Introduction: Sanchi University of Buddhist-Indic Studies was established by GoMP, in year 2012 by a special act of the state assembly as an institution of international importance and currently functioning from rental campus just 15 km away from SANCHI & 45 km away from BHOPAL at village BARLA district RAISEN, MADHYA PRADESH. The university is a widely supported initiative to reignite the flame of ancient knowledge systems of Asia. It aims to be harbinger of the great traditions of knowledge creation and become seat for learning like the classical universities of India and to foster quality research, scholarly discussion and pragmatic knowledge in order to facilitate common man. This university is committed to produce best scholars, academicians, philosophers, researchers, practitioners of international repute in each & every aspect of Buddhist & Indic systems of knowledge & learning to take up the challenges of conceptual, ethical & socio-cultural development of the world. SUBIS shall invite knowledge & wisdom from all ten directions; shall realize, redeem, research, refine and refurbish it further to disseminate in all spheres of life and contribute to the efforts in making ‘Mother Earth’ a better place to live in. The university is committed to work on the known & unknown dimensions of knowledge, academics, art, literature, culture, skills related to ‘Dharma - Dhamma’ which has descended under the guidance of great masters. Sanchi University shall endeavour in synthesizing the ancient systems with the current needs; re-establish the knowledge catering to present day issues. Contemporary in its disciplinary formations, system, methods and infra-structure shall strive to re-create the ambiance & excellence of the old glory of classical universities of India – Taxila, Vallabhi, Nalanda and Vikramshila. It shall also interest the neighbouring Buddhist countries to cooperate in setting up a major collaborative centre for Buddhist and Indic teachings and research, & in the process, create a partnership amongst scholars of Asia & the world. In the rapidly deterritorializing world, the need to set up an international university that negotiates synchronically across the world and diachronically between past and present is of great significance. Objective & Vision: The basic objective of the SUBIS is to promote study and research in Buddhist and Indic Studies including the principles of Dhamma; a foundational tenet of Indian culture and to facilitate the cross-pollination of ideas and foster harmony amongst different civilizations of the world to foreground the idea that India has been the source and inspiration for both Buddhist and Indic Studies, two of the important ‘drivers’ in the programming of the Asian minds. For achieving this vision, the University shall: Impart education in Buddhist teachings, contemporary philosophy, traditions and practice. Promote interaction amongst countries of Asia bound by strong historical commonalities of

knowledge in areas such as religion, philosophy and culture; Contribute to the promotion of world peace and harmony by bringing together cultures and

civilizations of Asia; Contribute to the improvement of the educational system in India by providing new perspectives on

alternative systems of education; Provide education and training in relevant arts, crafts and skills of Asia; To achieve the above, create a partnership amongst the scholars and academics of Asia & the world.

The university The academic & research activities of the University have already been started on a successful note from its academic campus located in Barla Village in Raisen district, merely 10 kms away from the 120 acre proposed campus on the hillock located close to Sanchi Stupas & tropic of cancer. The university shall impart knowledge in both contemporary and traditional knowledge systems. It shall encourage open dialectics between contending schools of thought in the true tradition of vada-parampara, the tradition of disputation, the foundation of interpretation of texts that demands the presence of, or posits if there is none, a purva –paksha to begin a dialogue. (A) Academic centers: Along with traditional courses Sanchi University will also provide applied and need based courses.

SUBIS Bhopal will be Center of Learning & Excellence for imparting quality Certificate, Diploma, Advance Diploma, Undergraduate(UG), Postgraduate(PG), M.Phil and Doctoral (PhD) education in Buddhist & Indic studies.

The University shall have five following schools initially in Phase I. These schools shall have various centers which shall in turn house several departments. School of Buddhist Philosophy School of Sanatana Dharma and Indic Studies

a) Center for Alternative Education b) Center for Social and Natural Sciences c) Center for Integrated Healing

School of International Buddhist Studies School of Comparative Religions

a) Center for Policy Analysis & Coordination studies School of Language, Literature & Arts

(B) Courses: All the schools shall have several other centers & departments as required in subsequent phases.

The kind of courses run by the University shall be like: (i) Short term courses: 20-50 Certificate, diploma & advanced diploma courses varying from 1 month to 1 year on

various niche subjects in various schools with an intake of 20-30 students in each course. (ii) Courses at UG Level: 10-12 UG Programmes in various schools like: B. Buddhist studies with intake of 20-30 students (3 Year Degree program) B. Indic studies with intake of 20-30 students (3 Year Degree program) (iii) Courses at PG Level: 15-20 PG Programs in various aspects of Buddhist studies, Indic studies, Comparative religion,

Language, various art forms with intake of 10-20 students in each stream (2 Year Degree program)

(iv) Courses at M. Phil Level: M. Phil. Program with intake of 100 scholars in various streams (1-2 year Program) (v) Courses at PhD Level: PhD Program with intake of 50 research scholars in various streams (3-5 year Program)

(C) Study Centres of various countries: The University will also have various study centres of foreign countries, which were established and

run by specific countries. These centres will be the gateways to the concerned country.

(D) Central Library: The University will have a central library with adequate stacking and reading spaces. This will have

e-resources and other advanced methods of communication. The library shall also be a repository of various rare & original manuscripts. The library should be developed as an international resource. The departments shall also have their libraries too.

Scope of Service Sanchi University of Buddhist-Indic Studies (SUBIS) currently has a website with the URL http://www.sanchiuniv.org.in. The university now wants to have a new web portal. The scope of Service shall include but not be limited to the following tasks:

Creation of a dynamic website according to the latest development standards. Compliance for GIGW and other Government guidelines: The vendor has to complete the

formalities for compliance of Government guidelines. Website should be such that it is easy to use, easy to search, easy to navigate and visually

appealing. Website should be multilingual including support for foreign languages using Unicode. Compatible and interoperable website with different browsers and multiple screen sizes. A website with easy to use web content management system (WCMS). Website with modular

structure and work-flows. (Open Source WCMS are preferred) Transfer and editing of existing content to new website. The system should be developed based on Open Standard to facilitate Backend integration with

various applications created by SUBIS. The website need to be updated in order to accommodate any future changes and requirements at

SUBIS. 1. Website Design The website should be designed as per the Guidelines for Indian Government Website (GIGW)

prepared by NIC and adopted by DARPG, Ministry of Personnel, Public Grievances and Pension, GOI. The guidelines and compliance matrix prepared by NIC are available at http://web.guidelines.gov.in. Compliance Matrix is a checklist of mandatory guidelines. This checklist shall be used to validate websites against the guidelines to ensure compliance.

Vendor will have a detailed study about the University concept and interact with University officials, after which the chosen vendor will come up with design template of the website. The design should match with University concept. University can ask to create new design or modify the existing one. Only after approval of design by competent authority of University the website implementation will start.

Template should contain features like

At least 50 content block positions; Dozens of different style variations for content blocks At least 3 colour styles, Rich typography options and CSS3 progressive enhancements. Bootstrapped Framework - A responsive grid, full of component, JavaScript, and typography

styles for a sleek and intuitive web experience. Responsive Design - Automatically adapt to the best layouts for mobile viewing including the

latest in retina devices. Flexible template - Templates provide dozens of parameters for extensive customization with

virtually no coding needed. Mobile Layouts - Deliver optimal content to mobile devices with device-dependant template

layouts complete with their own menus, modules and visual styling. The contents of the website should be readable using any Screen access Reader Software to the

Visually Impaired users. It should support font size adjustment and switching layout between default, screen reader friendly, high contrast, full width.

2. General Features Rich User Interface. Website design should be based on framework like Bootstrap Should support HTML5, CSS3, Java Scripts Framework like JQuery and other necessary futuristic

frameworks Design of the website should be as per the GIGW guidelines and W3C guidelines. The system should be Operating System Independent Should support responsive page design compatible to multiple size screens (computer, tablet,

mobiles and any other). The content has to be optimized according to screen size. Should be able to support Video and Audio Content without web browser plugins. Support for Search Engine Optimization. Should support encryption. Social Media integration and interactivity like Facebook, Twitter, Youtube, etc Should support payment gateway, SMS gateway etc Admin-user panels, online forms, interactions etc Interactive features The system should be developed based on Open Standard to facilitate Backend integration with

various applications created by University from time to time and support for the same. Content management software (CMS like Joomla or Drupal or custom) Alignment with SUBIS’s current business strategies and business goals, with easy adaptability to

effect direction and content changes as and when the current strategic goals change. Interactive presentation of content. User friendly with easy to navigate features and easy to use functions. Faster download of pages. Support for visually impaired and otherwise disabled or challenged users. User administration services as part of a comprehensive Content Management System which

should be integrated into the Website design. To provide customizable automated templates. Latest stable versions of software which were used as on date of implementation.

3. Compatibility The site design must be cross-browser and cross-OS compatible up to the most recent browser / OS

versions. Support for three platforms: Desktop/Tablet or Notebook and Mobile form factors will be required.

4. Functionalities Required The website will be based on a Web Content Management System. Facility to update all content on

website by multiple users (based on user specific permission) from anywhere through browser based administrative module using WYSIWIG editing tools allowing non-technical users to create & edit content. Separation of Design and Content – content to be stored in the database and designed to be

controlled by the use of cascading style sheet (CSS). Separate CSS for use with Internet Browsers and Mobile Browsers.

The WCMS software shall be able to include plug-ins or modules that can be easily installed to extend the site's functionality. WCMS capability should be extended using plugins/modules and core of WCMS should not be modified so as to enable easy update of WCMS to future versions.

WCMS system should support user Groups, allowing the administrator to control how registered users interact with the site. A page on the site can be restricted to one or more groups.

WCMS software shall act as a Collaboration platform allowing content to be retrieved and worked on by one or many authorized users. Changes can be tracked and authorized for publication or ignored reverting to old versions.

Template/Theme based system shall be provided which are customizable. Admin section must be protected by username and password and using encryption. At

database level password should be stored in encrypted format. Mechanism to prevent from brute force attacks.

The Website shall facilitate online payments/payment gateway. Each link created by admin should specify the title of page and admin should have provision for

entering date by which the link may expire. The default shall never expire. Dynamic News/Events/Notification Management System: Facility to manage Departmental

News/Events/Notification through an administrative control panel. Administrator can upload pictures to their events and can add Caption to the pictures. Facility to search news via a strong search engine, Facility to manage news/event write-up/contents using a WYSIWIG editor.

Dynamic Photo gallery/Video/Audio Management System: Facility to manage photo gallery via an administrative control panel, facility to create photo gallery category dynamically. i.e. add/edit/delete photo gallery categories, facility to upload new pictures to these categories along with caption, facility to manage pictures and caption.

Approval process – Ability to create a new page with formatted content, send it for approval and publish it on the site after approval. Audit trail of all changes should also be maintained.

Tab and Accordion plug-ins for better representation of more content in optimized way. Content slider and Image slider plug-in with option to select from multiple effects. Content scroll plugin with option to scroll vertically or horizontally.

Front page content management - Create separate content exclusively for front page. Option to select which content to show on front page.

Content block management - Create various content blocks, select their display position and manage blocks to show on different pages.

User Management and Roles – Ability to create users, centres, students, Faculty/Department and define permissions for approval within a section. Different roles can be created and those roles can be given different accessibility permissions in admin section. Users can be added to different roles.

Menu Management – Ability to add, move, delete, modify menus on the site. Multiple menus can be created with option to select which menu to show on which page.

Multi-lingual content – Ability to create content in multiple languages in unicode. It is expected that the basic site will be in English and Hindi. If content is not translated, the link should show English content by default. Ability to add more languages in future. A language switcher button has to be provided to website visitor, using this button visitor can select content language.

Mobile and Tablet friendly - The website should be mobile and tablet friendly. Mobile/Tablet versions should show customized and optimized content and images.

Comprehensive search facility of individual section of the website as well as entire website both in English and Hindi.

Newsletter – Newsletter feature to efficiently manage unlimited number of subscribers, organize them into mailing lists, send personalized newsletters, etc.

Form Designer – WCMS should have online Form Designer with payment gateway integration with facility to o Multi-page forms. o Every field includes additional -attributes, where you can customize the specific properties

for the form fields using JavaScript. o Option for hidden fields. o Set fields to required, not allowing the submitter to submit the form without filling the out. o Multi-file upload. The size of the acceptable file and file extensions allowed should be

configurable o Advanced email settings and options. o Spam protection - Captcha/Google ReCaptcha

YouTube and Facebook FAQs - Facility to manage FAQs. Each question/answer can have multiple attachments. Online RTI - Options like opening new account, login, online RTI queries, replies, etc. Facility to

update list of of CPIO’s and RTI related cases on website. Walk-through - Feature for Virtual tour, walk through and 360 degree view. Webservice API support - The website should provide API support so as to expose website

content via RESTful API. These webservices will be used in future for mobile application development

New content added to website should be auto highlighted Publish/unpublish – WCMS should allow marking any content, photo, video or audio as

These templates may be used by University for developing their own departmental level micro-websites. The templates have to be integrated with WCMS. The vendor does not need to develop sub websites but only need to provide WCMS integrated design templates/themes for these sub websites.

8. Data Migration:

Existing content of current website should be edited & optimized and uploaded into new website.

Uploading new translated content onto website New content provided by University will have to be added to website. All content – text, images, videos, audios – will be provided by University.

9. Security: The website should allow secured socket layer. The website shall be security audited according to

OWASP (Open Web application Security Project) application security verification standard. a) Tools for control and monitoring Website security b) Protection against defacement, hacking, etc. c) Website should incorporate security features to protect the site from Session Hijacking, Sql

injection, Cross scripting, Denial of Service etc.

SUBIS may also appoint external Security audit agency for verifying security robustness of the website. Vendor needs to update the website according to feedback provided by SUBIS or security audit agency appointed by SUBIS.

10. Operation Maintenance of the Website WCMS and De-bugging: The Bidder will provide an operational guarantee on the WCMS designed & developed for a period of

one year from the date of Commissioning of the website, which will include de-bugging of the website on their own as well as when reported. Modification has to be made by vendor, if University finds that WCMS is not fulfilling our needs or if further improvements are required. All troubleshooting required would be the responsibility of the Bidder. This support does not require vendor to manage and update website content.

11. Access to Visually Impaired: The contents of the website should be readable using any Screen access Reader Software to the

Visually Impaired users. It should support font size adjustment and switching layout between default, screen reader friendly, high contrast, full width.

12. Web Development Standards: The Website should be developed with the latest technology, using up-to-date and well established

development tools and software. The development approach should conform to the best practices in the Website development and maintenance industry. Generally it should ensure the following: a) Adherence to commonly accepted standards and practices, including W3C and GIGW

compliance. b) Using latest website design technologies with acceptability on all current user technology

platforms; browsers, operating systems, client systems. 13. Acceptance Testing: Website developed will be tested by SUBIS or its appointed agent/representative with required

technical and other capabilities to inspect, test and evaluate the Website and determine whether it satisfies the acceptance criteria as agreed upon in the work plan. Vendor will rectify the deficiencies and other deviations from work plan identified by SUBIS immediately and not later than 10 days from the date of intimation by SUBIS. Re-evaluation will be done by SUBIS or its representative and if deficiency is not rectified, SUBIS will be at liberty to invoke suitable penalty clauses and/or cancel the contract without further notice. Final payment release will be subject to SUBIS conveying acceptance after evaluation.

14. Disaster Recovery and Business Continuity Plan: Automated daily backup solution should be provided. Vendor will have to provide easy solution for

periodic and sporadic backup of website. Backup should include WCMS program files, all website content files, database, etc. Solution for easy and quick restore of this backup should also be provided.

15. Training: Vendor will provide training in the use / maintenance of the Website. All technical aspects of Website

maintenance including requirements for hosting, registrations, submission to search engines and other link sites for a period of at least one week. Complete Website source code and other technical documents associated with the Website development, administration and use will be provided to the SUBIS team till satisfaction of the University. Vendor will provide necessary technical details including requirement of software, software tools and systems required for the proper upkeep and maintenance of the website. Vendor will provide technical support for the SUBIS team to become trained in the organization and administration of the SUBIS’s Website. The training will also be extended to SUBIS’s user department personnel associated or responsible for the content management of the website.

16. Documentation Complete documentation on the WCMS web site- User Manual and Technical Manual has to be

provided. 17. Hosting of website Project scope does not require vendor to purchase or deploy any server for the website but requires

that vendor successfully hosts the website on the server leased/purchased/rented by SUBIS. Vendor should be able to host the website on any of the hosting environment (like shared server hosting, dedicated server hosting or cloud based hosting on any platform Linux or Windows) procured by SUBIS.

Important guidelines

The vendor may have to visit SUBIS Administrative Office or Academic Campus as per project requirement. All cost incurred related to such visit shall be borne by the vendor.

The vendor has to share source code of website and WCMS with University from time to time. All material/product and related codes would be property of University and vendor would have no

claim over the same in future. All content should be stored and kept confidential and vendor should not reuse/replicate/transfer

the same to anyone else. The vendor should provide all admin/user manuals. The vendor should also provide support for all future upgrades related to website.

Changes in Project Scope:

All changes required will be advised by way of a written proposal / through e-mail from the SUBIS specifying such changes. Only major changes requiring substantial development effort and allocation of resources will constitute change in scope of work. All work accepted as amendment to the work plan originally agreed upon will be deemed to be covered under the contractual agreement already entered into.

Trademarks & Copyrights: i. The deliverables and any other documentation materials or transfer of all related intellectual

property rights or works commissioned by SUBIS and as such will be the sole property of the SUBIS and the SUBIS will be vested with all right, title and interest therein.

ii. The copyright in respect of all works associated with the Website developed for the SUBIS will be vested with the SUBIS.

iii. Vendor shall provide to the SUBIS complete software code and complete modified source code of system, related dependencies as well as CMS, along with transfer of all related Intellectual Property Rights of the modified source code to SUBIS used for the Website development.

iv. SUBIS will not be responsible against any liability for the use of Software with regard to copyright / license if any.

Warranties and Liability:

i. The bidder will warrant that the Website will be free of programming errors and defects in workmanship and materials, and that it will be in full conformity with the specifications in the work plan. Any shortcomings noticed or identified by the SUBIS in this regard will make the bidder liable to penalties and the bidder will be required to rectify the defects promptly at own expense.

ii. The contractor will not sub-let the contract or part it’s to any other agency or individual(s). iii. The bidder further warrants that it has complete rights to license, convey and without any

encumbrance the Website and deliverables covered in the contract. iv. The bidder further warrants that it has obtained all required registrations, permissions and

consents from all third parties necessary to deliver the Website, background technology and deliverables.

v. The bidder expressly warrants that the Website does not contain any protective feature designed to restrict or prevent its use by the SUBIS or its agents and customers.

vi. The bidder further warrants that the Website or any associated portion of it does not contain any virus, worm, Trojan horse routines, trap door, time bomb, or any other codes or instructions that may be used to access modify damage or disable the Website or computer system including that of the customers and other users of the Website .

vii. The bidder warrants that the Website will be compatible with the SUBIS hardware and software technology platform.

viii. The bidder warrants that the Website does not infringe upon the trademark, copyright patent trade secrets or any other rights of any third party and where there is a use or infringement the vendor shall obtain a license for use from the rights holder permitting such use. The Vendor shall indemnify against liability for infringement.

ix. The bidder warrants that all content forming part of the Website is provided from or obtained only from SUBIS. The intellectual property rights of website will be the property of SUBIS and cannot be used by anyone else without the permission of SUBIS.

HOW TO SUBMIT THE BID 1. Bidding Document

1.1 The bid document is available on SUBIS website www.sanchiuniv.org.in and e-tendering portal www.mpeproc.gov.in.

1.2 Bidder should log-in to e tendering system of www.mpeporc.gov.in by using user id and password provided by portal administrator. Unregistered users/Bidder may register them self by procedure set forth by portal administrator.

1.3 Interested bidders may download the bid document from e-tendering website by paying cost of document. i.e ₹1,000 (Cost of Document is payable through e-payment gateway of tendering portal.) Firms registered in Madhya Pradesh as MSME may claim exemption of this cost.

2. Preparation of Bid

Bidder Should Prepare the Bid in manner elaborated below; 2.1 Bid Document: Bidder should take a printout of all pages of bid document obtained from e- tendering portal, sign on each page and scan the same in PDF format. 2.2 Cover Letter: Bidder should prepare the cover letter in Pro-forma given in annex-I sign, scan the

same. 2.3 Fill all other annexure and attach all the mandatory and relevant documents required for

eligibility and technical evaluation as per the bid document.

3. Upload, Submit and encrypt the Bid 3.1 Bidder should log-in to e tendering system of www.mpeporc.gov.in by using user ID and password

provided by portal administrator. Un-registered users/Bidder may get register themselves by procedure set forth by portal administrator.

3.2 Select the appropriate bid issued by SUBIS by selecting system tender no and agency i.e Sanchi university of Buddhist-Indic studies.

3.3 Fill the desired information correctly and save it properly. 3.4 Pay the EMD amount ₹10,000 by using e-payment gateway provided by e-tendering portal. (Firms

registered in Madhya Pradesh as MSME may claim exemption of this cost.) 3.5 Upload all relevant documents. (File uploaded should be scanned properly in desired resolution

and must be readable.) 3.6 Fill the Financial bid online in Format provided. 3.7 Encrypt the bid by using appropriate digital signature certificate.

SELECTION PROCEDURE Opening and Review of the Bid: Bid opening authority of SUBIS will open the bid(s) submitted by bidders on e-tendering platform on

or after the deadline set forth in bidding schedule. Competent authority or committee appointed by SUBIS will examine the bid(s) received from online

e- tendering platform. The bidders who complete the eligibility criteria will be deemed as qualified bidder. The Committee will call the qualified bidders for the presentation. In next step the committee appointed by SUBIS will assign the marks to eligible bidders as per the

marking scheme set forth in this bid document. Financial bid of only top five qualified bidders will be opened by competent authority. The award of work will be assigned to the lowest bidder from among the top five qualified bidders,

but Registrar SUBIS have right to assign the work to any other bidder (Among Top Five) if he thinks that the assignment of work to selected bidder is not in the interest of the university. If two or more bidders submits same cost then the decision of Registrar, SUBIS will be final and binding.

The bidder is responsible for clarifying any ambiguity, conflict, discrepancy, omission, or other error in

Payment Terms: 80% payment of order value will be made on delivery, completion, hosting of portal and successful acceptance testing and security audit from SUBIS or its empanelled agency or any Government of India Agency for security audit certificate / safe to host certificate along with transfer of final source code and balance 20% payment shall be released after completion of operational maintenance period of one year.

Performance Guarantee: For the performance guarantee; the Earnest Money Deposit during filing of the tender will be converted into performance guarantee. Time Frame: The time frame for study, design and development of the web portal along with the transfer of final source code will be 04 (Four) months from the date of award of the contract. If SUBIS appoints security audit agency from CERT-In empanelled agency or any Government of India Agency for security audit certificate / safe to host certificate, total time frame will be 06 (Six) months from the date of award of the contract.

3. Court Jurisdiction: Any dispute arising out of the tender document/evaluation of bid shall be subject to jurisdiction of

the competent court at Bhopal, Madhya Pradesh only. 4. Settlement of Disputes The decision of the Consultant Evaluation Committee shall be final & binding on competitors. In case

of dispute not related to the judging procedure or the award by the Consultant Evaluation Committee the settlement will be done by sole arbitration of SUBIS Bhopal or by the arbitrator appointed by SUBIS without recourse to the legal authorities.

5. Taxes and duties: The consultant, sub-consultants and personnel shall be liable to pay such direct and indirect taxes,

7. Confidentiality: Except with the prior written consent of the “SUBIS”, the consultant and the personnel shall not at

any time communicate to any person or entity any confidential information acquired in the course of the Services, nor shall the consultant and its personnel make public the recommendations formulated in the course of or as a result of the services.

8. Conflict of Interests: The Consultant shall hold the SUBIS's interests paramount, without any consideration for future

work, and strictly avoid conflict of interest with other assignments or their own corporate interests. If during the period of this contract, a conflict of interest arises for any reasons, the consultant shall promptly disclose the same to the SUBIS and seek its instructions.

9. Negotiation The first ranked applicant (the “Selected Applicant”) may, if necessary, be invited for negotiations.

The negotiations shall generally not be for reducing the price of the proposal, but will be for re-confirming the obligations of the consultant under this RFP. Issues such as deployment of key personnel, understanding of the RFP, methodology and quality of the work plan shall be discussed during negotiations. In case the selected applicant fails to reconfirm its commitment, the authority reserves the right to designate the next ranked Applicant as the “Selected Applicant”.

10. All costs incurred in connection with submission of bids like preparation, submission any personal visits, submitting the bids personally, subsequent processing etc. shall be borne by the bidder. SUBIS will not be responsible / liable for the same regardless of the outcome of the tendering process.

11. The tender for the works shall remain open for acceptance for a period of 90 days from the date of opening of tenders. The earnest money will be forfeited in case the selected bidder withdraws his bid during the validity period.

12. Consortium A maximum of two members shall be allowed in consortium. For technical evaluation/eligibility, combined technical capacity of both members shall be

considered. For financial evaluation/eligibility, combined financial capacity of both members shall be

considered. 13. Miscellaneous

a) The consultant shall at all times indemnify and keep indemnified the SUBIS against any and all claims by Employees, consultants, employed engaged or otherwise working for the firm entity, in respect of wages, salaries, remuneration, compensation or the like.

b) All claims regarding indemnity shall survive the termination or expiry of the contract. c) It is acknowledged and agreed by all parties that there is no representation of any type, implied
