In January 2017, the U.S. Department of Transportation (USDOT) designated ten sites as proving grounds to encourage testing and sharing information around automated vehicle technologies. The San Diego region is one of the proving grounds that industry and academia can use to gauge safety, manage various roadways and conditions, and handle different types of vehicles and supporting technology. San Diego was selected as a proving ground because of its global reputation as a high-tech hub and the region’s innovative highway system that includes Integrated Corridor Management (ICM) and Intelligent Transportation Systems (ITS). The vision for the San Diego Regional Proving Ground (RPG) is to provide real-world facilities for validating innovative technologies that advance mobility, safety, sustainability, and economic prosperity for the San Diego region. The San Diego RPG is designated for testing autonomous and connected vehicles; supporting technology; and innovative modes, methods, and models that will transform the movement of people and goods. California DMV regulations to facilitate autonomous vehicle testing and deployment are expected to be adopted by late 2017. The San Diego Regional Proving Ground is the only proving ground that provides three roadways for testing road-ready technologies in a variety of real-world environments. I-15 Express Lanes This 20-mile facility runs between State Route 163 in San Diego and State Route 78 in Escondido, and includes grade changes. The Express Lanes use ICM and feature a movable barrier to manage traffic flow, both of which are available to companies that use the proving ground. An 11,000 square-foot facility with offices, storage, maintenance bays, and secure parking is adjacent to the Express Lanes. South Bay Expressway (SBX) The 10-mile toll road on the eastern edge of Chula Vista provides connections to the U.S./Mexico border crossing. SBX is a multi-lane, bi-directional toll road with grade changes. Traffic management technology features (e.g., closed circuit TV, speed detectors, toll plazas, dynamic messaging signs, and traffic signals) are available to companies that use the proving ground. A staging facility with office space, storage, maintenance, and secure parking is adjacent to SBX. City Road Network Chula Vista’s streets and arterials provide an opportunity to test within an entire city, including planned communities, traditional grid patterned streets, and areas of new development. Surface streets offer a variety of speeds, driving patterns, and intersections that may be used for Mobility as a Service, ridesharing, and first-mile/last-mile concepts. The city’s maintenance garage could provide a staging facility with secure parking, office space, and a maintenance facility. Join the Consortium The San Diego Regional Proving Ground formed a consortium of industry affiliates and academic partners to provide a platform for research and development, to engage and educate the public, and to inform public policy. The consortium operates on a cost-recovery model and affiliates will find value in having access to other affiliates in both the private and public sector. The San Diego Regional Proving Ground is a partnership between the San Diego Association of Governments (SANDAG), California Department of Transportation District 11 (Caltrans), and the City of Chula Vista. SANDAG worked with USDOT and Caltrans to successfully implement the I-15 Express Lanes, Integrated Corridor Management (ICM) project, and the only border-related Intelligent Transportation Systems project. SANDAG is currently working with the commercial trucking industry on a new border crossing initiative on State Route 11 that will accommodate approximately 1.6 million commercial vehicles annually.
