RegisteredboatsshallcompleteonsiteregistrationwiththeStFYCRaceOfficepriorto1800hours,September14,2016.Therequiredonsiteregistrationafterthisdaterequiresthewrittenapprovalbytheorganizingauthority.
3. NOTICESTOCOMPETITORS–CHANGETOSAILINGINSTRUCTIONS 3.1 Notices to competitorswill bepostedon theofficialnoticeboard located in thehallwayadjacent to the side
(Regatta)entranceofStFYC. 3.2 Anychangestothesailinginstructionswillbepostedby0930hoursonthedaytheyaretotakeeffect,exceptany
changestosailinginstruction5,NumberandScheduleofRaces/RaceAreaAssignments,willbepostedby1900hoursonthedaybeforeittakeseffect.
3.3 Questionsregardingthesailinginstructionsmaybesubmittedinwritingtotheracecommittee.Questionsandwrittenresponseswillbepostedontheofficialnoticeboard.

9. MARKS 9.1 ThemarksaredescribedonAttachmentD–DescriptionofMarks. 9.2 Marks “G”, “2gate” and “18gate”will be a gate. In the event that one of the gatemarks is not in place the

port(facingupwind). 11.5 TheracecommitteemayhailviaVHFthesailnumber(s)orboatname(s)orbownumber(s)oftheboat(s)
identifiedonthecoursesideofthestartinglineatthestartingsignal.Thefailureofahail,thefailureofaboattohearthehailortheorderofthehailsshallnotbegroundsforredress.
11.6 Aboatthatstartslaterthanfive(5)minutesafterherstartingsignalshallbescoredDNS.ThischangesRRS63.1,A4.1andA5.
12. CHANGEOFTHENEXTLEGOFTHECOURSE Theracecommitteemaychangethecoursebyuptofivedegreesinbearingand/or.2nminlengthwithouta
signalorchangeofmarkcolor.ThischangesRRS33. 13. THEFINISH 13.1 Finishareas:SeeAttachmentC–CourseDescriptions.

14. PENALTYSYSTEM 14.1 PenaltiesattheTimeoftheIncident:
(a) TheprovisionsofRRSAppendixT,SectionA(PenaltiesWhileRacing)apply:ThefirsttwosentencesofRRS44.1arechangedto:AboatmaytakeaOne-TurnPenaltywhenshemayhavebrokenaruleofPart2orRRS31whileracing.However,whenshemayhavebrokenaruleofPart2whileinthezonearoundamarkotherthanastartingmark,herpenaltyshallbeaTwo-TurnsPenalty.
(b) Asanalternativetothepenaltydescribedin(a)above,aboatmaytakeascoringpenaltydefinedinRRS44.3.ThethirdsentenceofRRS44.1isherebydeleted.Inadditiontonotificationrequirementsof44.3(a)and(b),aboatthattakesaScoringPenaltyinaccordancewithRRS44.3shallcompleteapenaltydeclarationform.Declarationformswillbeavailableonthewalladjacenttotheofficialnoticeboard.Completedformsmustbelodgedwiththejurydeskwithintheprotesttimelimit(SI16.2).
(c) WhenaboattakesaTurnsPenaltyforanincidentat,orinthezoneofMark“W”,herearliestopportunitymaybeafterroundingMark“O”.ThischangesRRS44.2.
14.2 Post-RacePenalties: TheprovisionsofRRSAppendixT,SectionB(Post-RacePenalties)apply.T2.2ischangedasfollows: ThePost-RacePenaltyshallbe: (a) 30%ofthedifferencebetweentheboat’sfinishingpositionandthenumberofstarters,roundeduptothe
nextwholenumber,iftakenbeforetheprotesttimelimit,or (b) 40%ofthedifferencebetweentheboat’sfinishingpositionandthenumberofstarters,roundeduptothe
nextwholenumber,iftakenaftertheprotesttimelimitbutbeforethebeginningofahearinginvolvingtheincident.
14.3 Arbitration: TheprovisionsofRRSAppendixT,SectionD(Arbitration)apply.
15. TIMELIMITS 15.1 Thetimelimitforeachracewillbe4½hours. 15.2 ForOneDesignclasses,aboatfailingtofinishwithin45minutesafterthefirstboatinherclasssailsthecourse
andfinishes,willbescored“DNF”bytheracecommittee.ThischangesRRS35andA4.1. 15.3 ForHandicapdivisions,aboatfailingtofinishwithin90minutesafterthefirstboatinherdivisionsailsthecourse
andfinishes,willbescored“DNF”bytheracecommittee.ThischangesRRS35andA4.1. 15.4 Onthelastdayoftheregattathewarningsignalforfirststartinaracingareashallnotbemadeafter1430hours.
Subsequentclasswarningsignalsorwarningsignalsforre-startedclassesmaybemadeafterthistime. 16. PROTESTSANDREQUESTSFORREDRESS 16.1 Foralldivisionsandclasses,protestsandrequestsforredressshallbelodgedwiththejuryrepresentativeatthe
jurydesk. 16.2 Theprotesttimelimitis60minutesafterthehoistingofFlagB–SI4.4.Theracecommitteewillpostontheofficial
noticeboard theendof theprotest time limitwhen itdisplays FlagBashore. The same time limit applies toprotestsbytheracecommitteeandInternationalJuryaboutincidentstheyobserveintheracingarea.Thepostedtimelimitwillprevail.ThischangesRRS61.3and62.2.
16.3 Thetimeandplaceofallhearing(s),theboat(s)protesting,boat(s)beingprotestedandboat(s)requestingredresswillbepostedontheofficialnoticeboard.Noticesofhearingswillbepostednotlaterthan10minutesafterfilingofaprotestorrequestforredresstoinformcompetitors.ThisservesasnotificationasperRRS63.2.
16.4 Ifallpartiesareassembled,hearingsmaybeginpriortotheendoftheprotestfilingtime. 16.5 Inanefforttomakethearbitrationandprotesthearingprocessmoreefficient,theInternationalJuryintendsto
useapagersystemtoinformallyalertpartiesofimpendinghearings.Uponfilingaprotestorlearningtheyareaparty toaprotest,parties shouldobtainapager (coaster) from the jury representativeat the jurydesk. TheInternational Jury will attempt to page the parties approximately five minutes before the hearing is tobegin. Pagerswillbereturnedto the jury representativeat the jurydesk,or if the jurydesk isclosed, to theInternationalJuryatthehearing,andpartiesfailingtoreturnpagerswillbechargedforthecostofthepager.FailureoftheInternationalJurytomakeapageorfailureofapartytohearapagewillnotbegroundsforredress.ThischangesRRS62.1(a).

16.6 Onthelastscheduleddayofracing,arequestforreopeningahearingshallbedelivered(a)withintheprotesttimelimitiftherequestingpartywasinformedofthedecisiononthepreviousdayor(b)nolaterthan30minutesaftertherequestingpartywasinformedofthedecisiononthatday.ThischangesRRS66.
16.7 Onthelastscheduleddayofracing,arequestforredressbasedonajurydecisionshallbedeliverednotlaterthan30minutesafterthedecisionwaspostedontheofficialnoticeboard.ThischangesRRS62.2.
16.8 Breachesofsailinginstructions18,19,20,21,22,25and26willnotbegroundsforaprotestorredressbyaboat.ThischangesRRS60.1(a)and(b).AtthediscretionoftheInternationalJury,penaltiesforabovebreachesandforRRS55breaches,SI19excluded,maybelessthandisqualification.
16.9 DecisionsoftheInternationalJurywillbefinalasprovidedinRRS70.5. 17. SCORING 17.1 TheLowPointScoringSystemofRRSAppendixAwillapply,excepteachboat’sscorewillbethesumofherscores
forallraces.ThischangesRRSA2. 17.2 HandicapDivisionsScoringCalculation: (a)ORRwillbescoredoncorrectedtimeusingSanFranciscoBayTime-On-Time(TOT). (b)MultihullwillbescoredoncorrectedtimeusingTime-On-Time(TOT). (c)PHRFSportboatwillbescoredoncorrectedtimeusingNCPHRFTime-On-Distance(TOD). 17.3 Oneracemustbecompletedtoconstituteaseries. 17.4 Competitors questioning scoring resultsmay submit Scoring Inquiry Forms to the jury desk. Race committee
responsestothesewritteninquirieswillbepostedontheofficialnoticeboard. 18. SAFETYREGULATIONS 18.1 RRS40ischangedasfollows:Competitorsshallwearpersonalflotationdeviceswhileracing,exceptwhenbelow
deckorbrieflywhilechangingoradjustingclothingorpersonalequipment. 18.2 Aboatretiringfromaraceoronethatleavestheraceareabetweenraces,wherepractical,shallnotifytherace committeeonthewaterassoonaspossible,ortheStFYCRaceOfficeimmediatelyafterarrivalashore. 19. COMMERCIALTRAFFIC 19.1 AsstatedintheRRSpreambletothePart2rules,whenaboatsailingundertheserulesmeetsavesselthatisnot,
sheshallcomplywiththeInternationalRegulationsforPreventingCollisionsatSea(IRPCAS)orgovernmentright-of-wayrules.Thissupplements,butdoesnotreplacetherulesofPart2.
19.2 Ifacommercialvesselhassoundedfiveblasts,and/orthevesselortheCoastGuardidentifiesanoffendingboat,theracecommitteeshallprotesttheboat,inwhichcasethejuryshallassumethattheidentifiedboathasimpededpassageorviolatedtheU.S. InlandNavigationRules,andthe identifiedboatshallhavetheburdenofprovingotherwise. In the case of a complaint by a Vessel Traffic or the CoastGuard, the protest time limit shall beextendeduptotwodaysaftertheconclusionoftheregatta.ThischangesRRS60.2(a)and61.3.
19.3 Aracecommitteeboatmaysignalaboattoaltercoursetoavoidimpedingthepassageofcommercialvesselsbymakingasoundsignal(hornorwhistle)andpointingCodeFlagVattheboat.Thesignaledboatshallpromptlycomplywiththesignalunlesscompliancewouldcreateanunsafecondition.Ifaboatfailstocomplywithsuchasignal,theracecommitteeshallprotesttheboat,inwhichcasetheInternationalJuryshallassumethatthecoursealterationwouldnothavecreatedanunsafecondition,andtheprotestedboatshallhavetheburdenofprovingotherwise.
19.4 BoatsmaynottakeapenaltyunderRRS44forbreakinganypartofthisSI,andaresultingdisqualificationshallnotbeexcludableunderRRSA2.TheStFYCshallcooperatewithandproviderelevantinformationtotheCoastGuardorothergovernmentalauthorityregarding investigationsofboats impedingshiptrafficorviolatingU.S.InlandNavigationRules(33CFR83).

20. ADVERTISING,BOWSTICKERSANDBACKSTAYFLAGS 20.1 AllboatsarerequiredtodisplayRolexbowstickers,suppliedbytheorganizingauthority,tobothsidesofthehull
as indicated by the sticker placement and application instruction sheet,whichwill be suppliedwith the bowstickers.
20.2 Rolexbackstayflagssuppliedatregistrationarerequiredtobeflownwhileracing.Thebackstayflagshouldbeflownfromthebackstayapproximatelythreefeetabovethedeckwhenpossible.ThischangesRRS56.
21. SUPPORTBOATS 21.1 Duetolimiteddockspace,supportboatswillnothaveaccesstotheStFYCGuestDocksunlessassigneddockspace
bytheStFYCDockmaster. 21.2 SupportboatsshallregisterattheStFYCRaceOfficepriortotheendofregistrationonWednesdaySept.14th.
Theymustbepreparedtodeclarethename(s)ofallboatsthattheyareattachedto,thenameofthesupportboatoperator,andthetelephonenumber.Supportboatswillbeissuedaflagandwillberequiredtoleavea$20depositwhichwillberefundedtotherepresentativeuponthereturnoftheflagattheendoftheregatta.
21.3 Duringracingallsupportboatsmuststayclearandoutsideofracecommitteeboatsorboatsflyingajuryflagorpressflagatallroundingmarks,startandfinishlinesexceptwhenrenderingassistancetoaboatindangereitherattheboat’srequestorattherequestoftheracecommittee.
22. HAULOUTRESTRICTIONS
All boats shall not be hauled out during the regatta exceptwith and according to the terms of priorwrittenpermissionoftheracecommittee.
23. PRIZES
Prizeswillbeawardedbasedonparticipationanddivisionsplits.Inadditiontotake-homeprizes,thefollowingperpetual trophieswill be awarded: St. Francis Perpetual, City of San Francisco Perpetual, Atlantic Perpetual,Keefe-KilbornMemorial,RichardRheemPerpetualandCommodore’sCup.
24. DISCLAIMEROFLIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizingauthoritydoesnotacceptanyliabilityformaterialdamageorpersonalinjuryordeathsustainedinconjunctionwithorpriorto,during,oraftertheregatta.
25. INSURANCE
Eachparticipatingboatshallbeinsuredwithvalidandadequatethird-partyliabilityinsurance. 26. BERTHINGANDTRAILERSTORAGE 26.1 BoatsmaybemooredintheSFMarinafromMonday,September12throughMonday,September19,2016.When
notracing,practicingorintransit,boatsshallremainintheirassignedberthintheSanFranciscoMarinaunlessgrantedwrittenpermissionbytheracecommittee.
26.2 Boat trailers shall be stored at the direction of the StFYC Dockmaster and registered with a race officerepresentative.Unregisteredstoragetrailersmaybeticketedandtowed.
