FOREIGN RESERVES UP IN AUGUST ON UAE DEPOSIT

Egypt’s Net International Reserves increased USD1bn to a total of USD16.6bn in

August reflecting the country receiving a USD1bn deposit by the United Arab

Emirates amidst absence of major debt servicing payments. The deposit comes to

partially fulfill the IMF’s required additional funding of USD5-6bn in order for the

Staff-level agreement for a USD12bn loan to be ratified by the IMF board. The

increase brings import cover back to the 3.5 months mark after it had dropped to

more than a year low of 3.3 months in July. We expect reserves to receive further

boost in 4Q2016 from: i) additional funding IMF asked for, likely including a

USD2bn deposit from Saudi Arabia; ii) USD2.5bn first tranche of the IMF loan; iii)

USD3bn Eurobond likely to be issued sometime in October; and iv) USD1bn as

first tranche from a USD3bn loan from the World Bank. This would leave the CBE

(link here) with a comfortable reserve buffer of USD8-10bn.

REAL GDP GROWTH REACHES 3.6% IN 3Q15/16 AND 4.3% IN 9M15/16

The Ministry of Planning said in a statement that real GDP growth reached 3.6%

in 3Q15/16 compared to 3.3% in 3Q14/15. Growth is down to 4.3% in 9M

FY15/16, from 4.8% in the same period in FY14/15, due to slowdown in tourism

and mining industries, as well as the downside pressures of oil price slump on

GCC economies, the Ministry stated. We forecast real GDP growth to reach 3.7%

in FY15/16.

EGP STABLE AT REGULAR FX AUCTION AND ON BLACK MARKET


The Central Bank of Egypt (CBE) held the EGP steady against the USD at its

regular foreign currency sale, selling USD118mn at USD:EGP 8.78. Meanwhile,

the currency remained stable on black market at USD:EGP 12.75-12.77,

unchanged from last week's range.

FDA REPOSTS BANS ON SOME EGYPTIAN PRODUCTS

Egypt’s Ministry of Agriculture and Land Reclamation reported that the U.S. Food

and Drug Administration (FDA) (link here) imposed new bans on the entry of

some Egyptian dairy products into the U.S., correctly noting that the FDA had

merely reposted bans on Egyptian products that were made in 2009, 2010 and

2014 as part of a routine update. The FDA import alert 12-10 (click here) was

published on August 22, 2016 with a list of companies from 28 different

countries including Egypt, France, Italy, and Mexico.

SAUDI ARABIA TO SEND EGYPT ADDITIONAL USD97MN OF SINAI LOAN

Saudi Arabia will send Egypt within few days an additional of USD97mn to

complete the first tranche of the Sinai Development loan after receiving

USD300mn recently, a senior government source said. The remaining amount will

go for building King Salman's University in Al-Tor city and the first phase of some

development projects in the peninsula, he added. The funding is part of an

agreement signed by the two countries in Riyadh in March, aiming to provide

Egypt a USD1.5bn soft loan to help develop the Sinai and to buy Saudi oil

products needed for development purposes. Saudi Fund for Development's loan

for the development of Sinai is worth USD1.4bn, in addition to USD100mn to be

kept in reserves, the government official said. The Kingdom will disburse 30% of

the loan for each tranche; and 10% for the last tranche, the official added.

EGYPT RECEIVES FIRST TRANCHE OF USD3 BILLION WORLD BANK LOAN

Egypt received the first USD1 billion tranche of a three-year, $3 billion loan from

the World Bank (link here) to fund government plans to boost growth. The

money will be used to “create jobs and improve citizens’ living standards,”

Egypt’s Minister of International Cooperation Sahar Nasr said. The government is

already working on finalizing the second tranche from the World Bank, as well as

from the African Development Bank (link here), the minister said. Egypt is

also working to secure a $12 billion loan from the International Monetary

Fund (link here), part of an overall $21 billion target over three years to fund

measures to restore investor confidence and revive an economy that has

struggled to rebound following the 2011 ouster of President Hosni Mubarak.

NMC CONSIDERING INVESTING UP TO USD1.6BN IN EGYPT


NMC Health (link here) is considering establishing a fully-fledged medical city,

including hospitals and medical schools in Egypt , with investments of up to

USD1.6 bn. NMC Health, founded by the Indian billionaire BR Shetty in 1973 as a

small clinic and pharmacy in Abu Dhabi, has grown to become one of the biggest

names in the UAE's healthcare sector. The company plans on sending a

delegation to Egypt in the coming weeks to discuss the matter with the related

government bodies, according to Tarek Kabil, Minister of Trade and Industry.

EGYPT AND CYPRUS SIGN GAS TRANSFER DEAL


The Egyptian Minister of Petroleum Tarek El Molla and Cypriot Minister of Energy

Yiorgios Lakkotrypis signed a deal for the transfer of natural gas via pipeline to

Egypt. The deal will allow a direct subsea pipeline from Cyprus's exclusive

economic zone (EEZ) to either Egypt's SEZ or onshore Egypt for domestic

consumption or re-export, once extraction starts of discoveries made off Cyprus.

ELECTRICITY MINISTRY REPORTED TO NOT MOVE FORWARD WITH COAL POWER PLANT MOUs


Sources at the Ministry of Electricity and Renewable Energy have reported that

the government intends to not move forward with the MoUs for coal power plants

that were signed last year during the Sharm El Sheikh Economic Conference in

March 2015, and will opt for competitive tenders for coal-fired plants. The

Ministry had previously signed six MoUs for coal-powered plants on the Red Sea

coast, with investments of over USD23bn. The Ministry decided to resort to

competitive tenders to be able to choose the best offers in term of technicality

and pricing, in addition to the MoU capacity additions exceeding the Ministry’s

current energy needs, the source added, where most of the cancelled MoUs were

signed on an EPC mechanism, which is relatively similar to turnkey projects. The

Ministry has already started moving forward with the new plan, as a government

body had communicated with top global consultants for submitting their offers,

and has received four offers to date. The Ministry’s new tender for planned coal-

fired power plant projects will include three 2,000 MW plants, with investments

of USD6 bn and will be executed on three equal phases, through BOOT ( build-

own-operate-transfer) and EPC mechanisms, where it is expected to receive

offers to the potential tender throughout 2017, the source added.

EGYPT TO ALLOW INTERNATIONAL ARBITRATION IN NEXT PHASE OF SOLAR SCHEME


Egypt will allow offshore international arbitration in contracts for the second

round of its solar power Feed-in-Tarrif (FiT) scheme, the Minister of Electricity

Mohamed Shaker said. The move comes after international lenders had pulled out

funds of an earlier phase when Egypt refused to allow for international arbitration

in FiT contracts. Egypt also plans to slash the FiT rate to 7.8 cents/ kWh in phase

two from 13 cents/kWh in phase one to plants with 500 KW- 20 MW capacity and

to 8.4 cents / kWh from 14 cents/kWh to those with 20-50 MW capacity. In 2014,

Egypt announced extensive plans to develop renewable energy, originally

targeting 4.3 GW of wind and solar projects to be installed over three years,

including a 1.8 GW solar park in Upper Egypt to be developed for USD3bn and

operated under a FiT scheme, which piqued investor interest due to its

competitive rates. Phase two will be initially exclusive to qualified investors that

had applied to phase one and it will open up to new investors if the accepted bids

do not meet the targeted capacity additions.
