction to the Learning Project, Preparation, Theory, Work Assignments and Assessments, Further Development and Workplace Experience), using colours and icons to help the apprentice navigate easily through the workbook and are designed to suit the level of the apprentice. The mentioned time allocation is applicable to the knowledge and practical modules done at the TVET college only.

Below is a short description of the different sections of the workbook.

Introduction to the Learning ProjectOn page 4 of the workbook, the apprentice is introduced to the Learning Project. The section begins with a motivational quote, picture or story to inspire the apprentice to 'think out of the box' and to apply this mind-set to work with the workbook. With a short paragraph introducing the upcoming Learning Project, the apprentice will have an idea of how the practicals will be applied in class.

PreparationThe next heading "Preparation" is one of the most important parts of the workbook and can be used at the beginning of the Learning Project. The aim is to arouse the interest of the apprentices in the Learning Project by challenging them with problems and questions varying in difficulty and presented in a fun, creative and mostly scenario-based fashion. There is no pressure on the apprentices to have all the answers - this will encourage them to participate.

TheoryThe theoretical section entails the formal process of instruction as set out by the NOCC-A21. The lecturer is aware as to the desired outcomes and range of topics and he/she plans the process in such a way that training is effective and completed within the allocated time frame.

Work Assignments & AssessmentsWork assignments are completed by apprentices in order to assess their knowledge and skills and to determine effectiveness of the training against the stated outcomes. The assessments and evaluations are done objectively and present an opportunity to identify and schedule remedial activities. These must be formally agreed upon between the apprentice and the lecturer. Furthermore, the assessments serve as proof for the completed knowledge and practical skills modules in the Portfolio of Evidence (PoE).

Further Development & Workplace Experience"Further Development" aims to allow apprentices to delve deeper into the featured topics. The format may include references to websites, books, documents, projects or experiments. Lecturers do not formally keep track of apprentices’ activities in this section. The employment of the apprentices at the workplace is aimed to provide “real-life” work experience. The "Workplace Experience" section of the workbook ensures that apprentices complete a variety of tasks at the workplace.

A recent study into “The Rules of Life” resulted in the following 9 insights. Read through them and see whether you agree with them, determine to what extent you are living according to them, and add any such “rules” that you think should have been included.

1. Examine life, engage life with vengeance; always search for new pleasures and new destines to reach with your mind.

2. Worry only about the things that are in your control, the things that can be influenced and changed by your actions, not about the things that are beyond your capacity to direct or alter.

3. Treasure friendship: the reciprocal attachment that fills the need for affiliation.

4. Experience true pleasure. Avoid shallow and transient pleasures. Keep your life simple, disciplined and restrained.

5. Master yourself. Resist any external force that might influence your thoughts and actions; stop deceiving yourself, believing only what is personally useful and convenient.

6. Avoid excesses. Live life in harmony and balance. Even good things, pursued or attained without moderation, can be-come a source of misery and suffering.

7. Be a responsible human being. Approach yourself with honesty and thoroughness; maintain a kind of spiritual hygiene; stop the blame-shifting for your errors and shortcomings.

8. Don’t be a prosperous fool. Prosperity by itself, is not a cure-all against an ill-led life, and may be a source of dangerous foolishness. Money is a necessary but not a sufficient condition for the good life, for happiness and wisdom.

9. Don’t do evil to others. Evil-doing is a dangerous habit, a kind of reflex too quickly resorted to and too easily justified that has a lasting and damaging effect upon the quest for the good life.

10. My additional 'Rule':

1. Introduction to Learning Project 3Imagine that there were no rules (regulations, laws, etc.) of the road or air transport, or law and order in construction!

The fact is that we cannot live proper, orderly and safe lives without rules of some kind that govern our behaviour. This is also true for the plumbing profession; if no rules exist regarding the types and size of pipes used in construction, for example, or the way we make connections, think of the chaos that will ensue in a city where millions of these are present.

We often get frustrated by rules and regulations, but in the end these are here to assist, and not to frustrate us.

The objectives of IOPSA are:

The Joint Acceptance Scheme For Water Services Installation Components (JASWIC) states its mission as follows:

"To promote the use of acceptable components in water and sanitation installations in the interest of water conservation, health, safety and the prevention of water pollution, to the mutual benefit of consumers, suppliers, water service authorities and water service providers and the promotion of efficiency in service delivery by co-operation and the exchange of information."

In what way do you imagine a plumber would mostly be impacted on by the activities of JASWIC?

The Plumbing Industry Registration Board (PIRB) lists the following objectives:

• To effectively administer a live and updated plumbing registration system in South Africa.

• To promote and encourage the upliftment of the training and skills development at all levels in the plumbing sector, in terms of the National Qualifications Framework (NQF).

• To promote, monitor and maintain expertise and competencies among industry pro-fessionals.

• To work with the community to address concerns and resolve complaints about work carried out by plumbers.

• To monitor compliance to technical standards of plumbing work through professio-nal industry plumbing inspectors and thereby assisting authorised local and central government bodies with the enforcement of plumbing compliance.

• To promote plumbing practices that protect the environment, the health and safety of consumers; and the integrity and sustainability of the water supply, waste water, hot water heating and solar water heating systems; through the application and enforcement of South African National Standards and Codes of Practice.

Work Assignment 1ScenarioYour father, also a qualified and very experienced plumber, works for Waterboys Plumbing Pty Ltd in Port Elizabeth. The owner of the company wants to retire but can't find a successor or a potential buyer for his company. He therefore decides to close his company towards the end of the year.

Being concerned about his future, your father decides to start his own company, Plumbing Experts Pty Ltd. As he is still employed until the end of the year, he asks you for assistance with some of the administrative tasks, from registering the company to purchasing of machines, material and tools.

During this process you come across the various role-players in the South African plumbing industry - IOPSA, SABS, PIRB

and JASWIC.

Your mother wants to know what your father needs to comply with in his day to day operations in terms of the code of conduct.

Read through the code of conduct and think of one example regarding each of the twelve points below that can be implemented in the day-to-day business of a plumbing company:

1. Support plumber training and plumbing skills required to maintain the dignity and reputation of the plumbing trade.

2. Support the importance of uplifting the standards and quality of plumbing products and plumbing installation work, as prescribed by the SABS through the SANS Codes of Practice, the National Building Regulations, Local Authority Bylaws and all mandatory standards for plumbing.

3. Conduct themselves and their businesses in a manner which shall be seen by those they serve as being honourable, transparent and fair, especially with regard to such guarantees or warranties on product and backup service that they offer.

4. Apply the basic principles of free enterprise within the operation criteria of one's own business, whilst at the same time respecting the operating criteria of other disciplines making up the plumbing industry, In order for a member to expand or move into another plumbing industry discipline, he would have to register a separate entity , and will be required to comply with all the entry levels of that part of the plumbing industry into which they intend moving.

5. Only install SABS or similar approved products, carry out compliant installation practise to comply with all applicable laws, bylaws and regulations.

6. Voluntarily register with IOPSA on an annual basis and pay annual fees in accordance with the membership category in which he is registered, as approved by the National Executive Committee of IOPSA.

7. Safeguard the public interest at all times concerning health, safety and environment by promoting to consumers that one should only use SABS approved products, and that they are required to be installed by a qualified plumber.

8. Ensure that when promoting plumbing products, members or installation services through the media, all such advertisements are in honest interpretation of that product or service, observing the guidelines laid down by the advertising standards authority.

9. Be available at all times to attend a disciplinary hearing of IOPSA in the event of a complaint against a member's product or workmanship in accordance with the applicable regulations.

10. The National Executive Committee has the authority to suspend or cancel the membership of those members who infringe on the IOPSA Code of Conduct.

11. Attend IOPSA regional meetings.

12. Ensure that the company employs PIRB licenced plumber/s. Ensure that there is a qualified plumber in the company's employ at all times, in order to comply with Section A18 of the National Building Regulations.

What exactly is the 'SABS Mark' ? by Verna Schutte, SABS There is widespread confusion in industry about what the South African Bureau for Standards (SABS) “mark” means, how companies can attain the SABS mark, and the difference between terms such as “accreditation” and “certification”.

Starting with accreditation and certification, one often hears of “SABS accreditation”. As impressive as this sounds, it is a meaningless statement because the SABS provides certification and not accreditation services.

Certification is part of conformity assessment, the process whereby an independent neutral body confirms that a product or service complies with specifications such as South African national standards.

Conformity assessment is done by a third party such as the SABS which acts in the interests of a fair deal between the first and second parties. The SABS acts as a third party between producers and end-users or between government and suppliers.

Not any organisation is declared an independent third-party conformity assessment provider. First, it must be declared competent to provide the service: it must be accredited. In this country, accreditation is provided by the South African National Accreditation System (SANAS), so the SABS must obtain SANAS accreditation for the conformity assessment services it provides. This accreditation confirms that the SABS is technically competent to fulfill its function, that its results are impartial and that it can be trusted by all parties.

The SABS, however, also acts as a third party between e.g. local manufacturers and European end-users or between European manufacturers and local customers. This is why it is important to be accredited by a body such as the Netherlands’ Raad voor Akkreditatie which is recognised in Europe.

The phrase “SABS approved” is another source of confusion. A product tested by the SABS and found to comply with or exceed the specification to which it is tested is definitely not “SABS approved”.

This phrase refers only to products which have attained the SABS mark, a product certification scheme offered by the SABS. A product is certified when it has been assessed by an independent third party to the requirements of a specification such as a national standard. The product is then certified if it meets the specifications.

To attain the SABS mark, the product must meet the specifications of the national standard applicable to it. The mark, however, provides further benefits for manufacturer and end-user alike.

The SABS will also inspect the product manufacturer’s production facility to determine whether it has adequate quality assurance systems in place (e.g. SABS ISO 9001) to ensure continued and consistent quality. The SABS will then conduct ongoing audits of the quality management system, as well as regular tests of product samples (obtained from either market outlets or from the factory) to verify that the product still meets the specifications of the SANS.

Only then will the product obtain the SABS mark and be “SABS approved”.

End-users can trust products bearing the SABS mark: not only has an initial batch of the product been proven to meet the required standard, but future batches will continue to meet the standard. This peace of mind for the buyer also presents the producer with a great marketing tool.

It must, however, be stressed that only products qualify for the mark and not producers. Should a factory produce ten different products and one of them attains the mark, the factory cannot claim “SABS approval” for the other nine products.
