Homebuilding is not dead in Santa FeBy Paul Weideman

The financial crash has had a devastating impacton the building industry, but in July 2012 thingsseem to be picking up significantly. Just look at

what Anthony Montoya is doing at Vistas Bonitas. He’soverseeing the construction of 71 new houses in thesubdivision located south of Rufina Street, about a half milewest of Lopez Lane.“We had the first open house on February 14 and we

have nearly 20 under contract,” he said.The one- and two-story homes are being built by Infinite

Ambitions LLC, Santa Fe, for owner Nicholas Montoya.Prices are from $185,000 to $205,000.Features Anthony Montoya pointed out inside a three-

bedroom, two story house included granite countertops inthe kitchen and bathroom, tile floors, and a radon-ventingsystem. The garages are fully insulated; they’re using plasticmesh under stucco to prevent cracking; thick insulationin the 2x6 frame construction for a low HERS rating; andlong-lasting clay-tile roofs.According to the Vistas Bonitas marketing materials, a

single-story Taos model is $185,000 and you need about 7percent ($12,729) to close, and your monthly payments willbe just $839. For the two-story Pecos model, closing costsamount to $14,799 for monthly payments of a little over$884. These are for conventional 30-year, fixed-rate loansthrough Community Bank; FHA loans are also available toqualifying buyers.Looking at established subdivisions, Patrick Thomas,

qualifying broker for Rancho Viejo Properties LLC, saidthere are now four homes being built by Estancia HomesLLC in the La Entrada neighborhood of Rancho Viejo.“Then we have four more we’re ready to get permits for.Things have definitely picked up for us,” he said.Univest, the new owner, is spending over $600,000 on

landscaping for La Entrada, which has seen 117 sales so far.Homes there range from 1,316 square feet to about 2,800square feet, priced from $219,000 to about $385,000.Rancho Viejo, where more than a thousand homes

were built since sales opened in 1998, has gone in for onlyabout 15 building permits in the last year. At La Pradera,another large, south-side development, the number was 22,and developer John McCarthy, La Nueva Querencia, andbuilder Joe Boyden plan on going in for another 16 permitssoon.“Right now we have a three-bedroom home at 1,308

square feet for $229,900 and we go up to 1,856 square feetfor $349,000; that’s the one that won the Parade of Homeslast year for Best Design Under $500,000,”McCarthy said.“We also have a program with The Housing Trust, somereally good soft seconds at La Pradera, for buyers thatqualify.”In town, Chapman Homes recently sold both of its

model homes in The Plazas at Pecos Trail and has four lotsleft there. Prices range from $485,000 to about $695,000.“We also just finished a new, custom-built, presold house

in Piñon Bluffs [north of Zocalo] and we’re getting readyto start on another,” Beverly Chapman told Home. “Those

are about $700,000. And we will do two in Las Campanasthat will be closer to $800,000.”The land for a new Chapman project called Casas

Bonitas, 49 lots on eight acres off Rufina Street, she saidis “just sitting there, because the banks won’t loan us anymoney to do the development.”In the massive southside Tierra Contenta development,

James Hicks of the Tierra ContentaCorporation said approvals are in process for a commercialcenter at N.M. 599, where the state will build an overpassand intersection with an extension of Jaguar Drive. “Wehave two subdivisions, about 20 lots each, in there, one forThe Housing Trust and the other for Habitat for Humanity.”Homewise is almost one third into its Rincon del Sol

project in Tierra Contenta. Development manager RobGibbs said there are 38 lots and 11 have sold so far. Theorganization plans to get going on another project calledLas Palomas there this fall.The 50-home Homewise developmentOld Las Vegas

Place has only four houses left. Construction is windingup on the final house there. And at Piñon Ridge in LasEstrellas on the north side of SantaFe, Homewise has11 presales. “That’s 39 lots and we’re building the modelhome now, which will be ready for the Parade of Homes inAugust,” Gibbs said.Also in Tierra Contenta, the Santa Fe chapter of Habitat

for Humanity is busy near the west end of Jaguar Drive.“That’s El Nido, an eight-townhouse project,” said

Keith Williams, Habitat’s finance director. “We have fourunder construction and we hope to have the second fourcompleted next spring.”Centex Homes, a division of the nation’s largest

homebuilder, Pulte Homes, secured more than 80 buildingpermits for Santa Fe projects during the past year. The twoit’s working on at present are Colores del Sol, near SouthMeadows Road and Rufina Street; and Villa Sonata, offGovernor Miles Road.“For Colores del Sol, the buildout is about 200 units and

we have about 60 houses left,” said general sales managerWade Messenger. “They range from $179,000 for 900square feet to about $220,000 for 1,900 feet. Then at VillaSonata we’re doing about 130 houses, prices $230,000 to$320,000 for between 1,500 and 2,500 square feet.”Groundbreaking for the Plaza Bonita development at

the corner of Galisteo and San Mateo streets was held in2006 and it has been moving ahead, slowly, with 40 of theplanned 65 houses still to build.“Interest seems to have picked back up,” said Aaron

Borrego, listing broker with Borrego Construction Inc.“We’ve put about five houses under contract in the lastcouple months.” They start at $329,000 for a house of about1,325 square feet.Condominiums began selling in 2002 at the Ricardo

Legorreta-designed Zocalo project. Moo Thorpe, Sotheby’sInternational Realty, reports, “Everything is on hold. We’rejust waiting for more momentum in the market. “We justhave two units left that we’re marketing for the developerthat have high ceilings, two bedrooms, and are very stylish.They’re about 1,108 square feet and are marketed for$225,000.”The buildout figure at Zocalo is 325 and about 190 have

been completed to date.South of Eldorado, developer Mary Ann Stickler

and builder E.J. Jennings are plugging along at the 29-lot Rancho San Lucas. For the past few years, they’vebeen taking turns building a spec home and a presoldfor someone who saw the spec home and wanted onelike it. His homes are what Stickler described as “softcontemporary” design.Jennings was set to begin on the 10th house there this

month. “It will be about 2,200 square feet and under$450,000,” said Pam Preson of Barker Realty. “And MaryAnne is coming back into building after a five-year hiatus.She will do a spec house in Rancho San Lucas, more of aclassic Santa Fe style with all high-end finishes. This will be2,200 square feet and priced at $535,000. It should be readyin September.

Now that you have an investmentproperty, how does it begin to earnmoney? Real estate may sound likepassive income, but managing propertyrequires time and money. Cleaning,repairs, and improvements may be neededbefore marketing begins. Tenants must bescreenewople, contacts in the professionaltrades, and accounting and collectionsprofessionals.You may prefer to hire a property

management firm which can handle allaspects of your investment, includingsoliciting and screening tenants. Propertymanagement firms can also be veryconvenient at tax time by providingaccounting statements that detail incomeand expenses.Of course these services come at

a cost and must be factored in. Feesvary, based on the scope and quality ofthe services provided and by location,property type, condition of the property,

or the number of units or homes undercontract. Some charge flat rates whileothers ask for a percent of rental income.When evaluating property managementfirms, make sure you’re conductinga true apples-to-apples comparison.Some companies, for example, includeadministrative services in theirmanagement fees while others tack thison separately. Leasing fees (the cost offinding and screening a tenant) may alsobe a separate service. But some investorsprefer to have it included in a generalmanagement fee on the rationale that itcreates a stronger incentive for a propertymanagement firm to find long-termtenants.A good tenant who pays the rent on

time, takes care of the property, andrenews the lease one or more years isideal. Investors understandably feel asense of urgency to fill vacancies. Butfailing to carefully screen prospective

tenants can trigger much bigger problemsthan a small delay in generating rentalincome. Tensions with a deadbeat tenantcould lead to property damage and, insome cases, eviction difficulties.How to screen tenants? The most

important steps are talking to priorlandlords, verifying their current income,conducting a criminal backgroundand evictions check, and doing a creditreport. These are tough times.They are. Every deal we see is challenged. Now

that we’re starting to see some improvement in the market,we see buyers thinking they’re going to get everythingthey want, and sellers are holding firm. The dynamics arefascinating.For a year or two after the crash, brokers were

complaining that sellers had unrealistic prices. Nowthey’ve made those adjusments and they don’t think theyneed to come down further. Is that still a problem?Well, believe it or not, 9 percent of sellers still reduce

their prices every two weeks. The numbers we’ve been mostfocused on recently are for inventory. There’s around 1,400homes for sale in Santa Fe County and it was over 2,600five years ago. That’s a real positive.Let’s talk about you. Where you were born and raised?Here in Santa Fe. I’m a Santa Fe High School alum and

then I graduated from Elon University in North Carolina.Why there?At 18, I wanted to get as far away as possible.What was your major?It was history, but I tell people I got a major in partying

and a minor in history.And your path to Barker?Ten days after I graduated, I came to interview here with

David and Lisa. I showed up in my nice coat and tie andthey said you look very professional, but we need you injeans and a T-shirt. I spent my first two weeks here cleaningout the basement. That’s what they hired me for. Then Iwas receptionist for two or three months before I got myreal-estate license.

I partnered with Artie Garcia for about 18 months. Irepresented The Alameda condominiums, heading up ourteam with Robin Zollinger and Artie. I started helpingDavid a lot more on the day-to-day management, theoperations, and where he wanted to take the company. Inthe spring of 2008, he promoted me to vice president. Thenit was that fall when the world changed.You said “where he wanted to take the company.”What

were the options?I think it was sell, merge, or re-invent, and we clearly

went with the re-invent option. We became a very agent-centric culture, where we really tried to focus on listeningto what our agents want, what they needed to be successful:the education and personal development and professionaldevelopment that they needed and wanted to help us moveforward.Technology was more important?Everything is cloud-based, and we have been heavily

focused on that, so we have to have a much stronger webpresence to reach out to the consumer and to speak tothem in a way where they contact our agents. We really tryto base all our technologies on the consumer.Last Friday we had a client-appreciation party. Lisa

[Barker] calls it the Barkeroo Ball. We had tons of pastclients and it was a chance to let them know from a localperspective how much we appreciate who they are andtheir loyalty to us.What do you enjoy in your off hours?I love the outdoors, including snowboarding here in

the winter. I love travel. Last year I was fortunate to be

able to go to Africa on safari and the year beforethat I was in Asia. I love having real adventures,with no blinking cell phone, in places that are not asdeveloped.Where did you go in Africa?Botswana, but I did do a bungee jump at Victoria

Falls in Zimbabwe: a 333-foot freefall.That’s insane.I’m all about adventure and being uncomfortable.

It’s how far can you push yourself, personallyand professionally, what’s possible versus what inyour mind you tell yourself is possible. I guess I’mtraditional and at the same time very untraditional.We try to think outside of the box and try not to letthe industry dictate what can be done.We have a continuing problem in our banks,

including not allowing for a perhaps bettersituation in Santa Fe.Lending tightened and there has been no

loosening at all, although I think Century Bank, LosAlamos National Bank, New Mexico Bank & Trust,the local institutions, are a lot more reasonable. It’sthe giants out there, which don’t have an intimateknowledge of Santa Fe, that are dictating things. AlsoI think our credit unions have more flexibility thananyone else. They’re an underutilized asset.It’s hard. Anytime the rates bottom again, there’s

a refi boom and applications flood the market. Thatspike logjams everything and it makes purchases

harder, even though it’s a positive thing that people can getsuch a wonderful deal.What’s your forecast for the second half of 2012?I’m very optimistic. I think we’re seeing a lot more buyer

urgency, an increase in consumer confidence, and well-priced homes that hit the market and sell in a day, a week,a month.But we do have a presidential election coming up. I’m

cautiously optimistic. When the political rhetoric getsgoing, will that hurt consumer confidence? We want tofocus on the positive, but in the back of our mind we haveto be prepared for a possible slowdown later this year.And we have this shadow inventory now: foreclosures

and short sales. There’s going to be more distressedproperties hitting the market than people want toacknowledge. Last year 24 percent of sales were distressedand this year it will be more like 28 to 30 percent. Thatpresents a problem for equity sellers, especially when thereare distressed properties on the market nearby that may bepriced much lower.But some of those homes have been sitting without

maintenance for years.We encourage all of our clients to be more thorough than

ever on inspections so they know what they’re buying. Ourpeople have to be so much more skilled and really look atthe details. David and I are relentless, probably obnoxiouslyrelentless, with our people about understanding the marketand explaining the market to their clients.

Darlings,Wednesday is Independence Day, and

I usually look forward to shooting off atleast a few bottle rockets, but this year’sferocious fires have certainly dampenedmy desire. (Don’t misunderstand me,Cream Puffs, I still have desire in myheart for other dangerous activities, likewearing my heart on my sleeve, or puttingmy foot in my mouth, but this seasonplaying with fire is off limits.) I have somefriends whose house was counted in the225 homes destroyed by the Little BearFire that charred 59 square miles outsideof Ruidoso. I don’t know any of the troutpersonally, but I do know that thousandsof them are being relocated from theirstreams in the Gila to a fish hatchery inNorthern New Mexico in an effort to savethem from the damaging aftereffects ofthe raging fire in the Gila Wilderness.These are very sobering events leadinginto a dry summer. So... my advice to myLittle Firecrackers this holiday: skip thefireworks and enjoy the day for its originalintent, a day celebrating the approval ofthe Declaration of Independence on July4, 1776.Speaking of England (and our

independence), where were you duringthe four-day celebration of theQueen’sDiamond Jubilee? he colorful profusion of flowering plants on this property representsan accomplishment of many years that approaches — or perhaps evenembodies — the poetic. And the house is no slouch, either. Originally built

in 1960 with guidance from the architectural team of John McHugh and Wayne Lloyd, ithas been greatly expanded by the second owner during her three decades here.Large apricot and other mature trees shade the central landscaped area of the circle drive

in front of the house. In the entry courtyard is a “river” of matte-finish, cobalt-blue glassrocks running through lush plantings.The main house, which is located in the Museum Hill area, started life at less than 2,000

square feet. Now, as the result of a series of additions, it is more than 9,000.The abode in the wintertime is warmed by multiple fireplaces. There’s even one in the

for open shelving to add texture, warmthand character without cluttering the spacewith upper cabinets.4. Distinctive black iron brackets

supporting the old barn wood becameone of the biggest little details that in theend had added a bit of drama, creating anedgy contrast against the soft plaster tonewithout being too heavy.Design challenges such as this can be

The mortgage rate I am addressing isthe 30-year fixed rate at an incredible rateof 3 percent without points and very lowclosing costs. Is this possible? Lets lookat two competing economic scenariosfor the key to the future of mortgagefinancing.The United States, Europe and the

rest of the world have never experiencedthe reduction of interest yields that weare now seeing. U.S. Treasury yields arecurrently at record low levels as a resultof a “flight to quality” - as uncertaintyspreads, investors place their investmentsin financial instruments that theybelieve have no possibility of failure.The Treasury market is indeed that safelocation for the world’s money.Think about it. As more and more is

invested, the price of the Treasuries goup and the corresponding yield declines.The 10-year Treasury has reached thelowest point in decades at a 1.50 percentyield. That means investors would rather

accept a return of 1.5 percent than risktheir money in stock holdings or anyEuropean government bond. This firstidea, Scenario I, suggests that the 30-year, fixed-rate home mortgage will fallto 3 percent because its relationship isnormally 2 percent above the Treasuryyield of 1.5 percent.Remember when the 10-year Treasury

bond was at 2 percent or higher just a yearago and the 30-year, fixed-rate mortgagewas at 4 to 4.5 percent? If the Treasurygoes to 1 percent, can we expect a 3percent mortgage? Who can say?Scenario II is different in that it

suggests that in the near future the U.S.economy will begin to expand. The jobmarket improves and consumers begin tospend with confidence, which will divertinvestment dollars back into the U.S.stock market. If and when this occurs,the “flight to quality” will reverse and asTreasuries sell the yield will increase. Atthis point, home mortgage rates will begin

to increase.In Scenario II, a renewed fear of

inflation will begin adding morereasons for higher interest rates throughadjustments to the Federal Reservepolicies. Actually, Scenario I and II areboth valid but can occur at differenttimes. When Scenario I runs its courseand Treasuries become fully invested bythe world’s money managers, then thestage is set for Scenario II to possiblybegin.Worldwide investments are now

seeking this equilibrium for Scenario I.Even gold is being sold along with stocksto invest in the safer U.S. Treasuries.When enough European and otherforeign assets are sold and re-investedin Treasuries, an equilibrium will bereached. The equilibrium point willdetermine the lowest level for our homemortgage rates.Most of us thought 4.5 percent was the

lowest we would see the 30-year fixed

rate. Then, we thought 4 percent was thelowest and now maybe 3.75 percent is thelowest. The cumulative effect of billionsof financial decisions will place all of us atthe equilibrium point between ScenarioI and Scenario II and determine that lowpoint for our home mortgage.

As part of our work on the WaterConservation Committee, Doug Pushardand I have compiled a chronology of theemergency water ordinances the Cityof Santa Fe has enacted and amended.Emergency water regulations wereapproved and enforced in 1996 and havebeen amended several times. Prohibitedwatering times have changed from 8a.m.-7 p.m., 10 a.m.-4 p.m. to 10 a.m.-6p.m. (current ordinance). And surchargeintervals have changed fromMay-Augustto April-September (current ordinance).In Ordinance No. 2000-30, the

surcharges were actually called “droughtemergency surcharges,” a term notcurrently used. In some ordinances, it wasspecified that all officials and employees ofthe city water utility were vested to enforcethe regulations. Penalties and fines werealso specified.During the droughts of both 1996 and

2002, the ordinances consisted of fourstages. A fifth stage was approved in2002 but later rescinded. Now we haveeffectively three stages, including thenon-emergency or normal regulationspermanently in effect. Not surprisingly, themost precipitous drops in consumption(from 168 to 134 gallons per capita perday, or GPCD, in 1996 and from 139 to115 in 2002) occurred when mandatorywatering restrictions were imposed. Sinceabout 2005, the water-use curve has beenrelatively flat, with usage going up by onegallon to 105 GPCD in 2011.The next phase of our due diligence will

include quantifying the drought conditionsof those two summers and comparing thewater available (both rainfall totals andsurface water stored in reservoirs) thento the same parameters now. What hasreally changed in the supply-and-demandequation is the city’s access to San Juan-Chama Project water and Rio Grande watervia the Buckman Direct Diversion project,which started supplying this water for city,county and Las Campanas use in January,2011. Without access to BDD supply duringthe summer of 2011, I think it is safe to say

that Santa Fe residents would have againexperienced emergency regulations.Under the currently operative Ordinance

No. 2006-53, landscape watering isprohibited from 10 a.m. to 6 p.m. fromMay1 to Oct. 31. Odd/even restrictions havebeen eliminated, but watering a maximumof three times per week is recommendedand is probably more than adequate forplants. If you are currently watering on anodd/even schedule, and three times perweek, please continue!Watering restrictions were not imposed

Assuming (hopefully) that thereare no catastrophic events, it is highlyunlikely that there will be mandatoryrestrictions this summer, as the ordinanceprovides only for emergency conditionswith “Warning - Orange” and “Crisis - Red”implementation stages.Despite our great progress in water

conservation, including voluntary usagereduction, we must keep in mind therisks of potential disruptions of oursupply through force majeure occurrencesincluding earthquakes and forest fires.Our current emergency water regulationsare intended to address catastrophicconditions, but we need to focus ourattention on policies that have historicallyled to the greatest success in reducing wateruse in Santa Fe during drought conditions.

Annual home and gardentours set for July 24, 31By Paul Weideman

Amatador outfit that belonged to the famous Spanish bullfighter Manolete is one of the highlights of thisyear’s Behind Adobe Walls home and garden tour offered by the Santa Fe Garden Club.“People that live here have interests that are so diverse,” said the club’s Janet Zlatoff-Mirsky. “A couple

of the houses have amazing art collections, including Russian paintings and Spanish reliquaries.”Homeowners’ collections frequently also feature pottery and basketry.The tours take place on Tuesday, July 24, and Tuesday, July 31. Each day, tour participants visit four locations.None of the featured houses for 2012 have been on the Behind Adobe Walls tour before, according to Santa Fe

Garden Club member Revana Augustson. Historic homes on the Eastside often are part of the tour offering, butparticipants see houses done in a variety of styles. “Two of the homes on the tours were designed by their owners,who are professional architects. Many of the gardens have interesting water features. One has a waterfall and onehas a huge fountain with, on the outer perimeter, a labyrinth,” Augustson said.The cost of the Behind Adobe Walls events is $75 per person, per tour. The day begins with an optional 11:15

a.m. lunch at Hotel Santa Fe for an additional $20. (Call 505-982-1200 for hotel reservations, and mention Code10D1XV.) The hotel also has a featured Garden Boutique by club members on the tour days.Each tour begins with buses loading at the hotel at 12:30 p.m. and ends at 4:45 p.m.The Santa Fe Garden Club also offers its Pequeno Tours to small, private groups between mid-April and

mid-October. These excursions of three or four hours focus on up to three residences. The Pequeno Tours are$45 per person and can be arranged for a minimum of 10 people. Groups must make their own transportationarrangements.All tour proceeds benefit the club’s education, beautification, and conservation projects. These include the

the same trend. For the Eastside jumbomarket, Ann Brunson of Sotheby’s RealEstate says, “Sales are up in this area. Inthe last six months, 23 homes have sold.In June, 116 are on the market, rangingfrom small condos to large homes. It istruly still a buyer’s market. The recoveryin the Eastside market is happening.Everyone we meet wants to be near

downtown where the action is…”Susan Hadley, president of Santa Fe

Realty Group, shared this observation: “Itis interesting to note that in the NorthwestCounty (MLS Area 25N) next to but notin Las Campanas, 16 homes have sold inthe last six months, ranging in price from$400,000 to $1,550,000. On the average,these homes actually sold for 94 percentof their asking price. This is very goodnews for our market, as it indicates thatsellers are being more realistic with theircurrent listing prices. Less time on themarket is a positive sign.”Liz Sheffield of Keller Williams adds,

“If you’re looking for value, my researchindicates that clearly NOW is the besttime EVER to purchase, including inLas Campanas. Coupled with the lowestinterest rates in history, the average$/square foot is down 32.6 percent since2008 and factoring in the recent long-term investment made by [Dallas-based]Cienda Partners, if you’re looking forvalue, this is it.”

Jumbo buyers are finding home loansto be more attractive and are choosinghome loans instead of cash to invest inmore securities, add more to retirement,and purchase additional real estate.

The 4-foot-diameter silver sphere fountain at thecorner of Cerrillos Road and Third Street hascaught many a driver’s eye in the last few months.

Many have stopped by to see what’s up at Santa Fe WaterGardens.The Santa Fe company, more than 25 years old, opened

at its fourth location in March. The building that wasformerly Luis’ Auto Sales office is newly vibrant withcolorful exterior mural work by John Santos. During arecent visit, Santa Fe Water Gardens’ Eric Gutierrez talkedabout what a gas it was watching Santos create the artworkusing only a spray gun.The colorful Japanese carp known as koi figure

prominently into his murals. The business sells the smallestbutterfly koi for $50. Prices climb up to a few hundredbucks for one of the really big charlies. Of course, they’rereputed to live more than 200 years, so that’s probably abargain.Longtime Santa Fe Water Gardens customers were used

to choosing their koi from the many constructed ponds atthe previous location on Agua Fria Street. The fish are keptin containers at the new location, but there are plans to getthem into ponds in the future.“We have less space and less inventory than we did at

Agua Fria, but we will be doing landscaping and pondsin the front,” Gutierrez said. “We want to do a black fencesimilar to the one at Santa Fe High School, and also agreenhouse for our fish and our aquatic plants.”Store manager Jason Romero added that they would be

building streambeds and waterfalls in the large area in frontof the showroom, but “Right now it’s a tight budget.”The bread and butter of Santa Fe Water Gardens is

building ponds and other water features, and doingmaintenance on them, and selling rock fountains.The front lot along Cerrillos is bordered by boulders -

mossrock from the Las Vegas area. A common, affordablewater-garden strategy is to have one of these boulders,which has been converted to a fountain with a drilledaperture, installed in a basin.That can be enhanced with streambed, waterfall, and

pond features. The prices for these options range fromabout $700 to $3,000 and up.“Fountains are installed in an underground basin, and

you can convert it to rain catchment, connecting to yourcanales and rainwater storage,” Romero said. “So insteadof sitting stagnant, water is circulating through your waterfeature.”Speaking of stagnation, part of the Santa Fe Water

Gardens mission involves water chemistry. Filtration isvery important when you’re dealing with a captive watersupply. It might be moving, recirculating, but if your pumpsand filters aren’t properly sized and maintained, the watercan still get funky with nitrates and nitrites and ammonia,the same as an aquarium inside the house, and that can bedeadly for your koi.The fountains available at Santa Fe Water Gardens start

at about $30 for small indoor ones. The pricier itemsinclude a travertine water sculpture by artist Pat Stone andthat big silver ball fountain that both retail for $6,500 or so.

Santa Feans have a big reason to beproud. We consume an average of about105 gallons per capita per day (GPCD),one of the lowest numbers in the country.For comparison’s sake, Albuquerqueresidents use about 169 gallons andfolks in Phoenix consume about 185gallons. We used to be up around 168, butthrough education, regulations, incentivesand participation by everyone, includingdevelopers, Santa Fe has lowered its waterconsumption dramatically.As members of the Santa Fe Water

Conservation Committee, StephenWiman and I have been giving waterconservation presentations in andaround Santa Fe. Water conservation andenergy conservation have been provento be much cheaper than finding anddeveloping new sources. Santa Fe’s long-range projections show we have enoughwater to cover our needs at present, butthat we’ll need additional water in thefuture. Projections also suggest that if wecan reduce our water consumption fromto 85 GPCD, we can live with our current

water supply for 40 years or more.We got down to 105 through a wide

range of programs: education, rebates,requiring builders to bring water to thetable for new developments, the city’s verysuccessful toilet-retrofit program, activeparticipation by a large percentage of ourresidents and businesses, and enactmentand enforcement of water-conservationregulations. To get to 85 GPCD, the citym ust take additional steps, perhapsincluding adopting programs that haveproven successful in others cities.There are many simple ways to move

us in the right direction. We could allowtoilet flushing with rainwater or greywaterinstead of flushing our toilets withdrinking water. Many water-wise citiesallow this today — Austin, Santa Monica,Berkeley, Atlanta, and Albuquerque, toname a few. Flushing toilets is our topindoor water use, estimated to be about26 percent. Eliminating this crazy useof drinking water costs us no new taxes,provides economic opportunity for “greenbusinesses,” and would save a tremendous

amount of drinking water over time.Second, we could require installation

of water-saving irrigation controllers withall permits for new buildings, landscape,or irrigation. These devices automaticallystop watering right before, during, orfollowing rain. Many of us have seensprinklers running right after a rainstorm.Preventing this accidental watering justmakes sense, and it only costs a fewhundred dollars. Landscape wateringis estimated by the city to be about 44percent of our peak summertime wateruse. The newer controllers are estimatedto save up to 50 percent of our outdoorwater usage. They save money whether welive here full-time or part-time; they workon our behalf year-round.Solutions such as these won’t have any

impact unless the city mandates them.Mandates level the playing field, while atthe same time making sure we are doingthe right thing for our future and ourchildren’s future. We live in a drought-prone area. We must lead, be pro-active,and not wait to react to a catastrophic

situation. There are low-cost solutions forour water needs now and in the future.There are also high-cost solutions. Thechoice is ours.
