VISION

Santi Sena is keen to see the Cambodian people live in peace, justice, society welfare, dignity and in

harmony with a rich eco-system and natural environment.

MISSION

To reduce poverty by improving the close cooperation with relevant institutions to encourage and

support local initiatives; focus and work for vulnerable and marginalize people; reduce violence in

society; promote human rights, democracy, social law and advocacy; empowering women and

contributing to the conservation of natural resources.

GOALS

To seek for the support from national and international organizations and relevant institutions.

To provide knowledge of bio-diverse natural resources preservation to target group in order to

encourage and support to create community forestry, planting, and establishing bio-diverse

conservative areas.

To encourage to outside school students and the dropout of school and collecting them to re-

enroll, providing general knowledge, moral knowledge and ethics to them.

To enhance livelihood of rural people through training, skill and capital.

To promote human rights, democracy, social law, advocacy and contributing to decision-making

for equality in genders

To improve the capacity-building to staff for mission of work.

VALUES

Honesty: we have honesty with our donors, target group, operational partners and working

MESSAGE FROM EXECUTIVE DIRECTOR

y 1st April 2014 Santi Sena is stepping to the year 20 of its operation in

the development of Cambodia, founded in 1994 by Venerable Dr.

Nhem Kim Teng, founder and other Buddhist devotees at Prey Chlak

monastery, in Svay Rieng Town and Province. We were committed to

improve the community landscape, biodiversity protection and reconstruction

of Cambodia socially and economically.

There are 29 staff are now carrying out the mission in 08 districts of Svay

Rieng provinces of the southeast of the country, along Vietnam border. Better work and living situations

for the people living in Cambodia, especially small farmers, women, disable men, youths, elders and

children. Aiming to assist the Royal Government of Cambodia in achieving the growth and development

of its people, Santi Sena is a Buddhist organization and our focuses remain the improvement of the

capacity of Buddhists participation in social development.

Santi Sena works primarily with monks and stalwarts of Buddhism who are involved in social welfare.

Within a high moral ground of the Buddhist faith, we have cemented our position as an agency that

works with people affected by poverty and vulnerable to the degrading impact of the lack of social safety

nets for education, anti-trafficking and risks posed by environmental mismanagement and natural

disasters. We have evolved and adapted to our changing external environment, by putting up service

programs for environmental education, improving farming systems, piloting rural enterprises, engaging

in health education for water and sanitation. This has enabled us to remain creative and flexible and to

seize opportunities as they have arisen.

capacity and relevant government stakeholders as well as provincial authorities of Svay Rieng who work

in close cooperation to produce various outcomes so far.

PROGRAMME I. NATURAL RESOURCE MANAGEMENT & LIVELIHOODS IMPROVEMENT

1. Community based Forestry and Conservation

1.1. Community Forest Resources Management: Santi Sena has closely cooperated with Forest

Administration Sub-Division of Svay Rieng province, local authorities and concerned partners

to accomplish effective goal for community forest resources management. The project has been

covering 03 areas of community forestry based in Chantrea and Kampong Ro district where are

covering 571.601hectares and 18 villages and 2,372 households equal to 11,467 villagers have

membership registered included 5,510 women. The Kampong Cham Forest Administration

Cantonment and Svay Rieng Sub-Division has cooperate with executive committee of Prey Paav

community forest locating in Prey Paav village, Samley commune and Kampong Ro district of

Svay Rieng province have created 49 cement-polls as well as posted along land demarcated by

GPS machinery with participation of 103 people included 18 women who are executive

committees and members. Santi Sena processes the step of community forestry organizing based

on national guideline launched by Ministry of Agriculture, Forestry and Fisheries (MAFF) with

technical support from FA sub-division by providing the technical training, field practices and

documentations. To promote forest resources conservation in community, the project has also

included capacity building activities for management committee of community forestry and

local authorities.

1.2. Management Plan for Community Forest: With good cooperation from Community

Forestry Department of General Department of Forestry Administration and its line Svay Rieng

Cantonment, the project team of Santi Sena has developed management plan for 2 community

forests (Prey Phaav and Prey Chres) according to the new guideline of Ministry of Agriculture

Forestry and Fishery (MAFF). There were 08 steps of management plan process conducted with

technical support from FA technician among 196 people who are from Community Forest

Management Committees (10 persons), community member and local authorities (179 persons)

and 07 FA staffs such as, organizing training on PRA, plot dividing, forest inventory, organized

field practice of PRA, data analysis and documentation by FA technician, drafted document and

management plan by FA technician, reflection workshop on drafted management plan among

community members, developed final management plan of 02 community forests and

coordinated to submit for officially recognized from Ministry of Agriculture, Forestry and

fishery. Right now, the management plan of 2 community forests was recognized from Svay

Rieng forest administration cantonment, local authorities and have been checking and feedback

by General Department of Forest Administration before submit to Ministry of Agriculture,

Forestry and Fishery officially recognized in 2014.

1.3. Organization and exchange meeting with executive committee for community forests: the

project management unit of Santi Sena organized quarterly meeting with 322 participants

among 40 women, who are the management committee of 03 community forests that based in

project target areas. The objective of meeting is to collect various issues related to community

forestry resources conservation and improving the policy implementation of community

forestry and also find the solution or new key mechanics for them.

In the meeting of all 03 community forests; the meeting agreed to set up 02 priority activities and

needy technical assistances from both Santi Sena and forest administration sub-division such as:

(1). The management committee scheduled to weekly forest oversee to observe if any illegal

logging report to local authorities, police and forest administration for immediate intervention,

(2). Discussing on planning for tree planting in community forest and conservation forest.

1.4. Training of the executive committee members for the protection of community forests: With

good cooperation from Svay Rieng forest administration sub-division, project management unit

of Santi Sena organized 02 trainings on forest law, sub-degree, methods to solve conflict solution

and national guideline on community forestry establishment. There were 70 participants

including 11 females as executive committee of Prey Tnaut community forest, commune police

administration and local authorities located in Chantrea district participated in the training. The

agenda of training has mainly focused on forest law related to role and responsibility of

community forestry management committee, access rights to forest, relevant institutions and

local authorities in forest sectors, guideline and step on community forest establishment,

benefit sharing and conflict resolution. During the training course, the participants have also

developed action plan to conduct the raising-awareness to community members in target village

and dissemination to improve understanding and promote the participation of community

members in community forest resources conservation.

1.5. National Day of Forests 05thJuly 2014: In collaboration with Svay Rieng Forest Administration

Sub-Division, the national day of forests was celebrated on 05 July 2014 among 560 participants

including 225 women both adults and school children at Prey Tanhoy primary school forest

locating in Prey Tanhoy village in Kampong Ro district. There were 3,000 of long-term tree

seedlings have planted under presided by H.E Hou Vatanak, Svay Rieng Deputy Provincial

Governor and senior government officials from Svay Rieng province and Kampong Cham

Forest Administration Cantonment, local authorities, school children, members and executive

committees of community forest. The long term and fast growing tree species were planted in

Prey Paav community forest.

1.6. Public Tree Planting Campaign: Santi Sena has provided technical assistance on seedling

production to executive committee members of community forest and raised seedling plan for

02 community tree nursery stations and monk trainers raised seedling in 3 pagodas under

funding by Terre Des Hommes Germany and Federal Ministry for Economic Cooperation and

Development (BMZ). Santi Sena and executive committee of community forests has developed

tree seedling production plan based on need assessment and from January to December 2014,

the project has raised 41,275 seedlings in as fast growing, fruit tree and long term tree species

based in 02 stations of community tree nursery and 4 pagodas.

Regarding to tree planting in project target areas, the project management unit of Santi Sena has

conducted several meetings with project stakeholders such as executive committee of

community forests, school directors, Buddhist monks and commune council members to

develop tree planting action plan such as planted 23,000 trees in 2 community forests, planted

4,980 trees in 4 pagodas participated by 210 participants including 126 women and 78 children (

including 21 poor 1, and 32 poor 2) and 1,780 tree seedlings planted in 4 primary schools

participated by 160 children included 126 girls (19 children in poor 1 and 28 poor2) located in

Chanthea and Kompong Ro districts. The seedling planting is selected from long-term trees and

fast-growing as well as fruit tree species. The total of planted from January to December 2014

consisted of 29,760 trees on landsite 62.12 hectares.

1.7. Planting tree in wedding garden: Project team of Senti Sena has closely cooperated with

administration sub-division and community forest management committee to encourage new

couple to plant 30 trees in wedding garden as souvenir, this event participated by bride and

groom, their parents, honor guest, administration forest staff and project team Santi Sena with

30 people included 17 women. This place is so interested and excited event for their bonds of

marriage life, SSO has encouraged all new couples understand the significance of environment

and natural resources for their lives and they have to preserve it as if their marriage life forever.

Both depend on each other, cannot live without one and also human being needs nature. It is

inter-related life. It means human depends on nature and nature relies on human beings.

2. Energy Saving for Community

2.1. Firewood Saving Stove: has cooperated with local authorities, the project management unit of

Santi Sena has conducted 05 sessions of cooking demonstration to 186 villagers included 90

women as project beneficiaries in 05 villages located in Chantrea and Kampong Ro district of

Svay Rieng province. The cooking demonstration aims to introduce the model of improve cook

stove to the villagers who are living in poor access to firewood areas and encourage them to use

the stove which be able to save the energy. The cooking demonstration has been conducted by

instruction on how to use the stove, kitchen design and firewood use in comparison between

improved cook stove and traditional stove. The project has purchased 750 improved cook stove

from suppliers who based in Prey Veng province and distributed to 375 families equal to 1,649

people included 821 women and 571 children (135 in poor1 and 231 in poor2) as project

beneficiaries based in 19 villages, 05 communes of Chantrea and Kampong Ro district of Svay

Rieng province. The improved cook stove was distributed called ‘’Laov Thmey 1’’ which copied

from Indonesia and produced by Cambodian business owner which could save the firewood at

least 32% for daily cooking.

2.2. Energy from Biogas Plants: Santi Sena has signed the cooperative agreement with provincial

department of agriculture (PDA) who are the sub-line of national bio-digester program (NBP)

and set up the regulation related to subsidize target groups who interested to install biogas by

including the criteria, quality control, monitoring system and process of payment. Santi Sena

launched the project concept related to subsidy for biogas installation with commune based

agriculture extension workers who are the line of provincial department of agriculture (PDA)

and let them to conduct village-based dissemination to identify interested farmers and then the

project team has worked closely with farmers and technical teams for processing support

documents. The project management unit of Santi Sena and technical teams from department of

agriculture has worked closely together to oversee activities of biogas installing and from

January to June 2014, the project has supported 30 families equal to 172 people at 12 villages 7

communes based in Chantrea and Kampong Ro district with subsidy grant 120 USD per family.

The biogas installed with size between 4m3 and 6m3 which cost from 450 USD to 500 USD, the

government has supported 150 USD and the rest is the contribution of the farmers.

Through the benefit of biogas installation, it would contribute to the climate change mitigation

which improves the quality of life of rural farmers. The biogas has given the advantages of daily

living of farmers such as: save time and money for energy purpose, improve health and

sanitation to reduce forest destruction, and the waste from energy emission has been using for

improving the agriculture productivity through integrated farming system.

3. Ecological Child Right Campaign ‘’Our River, Our Life’’

3.1. Community based Ecological Child Right Working Group: With closed cooperation with

school director and teachers, the project team of Santi Sena has formulated 10 Community based

Ecological Child Right Groups with participated by 100 school children included 58 girls based

in 10 primary schools. The project team has organized training of trainers for members of

community based ecological child rights group which focused on climate change issues,

pesticide management and bio-diversity conservation.

3.2. Buddhist Monks conducted awareness Raising on Biodiversity and ECR to community: With

good cooperation among local authorities and primary school directors, the project team has

coordinated with Buddhist monk trainers in project target areas to conduct the awareness

raising on Ecological Child Rights for school children. From January to December 2014, 15 monk

trainers have conducted 180 awareness raising sessions in 27 primary schools based in Chantrea

and Kampong Ro district and there were 6,943 school children included 3,577 girls participated

the sessions. The agenda of awareness-raising was separated into 03 stages such as:

(1).Understanding the meaning of bio-diversity, natural resources and environmental, (2). The

linking the natural resources and ecology systems with rights of children as well as impact while

the natural resources degraded and (3). Intervention and prevention or actions respond to the

current changing of natural resources and bio-diversity to improve quality of life.

3.3. Technical Exchange Meeting among Ecological Group of Children: with good cooperation

from local authorities, school principals and relevant institutions, the project management unit

of Santi Sena has organized 08 sessions of semester meeting among 60 school children who

involved with community based-ecological child rights working group to reflect what they have

learnt and the challenges during field practices on the awareness raising the community based-

ecological child right working groups proposed Santi Sena such as: (1) to send the formal letter

to Provincial Department of Education Youth and Sport and District Office of Education Youth

and Sport to let them know the target schools that the working group will be conducted the

awareness raising and (2). Santi Sena will inform local authorities on the activities of working

group which conducted the awareness raising for children and villagers and ask them have

good cooperation in organizing the session. From January to December 2014; ECR working

groups have conducted 384 awareness raising to 13,789 child students included 7,335 girls

located in 4 primary schools in Chantrea and Kampong Ro districts. The main objective is to

improve awareness raising of facilitation skill and capacity improvement on bio-diversity and

natural recourses and engagement to plant tree at school and families. Be appreciation, during

this semester 2014, Santi Sena has supported 30 Child Peer (17 girls) who are active members of

2 ECR working groups such as: book, bag, pen, pencil, clothes and shoes.

4. Self-Help-Group ‘’Saving for Change’’

4.1. Self-Help Group Formulation and Community Revolving Fund: With good cooperation from

local authorities and village development committee, the project management unit of Santi Sena

has conducted the village based-awareness raising 77 self-help groups were formulated in 77

villages joint by 2,847 families consist of 2,847 participants included 1,365 women in Romeas

The project team has coordinated several meetings among members of each self-help groups to

create management structure and developed policy as well as regulation related to loan

operation in the group. Right now, 77 self-help groups were formulated and officially

recognized by local authorities and operating revolving loan with revenue amount 59,617 USD)

as cash saving deposited by group members.

4.2. Conducting quarterly reflection meeting among 20 executive committee members of 02

community based organizations: With supporting technical assistance from Provincial

Department of Agriculture, the project team has organized quarterly reflection meeting among

executive committee of CBOs and local authorities to reflect and update the progressing,

challenges of CBOs program operation, sharing information and strengthening marketing for

Melaleuca oil product as well as developing action plan. The project has conducted quarterly

reflection meeting from January to December 2014, there are 04 meetings conducted among 93

participants included 26 women from 02 CBOs. The agenda for meeting were; knowledge

sharing, financial report, production planning, raising the contribute of member and marketing

mechanism to share, discus among participants on child exploited issues, and the problem and

solution in community for next quarterly.

4.3. Conducting trainings on accountability, Governance, Leadership and Financial Management for

executive committee of 02 communities based organization: The project management unit of

Santi Sena organized 5-days refresh training course on ‚accountability, Governance,

Leadership and Financial Management‛ for management committees of Community Based

Organization (CBOs), association and self-help group from January to June 2014. The training

conducted from 09-11 June 2014 and there are 43 people included 17 women based in Svay Teap

and Romdoul district. The objective of training is to improve more capacity of target groups and

the role of community based organization; service provider in community development,

advocacy and empowerment in resource mobilization and the function of management and

team building of Community Based Organization (CBOs) and self-help groups (SHGs).

The training conducted from 07-08 August 2014 and there were 23 participants include 08

women of Svay Teap and Romdoul district have participated. The objective of training is to

improve capacity of target groups and how to recording the financial transaction and filling for

related documents in the daily operation of community based organization (CBOs) and self-help

4.4. Organized 03 trainings on Annual Small Business Operation Planning for executive committee

of 02 community based organization: The project of Santi Sena has closely cooperated with

Provincial Department of Agriculture and CBOs executive committee members based in project

target areas to develop CBO’s operational plan for program implementation in 2014. The

meeting focused on the priority activities planning of each Community Based Organization for

implementation in target villages included stopping child exploitation activities. There is 01

meeting which conducted with 20 people among 06 women who are from CBO’s executive

committees and commune councils based in Svay Teap and Romdoul district. Through the

activities plan of 02 CBOs, Santi Sena has supported grant amount 4,000 USD for Romdoul-

SvayTeap Farmer Community for Agriculture Development based in Romdoul district to

provide as capital for revolving loan for members. CBOs will manage the revolving fund based

on their policy and mainly focuses on agriculture purpose. Santi Sena and Romdoul-Svay Teap

Farmer Community for Agriculture Development signed grant agreement that stated grant

utilization regulation and condition.

In addition, the project management units of Santi Sena has organized 2 days training course on

Community Transformation Facilitation for executive committee of 02 community based

organization (CBOs) and self-help group. The training conducted from 11-12 August 2014 and

there were 23 people include 08female based SvayTeap and Romdoul district have participated.

The objective of training is to improve capacity of target groups and participatory rural

appraisal and need assessment, project planning, budget planning, resources mobilization and

mapping, role and responsibility of community facilitators, communication and facilitation skill

which are basic skills for them in the community and after that they can facilitate their group.

Experiences Sharing visit outside province for executive committee of 02 Communities Based

Organization. The exchange best practices and experiences sharing has conducted at Takeo

Community Forest Integrated Development Association (TCFIDA) located in Noybo village,

Senbor commune, Tramkork district, Takeo province to see the general operation including

management system, financial, self-help group, and other integrated development activities.

There are 22 participants among 06 women have participated the exposure trip and the objective

of exposure trip is to exchange experience and good practice of daily operational planning,

leadership and management, fund raising and resources mobilization.

5. Innovative Agriculture Production ‚Climate Change Adaptation’’

5.1. Training Program for Integrated Agriculture: The project management unit of Santi Sena has

coordinated among village chief and village development committee to formulated 120 farmer

group among 11,283 farmers based in 725 villages of Santi Sena target areas. The project team

has developed monthly work plan related agricultural techniques follow up to farmer group

members who received the organic farming consist of vegetable production, cash crop

production, fish raising, poultry production in order to improve their application techniques

5.2. Integrated Pest Management Training and a Field School for Small Scale Farmers: With good

cooperation and technical assistance from Svay Rieng Provincial Department of Agriculture, the

project management unit of Santi Sena has coordinated with local authorities and supported 02

training sessions on Integrated Pest Management (IPM) and Field School for Small Scale

Farmers in Kampong Ro and Chantrea district. There were 60 participants, including 24 females

trained for 20 weeks (every weekend) started from July to December 2014. The training course

facilitated by 01 provincial IPM specialist and 02 trainers from farmer trainer who officially

recognized by IPM national program. During the training all participants have design farm for

conduct experiment focused on fish production, rice production, and vegetable production by

comparing the traditional techniques and innovative techniques provided by trainers.

6. Community Disaster Risk Reduction and Management

6.1. Trainings on Hazard, Vulnerability and Capacity Assessment in Disaster Risk Management: In

June 2014, the project management unit of Santi Sena received technical support from District

Committee for Disaster Management organized training courses on Hazard, Vulnerability and

Capacity Assessment in Disaster Risk Management for executive committee of CBOs, SHGs and

commune council (CCs). There were 02 sessions conducted among 52 participants included 16

Svay Teap and Romdoul district. The objective of training is to improve more capacity for target

groups to develop action plan for disaster risk management, preparedness, emergency respond

and recovery for their communities and disseminate to community members and other target

groups.

6.2. Disaster Risk Reduction (DRR): with good elaboration from local authorities and community

members, after the project have been trained on HVCA to commune committee for disaster

management (CCDM), Santi Sena have conduct participatory field assessment, analysis and

community planning development through HVCA with 42 SHGs members and discussed with

CCDMs to propose and identification the priority project based in community, community

contribution and resource mobilization to implementation the DRR work. Santi Sena has

6.3. Training on HVCA/DRM to CCDMs: Santi Sena has closely coordinated with the Provincial

Committee for Disaster Management (PCDM) in Svay Rieng province has provided training per

commune on participatory Hazard, Vulnerability and Capacity Assessment (HVCA) and multi-

hazard mapping to the Commune Council Disaster Management committees (CCDMs). A 3-day

training course on HVCA/multi-hazard mapping and disaster risk management (DRM) has

conducted for each commune. The main topics of these trainings were focused on DRM tools

such as hazard and resource mapping, timeline; transect seasonal calendar, institutional and

network analysis, matrix ranking, problem prioritization and possible solution. During the

training, the CCDMs have developed their DRM Plan for the commune. There were 13 trainings

and there were 266 of participant; including 23 women have attended on the training.

6.4. Capacity building to SHG members/CBOs on how the climate change and disaster affected

livelihood/Crop: Santi Sena has cooperated with CCDMs has conducted the training to SHGs

members on climate change and disaster affected livelihood/crop. There were 66 training

sessions have conducted to 77 SHGs and there were 2,393 participants, including 1,457 females.

7.1. Organizing Refresher Training on CLTS Post-Triggering Follow Up (Effective Approach) to

Commune Focal Point (CFPs): With good coordination from Svay Rieng Provincial Department

of Rural Development (PDRD), the project management unit of Santi Sena organized 01day

refresher training to Commune Focal Point (CFPs) as local CLTS trainers in 14 communes and 02

districts which are from training course since 2012-2013, there are 28 people included 14 women

participated, the main of refresher training focused on the capacity in CLTS triggering and how

to conduct CLTS post triggering follow up by integrate BCC at village level and also have been

done action plan to implement the project activities 2014-2015.

7.2. Orientation CLTS post-triggering follow up to Village Focal Point (VFPs) by project team: The

project team of Santi Sena has facilitated CLTS orientation to Village Focal Point (VFPs) in 92

villages, 15 communes of SvayTeap and Chantrea district that involved with CLTS triggering

and oriented on CLTS national guideline as well as how to work for their villages to reach ODF

status and to ensure the villages achieved ODF status which are maintained. On January to

December, 2014, there were 202 people included 94 women have participated, who are from 92

villages, 15 communes in Chantrea and SvayTeap district.

7.3. Conducted CLTS Post-Triggering Follow Up Visit by CFPs with Integrating BCC: The project

management unit of Santi Sena has coordinated with commune council members who are in

villagers at target villages. On January to December 2014; all 30 CFPs who are commune based

CLTS trainers conducted follow-up visit to 92 villages, 15 communes at Svay Teap and Chantrea

district by meeting with villagers who volunteered to construct latrine during the triggering

sessions. As a result, in the follow up visit, there were 1,915 families based in target villages

already constructed their own toilets, (1,898 pour flush latrines and 19dry pit latrines, and for 17

Poor1 and 36 Poor2).

7.4. Conducted CLTS Post-Triggering Follow Up Visit by PDRD and DoRD): with elaboration from

Commune Focal Point (CFP), the cooperation staffs of Provincial Department of Rural

Development (PDRD) and District Office of Rural Development (DoRD) and Santi Sena have

conducted follow-up visit to 20 villages, 14 communes in Chantrea and SvayTeap district, that

conducted Community Led-total Sanitation (CLTS) triggering and the follow-up visit is aim to

check the progress of latrines construction as well as provide technical coaching on CLTS

facilitation for CFPs. Under project framework, Santi Sena has facilitated and supported daily

allowance for 04 counterpart. On January to December 2014, there were 709 people included 428

women and 111 children have participated. During the event, there were 235 volunteers for

latrine construction in their own homes.

7.5. Conducted CLTS Post-Triggering follow-up visit by Project Team: The project team of Santi

Sena developed CLTS follow-up visit to project target areas both non-achieve ODF and achieved

ODF status for technical support to villages based on village focal points (VFPs) and follow up

to villagers, organized small group meeting with villagers and also set up a meeting with local

authorities to encourage them to increase latrine construction in their communities to achieve

ODF status based in 36 villages, 14communes in Chantrea and Svay Teap district. There were

275 people included 145 women have participated.

7.6. Conducted CLTS Quarterly Reflection Meeting at district level: with good elaboration from

Provincial Department of Rural Development (PDRD), the project management unit of Santi

Sena organized 03 sessions of quarterly reflection meeting at Chantrea and SvayTeap district.

The meeting aim to reflect the achievement, challenges and lesson learnt from the field on the

activities mainly Community Led-Total Sanitation (CLTS) in project target areas and provide

technical coaching on triggering methods to particularly commune committee for women and

children (CCWC) who are the CLTS triggering facilitators. There are 92 people among 21

women who are from commune councils, commune health center, Buddhist monks, education

officers, women affairs, and social affairs participated in this meeting.

7.7. Celebrated Open Defecation Free Status Ceremony: The project management unit of Santi Sena

coordinated with Provincial Department of Rural Development (PDRD) to organize the

ceremony at village level among local authorities, villagers, children and other relevant

stakeholders on congratulation to villages where achieved 100% of open defecation free after

completing verification check ODF villages. On January to December 2014, there are 23 villages,

Santi Sena will cooperate with PDRD and CFP to facilitate village chief and VFP/Champion

person for preparing ODF village plan after BCC triggering and post CLTS triggering follow up

in the village at the target areas.

7.10. Conduct BCC triggering on 3-key hygiene messages to villagers by project team: at village level:

The project team of Santi Sena conducted Behaviors Change Communication (BCC) triggering to

community people by involving of commune focal point (CFPs). On January to December 2014,

Santi Sena staffs conducted awareness raising session to community people in project target

areas on hygiene promotion by focusing on 3-key hygiene behaviors such as: consistent use of

latrine, hand-washing in critical time and drinking only safe water. The awareness sessions

conducted in 10 villages (Non-ODF status) based in 58 Villages, 14 communes of Svay Teap and

Chantrea district of Svay Rieng province. There were 2,386 people included 1,346 women and

186 children have anticipated the triggering sessions.

7.11. Conduct BCC triggering by Buddhist monk trainers on Buddhist Holiday: The project

management of unit Santi Sena has supported to Buddhist monk after training to develop action

plan to conduct BCC triggering at pagoda compound during Buddhist Holiday as Buddhist

traditional practices where the Buddhist charities has visited pagoda for chanting and offering.

After offering and chanting in the morning, the monk trainers has facilitate the BCC session by

talking about 3 key hygiene behaviors such as, consistent use of latrine, hand-washing in critical

time and drinking only safe water with mainstreaming the Buddha’s teaching on sanitation and

hygiene. The awareness sessions have conducted in pagodas every Buddhist Holiday, and for

2014, there were 150 sessions have conducted by 15 Buddhist monks with participated by 6,536

villagers included 3,502 women. During the sessions there were 644 people have voluntarily

build latrine.

7.12. Celebrating national sanitation/ world toilet/hand-washing Day at community level among

school children, villagers, local authorities, Buddhist monks and provincial relevant

departments: The project management unit of Santi Sena has coordinated with provincial

department of rural development and its district office as well as local authorities to organize

National Sanitation/ World Toilet and Hand-Washing Day in Sam Rong commune, Chantrea

district, and aim to improve understanding and commitment in daily practicing of 3 key

hygiene behaviors such as, consistently use of latrines, hand-washing with soap in critical time

and drinking only safe water. There were 01sessions conducted from 03villages based at

01communes Chantrea district of Svay Rieng province and there were 309 participants including

139 women have also participated the sessions.

7.13. Conduct SC-WASH 1-day refresher training for School WASH committees facilitated by Santi

Sena and PDRD: With good coordination from Svay Rieng Provincial Department of Rural

Development (PDRD), The project management unit of Santi Sena conducted 2-day refresh

training which participated by School WASH committees. The main of training focusing on 3-

7.14. Conducted School Water Sanitation and Hygiene Sessions to School Children by School WASH

Committee: After refresher training, the project management unit of Santi Sena closely

coordinated with district of education, youth and sports office which is in charge of School

WASH Committee to develop action plan and conducted awareness raising on water sanitation

and hygiene by focusing on consistently use latrines, hand washing in critical time and drinking

only safe water for school children based in their respected primary school. On January to

December 2014, there were 328 sessions conducted in 41primary schools located in 15

communes at Svay Teap and Chantrea district conducted awareness raising on water sanitation

and hygiene facilitated by School WASH Committee and there were 13,863 people included

6,822 are girls ( 663 teachers and 13,177 students) have participated.

7.15. Supported to SC-WASH monitoring by DoEYS (Every Month): the project management unit of

Santi Sena proposed Provincial Department of Education, Youth and Sports (PDoEYS) to assign

02 staffs of its District office (DoEYS) to cooperate with Santi Sena project staff to conduct SC-

WASH follow up and monitoring to implement of school WASH practice after conducting

awareness raising to school children in 32primary schools. Each DoEYs staff conducted SC-

WASH monitoring 02 times per month and submitted SC-WASH monitoring report to the

project team for compilation. Under project framework, Santi Sena has supported daily

allowance for 02 counterparts.

7.16. Conducted SC-WASH monitoring by project staffs (Every Month): The project team of Santi

Sena developed SC-WASH follow-up visit to 41primary schools in project target areas.

41primary schools in Chantrea and Svay Teap district follow up by a small group meeting with

teachers and school director to encourage them improve 3-key hygiene practices among school

children in both Chantrea and Svay Teap district, Svay Rieng province.

7.17. Organized quarterly reflection meeting with SC-WASH committees: with good cooperation

from Provincial Department of Education, Youth and Sports (PoEYS), Santi Sena organized 06

sessions of quarterly reflection meeting at Chantrea and Svay Teap district. The meeting aims to

7.18. Community Led-Total Sanitation: In good collaboration with provincial department of rural

development (PDRD), project team of Santi Sena received CLTS technical training from donor,

organized by Plan International Cambodia, and have conducted refresh meeting to introduce

new CLTS approach for CCWCs who are CLTS local trainers based in 15 communes at Svay

Teap and Chantrea district. There were 02 meeting sessions conducted among 30 CCWCs at

district level and the objective is to coaching new CLTS triggering facilitation techniques to

CCWCs, who are CLTS local trainers to improve ODF village in project target areas. As

continuation of project implementation plan, Santi Sena has cooperated with Provincial

Department of Rural Development (PDRD) have provided technical support to members of

commune councilors in charge of commune committee for women and children (CCWC) to

conduct community led-total sanitation triggering for community people at project target areas.

Teab, Romeas Haek and Chantrea districts, Svay Rieng province. There were 19,414 villagers

included 10,559 women participated the sessions. With technical support, there were 06 meeting

women who are from commune councils, commune health center, Buddhist monks, education

office, women affairs, and social affairs have participated the meeting and 2 sessions of study

tour for mainly local authorities and village development committees to learn about activities

7.19. Simple Mechanical Water Pumps and Large Mechanical Afridev Water Pumps: the project

and village development committee to process simple water pumps digging in target villages of

pumps installed in 14 villages, 07 communes of Chantrea and Kampong Ro district supplied 182

families who involved with water user groups equal to 850 people included 432 women and 255

children (59 poor1 and 72 poor2). The project team conducted several meetings with project

beneficiaries who supported water well to improve access to water coaching on how to use

water pumps, repairing and encouragement to access clean water for daily consumption.

7.20. Small Water Filter: With good cooperation with local authorities, Santi Sena selected poor

families to support the small water filter with contribution and maintenance guideline based on

technical provided by Rural Development International (RDI) who produced the water filter. In

April 2014, the project has distributed 416 sets of ceramic water purifier to 416 families equal to

1,733 people included 917 women and 574 children (141 poor1 and 235 poor2) based in 24

villages locating in 05 communes of Chantrea and Kampong Ro district. During the distributing

events, the project team of Santi Sena has also provided coaching on how to use the water filter

including cleaning and maintenance as well as mainstreaming the 3 key hygiene behaviors

change such as: consistently use to latrine, hand washing with soap and drinking only safe

water to promote health care among target group.

7.21. Management of Water: Santi Sena has closely cooperated with village chief, village

development committee and commune council to facilitate and formulate 40 water user groups

among 182 poor families consist of 850 people included 432 women and 255 children based in 15

villages, 07 communes of Chantrea and Kampong Ro district. Regarding to water pump the

water user groups have formed among 3-12 families for simple mechanical water pumps which

22-29 families for large mechanical Afridev water pumps with clear management structure. The

project team members organized participatory meeting among each water user groups and

developed regulation and policy of water using, maintenance, and also mainstreaming the 3 key

hygiene behaviors changes such as, consistently use to latrine, hand washing with soap and

drinking only safe water.

7.22. Assistance by Providing Latrine: the project team has been working closely with local

authorities, village chief and commune council to select target group for providing latrine

materials. There are 75 families consist of 377 people included 201 women and 117 children (22

poor 1 and 47 poor2). Beneficiaries selected and provided latrine material based on criteria and

support guideline and done as participatory approach joint by Santi Sena staff, farmer group

leaders and local authorities. The latrine materials have purchased from local supplier in project

target areas, and the farmers who received the latrine materials satisfied and committed to

construct the latrine with their own resources contribution as well as stopping open urination in

their villages. During the materials distribution, the project team also raises the awareness on

‚Sanitation and Hygiene Message‛ by focusing on 03 main behavior practices such as; drinking

only safe water, hand washing in the critical time and latrine using. As estimated the whole

toilet construction would cost 60$ to 100$ based on the building model, and the project of Santi

7.23. Support latrine to community: Santi Sena has worked closely with local authorities, village chief

and commune council to select target group for providing latrine materials. There were 2,775

families who are living in poor level 1 and level 2 consist of 3,177 people included 2,332 women

and 1,682 children have selected and provided toilet material based on criteria and support

guideline. The latrine materials have purchased from local supplier in project target areas, and

the farmers who received the toilet materials have satisfied and committed to construct the toilet

with their own resources contribution as well as stop open defecation in their villages. During

the materials distribution, the project team also raises the awareness on sanitation and hygiene

message by focusing on 03 main behavior practices such as; drinking only safe water, hand

washing in the critical time and latrine using. As estimated the whole toilet construction would

cost 60$ to 100$ based on the building model, and the project under co-funding by Terre Des

Hommes/BMZ and Plan will provide subsidy support with 40$ and need to contribute from

7.24. Training on nutrition, food demonstration and monitoring child growth: Santi Sena has

collaborated with VHSGs/FPs and local authorities to conduct the training nutrition, food

demonstration and monitoring child growth to beneficiaries. During the training, the FPs and

VHSG has prepared and cooking demonstration of Bobor Khab Krub Kreung (all ingredient

porridge), complementary feeding and active feeding, breastfeeding and three food group for

pregnant and lactating mothers. There were 1,670 relay training sessions and there were 7,428 of

community people, including 5,543 females and there were 5,128 poor 1 and 2 have attended

with the training and under follow-up from CCWC and health centres.

7.25. Micronutrient campaign: In collaboration with CCWCs, FPs, VHSGs and local authorities Santi

Sena conducted the micronutrient campaign in village level. There were 164 micronutrient

campaigns were conducted and there were 4,308 participant including 3,313 women have

participants in the events

7.26. Training on basic health care to FPs/VHSGs: In good collaboration with PGLDs and local

authorities, Santi Sena conducted the training on basic health care to FPs and VHSGs. There

were 20 training sessions were conducted and there were 665 participants, including 312

females. The main agenda was focused on hand washing practice, hand washing with soap,

demonstrate hygiene practice for cooking, child grow process. After the training, there were 85%

of participant has understood on topic above and they have set up the action plan and select the

topics that they have trained to conduct the training on basic health care to beneficiaries in

commune. After the training, the FPs and VHSGs has set up the action plan to conducts the

training on basic health care to beneficiaries. There were 264 training sessions based in Romeas

Hek and Romdoul district and there were 3,291 of community people, including 1,236 female

and 891 poor1 and 2 have attended on training. The main topic focused on hand washing

practice with soap, demonstrate hygiene practice for cooking and safe water for drinking.

PROGRAMME II. IMPROVE ACCESS TO EDUCTION

1. Promote Buddhist Education and Dharma dialogue

1.1. Establish Model Buddhist Primary School: Santi Sena Organization conducted ‚Project

Orientation Workshop‛ at Santi Sena’s office, Svay Rieng Town. In this workshop there were 80

participants including 22 monks and 1 female who are from project stakeholders such as: local

and provincial authorities, relevant departments and provincial monks committees. The

objective of this workshop was aim to launch the project conceptual framework and finding

supportive of coordination for project implementation at target areas. Along with this workshop

will present the project’s framework and conduct plenary discussion to identify the

recommendation from all participants to improve the quality of project implementation.

The management unit of Santi Sena organization has closely cooperated with provincial

department of cult and religion and conducted need assessment to support and establish the

model Buddhist primary schools. During 2014, there were 12 Buddhist primary schools where

located in the pagodas had been selected and the project has supported basic equipment such as:

white-board, tables, markers, notebooks, chairs, desks, maps and other pictures for the

classroom decoration. Furthermore, the project has been supporting subsidy monthly salary for

38 teachers included 20 Buddhist monks. There are 230 Buddhist students being benefited from

12 models Buddhist primary schools. During February 2013, there were 135 Buddhist monks

had passed the exam to continue their study next grades and another 95 Buddhist monks who

are under 18 years and did not get permission for exam still continue study in 12 Buddhist

primary schools.

1.2. Capacity Building and Technical Meeting: The project management unit of Santi Sena

organization had organized 4 quarterly technical meetings among teachers who from supported

12 Buddhist primary schools. The objective of this meeting is to reflect the progress, challenges

and issues of establishing model Buddhist primary schools via sharing lesson learnt, good

practices and solutions to seek problems among all participants and help to improve teachers

with their skills and capacity. This meeting conducted at Santi Sena’s office. There are 165

participants included 91 Buddhist monks participated. The meeting has resulted with both

easier and remaining issues such as: (1) Easier: improved access to text books for teachers and

students, enough equipment and all Buddhist primary schools have reserved budget from

saving boxes for expense the basic needs in the class as well as students in the urgent cases and

(2) Remaining issues: many teachers were not trained the pedagogical skills with standard or

methods from the ministry and they need more coaching and training if available and other

issue is related to daily food for monk students, which some pagodas difficult for raising food

during the raining season as many people were affected by flood. Besides raising challenges, all

teachers have indicated their appreciation to the project as this activity had improved their

teaching skills as well as knowledge sharing. Through assessment, all teachers have indicated

that right now they have at least 85% of pedagogy skill and another 15% still limited related to

Mathematic and Pali language that need to improvement.

Project management unit of Santi Sena in good cooperation with Svay Rieng Provincial

Department of Cult and Religion has organized 3-days training on “Pedagogy and Monitoring

Skill” which professional trainers from national inspection of Buddhist school to facilitate this

training. There are 30 teachers including 18 monks from 12 Buddhist primary schools were

invited to participate in the training course. Pedagogy skill training is aim to improve pedagogy

and monitoring skills; all participants achieved the effectiveness of teaching methodology and

classroom management. The agendas have focused on, skill of facilitation in different subject

which guided by Ministry of Cult of Religions, class room management skills, Buddhist primary

school administration, and pagoda cluster management to support Buddhist primary school.

During the training session, all participants are also guide to develop work-plan to improve

their Buddhist school and sharing the acquired knowledge to other teachers.

1.3. Buddhist Study Resources Center: The project staff has conducted survey and need assessment

12 Buddhist primary school to identify the fundamental need of the text books and other

documents related to Buddhist education, then, the project has support text books both society

and Dharma as well as cabinet for library. There are 906 Dharma and 1,428 social text books

supported to 12 Buddhist primary schools and these texts book being using by teaching for

teaching tools and outside students from the community (distinct from class members) use them

as well for learning and researching. Dharma text books are most often used in these cases. The

project also provided technical coaching to Buddhist monks who are classroom managers on

how to manage the books in library by regularly in and out recording if any usage by outsiders.

1.4. Dharma Talk and Community Mobilization: Santi Sena has conducted Buddhist Dharma

conversation based on experiences since 2008 up to now to raise the awareness on social

development engaged Buddhism. Buddhism is far more important for mental education and it

is the religion of state supported both government and community. Santi Sena Organization

have organized Buddhism Dharma Conversation through Romdoul Svay Rieng Radio FM 98.5

MHz at least 05 hours in a week every month which facilitated by Buddhist monks. In each talk

show about ‘Buddhist Dharma conversation’s agenda’ concentrated on Buddha’s teachings, role

of Buddhist monks, Pali text, Social morality and questions and answers involved with

Buddhism in Cambodia or the history of Buddhism as well. From January-December 2014, there

are 212 times of radio broadcasting and there are 866 participants, including 225 females have

called to raising the problems of environment, biodiversity, river health and ecological child

right.

2. Provision Scholarship for Poor Children:

2.1. Child Sponsorship: With support from Japanese charities, Santi Sena has coordinated with

village chief and principal of primary school based in Svay Rieng city to identify children who

are living in vulnerable family, orphans, disable family and often attending school irregularly to

provide scholarship. For 2014, there were 35 children have supported with school materials,

uniform and budget to enable them attending school for higher education. The parents of

children were contracted to send their children to school according to government schedule and

the project staffs have regular conducted follow-up by home visit and reference checked with

school principal and teachers to ensure that they are attend school.

2.2. Community pre-schools: For 2014, the management unit of Santi Sena cooperated with local

authority of chief village and commune council to supported allowance to school teachers and

snack to children based in 24 schools at 24 villages and 10 communes based in Svay Teab and

Romeas Haek districts. There are 12 school teachers and 505 school children among 263 women.

2.3. Supporting to strengthen 12 community pre-schools with school building renovation, materials

for kids, snack and allowance for teachers: The management unit of Santi Sena closely

cooperated with local authority of chief village and commune council to organize and repair the

new building of community pre-school with 12 schools where are based in 12 villages, 05

communes in Svay Teab district in 2014. The project has supported allowance to school teachers

and snack to children based in 12 schools at 12 villages and 05 communes in Svay Teab district.

There are 12 school teachers and 222 school children among 121 women.

2.4. Organized monthly child’s parents meeting for 12 community pre-schools in cooperate with

Buddhist monks, pagoda committee and local authorities: The project staffs and management

unit of Santi Sena facilitated monthly meeting among pre-school committees, local authorities,

and child’s parents. The main agendas are related to updating the progress of community pre-

school included teaching to school children by volunteer’s teachers and community fundraising

to support pre-schools. There were 12 meetings conducted among 886 participants included 494

women.

Santi Sena facilitated monthly meeting among pre-school committees, local authorities, and

child’s parents. The main agendas are related to updating the progressive of community pre-

school included teaching to school children by volunteer’s teachers and community fundraising

to support pre-schools. There are 06 meetings per school, based in 12 schools in Svay Teab

district where conducted with 1,304participants among 737women.

2.5. Organized technical monthly and quarterly meeting for 12 community pre-school teachers in

cooperate with Provincial Department of Education Youth and Sports

In good cooperation with Provincial Department of Education of Youth and Sports, Santi Sena

received technical support from this department organized 03 days refresh training course on

‚Pedagogy Skill for community pre-school teachers‛ based in 12 schools in 2014. The training

conducted 3 days from 12-14 June 2014 and there are 12 trainees among 12 women who are from

Svay Teab and Romdoul district. The objective of training is to improve more capacity for pre-

school teachers included general subjects of pre-school programs of Ministry of Education

Youth and Sports and also administrative task such as: class decoration, student management,

reporting and communication. In addition, the project staffs of Santi Sena has closely

collaborated with staff of Svay Rieng department of Education of Youth and Sports to conduct

quarterly meeting for supporting the technical assistant to 12 volunteers of community pre-

school for exchanging new experiences and more techniques of DoEYS staff and project staff

such as: Management of teaching, facilitation with child’s parents, and local authority. There

were 02 meeting conducted among 12 community pre-school teachers and there were among 24

school teachers based in Svay Teap district.

PROGRAMME III. VILLAGE STAFETY NETWORK PROGRAMME

1. Anti-Child Trafficking Campaign

1.1. Awareness raising on child trafficking and child on the move: Under the support from Santi

Sena Organization (SSO), Cambodia National Committee for Children (CNCC) in Svay Rieng

has close collaboration with Vietnam authority to conduct the 2 day study tour with 10

members of Cambodian delegation, 4 females on child trafficking and child on the move to Tay

Ninh province and Ho Chi Minh City in Vietnam. The objective of study tour is to visit shelter

of Vietnam and gain new thing and lesson learnt from Vietnam as well as make discussion with

Vietnam authority to find the best solution to help child victims and vulnerable children from

trafficking and crossing border to seek income by working as bagger, lottery seller and worker.

As the result, Vietnam authority has presented the close cooperation and good relationship with

Cambodia Authority in protecting Cambodia children in Vietnam and is open to share

knowledge and experience in the development of women and children. They all agree to help

women and children along border of both countries as well as to reintegrate child victim into

his/her community and education.

SSO has worked closely with Department of Social Affair, Veteran and Youth rehabilitation

(MoSVY) and CNCC to conduct 2 day workshop on ‚identification and management of child

victim and vulnerable children‛ with 30 participants, 04 females. The objective of workshop is

to provide additional skill to police officer to clearly identify and manage child victim of

trafficking, labor exploitation and other abuses. All participants have clear understanding about

identification of child victim of trafficking, labor exploitation and other abuses especially

management procedure of child victims in shelter and community.

SSO has close cooperation with local authorities and other relevant stakeholders to hold 3 TOT

trainings on child right, child on the move and child trafficking to 30 members of CPNs and

CCWC, 22 females and 30 Child peers, 18 females for ongoing training to other community

people and school children. 30 ongoing trainings with 863 participants, 414 females, 700

children and 336 girls were conducted by Child Peer and other 25 trainings by CPNs and

CCWC with 843 participants, 518 females, 256 children and 140 girls.

SSO has also close cooperation with Cambodia Acts to conduct two trainings, one training for

CPNs and another one for child peers, on child right, child on the move and child trafficking

with 13 members of CPNs, 13 females and 11 members of child peer, 7 females. And then, after

gaining knowledge from the training, child peers and CPNs intentionally conducted ongoing

trainings to other school children in primary and secondary school and community people in

order to improve awareness of child issue and jointly disturb child trafficking and any forms of

child abuses. 15 trainings were conducted by child peer with 415 participants, 223 females, 366

children and 184 girls and 24 trainings by CPNs with 772 participants, 471 females, 247 children

and 117 girls.

1.2. Community based Child Protection Network: In 2014, Santi Sena organization (SSO) has close

collaboration with relevant stakeholders to conduct 03 sessions of follow-up workshop to 60 of

members of Child Protection Networks (CPNs) and Commune Committee for Women and

Child (CCWC), 48 females from target areas (Kampong Ro, Channtrea district and Bavet town)

to develop action plan against child trafficking. Through the workshop, all participants have

increasingly aware of developing the action plan and ongoing work plan as well as sharing

lesson learnt, weakness, facing issues and jointly finding out the proper solution for each target

commune. SSO has also close cooperation with local authorities, CNCC and other relevant

stakeholders to conduct quarterly meetings and ‚annual workshop‛ on report preparation and

lesson learnt sharing. The quarterly meeting was conducted 2 times with 54 participants, 33

females and workshop 2 times with 80 of members of CPNs and Child Peer, 28 females, 22

children and 13 girls. The objective of workshop is to sum up the achieved result of project

which has been implemented for 1 year, find out facing issues and gap of the project and share

knowledge and experience among CPN members and Child Peers in each target district. As the

result, they have completed the activities as planned. Most of community people and children

have increased their understanding on child trafficking and child on the move and are more

active of participating in activities of against child trafficking, child labor exploitation and any

forms of child abuse. One more thing, based on the data collection from CCWC, it shows that

number of domestic violent case in target area has decreased for the last year.

SSO also conducted 2 day workshop on Village Safety Network Program (VSNP) with 40

participants, 22 females, 11 children and 7 girls.

1.3. Lobby and Advocacy: Santi Sena has closely collaborated with CNCC of Svay Rieng province

to conduct ‚National Campaign against human trafficking on 12 December‛ under the topic

‘’the work in the local is a better one and if the work at Overseas must be safety and dignity’’

with 1,000 participants, 615 females, and 815 children, 458 girls. This campaign held at Tatrav

village, Kompong trach district Svay Rieng province with participants from involving

Departments, local authorities, school children, people and other NGOs in Svay Rieng province.

The objective of this campaign is to raise awareness on trafficking issue toward grassroots,

school children, youth and women victim from trafficking, and build community capacity

through campaign and law enforcement.

Provincial trainer of SSO has close collaboration with local authorities to install 2 billboards in

target areas which displaying about picture of stop child trafficking. Billboards were installed in

2 villages along border, one in Bos Svay village, Bos morn Commune, Rumdul district and

another one in Kandal Village, Sangkat Brasat, Krong Bavet, Svay Rieng province. The objective

of displaying billboard is to disseminate message of procedure of disturbing child trafficking

and providing contact service via on 1288 or 1280.

SSO has also close collaboration with local authorities and Cambodia Acts to hold the 6

meetings on ‚advocacy to push the perpetrator of child trafficking and abuse to justice‛ with

201 participants, 115 females. The objective of meeting is to allow the opportunity for

community people to meet face-to-face and make discussion with police officer about child

facing issues in the community and improve their knowledge with well understanding of

advantage of prosecution system in court and action taking to bring perpetrator to justice.

Children on the Move Campaign: Santi Sena has closely collaborated with Cambodia National

Committee for Children (CNCC) to conduct ‚Bilateral meeting with provincial authority of

Vietnam and Cambodia‛ 2 times with 65 participants, 15 females. Among 65 participants, there

are 29 participants, 5 females who come from Vietnam36 participants who are from Vietnam

(Tay Ninh and Long An province) and other 36 from Cambodia (Svay Rieng province). The

objective of meeting is to seek joint strategy in children protection to access to the respect of

basic rights via joint collaboration to prevent children from trafficking and labor exploitation

which cross border illegally and prepare to develop the work team between Svay Rieng

province (Cambodia), Tay Ninh and Long An provinces (Vietnam) to help children on the move

in both countries. The fruitful result in the meeting they have made the new name of the team

work between Cambodia team and Vietnam team is Svay Rieng (Cambodia) -Long An +Tay

Ninh (Vietnam) for Protection Children Gross border (SLOTiC).

SSO had closely collaborated with Svay Rieng, Cambodia National Committee for Children

(CNCC) and Department of Social Affair to get repatriation of exploited children from

Vietnamese Social Affair. There are 9 times of repatriation with 232 victims, 161 females, 141

children and 92 girls. They all were reintegrated into their community with safety.

IX. PROGRAMME FOCUS 2012 – 2016

Natural resources are better managed through improved understanding and

implementation of natural resources laws and policies by government stakeholders,

through adopted community-based protected area practices and functional community

organizations for forest management.

Communities have improved access to water resources and practicing healthier options

for water and waste management and improved health and hygiene.

Community people have better income generation through new agriculture technology.
