INTRODUCTION
In2017weshookoffthelasttracesoftheeconomicturndown.Theonlyway was up! We saw a hiring spur unfold with organisations quickly expandingtheirteamsinordertokeepupwiththeeconomicgrowth.ForWaltersPeople,theyearwasequallyfruitful.Wevastlyincreasedthe number of recruitment consultants and opened a new division in the Rotterdamoffice,wherewenowalsorecruitforbusinesssupportroles.Our Banking & Financial Services division showed particularly rapid growthin2017.
Talented professionals have become scarce, and will be even more difficulttofindin2018.Weinvestintherelationshipwithprofessionalsby giving them the opportunity to learn new skills that make themevenmorevaluableintheworkplace.OuronlinelearningplatformWalters People Academy allows them to acquire new skills and grow as professionals.We’realsohostingtrainingsessionsforstudents,inwhichwepreparethemfortheirfirststepsintothejobmarket.

Hiringvolumesforcontractfinancerolesshowedstronggrowthin2017.Drivingforcesbehindthisweretheprosperous economy and organisations’ increased needforbusinessinformation.Employerswereconfrontedwithskillsshortagesatalllevelsofseniority.Sharedservice centers were accountable for a large share ofhiringactivityinthecontractfinancemarket,asmanyofthemexpandedduetothefavourableeconomy.With many shared service centers located in lowwage countries, increased complexity in reportingprocesses urged organisations to move their sharedservicecentersbacktotheNetherlands.Thegrowthof shared service centers’ presence in the Netherlandsboosted contract demand for accounts payable andaccountsreceivableofficers,financialaccountantsandGLaccountants.
Findingtalentedfinanceprofessionalswillbecomeanevengreaterstrugglein2018.BachelorandMastercandidates with 1-3 years’ working experience are particularlyscarce.Theseprofessionalsareneededmostlytofillrolesasjunioraccountantandjuniorcontroller.
An increasing number of organisations are focusing on internal training programs and traineeships forgraduatesinordertofillthesemidlevelroles.Analytical and IT savvy graduates will be highly sought after to provide organisations with in depth business information,inrolessuchasdataanalystandjuniorreportanalyst.CandidatesinthisfieldareoftenrecruitedbyorganisationsalreadywhentheyarejusthalfwaythroughtheirMaster’sdegree.
Contract salaries for Bachelor graduates will develop inthesamepaceas2017,withincreasesfrom5to10%.Mastercandidatesatbothentryandjuniorlevelwillseesalaryincreasesofaround10%.
A way for employers to confront the challenges of thecandidate short market is to shorten their recruitmentprocessbyofferingcandidatestemporary-to-permanentcontracts.Offeringflexibleworkinghours,opportunities for training and development and clearlymapped out career paths can also serve as competitiveadvantagesinthewarfortalent.

Manybanksandfinancialservicesfirmscontinuedtoundergorestructuringin2017,causingjobcutsattheoperationalandfrontofficelevel.However,theimplementation of new regulations lead to a spur in contracthiringforroleslikejuniorcomplianceofficer,juniorriskanalystandunderwritingsupportofficer.
Thehighestmobilitywasseenamongfinanceprofessionalsinthetrustsector.Manyprofessionalschosetoswitchtoabusinessorfinancialcontrolroleafter2-3yearsinthetrustsector.Ascontrolpositionsare more widely available due to the favourable economic conditions, the trust sector is facing gaps, boostingcontractdemandinthisfield.
Wewillseeacontinuedneedforcontractfinanceprofessionalsthatsupportbackofficeteamstogettheirprocessescompliantwithnewregulations.ContractfinanceprofessionalswithanunderstandingofITand big data will also see high demand for their skills as banks move towards more data driven reporting processes.
Theflourishingrealestatemarketwillcontinuetopushthealreadystrongneedforcontractfinanceprofessionalswithexperienceinthissector.Contract professionals in banking will see moderate salaryincreases.Mostcontractrolesinbankingareatgraduate level, where supply of candidates is still able tomeetdemand.Contractorsworkingintherealestateor trust sector will see salary increases of 5 to 10%, as candidateswithspecificknowledgeofthesesectorsareincreasinglydifficulttofind.

Management Support
Driven by economic growth, hiring levels rose in 2017, particularlyforsecretarialandHRsupportprofessionals.Employers faced a candidate short market, with demand for management support professionals outstripping supply.
The retail, IT, manufacturing and FMCG sectors were particularly active in terms of generating demand for contract management support candidates, as they expandedinlinewiththestrengtheningeconomy.Inresponse to this growing demand, employers raised salariestoattractandretaintalent.
Throughout 2018 demand for business support professionals will continue to rise as organisations look to scale up in response to favourable economic conditions.EmployerswilltargetBachelorandMasterstudentsbeforetheygraduatetofilljuniorroles,offeringgoodconditionsandbenefits.Mid-levelprofessionalswillalsobeinhighdemand.
Language skills and experience in international environments will be highly sought after, particularly for executive and management support roles, as well as HRadministrationandrecruitmentcoordinationroles.For management support roles, employers are keen to sourcecandidateswithaBachelor’sdegree.
Salaries will continue to rise throughout 2018, but candidatesmayprioritisebenefits,traveldistance,personaldevelopmentandflexibleworkingaheadofremuneration.Withdemandforcandidatesoutstrippingsupply, employers must ensure that their hiring processesarequickandefficienttoavoidlosingtalenttorivals.

IT
Demand for IT professionals soared in 2017, particularly forjuniorandentrylevelstaff.Employersfacedskillsshortagesforcandidatesmatchingthisprofile,withmanylookingoverseastosecureITprofessionalstofillsupportroles,bothfromtheEUandelsewhereabroad.Professionals with experience working with Cloud solutions were particularly sought after as employers investedheavilyinthesesolutions.
While in-house roles were available, the bulk of demandcamefromIToutsourcingfirmsasthesegrewinpopularitywithbusinessesintheNetherlands.TheseoutsourcingfirmswereforcedtocompeteforjuniorqualifiedITstaffforcingupsalariesasaresult.
Throughout2018ITsupportstaffwillremainhighlysought after, with outsourcing companies responsible for the bulk of demand, based in shared service centres throughouttheNetherlands.WeexpectITfunctionswhich were previously based overseas to continue being brought back to the Netherlands as businesses strugglewithanabsenceofcontrol,lackofflexibilityandunexpectedcostswhenoutsourcingabroad.
Subsequently,salarieswillcontinuetorise,withjunior,newlyqualifiedITprofessionalsabletocommandsignificantpayincreases.WhileITbachelorsgraduateswill be sought after, employers are aware that these candidates are in extremely short supply and are preparedtobeflexible,takingonMBOgraduatesinstead.Sourcingtalentfromothercountrieswillremaina popular strategy to combat skills shortages, not only fromtheEUbutelsewhereaswell.
Inaddition,recenthighprofilecyberattackshavecreated demand for specialists in this area at all levels includingjunior,newlyqualifiedprofessionals.
Salaries will continue to rise in response to pressure on talent pools, but candidates will look for more than remuneration when choosing a role, with travel distance andlongtermjobsecuritybeinghighpriorities.

We saw high demand for temporary candidates in 2017, as many companies were still unwilling to commit to sourcingpermanentstaff.
Demand was highest from the pharmaceutical, IT, retail,FMCG and manufacturing sectors, while the growth ofshared service centres in the Netherlands also playedakeyroleincreatingdemandfortalent.Inthecaseof shared service centres, demand was spread acrossjunior,mid-levelandseniorprofessionals. In 2018 companies will continue to leverage big data to analyse their supply chain processes, aiming to create logisticsprocesseswhichareasefficientandseamlessas possible to minimise cost, improve capacity and reducerisk.
The ability to trace goods will continue to improve and more companies will move to fully integrate their networkofsuppliersandcustomers.Inlightoftheseaims, candidates with strong analytical and process management skills will be in demand, particularly those whoarewillingtotakeownershipoverprojectsandprocesses.Foreignlanguageskillswillalsobehighlysought after as employers look to build international supplychainsandmanyfirmswillfocusonsourcing
juniorprofessionalswhocanbegrownintomanagementroles.
With employers facing candidate shortages, salaries will rise in 2018 across all levels of seniority, but attracting toptalentwillalsorequireemployerstoofferstructuredcareer development, particularly into managerial positions.
