GROUND FOR CHOOSING THE PROJECT PROPOSAL Unfamiliarity with the internet resources

that provide administrative services and inability to work with electronic documents; unfamiliarity with the functions and use of electronic signatures

Inability to provide local administrative services by the mayors’ offices (since new technology in customer care is not implemented), leading to higher costs of services for the local community and an increase in poverty among marginalized groups (the unemployed, pensioners, ethnic minorities)

Delay in provision of services(due to centralized services)

PROJECT GOALS

To improve the quality of administrative services in mayor’s offices for the residents of the villages in Samokov Municipality through the implementation of new technology and the provision of e-services in customer care.

In more concrete terms, the project aims to improve the skills of mayors and technical assistants from mayors’ offices in Samokov Municipality for working with new technology and providing administrative services to citizens electronically

National Database (NDB): - Terms of access - Working with NDB - Documents issued by NDB Information system for local taxes

RESULTS ACHIEVEDImproved skills of mayors and technical assistants in providing administrative services to citizens electronically by means of modern information technology:

- The mayors and technical assistants are familiar with the websites that provide administrative services- 97% are able to work with the National Database of Population and the Information System for Local Taxes- All 24 mayors that passed the training acquired knowledge and skills in working with e-documents and e-signatures, and are familiar with their use - 12 mayors’ offices have electronic signatures,and 8 are in the process of getting one - The mayor’s offices that have electronic signatures provide civil registration services locally and in real time, and administrative services related to local taxes

RESULTS ACHIEVED

The quality of life of municipalities’ residents was improved by saving time and money needed for the serviceAdministrative services were decentralized

SUSTAINABILITY AND BUILDING UPON PROJECT RESULTS

Further consultationsExpanding the target groups to be trained: - unemployed

- pensioners - minority groups

- chitalishte libraries from the municipalitiesPreparing new project proposals

CONCLUSIONS:

Modern libraries offer cost-effectiveand efficient infrastructure for lifelong continuing education

Modern libraries are active partnersin implementing the Lisbon Strategyfor Lifelong Learning
