• Point made that the teams (coaches) need to be educating their athletes on the responsibility of being on time to the blocks for their events.

• Point made that at BB Max meets an athlete may only have two or three events, so the current policy could cause an athlete to miss a majority or possibly all of their races.

• An option raised to take the place of a penalty DQ from the athlete’s next event would be to have a re-entry fee for that event.

• Final proposal: For BB Max meets, if the athlete who commits a no show talks to the deck ref or the meet ref to address the situation, the swimmer will be reinstated into their next event that would have been a penalty DQ. If the swimmer does not talk to either the deck ref or meet ref about the situation, the penalty DQ from their next event will stand. – This change does not constitute a change in policy so a vote was not required and this practice will be implemented as stated.

• This change will be communicated to all of the meet refs, coaches, etc.

• This more lenient practice will only be implement at the BB Max meet level and lower. The full existing policy will still be in effect at all higher level meets (BB Min and above).

b. Annual Athlete Award Banquet: • See consent agenda for details. • SI athlete representatives desire to present LSC athlete awards at

a special event rather than at a BOD meeting. • The event would be scheduled annually after the high school

swim season has concluded. • Historically, an athlete award banquet was held in the LSC but

was discontinued due to lack of interest at that time. • A task force is to be formed determine facility rental costs,

catering costs, and to formulate a proposed budget for the proposed event.

• The task force will consist of John McGlynn, Pete Murphy and athletes that are recruited by Jule Arzave.

the Business Leadership Class in support of their application for the CRP bonus. This would only apply to clubs who had already submitted their CRP bonus application on time for the original deadline. – M/S/A

• Proposal to require that one side of all canopies be kept open to public view.

• Key requirements from safe sport is that the space be “observable” and “interruptible”.

• Proposal made to ban tents from meets/functions. • Question raised: Who would be responsible for the enforcement of

this policy? o The meet host and meet ref. o This policy would apply to all USA Swimming members. o It would be enforced at all SI meets (sanctioned and

unsanctioned), novice events, and all team and SI events. • The following policy was adopted (it will be posted on the SI

website and added to the SI Policies and Procedures document): To support the USA swimming Minor Athlete Abuse Protection Policy, SI is implementing new rules around the use of team and personal canopies and tents at all SI sanctioned and "novice" meets and team events effective immediately. The intent of this policy is to ensure visibility and safety of our athletes at all times. The requirements are as follows: 1) The preference is that all canopies are open on all four sides at all times. 2) If weather does not support this, then there are two options for enclosure:

a) all four sides can be enclosed with a minimum of one side having a fully transparent enclosure that is public facing b) if non transparent sides are used, a minimum of one side must be open and public facing at all times

3) If tents are used, then at all times, the opening into the tent must be secured in such a way that there is visibility into the tent at all times. Meet hosts, meet referees, and team coaches are responsible for ensuring these rules are followed.

g. Discuss high amount of summer assistance: • See consent agenda for details. • The budget for the summer national meet assistance was $92K,

the actual amount distributed was $132K ($40K shortfall). • Proposal made to potentially address future shortfalls: Set a

budget cap for each meet supported. If the cap is not exceeded, the assistance amount would be determined by the formula that is in use. If the cap will be exceeded, the assistance amount would be the total budgeted amount divided by the number of eligible athletes.

• The last two to three years of actual assistance data needs to be reviewed against the budget to determine in the formula needs to be revised for each category of meet.

• Plan in place to have a budgeting meeting in October, 2019 and to develop a proposal to address this going forward.

sessions; more shade is needed for the current venue. • Feedback from coaches: Would like to keep the event to one day

so that the athletes have one rest day on the weekend. • Participation could be higher – Would moving the event to being

held outside of the high school season help attendance? The athletes felt it would be better to schedule it this way.

• The event could be held every two years instead of annually. • The event could be re-focused to be more of a developmental

camp than a higher level select camp. This would target SI athletes who are not already attending higher level national camps.

• The Board would like to have the athletes develop ideas for how this camp should be focused (i.e. focus on building relationships between athletes).

• Task force formed to address the future planning for the camp: Dan Peck, Pete Murphy, athlete committee is to contribute athlete members for the task force.

7 Additions to Agenda 9:10 a. JO Time Standards for 2020:

• The current algorithm does not allow for time standards to get slower.

• Task force to be formed to review and revise the algorithm. • The current proposed time standards are missing the 200’s of

stroke for the 11/12 age group and short course standards for the 15/18 age group.

• Request for approval tabled until these omissions are addressed. Corrected version will be submitted and email to the BOD for review and approval.

b. Program Committee is looking for one non-coach and two athletes to serve on the committee.

c. Catch the Sprit Camp, held in conjunction with the Swimposium, is coming up. Applications are due 10/5/2019. The camp capacity is 120 athletes. The fee is $100.00 per team.

d. Request made to have LSC outreach to each team to communicate LSC initiatives directly to the athletes. Potential methods to accomplish this is via social media, athlete representatives on each team that could give periodic short talks/announcements to team athletes.

e. The next meeting will be the House of Delegates meeting. Each team is request to please email Rich Cosgrove (SI Secretary) the names of their athlete and non-athlete voting representatives by 11/11/2019.

○ Major proposal in HOD was to increase club fees starting with the 2021 membership year (did not pass - sent back to the board to reconsider)

■ For existing clubs from $70 to $250 ■ For new, first-year clubs only, from $70 to $500 ■ For seasonal clubs from $40 to $70 ■ HOD concerns

● No differentiation between large clubs and small clubs ○ Increase would hit small clubs harder ○ Board said they considered a tiered system, but decided to

present a simpler, single cost system ● Where would the increased revenue be spent?

○ Board responded with Club Programs that have been introduced in recent years

○ If these were paid for in previous years, why the huge increase now?

● Some indicated the increase for 1st year clubs was not big enough to help reduce the competition (this did not seem to be a widely held opinion since it seemed like this issue was limited to particular LSC’s). One option would be the individual LSC’s could add on a significant fee in they deemed appropriate

■ Board will have to re-present with more information at next year’s HOD, so no changes until at least the 2021 membership year

■ Most were in favor of an increase, since there hasn’t been an increase since the 80’s, but why did the increase need to be so steep?

● Sexual Harassment Training ○ CA has a new law requiring all companies with 5 or more employees to provide

sexual harassment training to their employees ○ The law was originally slated to go into effect on 1/1/2020, but the governor just

delayed the implementation of the law for one year until 1/1/2021 ○ Keith Clements contacted USA Swimming and got a referral for a company that

can provide the training and will give bulk discounts ○ The LSC is collecting people counts from teams who are interested in

participating in a group discount (currently have ~50 people) ○ Note that this is not a USA Swimming requirement, but a CA state requirement

II. Elections for 2019 Athlete Representatives A. The application has been shared through social media and email to all the Athlete Leadership Summit attendees. It will be due September 22 at 11:59pm, from there we will slate the athletes.

III. 2019 Don Watkins F.I.R.S.T Meet A. We have several athletes attend the F.I.R.S.T Meet and had the most participation from athletes than ever. They covered the lectures and were around the deck to help any athletes or parents.

IV. 2019 USAS Convention Reports A. Juli

1. Having this being my third convention I was excited to be able to return and continue to expand my knowledge on how to continuously make our LSC a better one. Due to college duties, I had to arrive to convention late Thursday night.

However, I was able to attend, arguably, some of the most important meetings. Friday morning we had a workshop in which the athlete representatives and their general chairs met to evaluate their actions. This workshop allowed us to collaborate with several LSCs and create new ideas on what we wish to implement within our LSC. For example, the idea of an LSC wide banquet was created and the AEC has now planned on proposing the idea at the BoD meeting. Also, we learned on several ways we could utilize social media to gain involvement and feedback from athletes within our LSC. 2. I was honored to be able to vote at the House of Delegate meeting and elect the new members of the Athletes Executive Committee (I am very happy to say that Maria Davila was one of the athletes elected!!). Along with voting on rules/regulations we voted on the new members of the USA Board during the second House of Delegates meeting that took place Saturday. Even though it was my third time attending HoD it is surprising to me how much an athlete's opinion and voice can impact the organization in both a positive and negative way. This has inspired me to apply to be part of a National Committee this year. At the House of Delegates meeting only three items were pulled and eventually passed. The proposition to increase team dues was eventually tabled after many discussions and a failed amendment. This allows the Board of Directors to make some changes to the proposition and propose it at the 2020 House of Delegates meeting. 3. Overall, attending Convention gave me an opportunity to learn more ways I could become involved in USA Swimming and help SDI swimming become an even better LSC. The connections and new friendships I created allowed me to grow my web of fellow leaders across the country and inspiration for projects we could implement in San Diego. I am honored to have been able to attend as an SDI athlete representative and am eager to integrate new projects into our LSC.

B. Alex 1. Meetings

a) Athlete meetings (1) The athlete meetings were held every day starting early in the morning shortly after swim practice. Each day our meetings covers different topics including Safe Sport, Clean Sport, and meetings that described how the Athletes executive committee works. We also had break out sessions a few times where we broke up into groups and discussed how we could better organize athletes in our individual LSC’s. These meetings were very helpful because in discussing what we do for athletes in our LSC I was able to learn more about what is done in other LSCs and learn a lot.

b) Zone meetings (1) During our time at Convention we had one Zone meeting. In this meeting general business for the LSC was discussed and a

resolution was passed to make hosting meets like Zones more profitable for the club teams that host them.

2. Practice a) Practices were held every day at 5 am in the morning. It was fun this year to be able to go in a separate lane one day and train with Juli and do one of her college sets.

3. Athlete Social a. The athlete social was held at an indoor Go Kart place that also hadlaser tag and few other fun things to do. It was a great time to just hang out with all the athletes and have fun. b. There were also opportunities every night for the athletes to hang out in the athlete hospitality suite where a few games were held and snacks were available.

Summary: The opportunity to go to convention for the second time was a very exciting experience and I’m glad I gotta go again and learn even more about how to be an effective athlete representative. This year the way the meetings were conducted I learned a lot more about how USA swimming works and about the policies it is putting in place. I found the athlete meetings a lot more interesting and informative than last year such as going into depth on the policies of safe sport so I'm very glad I went again. I hope that I will be able to bring back the invaluable lessons I learned at the convention to help our athletes and contribute to our LSC.

C. Mason 1. LSC Representation

a) Athlete representatives from each LSC averaged at around 2 to 4 swimmers. This seemed to be the most efficient and common number to bring; however, there were several outliers. Maryland had an exceedingly high amount of athletes; a number I was not able to determine (around 10). Through hearing talk amongst athletes and coaches, I learned that this was a recurring pattern in this LSC. After Convention, the athlete's discussed the possibility of bringing more athletes in the years to come. I believe this is an idea to discuss, because it could reap benefits for the LSC in the long run because. It would increase athlete involvement in San Diego, while educated the future generation of swimmers on leadership and USA Swimming’s governance.Club Team Representatives b) Many LSC’s also had athlete representatives for their club teams. These athletes would communicate with the LSC representatives, so their voice could make it to the LSC’s governing body. We are currently working on finding club team representatives for each team. Once this idea proves successful, we could establish a way to organize team representatives among their respective athlete representative

2. Social Media ○ LSC Social Media Activity

■ After observing other LSC social media efforts, it came to my attention that we were among the few who were spearheading this

idea. Not only do we have a single official Instagram account, but we keep the feed up to date and relevant. We post about the achievements of local swimmers, athlete representatives, and much more to keep the LSC athlete body united and updated. At convention, I found myself sharing these ideas and providing plans of action for aspiring LSC’s to model our advanced level of social media activity. Most LSC’s do have some sort of social media, but the quality of their content and activity was said to be losing athlete engagement.

3. Education ○ USA Swimming Governance

■ Prior to Convention, I knew little about my position and what my objectives, goals, and abilities were as an athlete representative. I was able to gain enough of a baseline understanding during the time before Convention, but no person could be as informative as these past couple days were. In this time, I gained a complete understanding of the governance hierarchy that exists within the athlete involvement in USA Swim due to the athlete meetings. I was also able to communicate with other athletes to get an idea of what was taking place beyond our LSC. With this information, I was able to reflect on our own LSC’s strengths, and weaknesses to formulate clear objectives, goals, and projects to achieve in the upcoming season. Overall, my understanding of USA Swim governance has increased significantly, ultimately giving me the potential to become a more impactful athlete.

Summary: Attending the USAS National Convention ignited excitement and optimism within me to contribute even more to my LSC and club team. Through hours of meetings containing presentations on USADA, Safesport, and cleansport, I was able to gain ideas in valuable ways I could contribute. The athlete meetings provided me with education about our governing body, inspiring me apply to National Committees. Overall, I came back to San Diego as an eagerly transformed athlete prepared with the tools to help their LSC.

D. Maja Palmeroos 1. Meetings

a) Athlete Meetings (1) There were 2-3 athlete meetings that we attended everyday. At these meetings, there would be various presentations on important topics in USA Swimming and it introduced us to the specific rules and protocols that would be followed in the official Zone Meetings and the House of Delegates Meetings. Additionally, USADA presented on the anti-doping rules and gave us references to help people know which medications are safe to use. Safe Sport also had an engaging and interactive presentation that focused on boundaries and what to do in response to

inappropriate situations. This presentation was especially significant in light of the introduction of MAAPP. (2) In certain athlete only meetings, we broke up into Cluster Groups or Zones. The Cluster Groups consisted of about 3 other LSCs. These Clusters were intended for us to learn about other LSCs that were farther from our own. The Zone Groups were all of the LSCs within each of the Zones (Western, Central, Southern, and Eastern) and were intended to unify us by Zones.

2. Keynote a) The Keynote Speech this year was delivered by Trevor Moawad. His speech focused on the power of your thoughts, words, decisions, andactions. He introduced the power of one’s mindset and negative thoughts, and neutral words are important, but usually forgotten. I found this address very engaging and compelling as it presented a new way of thinking that was applicable to whoever you are and wherever you are in life.

3. Western Zone a) This year, there was only one Zone meeting in comparison to the two meetings that took place in the past. This resulted in a compacted schedule, but due to no major arguments or issues lasting very long in the Western Zone Meeting, it was concluded rather quickly. The main topics of discussion was increasing the costs of event entry and how much goes to each party, and where the Age Group Zone and Senior Zone meets are to be held.

4. House of Delegates a) On the first evening of the meeting, no things were voted upon, but rather people and LSCs were honored and mentioned for their contributions and successes. The next morning, the Board of Directors was voted upon and the proposed amendments to the rules and regulations were presented. Of the proposed amendments, only three of them were polled, the most controversial being that of increasing club dues to USA Swimming. Due to them not being changed in a very long time, it was brought to attention to be voted upon increasing the sums. However, due to disagreements, the issue was tabled to be amended and voted upon next year.

5. Practice a) Practices for the athletes was offered on all days of the convention. On the first three days, there was a swim practice from 5:30 to 7:00, and we would meet in the lobby at 4:40. However, these practices were usually cut short due to meetings starting early and the far drive from the aquatic complex to the hotel. On the last morning, there was a dryland offered instead of a swim practice. This dryland was next to the Gateway Arch in the Gateway Arch National Park, which was just outside the hotel.

6. Socials a) There was an Athlete Social at an action park that offered go-karting, laser tag, and a ropes course. This was a great opportunity for athletes to play and mingle b) The was an Athlete Lounge that allowed athletes to hang out, eat, and play. This space was open during the majority of the convention and allowed the athletes to have their own area. Additionally, there was a Corn-Hole Tournament to encourage friendly competition.

Summary: Attending Convention was an incredibly impactful event for me to experience. It allowed me to learn a lot about the importance of athletes in USA Swimming governance and the different programs in place. Also, I was able to make friends with other athletes from all over the USA. This allows for a more connected athlete body and links the athletes as we can learn from each other's LSCs in order to help our own. Additionally, I was lucky enough to receive an At-Large vote, so I was able to vote at the House of Delegates, which is an incredible opportunity of contributing directly to future actions. By being at Convention, things were really put into perspective for me and it was an honor to be able to represent San Diego Imperial, and that the athletes have a lot of influence over the sport, even though we have to fight harder to prove ourselves.

Administrative Vice Chair - Sally Taggart 2019 SI Recognition Programs:

● All programs are completed o Number of 12&u swimmers with IMX went down this swim season (338 in 2017 /2018

compared to 275 in 2019 / 2019) o We had six swimmers apply for the IMX scholarship; amounts they received were higher

than previous years o 9 out of 13 eligible clubs applied for the club recognition program funds. Of these

clubs, there were four clubs that received a total of six bonus opportunities (3 IMX, 1 officials, 1 Make a Splash, and 1 Olympic Trial cut). Total cost of program is currently just under $5k.

● For discussion at meeting: o For CRP program, should we give any club that has already applied to the program and

goes to the Business Leadership School / becomes Level 2 by November 30th, the chance to receive another $100. Reason is that USA swimming did not provide this opportunity to us during the 2018-2019 year

o For 12&U IMX program, should we change reward to being a gift card to the swimmer versus a pizza party for the team to organize

o For senior scholarship program, should we rename to IMX Senior Award to make it simpler for the athletes with any scholarships.

Policies and Procedures / By Laws Changes for HOD Meeting

● We will not be voting on any by law changes at the November meeting. ● If anyone has a recommendation / requirement for a policy and procedure change from what

we agreed in May, please let me know at the meeting or no later than October 1st for inclusion. Otherwise, we will not need to vote on this document either.

● Supporting documentation for the new board in January will be completed by December 1st. ● Nominating committee is at work on board slate.

Safe Sport Report - Sean Redmond

There have been no New Safe Sport incidents since the last LSC meeting that I know of.

USA Swimming Safe Sport has partnered with Coaching boys into men and athletes as leaders. They are helping in providing some training material that can be use for both the girls and boys.

An issue that was raised in one of the meetings was concerning team tarps at meets. Many LSC’s have gone to not allowing tarps to have all four sides enclosed. There must be at least one full side left open. Under MAAPP, it would be difficult to say that it is open and interruptible if it completely enclosed. This maybe something that we as an LSC might want to adopt.

Operational Risk Report - Keith Clements 1. I believe we need to do something to help protect our swimmers from concussions. It

might be that we insist all swimmers use this cap. This is nothing more than we insist on bikers using bike helmets. When you hear the actual stories of swimmers and the concussions I think it is evident that this is a bigger risk factor then we would think. We continue to look for ways to make it safer and if nothing else maybe we do a flyer to each swimmer about the new swim cap. Hammer Head Swim Caps has an introductory offer

2. I received a 26-page accident summary report through 8/23/19 from USA Swimming.

We had 3 incidents reported which is great, because other LSC’s had 10 to 15 incidents. Seems great, but I am concerned we aren’t reporting all the incidents. See below and you can see we have no description of the problem on the Male swimmer at the turn end. Please report all incidents.

Age Group Vice Chair - Kristyn Evans Age Group Travel Proposal Based on current updates to USA Swimming Travel Policies (due mainly to the implementation of MAAPP), I am recommending the following changes to our Age Group Travel.

1. The Code of Conduct needs to be reviewed and updated to ensure that we are in compliance with all USA Swimming policies. This should occur as soon as possible.

2. My recommendation is to suspend Age Group travel for the forseeable future, including the 2020 All Star meet in January of 2020, as well as the 2020 Age Group Zone Meet.

● Coaches travel will continue to be subsidized by the LSC (airfare/car rental/hotel/meals). ● A block of rooms will be reserved by the LSC for the Age Group travel meets but

parents/families will be responsible for reserving a room and transporting the swimmers to and from the meet.

● The LSC will continue to subsidize uniforms (i.e. shirts/jackets/etc.) for travel meets, as well as some of the meals during the meets (lunches and/or dinners at the meet).

1) Large Teams and most swimmers in SI that were qualified headed to Futures in Oregon (which included higher flight costs and mid-range hotel costs). We were very well represented.

2) Nationals and Juniors at Stanford – Very expensive Hotels and long meets of 4-6 days.
