OVERVIEW
The provision of water and sanitation services is a very dynamic and “fluid”
process implying that the variables relating to water and wastewater storage,
treatment, conveyance and consumer engagement need to be managed well. The
Blue Drop & Green Drop Certification Programmes provides the necessary tools
and guidance for a Municipality such as Witzenberg to achieve that in a very
structured and efficient manner. It has in fact resulted in a successful turnaround in
our business.
The most effective and comprehensive process thus far implemented by DWA is
the Blue Drop & Green Drop Certification Programme, which becomes an effective
monitoring tool to manage the entire water & wastewater cycle or segments
thereof within the control of WSAs and WSPs.

PROGRAMME EFFICIENCY
• We have upgraded our existing monitoring programmes which now includes operational and compliance monitoring with immediate preventative and corrective action plans.
• These programmes is now used as a trigger for immediate short term corrective actions in case target limits have not been met
• With these programmes we have a proactive and preventative approach which is comprehensive and extends from catchments to consumers.
• Our programmes is also informed by our Risk Abatement Plans process based on the risk assessments done.

I.T.O ASSET MANAGEMENT
• Approved and detailed asset registers were compiled and implemented for all our systems.
• Annual reports and registers on all the assets and infrastructure has been compiled.
• These registers contains every component from catchments to consumers
• These audit reports helped us to manage our infrastructure to ensure the production of excellent final effluent
• It also assists us with the evaluation of our operation and maintenance budgets.

I.T.O RISK ABATEMENT PLAN
• Risk Abatement plans for all our systems were compiled and implemented.
• Through these we understand the characteristics of our systems, the hazards that may arise and how these hazards create risks.
• This allowed us to have a comprehensive risk-based approach enabling the identification of hazards and their contribution to final effluent quality risks.

CRITERIA…
I.T.O INCIDENT RESPONSE MANAGEMENT
• These plans include easily executable procedures to address
incidents or emergencies and communication with the
appropriate authorities.
• Protocols were developed proactively to enable efficient,
effective and rapid response to incidents thereby limiting
negative impacts on the community to a minimum
