1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

1.2 No national prescriptions will apply.

1.3 Furthermore, the following rules will apply:

- The ORC Rating Rule System

- The 2018-2019 World Sailing Offshore Special Regulations, Category 4, but for X 79 stanchions and lifelines are not mandatory.

- Danish legislation requires every boat to be equipped with personal buoyancy for the number of persons on board at any time.

1.4 The rules are changed as follows:

- Rules 35, A4 and A5 are changed by SI 13.2 and SI 13.3 - Rules A4 is changed by SI 10.5 - Rule 28.1 is changed by SI 11.2 - Rule 44.1 is changed. The two turns penalty is changed to a one turn penalty. - Rule 60.1(a) is changed by SI 14.5 - Rule 61.1(b) is changed by SI 14.4 - Rule 61.3 sentence 1 and 2 is changed by SI 14.2 sentence 2 - Rule 62.1(a) is changed by SI 10.6, 10.7 and 12.2 - Rule 62.2 is changed by SI 14.7 - Rule 64.1. (a) is changed by SI 14.5 - Rule 66 is changed by SI 14.6 - Race Signals is changed by SI 4.2

2 NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official notice board located at X-Yachts Main

Building and the web page https://www.x-yachts.com/en/events/gold-cup/gold-cup-2019/ 2.2 On the water the race committee will use VHF Radio for the communication regarding the races, the

starts etc.

- Sport Class racing area: VHF Channel 77

- 50+ Class and Family Class racing area VHF Channel 8

3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 07:00 on the day it will take effect, except if there are any changes to the schedule of races which will be posted by 20:00 on the day before it takes effect.

4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the flag pole next to the boat show hall.

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP. This changes Race Signals “AP”.

5 SCHEDULE OF RACES 5.1 Dates of racing:

Saturday 8 June: Sport Class A and Sport Class B, will race at a windward/leeward course. 50+ Class, Family Class A and Family Class B, will race at specified distance courses. Sunday 9 June: Sport Class A Sport Class B, will race at specified distance courses. 50+ Class, Family Class A and Family Class B, will race at specified distance courses. The schedule for the Sport Class A and Sport Class B, can be changed due to the weather conditions. Specific distance race course will be posted on the official notice board on Friday 7 June @ 18.00. The initial Skippers’ Briefing is at 19.00 hrs. on Friday 7 June, outside boat show hall.

The scheduled time of the warning signal for the first race each day is 10.55.

5.3 The distance races are using the same starting line. The first race will be from the start to a time gate approximately mid-course, and the second race will be from the start to the finish.

5.4 To alert boats that a new race will be starting soon after the finish of a race, Flag “T” will be displayed from the Race Committee Finishing Vessel.

5.5 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed on the committee vessel with one sound at least five minutes before a warning signal is made.

5.6 On the last day of the regatta no warning signal will be made after 16.00 hrs.

6 CLASS FLAGS Class flags will be:

7 RACING AREAS 7.1 Racing will take place in Small Belt. Attachment 1 shows the location of racing areas.

8 THE COURSES 8.1 The position of the marks used in the distance courses are listed Attachment 2A. The rounding

mark is the very nearby, RED, GREEN or Cardinal mark at the position. NOT the position itself. Marks shall be rounded at the side shown in the rounding list and in mentioned order. The mark shall be rounded according to [Rounding]

8.2 Windward/leeward courses for Sport Class A and B. Except for the distance races the course diagram in Attachments 2B also show the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

8.3 No later than the warning signal, the race committee signal boat will display a board with the course identification for the class(-es) in the next start together with the approximate compass bearing of the first leg.

9 MARKS 9.1 Marks are described in Attachment 2A and Attachment 2B. 9.2 The starting marks will be the race committee signal boat at the starboard end and a staff buoy at port end.

9.3 The mid-course time gate will be between a defined mark and an official boat with a signal flag G on

a staff.

9.4 When a mark or buoy is laid near the race committee signal boat approximately on the starting line, it is a starting limit mark that shall be left on the same side as the nearby race committee signal boat.

9.5 New marks, as provided in instruction 11.1.

9.6 A race committee boat signaling a change of a leg of the course is a mark as provided in instruction 11.1.

10 THE START 10.1 Races will be started by using rule 26 with the warning signal made 5 minutes before the starting

signal.

10.2 The starting order is signaled by the display of the class flag at the warning signal. The starting order can change from start to start. The race committee intend to start a new race for a class as soon as possible after the finish of the previous race for that class.

10.3 The starting line will be between staffs displaying orange flags on the starting marks.

10.4 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other classes.

10.5 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules 35 and A4.

10.6 The race committee intends to broadcast on VHF radio information regarding the starting procedure together with counting down to the signals. (See SI 2.2 regarding VHF Channels.) Failure of the race committee to make this broadcast will not be grounds for redress. This changes rule 62.1 (a).

10.7 If any part of a boat’s hull, crew or equipment is on the course side of the starting line at the starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF radio (See SI 2.2 regarding VHF Channels). Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).

11 CHANGE OF THE NEXT LEG OF THE COURSE 11.1 To change the next leg of the course, the race committee will lay a new mark and the replacement

mark will be a yellow mark on both loop (or move the finishing line) and remove the original mark as soon as practical or move the original mark (or finishing line) to a new position. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

11.2 Except at a gate, boats shall pass between the race committee boat signaling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.

12 THE FINISH 12.1 The finishing line for Sport Class A and B will be between staffs displaying blue flags on the finishing

marks.

12.2 The distance race course will have the finish line between course side of the last mark described in the rounding list and a staff displaying a blue flag on the race committee signal boat.

13 TIME LIMITS AND TARGET TIMES 13.1 When sailing on a windward/leeward course the target time for the first boat in a class to finish is 60

minutes and the time limit for the last boat to finish is 120 minutes.

13.2 When sailing on windward/leeward course, boats failing to finish within 30 minutes after the first boat in that class sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.

13.3 When sailing the distance course, the time limit in SI 14.2 is the sailing time for the first boat in that class plus 50 percent. A notice will be given on the VHF radio when the first boat in a class finishes. Boats failing to finish within this time limit, will be scored Did Not Finish without a hearing. This

changes rules 35, A4 and A5.

14 PROTESTS AND REQUESTS FOR REDRESS 14.1 Protest forms are available at the race office. Protests and requests for redress or reopening shall be

delivered there within the appropriate time limit.

14.2 For each class, the protest time limit is 120 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later. Any protests from competitors regarding a given ORC-Club-rating shall be put forward as soon as possible and no later than at 20:00 h on Friday, June 7th, 2019. This changes rule 61.3.

14.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located in the X-Yachts Main Building.

14.4 Notices of protests by the race committee or international jury will be posted to inform boats under rule 61.1(b).

14.5 Breaches of instructions 10.4, 16, 19, 21, 22, 23 and 24 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the jury so decides, and for minor breaches of the Offshore Special Regulations the protest committee may impose any penalty different from disqualification, or not impose a penalty. . This changes rule 64.1 (a). The scoring abbreviation for a discretionary penalty imposed under this instruction will be DPI.

14.6 On the last scheduled day of racing a request for reopening a hearing shall be delivered

a) within the protest time limit if the requesting party was informed of the decision on the previous day;

b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66.

14.7 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

14.8 Decisions of the jury will be final as provided in rule 70.5.

15 SCORING

15.1 Number of races are specified in 5.2. A boat’s series score will be the total of her race scores.

15.2 For the classes Family and Sports elapsed time corrections are calculated using the ORC-Club. This is based on the ORC handicap system. The rating is displayed on the official notice board on from Wednesday 5 June. Time corrections are based on “Time on Distance”, for the Windward-Leeward-Courses in Sports Classes “Windward-Leeward Triple Number” is used. A board with the wind factor for the respective race will be displayed from the finishing vessel (see SI 12.2). For the Distance Courses in Sports and Family Classes “Coastal/Long Distance Single Number” is used.

16 SAFETY REGULATIONS 16.1 A boat that retires from a race shall notify the race committee as soon as possible and if

possible, display her national flag.

16.2 Danish legislation requires every boat to be equipped with personal buoyancy for the number of persons on board at any time.

17 REPLACEMENT OF CREW OR EQUIPMENT Substitution of competitors will not be allowed without prior written approval of the race committee, however in case of emergency it can be communicated at first possible opportunity.

18 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or

measurer to proceed immediately to a designated area for inspection.

19 BOW NUMBERS AND EVENT ADVERTISING Boats shall display bow numbers and event advertising supplied by the organizing authority at registration. The bow numbers and event advertising shall be placed in accordance with instructions given by the organizing authority and ISAF Regulation 20 concerning the event advertising.

20 OFFICIAL BOATS

Official boats will be marked with the KDY burgee. Jury boats will be marked with “Jury”.

21 SUPPORT BOATS 21.1 Team leaders, coaches and other support personnel shall stay at least 50 meters from any racing yacht.

21.2 Support boats shall be marked with the nationality letter and sail number of the yacht they are supporting.

22 HAUL-OUT RESTRICTIONS Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

23 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

24 RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. The Race Committee will use VHF radio for communication regarding the races (see SI 2.2 regarding VHF Channels).

25 PRIZES The X-Yachts Gold Cup 2019 Trophy will be awarded to the overall winner. The winner will be chosen by a draw from the winners of each class. The chance each class winner has will be determined by the size of their class.

Prizes will be awarded to following classes: 50+ Class, Family Class A, Family Class B, Sport Class A and Sport Class B.

A complete list of prizes will be posted on the official notice board.

26 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority (including KDY, X-Yachts and the sponsors) will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. Danish law and jurisdiction applies.

27 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1.000.000 per incident or the equivalent.
