Relais Emploi (the employment intermediary) of Strasbourg
Knowing the public : two approachesThe Relais Emploi of Strasbourg has been dealing with young people* in difficulty for more than twenty years. Information gathering and analysis of these people are now carried out via a national expert system, Parcours 3 and its query tool, WEB intelligence.
In the course of this communication, and through the synthesis of the 2008 statistical data, we would like to demonstrate that beyond the interest of classical analyses, another type of approach to our public is possible. We are of course referring to the territorial intelligence tool called Catalyse.
Consequently, we would like to present you with these two approaches (using the same input data).It was in 2008, thanks to the help and the expertise of the Compass, that we used this method for the first time. It is important to mention that the indicators (cohort identification, typical profiles, autonomy clues...) thus produced have been shared by the Relais Emploi counselors: working groups have been meeting to interpret and give meaning to the abstract data.
This new method has tremendously changed our views of the public and has influenced our modes of intervention.Finally, the aim is, in a near future, to take on this multicriteria quantitative tool in order to allow our structure to rely on an objective and consolidated description of the circumstances of the people we are dealing with, with the ultimate goal of providing a solid basis for our activities and decision-making.

education, but often already responsible for dependents

This indicator allows to put in place a comparison mechanism between the various Relais Emploi centers. The goal is to synthesise the level of independence of young people based on a number of indicators.
Calculation method: a number between 0 and 1 was given to each young person undergoing monitoring over a number of weeks (according to their type of housing, education and training level, basic knowledge, driving licence). As the number approaches 1, the independence level of the young person increases within the group.
The higher the index, the more independent the young person. Little surprise: those residing in the « ZUS » areas occupy the lowest positions, coming after communities and areas without interest in the politics of the City.
Please note that whatever the targeted population, the degree of independence amongst women is always higher.
