Votes of confidence from capital markets and the IMF reflect the relatively low-risk status increasingly enjoyed by the Saudi banking sector, declared by one ratings agency as exhibiting a stability on a par with Germany and Hong Kong. However, recognising the task that nevertheless lies ahead, employers in Riyadh may represent a more appealing prospect to banking professionals relocating via mobility programmes or on secondments from Dubai or established financial centres elsewhere in the world. Audit, risk and compliance have been amongst the busiest functions bringing expertise on board, as banks continue to build on existing foundations to satisfy regulatory commitments.

Hiring activity continues to be relatively subdued in Dubai and Abu Dhabi, although demand has picked up in Qatar. HR specialists in compensation and benefits, talent acquisition and organisational development are more likely to receive offers towards the upper end of typical salary ranges than their peers in generalist roles. This trend reflects a growing acknowledgement amongst CEOs and board executives that strategically focused HRDs and senior HR managers can make a tangible difference to corporate performance. For candidates, roles with greater exposure to the frontline business or responsibility for multiple jurisdictions are the most popular.

Infrastructure expansion and inward investment have been fuelling demand for technology professionals in Qatar, while government initiatives in the UAE are boosting the IT job market there. Companies in real estate, energy, manufacturing, financial services and professional services have been growing their in-house IT teams. B2B software and systems consultancies have also been proactively hiring candidates with specialist knowledge of the most in-demand technology platforms, along with project managers and business developers. Salaries haven’t yet returned to pre-crisis levels. However, greater interest amongst CEOs in meeting IT directors ready to step up to CIO, and the number of new roles being created in specialist technical disciplines reflect the importance of IT solutions for competitiveness and growth.

Economic diversification initiatives may be well underway, but the oil and gas sector continues to dominate, and skill shortages prevail. Operators, field services and associated specialist manufacturing and supply chain companies have all been hiring. Technical candidates in shortest supply include senior drilling engineers and petroleum engineers, as well as geologists and geoscientists. As always, highly experienced project managers command premiums. If the drive to exploit Iraq’s oil reserves generates new roles in largely unchartered territory for the industry’s top contractors and senior executives, UAE salaries may be drive upwards; forward-thinking HR directors in some energy companies have already commissioned remuneration benchmarking exercises. With skill shortages elsewhere in the world (notably Australia) already representing stiff competition for good people, talent acquisition and retention strategies in the UAE may require greater attention and resource.

While employers in the Gulf are more ready to recruit specialist engineering, operations, property and construction teams, caution prevails, against a backdrop of the eurozone crisis, faltering recovery in the US, and political instability closer to home. Candidates are typically subjected to greater scrutiny than might have been expected prior to the global financial crisis; such is the imperative for hiring managers to identify people who can hit the ground running – reinforcing the business case made to secure authorisation and budget for extra headcount. Construction managers are especially in demand on landmark infrastructure and building programmes, as are senior operations managers and operations directors with the experience, character and commitment to take on key regional roles. For some roles, local talent and expatriates already in UAE have been in such short supply that employers have hired from as far afield as Australia, New Zealand and the Philippines.

If winning the right to stage the 2022 FIFA World Cup has positive knock-on effects for businesses in Qatar, the property and construction sector is one which stands to make more significant gains than most. From an individual perspective, project directors and project managers based in the UAE may also benefit from new opportunities opening up as a result, although – since the UAE sector is picking up – they may become more difficult to tempt away. Qatar’s investment in infrastructure and construction is driving commercial, leisure, industrial and residential property development, which in turn is creating talent attraction and retention challenges for employers. Demand is greatest for senior civil engineers and quantity surveyors. However, fiercely competitive tendering has kept contract margins low; salaries have subsequently not soared as might have been expected. Construction firms and contractors in both the UAE and Qatar have already been sourcing candidates from international talent pools to keep long-term landmark projects on track.

Multinational corporations expanding their business activities in the Gulf have been stepping up efforts to bring in-house counsel onboard. Amongst the busiest recruiting sectors have been banking, professional services, healthcare, life sciences, FMCG and energy. Those using Qatar, Dubai or Abu Dhabi as flagship regional hubs have been particularly prepared to pay premiums for heads of legal and general counsel with multi-jurisdiction experience in the Gulf, especially for Arabic-speakers.
