Conceptual Habitat NEIWPCC Job Code 0355-006 Project Code 2006-033 Final Report Summary After an initial protracted period of working out the language in the contract with the landscape architect, EDAW, Inc., regarding additional expenses to the Eastern Queens Alliance for a site survey and a cost estimator, the language and expectations regarding the survey and cost estimator were finally worked out. EDAW contacted NYCDEP to acquire as much survey data as was available to that agency on the specific site. A survey consultant was identified and contracted with to provide missing data necessary to the project. Once this was accomplished, the EDAW team including Alex Felson, Director of Ecological Design as the team leader, Brian Goldberg, and Caitrin Higgins visited the site to reassess the terrain, look at elevations, etc. as they made preliminary design decisions.. They consulted with John Ko, a restoration ecologist at EDAW, on the project. A conference call with design team, John McLaughlin, Ecological Director of DEP and Michael Feller, Chief Naturalist of NRG and EQA Chairperson was held to discuss and review the existing data on the site as well as possible options and methodologies for developing a clear restoration strategy for the project. A scoping meeting was held in January to review the alternatives and to make a decision regarding the best possible restoration strategy for the project. Design options were then thoroughly reviewed by the team in consultation with Michael Feller, John McLaughlin, and EQA. During the above process, several alternative designs were considered with a view towards how to get the most aquatic flush for the dollar. EDAW presented the recommended design at the January 2008 Idlewild Park Preservation Committee and responded to questions. Committee approval was recommended to the EQA Board. The design was finally approved (See the attached) and sent to Steve Zahn of NYSDEC for informal pre-permit application comments. Necessary adjustments were made to the design. The construction document preparation phase of the project is well underway as the design team concurrently prepares the EAS Permitting documents. Goals Reached: The HEP Conceptual Grant was awarded to partially fund the design development, preparation of construction documents, including necessary permits, and construction administration of a subset of our master plan of aquatic restoration and a trail/boardwalk/open classroom system in a restored Idlewild. The subset will be constructed using a $340,000 NYSDEC Environmental Benefit Fund award to EQA. Specifically, this grant would partially provide the funding for these three architectural phases for an identified area within the master plan that provides for aquatic restoration and trails that lead to the salt marsh in the vicinity of 225 th Street, a natural entry way into the park. The architectural services were divided into three phases. Design Development Permitting Construction Document Preparation Who is to administer construction--NYC Parks or through contract with architectural firm--is still to be determined.

Design Development is complete with both Permitting and Construction Document Preparation at least 50% complete. The total contracted costswith the landscape architect was $41,500 with an additional $4,344.00, for the necessary survey, totaling $46,844.00. Therefore, $25,000 HEP Grant pays for a portion of the total project. We were successful in acquiring a $100,000 Dissolved Oxygen Award to complete payment on these contracted costs and help pay for construction administration. With this final report, we are requesting payment on our final invoice which constitutes the balance of the HEP award to help pay for architectural services thus far rendered. Highlights: This funding has enabled an aquatic restoration design that extends tidal flush in to a specified area in Idlewild Park Preserve as well as a developed trail and overlook. Thus far, there are no unexpected results. HEP Staff Participation: N/A Problems Encountered: Language/Provisions in contract with landscape architect caused delay in onset of project.
