A. Curriculum Calendar

Hess informed that Vice Chancellor Topham and her met with some of the Student Services constituents. Hess added a call will be sent to the Educational Review Committee to set up a meeting.

IV. NEW BUSINESS

A. Equivalency

Hess informed of some issues with active courses that are equivalent to each other, yet they are not cross listed. Hess added Instructional services will investigate further and bring this discussion back to the council in order to prevent course duplications.

B. Legislation: AB 927, AB 928, and AB 1111 Hess reported the following:

AB 927: • Assembly Bill 927 has been approved • Removes pilot status from existing BDP programs (Mesa College) • Removes limitation of 1 BPD program per District; baccalaureate degrees

may not exceed 25% of number of degrees offered within a District • Expands and clarifies requirements for demonstrating unmet workforce need:

statewide and regional data; regional consortium, employer demand, employers willing to pay BS degree holders more; candidates

• Chancellor’s Office Review: • 30 BDP degrees statewide/year: 15 per cycle • January 15 submission: Approval or denial before May 31

AB 928: • Establishes ADT committee membership; • Requires Intersegmental Committee of the Academic Senates of the

University of California, the California State University, and the California Community Colleges to establish a singular lower division general education pathway that meets requirements for transfer admission to both the CSU and UC on or before May 31, 2023.

• Requires singular lower division education pathway shall be the only lower division pathway fall 2025-2026;

• Requires CCC to place students on the ADT pathway if a student declares a goal of transfer on their mandatory education plan on or before August 1, 2024

AB 1111:

• Requires California community colleges to adopt a common course numbering system for all general education requirement courses and transfer pathway courses on or before July 1, 2024

• Requires common course numbering system be student facing and ensure comparable courses across the community colleges have the same course number

• Recommends using courses included in C-ID and expanding to general education requirements and transfer pathways

The relationship between identity and the creative work of prominent Asian American writers is explored, as well as the ways in which Asian American writers have been influenced by various artistic, cultural, linguistic, and socio-political forces. Students are introduced to prominent Asian American texts and encouraged to analyze through writing and discussion the defining conversations and controversies in Asian American literary history. This course is intended for all students interested in Asian American Literature and Asian American Studies. In the Matter of intent to Declare Emergency Conditions Exist at San Diego Community College District

WHEREAS, on March 4, 2020, the Governor of California declared a State of Emergency due to the outbreak and spread of a novel coronavirus (COVID-19); and

WHEREAS, as of March 9, 2020, San Diego County public health officials announced the first positive case of COVID-19 in San Diego County, and to date the total number of cases in San Diego County exceeds 355,000 and continues to increase daily; and

WHEREAS, on March 12, 2020, the Board of Trustees of the San Diego Community College District, in light of the state of emergency, adopted a Resolution declaring emergency conditions throughout the San Diego Community College District as a result of the coronavirus pandemic and granting the Chancellor emergency authority; and

WHEREAS, on March 17, 2020, and March 21, 2020, in light of the declared state of emergency due to the coronavirus pandemic, Governor Newsom issued Executive Orders N-29-20 and N-35-20, thereby implementing several exceptions to the Brown Act’s teleconferencing rules to allow local agencies to continue to function during stay-at-home orders; and

WHEREAS, due to the threat of COVID-19, the Board of Trustees has held its public meetings virtually and in accordance with the relaxed teleconferencing rules as set forth in Executive Orders N-29-20 and N-35-20; and

WHEREAS, Executive Orders N-29-20 and N-35-20 will expire as of September 30, 2021, and, thereafter, Government Code section 54953, as amended by Assembly Bill 361 (2021), will take effect; and

WHEREAS, the number of COVID-19 cases remains elevated in San Diego County, with a 7-day average case rate of 729.7, as of September 29, 2021, and state or local officials have imposed or recommended measures to promote social distancing; and

WHEREAS, the state of emergency remains in effect and, due to the continued threat of COVID-19 in San Diego County, meeting in person would present imminent risks to the health or safety of attendees.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the San Diego Community College District has determined as follows:

1. The October 7, 2021, meeting of the Board of Trustees is held during a proclaimed state of emergency related to the threat of COVID-19, and state or local officials have imposed or recommended measures to promote social distancing.

2. As a result of the ongoing emergency, meeting in person would present imminent risks to the health or safety of attendees.

3. The circumstances described in Government Code section 54953(e) exist and its provisions are, therefore, invoked.

The San Diego Community College District’s Colleges and Continuing Education may maintain community service programs including, but not limited to the following courses: classes in civic, develop and offer community service classes in fields including but not limited to civic, vocational, literacy, health, technical and general interest courses, as well as classes in the fields of music, art, handicraft, science, literature, nature study, aquatic sports, and athletics.

The community service offerings programs shall be designed to contribute to the physical, mental, moral, economic, or civic development of the individuals enrolled in it. Community service courses offerings shall be open for admission of individuals who can benefit from the programs offerings. No General Fund monies may be expended to establish and maintain community service courses offerings. Students involved in community service courses offerings shall be charged a fee not to exceed the cost of maintaining the courses. Courses Offerings may also be provided offered by renumeration by contract or with contributions or donations of individual groups.

DGC Second Reading: The San Diego Community College District’s colleges may grant the degrees of Associate of Arts and Associate of Science to those students who have completed the requirements for graduation as prescribed by Title 5 regulations and the faculty earned a grade of “C” or better in courses required for the major, a grade point average of at least 2.0 (a “C” average) in the general education requirement, and a minimum grade point average of at least 2.0 in all associate degree applicable courses. A “P” (pass grade) meets the requirement for courses required in the major. Students must also complete the general education, residency, competency, and other graduation requirements set forth in title 5. Associate of Arts and Associate of Science degrees shall be approved by the colleges’ curriculum committees, Curriculum and Instructional Council, the Board of Trustees, and the California Community Colleges Chancellor’s Office. The colleges may grant the Associate in Arts for Transfer (AA-T) and Associate in Science for Transfer (AS-T) degrees to those students who have completed the requirements for graduation prescribed by Title 5, Senate Bill 1440, and Senate Bill 400. The District Chancellor or designee shall establish procedures to determine degree and certificate requirements that include appropriate involvement of the local curriculum committees. Bachelor of Science (BS) Degrees The Bachelor of Science degree is intended for students interested in high-level career technical education.

The following is required for all BS Degrees: I. A combination of lower division and upper division

coursework totaling a minimum of 120 semester units (180quarter units) that are applicable to a baccalaureate degreeas defined within this procedure.

II. Completion of the CSU General Education Breadth orIntersegmental General Education Transfer Curriculumpattern.

III. Completion of a minimum of 40 semester units (60 quarterunits) of upper division courses, including a minimum of ninesemester units (13.5 quarter units) of upper division generaleducation.

IV. An identified major that includes a minimum of 18 semesterunits (27 quarter units) of lower division courses and 31semester (46.5 quarter units) of upper division courses;

V. A minimum of 12 semester degree applicable units (18quarter units) must be completed in residence at the collegegranting the degree.

Lower Division Coursework Lower division courses shall be consistent with the requirements for the associate degree applicable credit courses outlined in the California Code of Regulations (CCR) Title 5, Section 55062. These courses include the following:

I. All lower division courses accepted toward a baccalaureatedegree granted by the California State University (CSU) or

II. Credit, courses that apply to the major or area of emphasis in career technical fields that would typically be applicable to an associate degree.

Lower Division General Education

I. Students shall complete CSU General Education Breadth (CSU GE) or the Intersegmental General Education Transfer Curriculum (IGETC) general education pattern.

II. Students who have earned a baccalaureate degree from a regionally accredited institution, but who have not completed CSU GE Breadth or IGETC, must fulfill any missing requirements.

Lower Division Major Requirements Students shall complete at least 18 semester units (27 quarter units) of identified lower division coursework in the baccalaureate degree major. A “major” is defined as a single field of study or related fields, as listed in the community college’s Taxonomy of Programs.

Upper Division Coursework Upper division courses apply knowledge obtained at the lower division level with demonstrated additional critical thinking through writing, oral communication, or computation. Upper division coursework may also encompass research elements, workforce training, apprenticeships, internships, required practicums or capstone projects. Upper division courses typically will have one or more lower or upper division prerequisites. Courses that have been designated as upper division are only intended to be applicable to baccalaureate degrees. Upper division requirements include the following:

I. A minimum of 40 semester units (60 quarter units) of upper division coursework; and

II. A minimum of nine semester units (13.5 quarter units) of upper division general education courses.

Upper Division General Education

I. Students shall complete at least nine semester units (13.5 quarter units) of upper division general education courses from at least two disciplines outside of the major, one of which must have an emphasis in written communication, oral communication or computation.

II. Students may complete upper division general education courses in any discipline, but the courses should relate to the required coursework for the baccalaureate degree.

Upper division general education courses are only intended for baccalaureate degree students and should not be only be open to students who are not enrolled in a California Community College baccalaureate program. Upper Division Major Requirements

Program Recency Program Recency may be established to require major courses to be completed within a minimum of 36 months prior to the date of awarding the degree and shall:

I. Be established by discipline faculty only if it has been

determined a significant lapse of time will have an impact on a student’s ability to successfully fulfill the degree’s goals and objectives;

II. Be stated in the college catalog; and III. Be required of all students in the program.

DGC Second Reading Community service offerings may be developed by any District College or Continuing

Education faculty member. Community service offerings consist of not-for-credit instruction in civic, vocational, literacy, health, family and consumer sciences, technical and general interest courses, including, but not limited to, the fields of visual and performing arts, handicraft, science, literature, nature study, nature contacting, aquatic sports, and athletics. These offerings shall be designed to provide instruction and to contribute to the physical, mental, moral, economic, or civic development of the individuals or groups enrolled therein. Establishing a Community Service Offering Minimum requirements:

1) shall be approved by the District Board of Trustees; 2) shall be designed for the physical, mental, moral, economic, or civic

development of persons enrolled therein; 3) provide subject matter content, resource materials, and teaching methods

which the District Board of Trustees deems appropriate for the enrolled students;

4) shall be conducted in accordance with predetermined strategy or plan; and 5) may not be claimed for apportionment purposes.

Enrollment and Fees

1) community service offerings shall be open for the admission of adults and those minors who in the judgement of the Board of Trustees may benefit from the program;

2) general fund monies may not be expended to establish and maintain community service offerings;

3) students enrolled in community services offerings may be charged a fee not to exceed the cost of maintaining the class;

4) fees shall be retained by the college or Continuing Education in order to fund the faculty, facilities, equipment, etc., required to offer the class; and

5) community service offerings shall adhere to the approved proposal, collective bargaining agreement, and other applicable policies and regulations.

Elements Proposals for community service offerings must be in writing and include the following:

1) a logical, short title for the offering; 2) a description that must appear in all publications, which includes a brief

explanation, highlighting the specific topics to be covered; 3) a description of the proposed instructional design (for example, classroom,

workshops, excursions, or work skills programs/classes); 4) justification for the proposal which should include:

a) a description of the group(s) that might be interested in or served by the offering;

b) a description of individual or social benefits; c) evidence of economic or social need for the offering.

5) one or more objectives stating the skills, abilities, or knowledge a student should be able to perform, demonstrate, or apply after successfully completing the offering;

6) methods of Instruction (e.g., lecture, discussion, role-play, class demonstrations, etc.).

7) methods of evaluation of student learning (e.g., demonstration of skills, certification, examination, or presentation of finished project, etc.);

8) specific items to be supplied by the offering college or Continuing Education, such as facilities, equipment, or handouts;

9) materials that would usually be provided by the student, such as textbooks, manuals, or supplies;

10) total student learning hours, including in class and outside of class; 11) the discipline assignment(s) or other instructor qualifications; and 12) the offering entity (college or Continuing Education).

Approval Process The community service offerings are proposed using a form which is:

1) Provided by District Curriculum Services Office to the requesting college or Continuing Education department;

2) completed by a discipline faculty member; 3) reviewed and forwarded by the Department Chair; 4) reviewed and forwarded by the School Dean;

5) reviewed and forwarded by the Vice President, Instructional Services; 6) reviewed and approved by the proposing Curriculum Committee; 7) reviewed and approved by the Curriculum and Instructional Council; 8) reviewed and approved by the Board of Trustees; and 9) retained by the District Curriculum Services office

Periodic Review and Revision 1) District Curriculum Services shall coordinate with the appropriate departments

to ensure approved offerings are reviewed every two years: a) if the department determines the offering requires no changes, the

review shall be marked as complete; b) if the department proposes revisions, they shall be reviewed and

approved according to the process listed above, except that the Curriculum and Instructional Council shall be the final approving body; and

c) if the department chooses to deactivate the offering, it shall inform District Curriculum Services, who shall submit the deactivation to the Board of Trustees for approval.

2) Deactivated offerings shall be retained in the repository as historical records. 3) Reactivations of community service offerings shall follow the approval process

listed above.
