Safety Policy (1)

The safety policy, insofar as applicable, on the safety management process and its relation to the operational and maintenance process

Top management must take an interest and just as they formulate a business policy, they must formulate a safety policy

Page 23: SAFETY MANAGEMENT SYSTEM BASIC

Aerodrome Safety Workshop - Almaty, Kazakhstan - 18 to 22 November 2002 23

Safety Policy (2)

A statement that the highest priority shall be attached to safety in relation to all business activities

A business objective for safety that shall minimise the aerodrome’s contribution to aviation accident risk to as low as reasonably practicable

A commitment by the organisation to adopt an explicit, pro-active approach to safety management

Framework for Controlling Risk

Organisational culture Requires an organisational unit that

can analyse results, learn lessons and suggest improvement action

Requires an interested management that is open for input and willing and able to act in the interest of safety

Page 32: SAFETY MANAGEMENT SYSTEM BASIC

Tolerable only if risk reduction is impracticable or if its cost is grossly disproportionate to the improvement gained

Tolerable if cost of reduction would exceed the improvement gained

Necessary to maintain assurance that risk remains at this level

Risk cannot be justified save in extraordinary circumstances

Unacceptable region

Factors that increase risk: A number of untrained personnel is allowed

on the movement area (or close to it) Parts of the movement area may be put out

of action, affecting usable lengths, taxi-routes etc.

Temporary gates may have to be established; this increases the risk of unauthorised access to the movement area and hence runway incursions
