Safe At Work Ontario – Compliance Strategy
Safe At Work Ontario (SAWO) is the MOL’s compliance strategy, designed to:
improve the health and safety culture of workplaces reduce workplace injuries and illness avoid costs for employers as a result of work related Workplace
Safety and Insurance Board (WSIB) claims, and provide a level playing field for compliant employers.
Safe At Work Ontario is risk based, and focuses on sector hazards and on building and sustaining a health and safety culture in the workplace.

System Priorities• At the System Leaders Forum, June 2016, all system leaders confirmed the
following system priorities for 2017-18:

The strategy contains two goals, supported by three priorities each
One of the goals is about where the system focuses resources, while the other is about how the system delivers
This is important to note as it impacts leadership and accountability

Assist the most vulnerable workers:• While all workers may be vulnerable to injury and illness at work, some
workers are at a greater risk than others because of factors such as:• Age (e.g. young workers), being recent immigrants, being new to
their positions or having precarious employment. Support health and safety improvements in small businesses:
• Small businesses face unique challenges, they may be less familiar with health and safety legislation and may have fewer resources to assist them with compliance.
Address highest hazards resulting in occupational illness and injury:• Regardless of size, many workplaces experience serious occupational
injuries and illnesses. Health and safety prevention and enforcement activities are guided by information available to identify and target hazards that result in injuries and illnesses in Ontario workplaces.

Safe at Work Ontario Consultations
Annually, the Ministry of Labour (MOL) conducts stakeholder consultations to obtain input and advice on how to improve occupational health and safety enforcement in Ontario.
The purpose of this consultation is to receive input in order to support the strategic enforcement priorities of this sector. The MOL also considers other information such as system
priorities, available data, information about workplace trends and other field intelligence when planning enforcement priorities.
The MOL uses information obtained to draft “sector plans” and to plan blitzes, initiatives and other enforcement activities.

Industrial Health and Safety Program
Size of the Program• The Industrial Health and Safety Program (IHSP) represents over 5.5 million workers.• The IHSP inspectors enforce the OHSA and its regulations at 29 diverse and
complex sectors.
Sectors it Covers• Sectors range from fisheries to education to farming operations to wood and metal
fabrication. • The majority of workers at provincially regulated workplaces in Ontario work in
workplaces represented by sectors under the Industrial Program.

Enforcement focus Regardless of the key focus or topic of the initiatives or blitzes, where required, inspectors continue to ensure compliance with legislation and regulations such as:
• Occupational Health and Safety Act (OHSA)• Regulations for Industrial Establishments (Reg. 851)• Noise regulations (O. Reg. 381/15)• Control of Exposure to Biological and Chemical Agents (Reg. 833)• Confined Spaces (O. Reg. 632/05)• Occupational Health and Safety Awareness Training (O. Reg.

Western Region Golf Course Initiative – 2018/19
Background
Phase one – 2017/18 – Awareness information was provided regarding the potential hazards created by sloped surfaces on golf courses.
Phase two – 2018/19 – Western Region Inspectors performing inspections to determine compliance with the workplace parties duties under the Occupational Health and Safety Act.

Employer duties ….
Employers have a duty including but not limited to:
• acquaint a worker or a person in authority over a worker with any hazard in the work
• provide information, instruction and supervision to protect the health or safety of the worker
• take every precaution reasonable in the circumstances for the protection of a worker

Physical hazard focus may include:
Sloped surfaces: • lateral rollovers, • uncontrolled slides into a rollover or other hazards (i.e.: water hazard)
Operating too close to a vertical drop off
Operating a lawn mower on a slope that exceeds the angle limits specified by the lawn mower manufacturer
Operating riding lawn equipment without roll-over protective structures (ROPS) and seat belts where required by the Roll-Over Protective Structures Regulation (Reg.856).
