MILESTONESIn year 2003, a group of youth started their struggle against Poverty, flood and water logging in theRaghopur Block of Vaishali District, Bihar.In year 2004, "SAMADHAN KENDRA (SK)" got registered under the Indian Societies Registration Act as anon-profit, non-political, non-religious and a philanthropic organization.

In Year 2005, Samadhan Kendra moved a long way forward; from highlighting the plight of flood and waterlogging affected communities to the broader prospective and concern of restoring the livelihood of thoseimpacted adversely by floods and water logging, women empowerment, gender mainstreaming andensuring child EducationIn Year 2006, realizing the growing problems of the untouchable communities, Samadhan Kendraintervened strategically on the issue of poverty of most vulnerable untouchable communities in wholeVaishali Districts of Bihar focusing on Empowerment, Education, Health and Livelihood.In year 2007, Samadhan Kendra started with working on self Help Group with assistance of DRDA andNABARD and formed around 100 SHG in 5 blocks of Vaishali distinct in Bihar.In year 2008, Samadhan Kendra started working with support form Rashtriya Gramin Viskas Nidhi onlivelihood of the self Help Group formed in the areas.In year 2009, Samadhan Kendra Concentrated its focus on Women Empowerment and formation of Selfhelp group in the area and formed more than 350 SHGs with assistance form NABARD, DRDA, RGVN andcredit linkage of around 125 SHG with local banks were also completed with major support from IndianBank (Micro -set Branch).In year 2010, other development institutions i.e. BASIX join hand with Samadhan Kendra for strengtheningSHG movement in the area.In the year 2012, Samadhan Kendra was selected by lead Bank and NABARD as “ANCHOR NGO” forformation of WSHG in whole Vaishali district of BiharIn the year 2014, RASHTRIYA MAHILA KOSH (RMK) joined hand with SAMADHAN KENDRA in its effortsto fight for Social & Financial inclusion & women empowerment and sanctioned assistance under its MainLoan Schemer for 250 SHGs.In the same year, NABARD also sanctioned assistance under UPNRM based Dairy & Agriculture Activitiesto contribute in mainstreaming of holistic, participatory and financially sustainable traditional livelihood forthe poor in Raghopur Block.In year 2016, NABARD sanctioned another project to strengthen producer group under FPO project, OneFPO namely Surswati Agro Producer Company was registered. Another Producer Company namelyManokamana Agarbatti Producer Companywas also registered.

Professional Staff, SAMADHAN KENDRA values human dignity and visualizes Human Resources as itsprime asset. In this context, the organization has invested in building the capacity of staff and their welfare.It has gathered a team of committed professionals to lead to the vision and goal of the organization.Well-established monitoring mechanisms are maintained by SAMADHAN KENDRA as it believes inprinciples of transparency, accountability and participatory approach in planning and implementation of itsprograms for the underprivileged.

Dear friends;

I have great pleasure in presenting the annual report of the Samadhan Kendra (SK)for the year 2015-16. SK continued its journey to contribute towards strengtheningcommunity institutions, community led- Micro- Credit and livelihoods. I am glad toshare with you that SK's work received due acknowledgement and appreciationduring the course of the years, in the field of Women Self Help Groups, Producer

Group, agriculture and livestock based livelihoods, in providing support to the poor in Mitigating Povertyin the backward district of Vaishali in Bihar.

The year witnessed remarkable achievement in mobilization of funds for WSHGs supported underWSHG Bank Linkage, especially CC Limit from banks in all the 16 blocks of Vaishali districts. Theexperience of local Community engaged throughout the operational area has been quite encouraging.Furthermore, Various Trainings & Experience Sharing meetings were organized in selected villages, inorder to help the community to exchange their experiences and introduce new ideas, and practices.

SK has continued to work for development and knowledge enhancement for the Poor. In this regard,community friendly materials such as Banner, Chart, flex, were developed and introduced. SK alsocontinued its efforts to engage with community based organisations (CBOs), banks and governmentagencies so as to better design strategies and foster cross - learning among them.

I extend my heartfelt gratitude to our donors, NABARD, banks and RGVN for their fulsome supportduring the year 2015-16. I would like to make a special mention of the financial and technical supportfrom NABARD, without which none of the above mentioned achievements would have been possible.

I look forward to an even more fruitful and productive year 2016-17 and deeper collaboration with allFinancial, Technical and Developmental Institutions

GOVERNING BOARD MEMBERS

The Board/Executive Committee members are the apex decision makers and the day to day affairsof the organization is taken care by the Secretary of the organization. The chief- functionary of theorganization is assisted by the administrative staff and field staff.

SAMADHAN KENDRA has a Dynamic & Experience Governing Board. The President, Secretary andthe Treasurer are office bearers of the organization. The Governing board consists of 7 memberswho are passionate Social workers with 4 female and 3 male members who have vast grass rootexperience in rural development sector. They have the necessary expertise and knowledge inworking with government agencies, financial institutions & Donors.

According to the provisions made in the bye laws of the organization, the Governing Boardmember meets quarterly in a year. The members discuss the different aspects of development ofthe projects and other policy matters in these meetings and the reports are disseminated amongthe members. The members decide next course of future action and the governing body givesdirection, on the basis of same necessary action are taken place in the greater interest for thetarget group. As per need of the situation midterm meetings are also called upon to take majordecisions.

STRENGTHENING COMMUNITY INSTITUTIONS

SK continued its efforts towards strengthening community led Micro credit and rurallivelihood program to Impact on lives and income of poor households through women SelfHelp Groups (WSHGs) of women. The period witnessed intensive engagement in fieldaction especially for strengthening rural livelihoods through Micro-Credit, agricultureintervention and livestock based livelihoods.OUTREACH:As on March 31, 2016 SK has a reach of 22500 households covered through 2225 SHG/WSHGs spread over 1205 villages in all 16 blocks of Vaishali districts in Bihar. Overalloutreach of the program increased to 140 villages compare to 1065 villages by March 2015.

STRENGTHENING COMMUNITY INSTITUTIONS

SK continued its efforts towards strengthening community led Micro credit and rurallivelihood program to Impact on lives and income of poor households through women SelfHelp Groups (WSHGs) of women. The period witnessed intensive engagement in fieldaction especially for strengthening rural livelihoods through Micro-Credit, agricultureintervention and livestock based livelihoods.OUTREACH:As on March 31, 2016 SK has a reach of 22500 households covered through 2225 SHG/WSHGs spread over 1205 villages in all 16 blocks of Vaishali districts in Bihar. Overalloutreach of the program increased to 140 villages compare to 1065 villages by March 2015.

Theworkshop facilitated in dealing the problem of data consistency in the respective account.Regular technical and handholding support was provided to the Field Staff for enteringmaster data and transaction data of SHGs in the MICRO-FIN Web based MIS. I started sharing this concept of WSHG with otherpoor families in my neighborhood and in August, 2014 we formed a WSHG named ASHA MAHILA SAMOOHwith the active cooperation of other women members & Samadhan Kendra and started regular Meeting &Saving. Initially, we started with the contribution of Rs. 100/- per month per member and developed the habitof co-operating with each other and started giving internal loans to the needy members of the WSHG andcharged interest @2% on such loans. We increased the saving from 100/- to 1000/- P.M as the saving was notsufficient for internal loan demand. As on date our group has a corpus to the tune of Rs. 2,91,080/- (SavingRs.2,25,000/- & Interest Rs.39,080).

In each meeting collection from saving were distributed to needy members as loan. Initially we stared withgoat rearing and now all the members are engaged in Goatry, dairy and Agricultural activities. Each of usavailed Rs.30,000/- to 40,000/- through internal loan through rotation. We decided that our group will notavail any bank loan from any Bank, as our saving is increasing day by day and sufficient to meet any internaldemand from the group members.

She Says “WSHG has given us light. The SAMADHAN KENDRA gave us a vision and the members are like myfamily and the WSHG is my home.” NOW this WSHG is exploring other viable opportunities to invest theirsaving for better returns.

Streamlining SHG data in web based MIS: Regular data entry in the web based MISdeveloped by QMARKS remains a challenge for us especially due to technical issues inupdating relevant data in initial stage of the year and later part limited efforts fromagencies for data flow and regular entries. After continuous efforts, we had successfullydemonstrated the strong MIS software in our operational area.SHG-bank linkage: Several issues from the supply and demand side such as quality ofWSHGs, human resources, banking staff and their outreach, lack of infrastructure havebeen hampering the bank linkage process.

The rural livelihood of people in vaishali, especially in the Raghopur Block hasbeen severely impacted by recurrent flood in the area, as this is a “Diyar” area. Inresponse to this, growing need for supporting large number of traditionallivelihoods interventions, especially for the rural poor, Samadhan Kendra hastaken up variety of interventions over the last decade though its Micro Creditand Bank Linkage program for this area poor.

The poorest-of-the-poor get their income from diverse sources and are involved in more than oneactivity to meet their consumption needs. They are also dependent on financial services that arebeing offered and cases of indebtedness have increased among the poorest of the poor.

In the year 2014, Shamadhan Kendra with Active support from NABARD initiated NRM BasedDairy activities for the 50 poor families. The underlying objective of the project was to bringabout lifestyle improvements and enhance the standard of living through Dairy & NRM-basedfinancial-cum technical support. The project aims at helping poor by promoting the use of biogas.Cow dung collected from adapted cattle’s by the beneficiaries, mix it with water and channel itinto fermentation pits. The resulting gas is fed directly to the household to provide energy forcooking. Use of biogas is environmental friendly as it curbs the decomposition of open cow dungproducing methane, a gas that significantly contributes to global warming. The project, livelihoodenhancement activities through mini dairy and organic Vegetable cultivation along with uses ofvermin compost for agriculture.

Shri. Chandeswar Rai, (beneficiary) is a classic example of true integration of related activitiesand effective convergence of various Activities. He is actively working with dairy animals andorganic vegetable cultivation. A substantial saving on money is expected when a farmer switchesfrom the use of chemical fertilizer to slurry. Additionally, this also has environmental benefits andenhances soil health. Today, Rai’s dairy and organic farming, becoming the mainstays of theirhouse hold economy and he is advocating and motivating others poor farmers to take up theseNRM based livelihood activities for better return and environment protection through soilconservation.

31.03.2016 and disbursed around Rs. 35.00 Lakhs including recovery. NABARD issuedspecific guidelines for the project and accordingly the loan was disbursed to individuals.The project has been implemented successfully at grass root level and recovery andrepayment are on time. More members from poor community are approaching us forassistance. This is a new project to us and hopes to get a good success in the coming year.We are also approaching NABARD for further assistance under organic vegetablecultivation and integrated dairy proposal within the ambit of UPNRM for further up scalingin our operational areas.

We can do no great things, only small things with unity and dedication.

Mrs. Sheela Devi a member of (SC) Community, living with her husband in Jandaha rural area of Vaishalidistrict in Bihar. Her Husband’s is an agricultural wages, As the income of her husband was seasonal, thefamily lived in extreme poverty. When SAMADHAN KENDRA started promoting WSHG, Mrs. Sheela Devienthusiastically attached in the activities & involved her in SHG formation in the area and that was theturning point.

With the active participation of Mrs. Sheela Devi, JAI MATADEE MAHILA MANDAL, Jandaha (SCWomen Group) was formed along with 11 other SC community members of the area. About 50 people (Men & Women) from each areasparticipated in these rallies. During the rally,people were holding banners and placardsdepicting various themes related to neat andclean environment. Speaking on the occasion,secretary and staffs of the organization stressed& urged the local communities to develop andprioritizing the habit of cleaning their houses,schools and the surroundings. Letter onparticipants swept the area and picked up the garbage & rappers along the road and itsperiphery. These drives were to mark the birth anniversary of Gandhi jee as well as LalBahadur Shastri. The masses gathered paid homage to these two great sons of soil andcarried the cleanliness of the area enthusiastically.

During the period several meetingswith local famers of the areas were organized at block level. A successful woman entrepreneur

Sangeeta Devi, a house wife and mother of two comes from a poor farming familyof Tesasiya Village under Raghopur Block of Vaishali District in Bihar. She has asmall piece of land for farming. The production of grains from that small landarea was not enough to feed the family. Her husband work for other landlordafter finishing their limited farm works. Sangeeta has some time spared after herhousehold chores. She desperately wanted to do some other household basedincome earning activities in the time left after finishing up her household chores.

In the year 2013, I got some loans from my Group (Khushboo Mahila Mandal) as well as From SamadhanKendra and I began to roll agarbatti after my MEDP training from Samadhan Kendra. Occasionally,secretary & Staffs of Samadhan Kendra help me in marketing and also shared their initiative taken fordevelopment of Agarbatti Producer Company in the area as “Manokamana” to attract good price,ownership and market for our product. Now together with my family, I can earn about Rs.10,000/- permonth. Few women employees are also working under my supervision. My children are now studyingschool. I feel proud in sharing such local entrepreneurial activities and hand holding support given bySamadhan Kendra; this has changed my life and status in my family. Providing infrastructural facilitieslike small loan and business information, Samadhan Kendra has been enabling poor families to grow theirbusiness of traditional business and helping them for their social and financial inclusion.

Sangeeta Devi, a house wife and mother of two comes from a poor farming familyof Tesasiya Village under Raghopur Block of Vaishali District in Bihar. She has asmall piece of land for farming. The production of grains from that small landarea was not enough to feed the family. Her husband work for other landlordafter finishing their limited farm works. Sangeeta has some time spared after herhousehold chores. She desperately wanted to do some other household basedincome earning activities in the time left after finishing up her household chores.

In the year 2013, I got some loans from my Group (Khushboo Mahila Mandal) as well as From SamadhanKendra and I began to roll agarbatti after my MEDP training from Samadhan Kendra. Occasionally,secretary & Staffs of Samadhan Kendra help me in marketing and also shared their initiative taken fordevelopment of Agarbatti Producer Company in the area as “Manokamana” to attract good price,ownership and market for our product. Now together with my family, I can earn about Rs.10,000/- permonth. Few women employees are also working under my supervision. My children are now studyingschool. I feel proud in sharing such local entrepreneurial activities and hand holding support given bySamadhan Kendra; this has changed my life and status in my family. Providing infrastructural facilitieslike small loan and business information, Samadhan Kendra has been enabling poor families to grow theirbusiness of traditional business and helping them for their social and financial inclusion.

PROMOTION OF PRODUCER GROUPWith the objective of making Activity based group a professional, sustainable and profit-oriented community based entity, Samadhan kendra has undertaken an initiatives forsupporting these activity based group to meet their needs and better price in the local aswell as district market for their products. In the year 2015-16 two producer companiesnamely Manokamana Agarbatti Producer Company and Sursati Agro producer

Company have been registered under companies Act 2013. The other producer group(Sursati) is funded by NABARD for promotion of wheat & gram producer group of around100 famers in Mahua block of vaishali district in Bhar.

The Specific objective behind forming these producer companies is to provide necessarycredit support, capacity building & market linkage to meet end to end requirements ofProducers group as well as to ensure their sustainability & economic viability.

SamadhanKendra organized a grand 12th Annual day event on 16th of April, 2015 at their traininghall located at LodipurHazipur. Every member of theorganization including theWSHG’s members and staffmembers contributed tocelebrate the occasion. Apartfrom this, managers form localbanks, Hajipur Rud-Setcoordinator and Asst. Director of RGVN were present on the occasion. Around 200 WSHG’sleaders were also present to make the program a grand success. The guests were given atraditional welcome by the WSHG’s member through a Welcome song.The function started with the lighting of the lamp by the guests and welcome speech by thesecretary of the organization. Speakers appreciated Samadhan Kendra for creating anenvironment of financial inclusion for the poor in this back ward district of vaishali and
