What is IAE?
The Integrated Award Environment (IAE) is a government-wide initiative administered by GSA’s Federal Acquisition Service (FAS) within the Office of Systems Management (OSM).
We facilitate the federal awards process through multiple online systems that each play a role in the awards lifecycle.
Our systems are used for registering to do business with the federal government, performance reporting, publicizing contract opportunities, collecting contract data, and more.

IAE Systems Modernization: What’s Next?
Currently, there are two sites with very similar names:
SAM.gov and beta.SAM.gov.
What is known today as beta.SAM.gov will become the new SAM.gov and will offer a single login to navigate the federal award lifecycle.
The system is called “beta.SAM.gov” not because it is a traditional beta system, but rather so that it can be differentiated from the current SAM.gov.

Why are we changing?● Continue reducing burden for users by streamlining the online awards process
○ Our vision is to continue to evolve and integrate our portfolio of shared systems in support of a common, secure business environment
How are we changing● Incorporates feedback from our users
○ Focus groups, workshops, interviews, online feedback tool, service desk issues, digital analytics, and governance
● The new design (launched on beta.SAM.gov in April) implements and complies with the 21st Century Integrated Digital Experience Act and GSA Guidelines for Digital Presence
○ Bringing SAM.gov to the new experience is the next in complying with these guidelines

What will change on May 24, 2021:
● beta.SAM.gov will automatically redirect to SAM.gov
● Single user URL (no more “beta”) and login for all functions currently in beta.SAM.gov and SAM.gov
● Landing page links specific to entity registrations, exclusions, and entity reporting
● Entity information added to search including entity registrations, exclusions, and the Disaster Response Registry
● Entity registration links added to your workspace
What Happens When SAM.gov and beta.SAM.gov Merge?

What will NOT change:
● Searching current beta.SAM.gov domains will not change○ Contract opportunities○ Wage determinations○ Assistance listings○ Federal hierarchy○ Contract data reports

What Happens When SAM.gov and beta.SAM.gov Merge?
Data will migrate from legacy SAM.gov with no action needed from entities or users:
● Registration and exclusions data
● SAM user roles
● Service Contract reporting data
● BioPreferred reporting data

SAM Extracts and SOAP Services are changing at the May 24, 2021 SAM integration.
If you use these services, prepare for change now! Go to open.gsa.gov to access documentation. You can request to set up a test system account at alpha.SAM.gov by emailing [email protected].
● SOAP Services will be replaced by REST APIs. REST APIs are currently available for testing.
● SAM Extracts will transition from SFTP to access through an API. They are currently available via API for testing.
● After May 24, 2021, access to SAM.gov data services for entity and exclusion data will only be found at open.gsa.gov.

New SAM UEI assigned and visible at SAM integration
● The official unique entity identifier (UEI) for entities registered in SAM is currently the D-U-N-S® Number, obtained outside of the SAM registrations process, from Dun & Bradstreet
○ The D-U-N-S® Number will remain the official UEI in SAM until April 2022
● At SAM integration, the new SAM UEI will be assigned and visible to entities registered in SAM○ The SAM UEI will not be official identifier until April 2022○ The SAM UEI will be assigned automatically; no action is required by registered entities
Why are we transitioning away from the D-U-N-S® Number?
● Simplifying the registration process: entities will only need to go to one place to register and renew.
● By decoupling validation services from the primary entity identifier, the government is able to competitively bid validation services without changing the unique entity identifier.
